Ashok K. Mittal is the founder chancellor of the prestigious academic institution, Lovely Professional University (LPU). Hailing from a humble background, Mittal worked his way up to become an accomplished entrepreneur. As a way to serve the society and the state of Punjab, he founded LPU which is one of the largest universities in India today with students from over 50 countries. Sanjeev Arora runs the Krishna Pran Breast Cancer Charitable Trust that was established after his parents lost their lives to cancer. But main business is export house. Arora is also on the governing board of Dayanand Medical College &amp; Hospital, Ludhiana, and is also a member of the Apex Council of Punjab Cricket Association. He has been the Secretary of Sutlej Club, Ludhiana, a prime institution of Punjab that provided ample help to the Ludhiana District Administration by donating ambulances, PPE Kits, and other essentials. Raghav Chadha was appointed as the youngest spokesperson of the party and has executed crucial party campaigns in Delhi &amp; Punjab. Chaddha spearheaded the critical water reforms as Delhi Jal Board Vice-Chairman and is one of the architects of the party's resounding victory in Punjab. A graduate from the London School of Economics, Chaddha met <keyword id="260213" type="General" weightage="20" keywordseo="arvind-kejriwal" source="Orion">Arvind Kejriwal</keyword> in 2012, who urged him to get involved in the drafting of the Delhi Lokpal Bill as his first task. An Arjuna and Padma Shri awardee, Singh has been actively working for the upliftment of disadvantaged children through the Smile Train Foundation and Tera Tera Foundation. Sandeep Pathak is touted as Aam Aadmi Party's Chanakya, responsible for the party's spectacular win in Punjab elections in 2022. Pathak is an IIT-Delhi Associate Professor who joined the party to realize Arvind Kejriwal's dream of a corruption-free India. Pathak received his PhD from the University Of Cambridge, UK in 2011. He has been working behind the scenes for many years and built the entire organization cadre in Punjab. Now that the leader of the opposition raised issues on the budget, which was presented and tabled in the house yesterday." "Outrageous allegation!": Nirmala Sitharaman reacts to opposition protesting budget, labeling it 'discriminatory'

