<keyword id="111875" type="ORGANIZATION" weightage="100" keywordseo="Delhi-Pollution-Control-Committee">Delhi Pollution Control Committee</keyword> (DPCC) has issued closure notices to 112 industrial units, mainly stainless steel pickling units, located in <keyword id="495229" type="ORGANIZATION" weightage="100" keywordseo="Wazirpur-Industrial-Area">Wazirpur Industrial Area</keyword>. According to the authorities, these units were releasing untreated liquid industrial waste in the open drains that flow into the river Yamuna. 
 Wazirpur Industrial Area houses about 2,000 units. DPCC had been writing to the industrial units and the <keyword id="6364683" type="ORGANIZATION" weightage="60" keywordseo="Delhi-Jal-Board">Delhi Jal Board</keyword> (DJB) since March this year, asking them to take effective measures, but nothing had been done till date. 
 A team of officials from DPCC, DJB and Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), as well as representatives of the Wazirpur Industrial Area CETP Society and <keyword id="1461068" type="ORGANIZATION" weightage="60" keywordseo="All-India-Plastic-Industries-Association">All India Plastic Industries Association</keyword>, had undertaken a survey of the area on February 24. Samples of waste water being discharged in open drains were collected at three locations and pH levels were found to be far below the specified norms. "This means steel pickling industries are not carrying out any treatment and the waste water is being discharged into open drains," the closure notice said. 
 The <keyword id="6356156" type="ORGANIZATION" weightage="60" keywordseo="public-works-department">Public Works Department</keyword> also held a discussion on the drainage issue in the area on March 13 this year. 
 
"It was observed that all drains are choked due to silt from the industries and a large quantity of metallic silt was being discharged directly into the storm water drains without mandatory pre-treatment by industrial units," the notice states. 
 
DPCC has ordered power and water disconnections, and directed the local SDM to ensure that the units are shut down. "We have given them enough warnings. They never responded or did anything about it," said Sandeep Mishra, member secretary of DPCC. 
 
Commenting on the development, Jai Kumar Bansal, president of Delhi Stainless Steel Trade Federation, said, "We haven't received any closure order and we have always treated our waste water. I don't know why DPCC is taking action against us."

Two sources familiar with <a href="https://www.nytimes.com/2021/10/21/us/politics/matt-gaetz-justice-department.html">the matter told the New York Times</a> that one of prosecutors hired by the DOJ to work on the Gaetz case specialises in child exploitation matters, while the other specializes in public corruption. One of the prosecutors was named as Todd Gee, Deputy Chief of the Public Integrity Section at the DOJ.The two have been deployed from Washington to work on the Florida-based probe, the reports said. <a href="https://abcnews.go.com/US/doj-adds-top-prosecutors-matt-gaetz-investigation-sources/story?id=80715465">ABC News subsequently</a> confirmed the hires. This has placed him in the unusual position of being able to question top DOJ officials while the department is investigating him.In a hearing Thursday he questioned Attorney General Merrick Garland about <a href="https://www.youtube.com/watch?v=n7Ec3S0nMGE">whether there is a ban on people who have worked as "partisan" committee staff working on criminal probes.</a>While Gaetz didn't mention any specific names, Gee previously worked as a counsel of the Democratic-led Homeland Security Committee in the House of Representatives.

India's Central Public Works Department (CPWD), in a press release dated Jan. 8, 2015, announced the dismissal of a senior electrical engineer employed by the department for 35 years. He only worked the first 10.
It sounds like the CPWD could use a bit of reorganisation. The employee stopped turning up for work in 1990, and an inquiry was launched in 1992. The department then seems to have forgotten about it for 13 years:

Shri A.K.Verma, who joined CPWD as an Assistant Executive Engineer in 1980 went on Earned Leave in December, 1990 and did not report to work thereafter. He went on seeking extension of leave which was not sanctioned and defied directions to report to work. An Inquiry was instituted against him in September, 1992 for major penalty for willful absence from duty. Due to non-cooperation of Shri Verma with the Inquiry and for other reasons, it got delayed and a fresh charge sheet was issued in 2005. The Inquiry Report, establishing the charges was submitted in July, 2007 and the same was accepted by the then Minister of Urban Development in August, 2007. But no further action was taken in the matter.

