As per early trends, congress is leading the only Lok Sabha seat. IndiaToday-AxisMyIndia exit polls 2019 predicts that Mayavati’s BSP (Bahujan Samaj Party) is set to win from 16 seats in Uttar Pradesh. This number is the total seats the party will get in the state along with its allies SP and RLD. IN 2019 elections, BSP nominated its candidates from 38 seats. As per the seat sharing arrangement, SP contested from 37 seats and RLD faced the elections from 3 seats. Mayavati has chosen not to contest in 2019 Lok Sabha elections in order to focus more on the election campaign for the victory of her Mahagathbandhan. As per the Chanakya-News24 Exit Poll, the BSP- SP and RLD coalition might win 13 out of 80 seats with over 65 seats predicted for the BJP from the state and just 2 seats predicted for the Congress party. Uttar Pradesh state has the largest number of parliamentary seats in the country numbering 80 in total. In 2014 elections for the Lok Sabha, BSP could not get a single seat in UP. In 2009 elections, BSP got 20 seats from UP leaving BJP with just 10 seats. In 2004 and 1999 Lok Sabha elections, the results gave the party 19 seats and 14 seats respectively. Talking of the vote share in 2014 elections, BSP had got 19.6 % votes in the state while the BJP had got 42.3 % votes. Some of the key candidates like Haji Fazulrahman contested for Saharanpur seat, Girish Chandra was nominated by the party from Nagina (SC) and Amar Chandra Jauhar faced the elections from Shahjahanpur (SC). While nominating their candidates as per the seat sharing agreement, BSP and SP gave two seats for RLD. These two parties have decided not to contest in the two constituencies of Amethi and Raebareli from where the Congress President Rahul Gandhi and Sonia Gandhi are contesting.

Puducherry is a small union territory of India located within the borders of Tamil Nadu. On Tuesday, March 19, 2019, the Election Commission of India <a href="https://eci.gov.in/files/file/9448-general-election-to-lok-sabha-2019-notification-for-phase-2-by-mo-law-justice/">issued</a> the Lok Sabha Election 2019 second phase notification. As per the announcement made by the Election Commission of India on March 10, 2019, The 2019 Lok Sabha Elections will be conducted in 7 phases. The second phase notification pertains to the polling across the country scheduled on April 18, 2019. Among the 543 Lok Sabha constituencies of the country, 91 will go for polling on April 11, 2019 during the first phase. During the second phase of polling on April 18, 2019, a total number of 97 constituencies scattered across 13 states and union territories will go for polling. After the polling across all the 7 phases ending on May 19, 2019, the votes will be counted on May 23 and the results will be declared by the evening on the same day. Since the tenure of the government in the center will end on June 3, 2019, the 2019 Lok Sabha Elections will decide who will rule the largest democracy for the next five years. Phase-1 notification highlights As per the formal gazette notification on phase-2 of 2019 Lok Sabha Elections issued on March 19, 2019, the second phase of polling will happen on April 18, 2019 in 97 constituencies. Lok Sabha Election 2019 Second Phase Notification

New Delhi, Jan 31 () There is a need to address the rising food subsidy bill, and the government needs to "revisit" the subsidised rates at which foodgrains are distributed through ration shops, the Economic Survey said on Friday.
 Foodgrains via ration shops are supplied at highly subsidised rates of Rs 3 per kg for rice, Rs 2 per kg for wheat and Rs 1 per kg for coarse grains through Public Distribution System (PDS) as per the National Food Security Act (NFSA).
 "With a large share of poor people, maintaining food security is still a challenge. The rates fixed under the NFSA initially for a period of three years have not been revised since 2013, resulting in burgeoning food subsidy. The rates under NFSA and the coverage need to be revisited," the Survey said.
 The food subsidy bill has increased from Rs 1,13,171.2 crore in 2014-15 to Rs 1,71,127.5 crore in 2018-19, it said adding that the reasons for widening of the food subsidy have been many.
 While the economic cost has increased, the central issue price (the rate at which grains are sold in ration shops) for NFSA beneficiaries has not been revised from Rs 200 per quintal in case of wheat and Rs 300 per quintal in the case of rice.
 The acquisition and distribution costs of foodgrains for the central pool together constitute the economic cost. The difference between the per-quintal economic cost and the per-quintal Central Issue Price (CIP) gives the quantum of food subsidy.
 "While the interests of the vulnerable sections of the population need to be safeguarded, for sustainability of food security operations, the issue of burgeoning food subsidy bill needs to be addressed," the Survey added.
 The NFSA has been implemented in all states and Union territories. However, in Chandigarh, Puducherry and urban areas of Dadra and Nagar Haveli, the NFSA is being implemented in cash transfer mode, under which food subsidy is being transferred into the bank accounts of beneficiaries who then have a choice to buy foodgrains from open market.
 During the financial year 2019-20, the government allocated 603.88 lakh tonnes of foodgrains to states and UTs under the NFSA and other welfare schemes as on December 2019.
 Under the NFSA, the government supplies 5 kg of subsidised foodgrains to each person per month to over 81 crore people through 5 lakh ration shops in the country. LUX HRS

