Pune: Two people have been arrested by the Pune police for <keyword id="21825477" type="General" weightage="20" keywordseo="blood-sample-manipulation" source="keywords">blood sample manipulation</keyword> in the 'Pune <keyword id="19927240" type="General" weightage="20" keywordseo="porsche" source="keywords">Porsche</keyword> crash' case, said <keyword id="20413754" type="General" weightage="20" keywordseo="Pune-police-commissioner" source="keywords">Pune police commissioner</keyword> Amitesh Kumar. Both were arrested on Monday night by the Pune crime branch. They are allegedly involved in swapping the blood samples of two friends of the main minor accused who were present in the car during the accident. The accused will be produced before the court for remand on Tuesday. Further investigation is underway. More details on the matter are awaited. The five-member committee was formed last week by the state woman and child development department (WCD), he said. It is headed by a deputy commissioner-rank officer from the department and is expected to submit its report by next week, the official said. Two IT professionals in their 20s were killed after their motorcycle was hit by a speeding Porsche, allegedly driven by a 17-year-old boy, in the early hours of May 19 in Kalyani Nagar area of Pune. According to police, the teenager was drunk at the time. The JJB granted bail to the teenager hours after the incident. It also asked him to write a 300-word essay on road accidents, an order that drew an onslaught of criticism. WCD commissioner Prashant Narnavare said the JJB comprises a member from the judiciary and two persons appointed by the state government. 'We have formed a committee to probe the overall conduct of the JJB members appointed by the state government, to check whether norms were followed while issuing orders in the car accident case," he said. "I have powers under the Juvenile Justice Act to probe the overall conduct of the members who have been appointed by the state government. We have set up a committee to assess the overall conduct of the JJB members in connection with the order that granted bail to the juvenile after the accident," said Narnavare. The committee was formed immediately after the (bail) order was issued, he added. Another three-member committee is also conducting an inquiry into the alleged manipulation of the blood samples of the juvenile driver. On Monday, police claimed the juvenile's blood samples were discarded and replaced with another person's samples which showed no traces of alcohol.

Attempts were made to project that the 17-year-old minor, who allegedly crashed his <keyword id="19927240" type="General" weightage="20" keywordseo="Porsche" source="keywords">Porsche</keyword> car into a motorbike killing two persons, was not at the wheel at the time of the accident, said <keyword id="20367797" type="General" weightage="20" keywordseo="pune-police" source="keywords">Pune Police</keyword> Commissioner <keyword id="20431970" type="General" weightage="20" keywordseo="amitesh-kumar" source="keywords">Amitesh Kumar</keyword> on Friday. The city police chief told reporters that an internal inquiry has pointed to lapses on the part of some cops while registering the case and action will be taken against them. "During our investigation, it has clearly emerged that the juvenile was driving the car and we have already collected all the necessary chronological evidence. For example, when the juvenile left the house, the entry on the security register shows that he left the house with the car," he said. On the basis of technical and CCTV evidence, it is confirmed that the car was being driven by the juvenile, the police chief said. Eyewitnesses have also corroborated that the teenager was behind the wheel at the time of the accident, he said. Kumar said attempts were made to show that an adult (the family driver) was driving the car and not the teen when the vehicle fatally knocked down two persons in the city's Kalyani Nagar area around 3 am on Sunday. "We are investigating these things and will take action against those who made such attempts, under section 201 (destruction of evidence) of the IPC," he said. Asked about the blood samples, Kumar said the juvenile was sent to Sassoon Hospital around 9 am on Sunday after an offence was registered. "There was a delay in taking blood samples as they were collected at 11 pm but the blood report is not the pillar of our case," he admitted. He said the case has been registered under IPC section 304 (culpable homicide not amounting to murder) and the juvenile was fully aware that driving in an inebriated condition would lead to this kind of offence and people's lives would be lost. He also said special counsels will be appointed to aggressively put forth the police side in court. A Porsche, allegedly driven by the 17-year-old, who the police claim was drunk at the time, fatally knocked down two motorbike-borne software engineers in the city in the early hours of Sunday. The teenager was then produced before the Juvenile Justice Board, which granted him bail while asking him to write a 300-word essay. Following an outcry over quick bail and the police's review plea, the JJB on Wednesday remanded the teen, son of real estate <keyword id="21790495" type="General" weightage="20" keywordseo="developer-Vishal-Agarwal" source="Orion">developer Vishal Agarwal</keyword>, to the observation home till June 5. The police have also arrested the teenager's father.