Charges were clearly established six years ago, but Verma apparently remained in employment for another eight years until he was sacked today. It's not clear from the press release whether he was paid over the whole period. In 2014, <a href="http://www.telegraph.co.uk/news/worldnews/europe/germany/9200054/German-civil-servant-says-he-did-nothing-for-14-years.html">a German civil servant admitted he hadn't done any work in the last 14 years</a>, but Verma beats him by a decade.

An Indian Civil Servant Just Got Sacked After Not Turning Up For Work For 25 Years

As the model code of conduct is in place ahead of assembly polls next month, the Delhi Public Works Department has asked all its chief engineers to provide list of those project works which have already started on the ground and those which are yet to begin. The department has asked for the list of such works at the earliest after the Election Commission sought the same. Delhi will go to polls on February 8 to elect 70 members and the results will be declared on February 11. In a written communication to all chief engineers, the PWD said the department has sought details of such works on January 9 and the office of Delhi Chief Electoral Office on January 14. "You are again requested to send the information on priority through email "mailto:electiondelhi2020@gmail.com" \nelectiondelhi2020@gmail.com under intimation to this office," said the written communication issued on Friday. It also stated that the list of works which have already been started on the ground and list of fresh work which has not started on the ground should be sent. Earlier this month, the services department of the Delhi government had asked HoDs to ensure that neither the proposals sent by them breach the model code of conduct nor the compliance of court orders are delayed due to the fear of their breach. "All departments of the government of National Capital Territory of Delhi, while forwarding proposals to the chief secretary for consideration or approval, should clearly mention that provisions of the Model Code of Conduct are not attracted," it had said.

Bob Menendez and Mike Braun, and Reps. Chrissy Houlahan and Brian Fitzpatrick — reintroduced a bill called the PSLF Payment Completion Fairness Act, which would remove the requirement for borrowers to be working in public service at the time they apply for and receive debt relief.The Public Service Loan Forgiveness, or PSLF, program was created in 2007 to give government and nonprofit workers student-loan forgiveness after 10 years, or 120 qualifying payments. But, <a href="https://studentaid.gov/manage-loans/forgiveness-cancellation/public-service" target="_blank" rel="noopener">according</a> to Federal Student Aid's website, borrowers "must be working for a qualifying employer at the time you submit the form for forgiveness and at the time the remaining balance on your loan is forgiven."That means that even if borrowers completed their ten years of qualifying payments, they would have to remain in their public-service job to actually get relief through the program. The lawmakers' bill would get rid of that provision, according to the press release."Since its creation, the Public Service Loan Forgiveness program has had persistent issues that have made it difficult for public-service employees to access student debt relief in exchange for their dedicated service to our nation," Menendez said in a statement. "This is a common-sense, bipartisan solution that will remove a needless provision in federal law that will transform the lives of law enforcement, firefighters, teachers, and other public-service employees by making it easier for them to receive relief under the PSLF program."Braun, who is a Republican, also said in a statement that he's hoping to "cut burdensome provisions in the Public Service Loan Forgiveness (PSLF) program and ensure that whenever they go next, their service isn't forgotten."Over the past two years, President Joe Biden's Education Department has taken a number of steps to reform the PSLF process. In October 2021, the department <a href="https://www.businessinsider.com/public-service-loan-forgiveness-program-major-overhaul-student-debt-biden-2021-10">implemented a limited-time waiver</a> that allowed past payments — even those previously deemed ineligible — to count toward loan forgiveness. And, upon the waiver's expiration on October 31, 2022, the department announced <a href="https://www.businessinsider.com/biden-education-department-expands-student-loan-forgiveness-pslf-idr-2022-10">permanent reforms to the program</a>, including a one-time account adjustment to give borrowers one more chance to ensure their payments are up to date.But there are still a number of hurdles that could get in the way of implementing those changes. Due to a lack of congressional funding for the office of Federal Student Aid, the department <a href="https://www.businessinsider.com/student-loan-forgiveness-deadline-idr-pushed-back-account-adjustment-reform-2023-3">pushed back the deadline</a> for borrowers to see the impact of the account adjustment to 2024. The lack of funding could also present issues for the student-loan payment resumption expected to happen this fall, along with carrying out Biden's plan to cancel up to $20,000 in student debt for federal borrowers if the Supreme Court upholds that relief.Still, while it's unclear how the reforms will be implemented over the next year, recent data from the Education Department shows the waiver is continuing to work for borrowers. Through early February 2023, per the department, <a href="https://www.businessinsider.com/student-loan-borrowers-debt-cancellation-public-service-loan-forgiveness-biden-2023-3">453,000 borrowers have qualified for loan forgiveness</a> due to the reforms — and applications submitted before the October 31 deadline are still being processed.The bipartisan legislation would expand on those reforms and build on Menendez and his colleagues' <a href="https://www.businessinsider.com/student-loan-debt-relief-pslf-waiver-permanent-menendez-norcross-education-2022-7">past efforts</a> to ensure PSLF works as intended."Our public servants, like police officers and teachers, rightfully have access to student loan forgiveness after ten years of public service," Houlahan said in a statement. "However, due to the way the policy is currently written, borrowers must still be working in public service while their paperwork is processed for forgiveness, which can sometimes take several months. He reported that his fiancée's <a href="https://www.insider.com/engagement-gap-drop-in-ring-sales-signet-jewelers-2023-4">engagement ring</a> was missing, telling the city his future stepson had accidentally flushed it down the toilet. The press release went on to say that the unnamed resident initially tried to retrieve the <a href="https://www.insider.com/engagement-ring-trends-for-2023-according-to-private-jeweler-2023-1">ring</a> himself, even going as far as to rent a sewer inspection camera to try to find it. He told the city that although he was able to spot the ring with the camera, he believed the camera pushed the ring farther down the drain.<div type="image" title="drain " height="2096" width="2795" msid="100362494" hostid="261" sizebytes="390878"></div>City staff then tried to retrieve the ring, and according to the press release, they thought it would be relatively easy to find because the couple lived on a cul-de-sac. But while doing routine maintenance in the area in May 2023, members of the city's sanitation staff saw a ring and grabbed it. Staff who worked with the resident in 2022 contacted him, and after confirming information about the ring, they sanitized it and returned it to him. The city shared a photo of staff with the resident when they returned the ring to him on its <a href="https://www.instagram.com/p/CsZt8ExP407/">Instagram</a> on Thursday. "The City's sanitation crew was excited to be able to return the ring to the resident and see the resident's expression of happiness to have it back," the city said in its press release. "Way to go Public Works crew!"