New Delhi, Nov 20 () The government should purchase crop residue as it procures wheat and paddy at minimum support price (MSP) to address the issue of stubble burning, one of the causes of air pollution, JD(U) MP Ram Nath Thakur suggested in the Rajya Sabha on Wednesday. 
Raising the issue during the morning session, Thakur also expressed concern over the arrest of farmers in some states for stubble burning. 
The government should buy crop residue in the same way it purchases wheat and rice from farmers at MSP, he said, adding that this will not only help in reducing pollution, but also provide financial relief to farmers.
BJP member Vijay Pal Singh Tomar suggested that stubble can be used in manufacturing of ethanol. 
He also said efforts should be made to ensure 10 to 15 per cent blending of ethanol with petrol, which will help in environment protection and saving foreign exchange. 
The government has mandated mixing of 10 per cent ethanol in petrol, but only about six per cent is being mixed currently. 
Meanwhile, three Congress MPs demanded that the central government buy rice from Chhattisgarh. 
Chhaya Verma, Motilal Vohra and P L Punia mentioned in the House that rice from the state is not being purchased for the central pool as Chhattisgarh is buying at a higher MSP of Rs 2,500 per quintal against the MSP of Rs 1,815 per quintal announced by the Union government. 
The Centre should relax norms and buy the grains at the MSP announced by the state government as part of its goal to double farmers' income, they said. 
The Congress, which is in power in Chhattisgarh, had promised the higher MSP to boost farmers' income, according to them. 
BJP's Shwait Malik said people living within the 5-km area from the India-Pakistan border in Punjab are facing problems in getting employment and education. 
He demanded a special fund to provide infrastructure, education and job opportunities to them. 
In his Zero Hour mention, A K Selvaraj of the AIADMK raised the issue of adulteration and contamination of food products. 
Two TMC members Md Nadimul Haque and Manas Ranjan Bhunia highlighted the plight of people affected by Cyclone Bulbul and demanded that the central government extend help in providing relief to those affected. 
DMK leader Tiruchi Siva suggested that Tamil should be made the official language of the Madras High Court. 
Rajya Sabha Chairman M Venkaiah Naidu agreed with the suggestion, saying the language in high courts should be that of the state. 
Another Congress member Mohd Ali Khan asked the central government to intervene so that the ongoing strike by employees of the Telangana State Road Transport Corporation (TSRTC) can be ended. <ul><li>The <keyword id="6355187" type="UNKNOWN" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> lost 127 hours and 45 minutes due to disruptions while the Rajya Sabha wasted 121 hours. </li><li>In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these, the Finance Bill and the Appropriation Bill, were passed in less than half an hour. </li><li>Around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session. </li></ul>The 2018 Budget session, which concluded on April 6th, saw India’s <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> record another unflattering statistic. According to PRS Legislative Research, Delhi-based think tank, it was the <a href="http://www.prsindia.org/uploads/media/Budget%202018/Vital%20Stats%20-%20Budget%20Session%202018.pdf">least productive Budget Session</a> since 2000. Based <a href="http://164.100.47.193/statement/files/statementofwork.pdf">on information</a> from the Lok Sabha secretariat, 127 hours and 45 minutes were wasted in the Lower House of Parliament while business was conducted for only 34 hours. The Rajya Sabha (Upper House) fared slightly better, sitting for 44 hours and wasting 121. All in all, 249 out of a total of 327 hours were completely wasted, culminating in a productivity level of 24%. If you can call it productivity. In human terms, if an MP in the recent session was given four hours to do something, he or she spent three hours arguing about this responsibility, 45 minutes sitting down to think about it and 15 minutes actually doing it. In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these - the Finance Bill, which comprises taxation measures, and the Appropriation Bill, which details spending plans for government ministries - were passed in quick succession on March 14th. The Speaker of the Lok Sabha, Sumitra Mahajan, was able to pass the bills in less than half an hour without any discussion by administering the “guillotine process”. When a guillotine is applied, all outstanding proposals need to be voted on once a fixed time for discussion is over. The hours wasted by Parliament aren’t borne by MPs but by taxpayers. In September 2012, following a washed-out Monsoon session, the Union Minister for Parliamentary Affairs, Pawan Kumar Bansal, said that the cost to the Exchequer of running the Parliament for <a href="https://www.ndtv.com/india-news/each-minute-of-running-parliament-in-sessions-costs-rs-2-5-lakh-govt-498784">one minute was ₹250,000</a>, a figure which has since been routinely quoted. Based on this estimate, around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session, excluding the salaries of MPs. But one can’t just look at this in monetary terms. There is a significant cost to bills being delayed, not only for the intended beneficiaries of such bills, but in terms of the time they take up in future sessions of Parliament which would normally be reserved for newer bills. At the end of the Budget Session, there were <a href="http://www.prsindia.org/uploads/media/Budget%202018/Session%20wrap%20Budget%20Session%202018.pdf">68 bills pending</a> for discussion and passage, including the Transgender Persons (Protection of Rights) Bill, the Financial Resolution and Deposit Insurance Bill and the Whistleblowers Protection Bill. India’s electorate aren’t unfamiliar with washouts in Parliament. A number of sessions in recent years have been been largely unproductive and beset by interruptions. For example, the Winter Session in 2016, which took place right after the demonetisation, lost 19 of its 21 days due to disruptions. In the absence of institutional incentives to be productive, India’s MPs have no qualms in substituting debate with protests. These disruptions, rather than individual actions, are usually a coordinated ploy by opposition parties too highlight the government’s failings and are met with a equal reaction by ruling parties who wish to stall discussion over a topic. The blame game This Budget Session was no different and both sides were to blame. First, the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> and <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> pointed fingers at each other over the Nirav Modi scam at Punjab National Bank. Then, the Telugu Desam Party (TDP), along with opposition parties, started protesting against the Centre’s decision to not give the state special category status. This led to a notice of a no-confidence motion, which was never brought to the floor, which only served to amplify the Opposition’s protests. Even though the BJP had the seats to quash the no-confidence motion, it probably did not want to risk the scrutiny and questions that came with such a motion. Finally, the latter end of the session featured disruptions related to the Cauvery water sharing dispute between Karnataka and Tamil Nadu as well as the Supreme Court’s dilution of the SC/STs Act. The blame game and hollow gestures continued well after the end of the Budget Session. On April 5th, the members of the ruling administration said that they would <a href="https://timesofindia.indiatimes.com/india/nda-mps-wont-take-pay-for-23-wasted-days/articleshow/63618705.cms">forgo their salaries </a>for the 23 wasted days in the second part of the Budget Session, which they attributed to the Congress. On April 9th, Rahul Gandhi led <a href="https://www.financialexpress.com/india-news/rahul-gandhis-fast-at-rajghat-sajjan-singh-jagdish-tytler-asked-to-leave-top-developments/1126556/">a nationwide, day-long fast </a>to protest against the BJP government and the Parliament’s inability to function. The BJP responded with <a href="http://indianexpress.com/article/india/pm-narendra-modi-fast-on-april-12-why-is-pm-fasting-bjp-protests-rahul-gandhi-congress-amit-shah-parliament-5133495/">its own fast</a> against the stalling of Parliamentary proceedings by opposition parties few days later. <keyword id="834154" type="PERSON" weightage="20" keywordseo="No-work-no-pay">No work no pay</keyword>? The decision of the BJP MPs to forgo their salaries has brought the notion of “no work no pay” back into the spotlight. As part of the latest Union Budget, the finance minister, Arun Jaitley, decided to double MPs monthly salaries from ₹50,000 to ₹100,000. In 2007, when the BJP led the Opposition, the Speaker of the Lok Sabha, Somnath Chatterjee, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/somnath-wants-no-work-no-pay/articleshow/2225592.cms">proposed the concept</a> of “no work no pay for MPs”, pointing to the obvious flaw in a system that allowed them to claim their daily allowance for sitting in Parliament even when the session was disrupted. Last month, Manoj Tiwari, a BJP MP and head of its Delhi unit, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/manoj-tiwari-wants-no-work-no-pay-rule-for-mps/articleshow/63385053.cms">proposed the rule again</a>. While the rule makes sense on paper, it presupposes that MPs are motivated to work by their salaries. Many of them are rich to begin with. According to the Association of Democratic Reforms, <a href="https://adrindia.org/media/adr-in-news/13rd-mps-have-criminal-records-82-cent-are-crorepatis-adr">82% of the new Lok Sabha MPs </a>in 2014 had a net worth of over ₹10 million. In fact, the average worth of an MPs assets was ₹146 million. Perhaps the number of days could be increased. While this won’t raise productivity and will likely increase the burden of taxpayers, it could help tackle the growing pile of pending bills and allow more time for matters of public interest to be discussed. The Indian Parliament meets for roughly <a href="http://www.prsindia.org/media/articles-by-prs-team/the-house-is-not-in-session-4425/">70 days a year</a>, compared to 150 in the UK and 140 in the US. Furthermore, MPs are primarily motivated by votes. They are elected to represent the interests of the people who voted for them, not to add numbers to their parties’ protests in the house. It is the responsibility of voters to keep their representatives accountable. Parliamentary disruptions inhibit the functioning of our democracy. The disruptors should be rewarded accordingly when elections come around.