Address rising food bill, revisit PDS rates: Survey

New Delhi, Jan 30 () Gujarat, home for busiest seaports in the country, has recorded cargo traffic growth rate of 4.1 per cent in the April-December period of the current fiscal, which is lower than the national average, according to Union Shipping Ministry data.
 While non-major ports in India saw a 4.8 per cent rise in cargo tariff in the first nine months of 2019-20 to 447.21 million tonnes, the ones of Gujarat Maritime Board (GMB) grew by 4.1 per cent, the data showed.
 Gujarat had been the most preferred coastal state attracting significant cargo traffic and contributed significantly to the maritime trade and logistics in the country. GMB handles more than two-thirds of traffic at non-major ports.
 But with Maharashtra and ports on the east coast attracting higher tariff, the market share of Gujarat has fallen.
 Industry sources said one reason for the shift may be very few handling restrictions in eastern states such as Andhra Pradesh, Tamil Nadu, and Odisha while Gujarat continues to operate with a port policy designed 25 years back in 1995.
 The state government in September 2019 announced intentions to bring a new 'game-changer' policy that removed restrictions on cargo handling.
 The policy, sources said, would have resulted in Rs 4,000 crore investment in the state along with Rs 400 crore revenue per year to the government. But the policy is yet to be implemented despite it being approved by the Chief Minister and being notified by Gujarat Maritime Board.
 Sources said the policy, which would have added 32 more jetties without any restriction on cargo handling, was to have significant benefits to the industry in terms of lowering of logistics costs and ease of doing business and would have created 25,000 additional jobs.
 During the April-December 2019-20, Directorate of Ports at Odisha recorded the highest growth in traffic at 64.2 per cent followed by Ports of Tamil Nadu Maritime Board (34.1 per cent), Directorate of Ports, Puducherry, 27.7 per cent), Ports Management Board, Andaman &amp; Nicobar Islands (25.4 per cent) and Directorate of Ports, Karnataka (25 per cent) over the same period of the previous year, the shipping ministry data showed.
 However, when it came to handling cargo, Gujarat Maritime Board handled the maximum cargo of 304.99 million tonnes with a share of 68.2 per cent followed by Directorate of ports, Andhra Pradesh (17 per cent), Maharashtra Maritime Board (6.8 per cent) and Directorate of Ports, Odisha (5.7 per cent), it said.
 As far as coastal cargo was concerned Gujarat Maritime Board handled 35 million tonnes with a share of 51.6 per cent followed by Maharashtra Maritime Board (22 per cent).

Nearly 900 million voters are expected to turn out this year, compared to 814.5 million in 2014. The number of polling stations will be increased from 900,000 in 2014 to 1 million this year. 16 million new voters will be between the age of 18 and 19, compared to 23.1 million in 2014. 1.7 million voter verifiable paper audit trail (VVPAT) machines will be in use after a <a href="https://www.indiatoday.in/elections/story/the-many-claims-of-evm-tampering-in-india-1435638-2019-01-21" data-type="tilCustomLink" target="_blank">series</a> of allegations of foul play in many state polls in the run up to the general elections in 2019. VVPAT is a second line of independent verification via a printer machine, which is attached to electronic voting machines. When a voter presses the button against the party symbol of their choice on the electronic voting machine (EVM), a paper slip is printed through VVPAT. The slip would contain the poll symbol and name of the candidate and allows voters to verify if their vote has gone to the intended candidate. After the voter views the slip, that slip will be dropped inside a sealed box linked to the EVM. "The Model Code of Conduct comes into effect from today itself in the entire country. Voting in India's 2019 elections will run from April 11  to May 19 and the results will be counted on May 23

The <a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Prime Minister Narendra </a><a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Modi</a>-led Indian government will complete two years in office on May 26. Modi and his army of ministers had their share of praises and criticism in these two years and their performances were also analysed at every step with an eagle’s eye.

	We also analysed the performance of Modi's lieutenants in the Cabinet and we begin with <a href="http://www.businessinsider.in/searchresult.cms?query=piyush+goyal&amp;sortorder=effectivedate">India’s Power Minister Piyush Goyal</a>. <o:p></o:p>

	Goyal initiated many path-breaking initiatives in all the three sectors-<a href="http://www.businessinsider.in/searchresult.cms?query=power+supply&amp;sortorder=effectivedate">power</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=coal&amp;sortorder=effectivedate">coal</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=renewable+energy&amp;sortorder=effectivedate">renewable energy</a>.