It also was not immediately clear whether any money might actually change hands. The department did not respond to questions about potential fines.The work involved the clearing of vegetation and disturbance of soils on nearly 3 acres of what the state calls "exceptional resource value freshwater wetlands." Before the work was done, this land was considered suitable habitat for the barred owl, which is listed as a threatened species, and the red-shouldered hawk, an endangered species.The project also cleared and disturbed an additional 12 acres of land near wetlands known as transition areas, which also are protected.The DEP refused Friday to discuss how the work happened without authorization.On its website, the department wrote on Feb. 1 that the work sought to create 21 acres of habitat for the American woodcock, a member of the sandpiper family that uses its long, narrow beak to forage for earthworms in damp soil. The project was designed to create "meadow habitat."But in doing so, the state destroyed mature oak and pine forests in and near wetlands, and filled in some wetlands, four conservation groups said in a letter to the department in early March complaining about the work. The agency issued the violation notice on April 6."The wetland soil and flora that were previously undisturbed have been destroyed, and the mature forest that was already habitat for numerous rare species of plants and birds was clear-cut logged," the groups wrote. "All trees have been cut, and all stumps bulldozed."Tom Gilbert, a leader of the New Jersey Conservation Foundation, said, "This never should have happened. They must also take steps to improve their clearly inadequate internal review process and meaningfully engage the public."Jaclyn Rhoads, assistant executive director of the Pinelands Preservation Alliance, commended the state for owning up to its mistake, but said the DEP should provide a list of current projects on its website for public review."It is because of the public that we were able to stop further destruction of this landscape," she said.Agency spokesman Larry Hajna said the Fish and Wildlife Division's Bureau of Land Management must implement appropriate soil conservation measures within 10 days and submit a plan within 30 days to restore the site. That must include removal of wood chips placed there.By the end of April, the DEP intends to issue a notice of penalty assessment.Fish and Wildlife will propose additional environmentally beneficial measures, which will be subject to a public comment period, Hajna said.