NEW DELHI: In what might mark nervousness in <keyword id="1575" type="ORGANIZATION" weightage="80" keywordseo="Congress">Congress</keyword> ranks over the <keyword id="56" type="ORGANIZATION" weightage="40" keywordseo="Party">party</keyword>’s poll prospects, shipping minister GK Vasan on Tuesday ruled himself out of the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> contest. 
 Vasan’s declaration comes in the wake of reports that I&amp;B minister <keyword id="119952" type="PERSON" weightage="60" keywordseo="Manish-Tewari">Manish Tewari</keyword> does not want to take the field in Punjab though sources said his reluctance stems from personal reasons. Tewari’s name has not figured among sitting Punjab MPs declared in the first list of 194 candidates on Saturday, triggering speculation whether he will be the Congress candidate from his constituency of Ludhiana. 
 It was suggested that Tewari was keen on a shift to Chandigarh, but former <keyword id="18658" type="POSITION" weightage="40" keywordseo="Railway-Minister">railway minister</keyword> <keyword id="145307" type="PERSON" weightage="60" keywordseo="Pawan-Bansal">Pawan Bansal</keyword> remains in the running for the seat despite the controversy surrounding an alleged case of bribery for a high-level railway appointment. 
 
 The scene in Ludhiana has become complicated with the entry of prominent activist HS Phoolka on an <keyword id="6354944" type="ORGANIZATION" weightage="60" keywordseo="Aam-Aadmi-Party">Aam Aadmi Party</keyword> ticket and the threat of SAD-BJP throwing a lot of resources into the challenge. 
 
The reluctance on the part of key Congress leaders to face the battle reinforces the impression that 2014 is a tough test for the ruling camp facing serious anti-incumbency. Opinion polls too are pointing to a sharply dipping graph. 
 Vasan is a known Congress face from <keyword id="20154" type="ORGANIZATION" weightage="40" keywordseo="tamil-nadu">Tamil Nadu</keyword> — son of the late stalwart GK Moopanar — but his chickening out is seen in conjunction with the party’s failure to attract any allies like DMK in the elections. Congress is staring down the barrel without the support of either of the Dravidian parties as also no truck with minor caste outfits like DMDK that inhabit the Tamil political space. 
 
On his part, Vasan cited his responsibilities as a campaigner to justify his decision to opt out of fighting elections. “I am one of the main campaigners who wants to ensure the victory of Congress candidates by touring all 39 seats in the state,” he said. 
 The claim apart, Congress is reeling under poor PR after important desertions in states. <keyword id="19496" type="POSITION" weightage="40" keywordseo="leader">Leader</keyword> of opposition in Odisha assembly <keyword id="117981" type="PERSON" weightage="40" keywordseo="Bhupinder-Singh">Bhupinder Singh</keyword> joined principal rival <keyword id="127045" type="ORGANIZATION" weightage="40" keywordseo="Biju-Janata-Dal">Biju Janata Dal</keyword> as did <keyword id="2115867" type="UNKNOWN" weightage="40" keywordseo="Bhagirath-Prasad">Bhagirath Prasad</keyword> who joined BJP after he was announced the candidate from Bhind seat in Madhya Pradesh. 
 
The sensational defections are undercutting the Congress attempt to project the 2014 elections as normal in the wake of an entrenched perception that the party is facing an uphill task after successive wins in 2004 and 2009.