	He has been working on keeping his word on ‘power for all’, at a time when millions of Indians had given up on the idea of having adequate power supply and most industries had switched to high cost diesel generated power for uneven power supply. <o:p></o:p>

	The reforms he brought under his leadership in the ministry was noticed by international rating agencies such as Standard &amp; Poor’s and also the funding majors like World Bank, ADB, IFC–who have time and again cited lack of reforms in these sectors as one of the major bottlenecks in India’s growth story.

	“We have a long journey ahead of us. I do hope that in these two years, we have been able to create a structural frame work where people have hope and confidence that things can be done honestly, things can be done with a great degree of participation and cooperation amongst difference sections of all the stakeholders,” said Goyal.<o:p></o:p>

	Presently, under ‘one nation, one grid, one frequency’, the Available Transfer Capacity (ATC) of southern Indian states such as Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana and Puducherry has increased by 71% to 5,900 MW from 3,450 MW in 2013-14. <o:p></o:p>

	“Transmission has gone up remarkably by 71% in only 18 months and most of the southern region today is power surplus-- from an era when they used to buy power at as high as Rs 16-Rs 18 a unit to reaching a point when they do not have to pay more than Rs 4-5 now. Usually, power is available under Rs 3 and with the launch of Vidyut Pravah,” Goyal said.

	After Goyal assumed charge, he accepted the challenge of turning around a sector that was symbolic of the impact of decades of inefficient bureaucracy coupled with visionless policies.

	Areas like <a href="http://www.businessinsider.in/searchresult.cms?query=energy+efficiency&amp;sortorder=effectivedate">energy efficiency</a> have never been so popular in India. Today, India is running the world’s largest energy efficiency programme and on a recent visit to the US and UK, the two nations actually took energy efficiency lessons from India.<o:p></o:p>

	Also, one of the biggest achievements of Goyal-led ministry has been the introduction of UDAY or Ujwal to light up the power sector. UDAY is an answer to pull the state distribution companies out of their financial and operational inefficiencies.<o:p></o:p>

	 “I think efficiency gains in terms of UDAY, where we are talking about Rs 1,80,000 crore savings per year, when all states come on board, which I am quite sure of, all these gains will be enough to take care of the existing requirements of the discoms. I think we will have to perk up our acts, we will have to be efficient across states and the political pressure of people demanding better quality service and affordable power will make sure that (hopefully) we don't have to increase tariffs,” said Goyal.<o:p></o:p>
 Goyal's other focus area has been renewable energy. From just 3000 MW <keyword id="70990" type="UNKNOWN" weightage="20" keywordseo="Solar-power">solar power</keyword> generation since independence, he set an ambitious target of setting up 1,00,000 MW, or 100 GW, of solar capacity within five years and by 2019.<o:p></o:p>

	In 2015-16, the largest ever wind capacity addition of 3,300 MW was achieved. There has been a 157% increase in solar capacity since 2014 of 4,132 MW. Solar projects of capacity 20,904 MW were tendered in 2015-16 of which, projects of 11,209 MW have already been awarded. 32 Solar Parks of 19,400 MW capacity have been sanctioned in 20 states. <o:p></o:p>
 <keyword id="6356966" type="ORGANIZATION" weightage="20" keywordseo="Coal">Coal</keyword> is the mainstay of India’s energy needs. The crisis arising from the cancellation of 204 coal blocks by the Supreme Court was answered with a fair and transparent auction and allocation process which, is estimated to bring in potential revenue for coal bearing states of about Rs 3.44 lakh crore over the lifetime of 74 mines.

	Electricity generation has also picked up, almost matching demand. Energy deficit during the current year has been reduced to its lowest level ever of 2.1% from 11.1% in 2008-09. Similarly, peak shortage has been reduced from 11.9% in 2008-09 to 3.2%, again, the lowest ever.

	Thermal electricity generation grew at 7.4% in 2015-16 with a strong performance in March of 15.9% y-o-y. To sustain this growth the highest ever capacity addition of 46,738 MW in conventional power has been attained in 2014-16, accounting for around a fifth of our current conventional capacity.<o:p></o:p>

	 “All the above extraordinary results have been made possible by the joint efforts of Team India and the unprecedented stress on transparency and accountability in governance. With our Government’s initiatives and the support of 125 crore Indians we will soon be successful in illuminating the life of every Indian thus creating an Ujwal Bharat,” said Goyal.