But Clinton did not turn over that particular email, which was later obtained by the investigators.The presumptive Democratic presidential nominee was supposed to have turned over all work-related emails to the State Department for public release. That public release was supposedly completed at the end of February.But the agency's watchdog found three emails never seen before by the public - including Clinton's explanation for why she wanted her emails kept private and details of hacking attempts on her personal computer server. It is unclear how the agency found the emails, as Clinton's physical server is currently being investigated by the FBI. But the existence of the messages renews concerns that Clinton was not completely forthcoming when she turned over work-related emails to the State Department, which evidently found these emails only after releasing the documents Clinton herself provided in March 2015.An inspector general's report released Wednesday on email practices within the State Department faulted Clinton and previous secretaries of state for poorly managing email and other computer information, and for slowly responding to new cybersecurity risks.The report cites "longstanding, systemic weaknesses" related to communications that precede Clinton's appointment as secretary of state. The State Department singled out Clinton's failures as "more serious," however, according to the Associated Press."At a minimum, Secretary Clinton should have surrendered all emails dealing with department business before leaving government service and, because she did not do so, she did not comply with the Department's policies that were implemented in accordance with the Federal Records Act," the report reads.

In <a href="http://www.politico.com/story/2015/03/gowdy-clinton-wiped-her-server-clean-116472.html">a statement released on Friday</a>, Rep. Trey Gowdy (R-South Carolina), the chairman of the House of Representatives committee dedicated to investigating the 2012 terrorist attack on the US diplomatic compound in Benghazi, claimed Clinton wiped the server that housed her emails "clean.""While it is not clear precisely when Secretary Clinton decided to permanently delete all emails from her server, it appears she made the decision after October 28, 2014, when the Department of State for the first time asked the Secretary to return her public record to the Department," Gowdy said. The committee had issued a broad subpoena to Clinton asking for her communications related to the attack. In his statement, Gowdy noted the committee <a href="http://www.politico.com/story/2015/03/gowdy-clinton-wiped-her-server-clean-116472.html">did not receive additional emails</a> from Clinton even after her team asked for a two week extension on his subpoena. The State Department has already turned over approximately 300 of Clinton's emails that were related to the attacks to the committee. Earlier this month, the New York Times revealed Clinton exclusively used a private address and alleged this may have been a violation of federal recordkeeping regulations as well as a security risk. Clinton and her team have <a href="http://www.businessinsider.com/how-hillary-clinton-used-her-personal-email-2015-3">maintained she turned over all relevant correspondence</a> when she was requested to do so by the State Department, which was engaged in an effort to improve its records. They have also claimed she copied government addresses on all official correspondence, which would have ensured it was kept on State Department servers.Clinton has said she turned over approximately 55,000 pages of emails to the State Department. She has also <a href="http://www.businessinsider.com/why-did-hillary-clinton-delete-about-30000-emails-2015-3">admitted to deleting about 30,000 emails</a> that she described as personal. Her team has said her lawyers reviewed the emails before they were deleted.The ongoing controversy over her email use has cast a shadow over Clinton's likely 2016 presidential campaign. In a statement responding to Gowdy, Clinton's spokesman, Nick Merrill stressed that Clinton has said she would like the State Department to make as many of her work-related emails public as possible after the department conducts its own review."As we have said, Secretary Clinton has already turned all of her work emails over to the State Department in keeping with the letter and the spirit of what was required, and in full response to the Department's request of former Secretaries. The State Department has been responsive to the committee, and will continue to be," Merrill said. "Representatives of Secretary Clinton's office have been in touch with the committee and the State Department to make clear that she would like her emails made public as soon as possible and that she's ready and willing to come and appear herself for a hearing open to the American public." Gowdy has long sought Clinton's correspondence from her time leading the State Department. He has said he will call her to testify before the committee after reviewing her emails. Republicans have consistently criticized the government's handling of the attacks.In <a href="http://news.yahoo.com/gowdy-clinton-wiped-email-server-clean-deleted-emails-230702244--politics.html">a letter given to the committee</a>, David Kendall, an attorney for Clinton reiterated her claim all of her work-related emails were turned over to the State Department. Because of this, he said the committee should not be seeking Clinton's correspondence directly from her."The Department of State is therefore in possession of all Secretary Clinton's work-related emails from the (personal email) account," Kendall wrote.Kendall also said he verified Clinton had deleted all of the emails that once resided on her server and, as a result, could not provide any communications other than those she already turned over to the State Department."To avoid prolonging a discussion that would be academic, I have confirmed with the secretary's IT support that no emails…..for the time period January 21, 2009 through February 1, 2013 reside on the server or on any back-up systems associated with the server," Kendall wrote.Gowdy and other Republicans have suggested an independent arbiter should conduct a review of Clinton's emails.
