Player Unknowns Battlegrounds, PUBG, is a popular videogame that has children addicted across the world. However, the violent character of the game has been a huge point of debate. Introduced in early 2018, <keyword id="6409600" type="UNKNOWN" weightage="20" keywordseo="PUBG-MOBILE">PUBG Mobile</keyword> has become a pop culture phenomenon. The game had hit <a href="https://www.timesnownews.com/technology-science/article/pubg-mobile-india-series-2019-how-to-register-last-date-for-registration-rs-1-crore-prize-money-and-more/352103" data-type="tilCustomLink" target="_blank">200 million downloads</a> mark in December last year. The concern has now been escalated to the highest level in India. Prime Minister Narendra Modi took a jibe at the online multiplayer battle game developed and published by PUBG Corporation, a subsidiary of South Korean video game company Bluehole, funded by Chinese technology investor, Tencent. Speaking to children and parents on a scheduled annual conversation-- called Parisksha pe charcha or discussion over exams-- preceding the exam season in India, PM Modi had words of caution. “We need to ask ourselves — is technology turning children into robots or making them more human?” Modi said. The prime minister’s rhetoric was in response to a question from the mother of a ninth grader. Madhumita Sen Gupta from Assam, who lives in Delhi, said, “Earlier he (son) was good in studies but now he is too distracted by online games.” The reference to PUBG was one that the prime minister initiated. “I hold technology in very high regard. But every thing has two sides,” the PM said, adding, “If technology is narrowing us and our thoughts, it will be a big setback. Technology should expand our horizons. To laugh and play in open grounds is very important.” He had advice for the parents too, “Parents and teachers must take interest in the evolution of technology and ask children. It will make children feel comfortable in seeking help.” PUBG was <a href="https://www.digit.in/gaming/china-approves-release-of-80-new-games-but-leaves-out-pubg-mobile-developer-tencent-report-45561.html" data-type="tilCustomLink" target="_blank">banned</a> in China in December 2018. And in India, education institutes have already started to take steps to stop children from playing the game. Vellore Institute of Technology, primary schools in Gujarat are some examples. The National Commission for Protection of Child Rights (NCPCR) has also <a href="https://www.ndtv.com/india-news/pubg-adversely-affecting-students-ban-it-gujarat-government-to-schools-1981810" data-type="tilCustomLink" target="_blank">reportedly</a> recommended a ban on the game across the country. With the latest caution coming from none other than the prime minister himself, should PUBG expect a crackdown in India too?

But it’s unlikely that the game will <a href="https://www.businessinsider.in/pubg-ban-india-healthy-gaming-experience-proposed/articleshow/68058605.cms">actually be banned</a> after the Central Government said that its ‘<a href="https://timesofindia.indiatimes.com/city/mumbai/difficult-to-ban-pubg-centre-to-bombay-hc/articleshow/70563343.cms">difficult to ban PUBG</a>’ after looking into the matter, according to Advocate Rui Rodrigues. A world of princes and princesses In April this year, a bench headed by Chief Justice Pradeep Nandrajog and Justice Nitin Jamdar presided over a public interest litigation (<a href="http://violent">PIL</a>) lodged by a student, Ahad Nizam, through his mother, Mariam. The PIL sought to ban the game in schools citing ‘violence and aggression’. The bench, reminiscing the days old, stated that children used to fantasize about “a world of princes and princesses and chasing demons and living happily ever after.” Adding that there was “no violence” back then. Ban unlikely Advocate Rui Rodrigues presenting the details of the review by the Centre a couple of days ago pointed out that it is “technically difficult to ban all the sources (such as websites, mobiles and other communication devices) from where the game is available unless the creator or the parent company retrieves the game from circulation or administers some restrictions.” “Parental awareness is required to control children's access to it,” Rodrigues added.  Clamour for a wider ban In the one year that PUBG has been in the India, Indian users have spent over $19.65 million on in-game purchases, according to a KPMG report. But, its popularity hasn’t been without consequences. As recently as February, the IT Minister of Goa called the game ‘demonic’ asking for laws to restrict its use in the southern state. Even in Kashmir, the Doctors Association Kashmir (DAK) appealed to parents and teachers to keep kids away from PUBG after students didn’t perform well in their 10th and 12th board exams. The Vellore Institute of Technology (VIT) in Tamil Nadu has already banned the game in the boy’s hostel because it was ‘spoiling’ the entire atmosphere. Students reacted on Twitter stating that the ban was creating ‘inhumane college conditions’.

But a nationwide is speculated to be imminent with the the National Commission for Protection of Child Rights (NCPCR) issuing a notice to all states of India suggesting that they ban the game — how that ban will successfully be implemented is still unknown. Faced with ban threats, PUBG is trying to placate Indian parents and the government

<ul><li>The Tencent-backed PlayUnknown’s Battlegrounds (PUBG) has been banned in certain cities across India for being too addictive.</li><li>The ban has resulted in the arrest of 10 people in the western state of Gujarat.</li><li>But if addiction is really the problem — the World Health Organisation (WHO) says that these teens need treatment, not jail.</li></ul>Not only has the massive multiplayer online (MMO) game, PlayerUnknown’s Battlegrounds (PUBG), been banned in certain cities around India but the city officials are implementing the ban as well — by putting teens in jail. Police in Rajkot, a city in the western state of Gujarat, arrested 10 people — six of whom were undergraduate students — for playing the game within the last two days. The Police Commissioner justified the strict action <a href="https://indianexpress.com/article/india/after-rajkot-ban-police-arrest-10-for-playing-pubg-5625371/?utm_campaign=fullarticle&amp;utm_medium=referral&amp;utm_source=inshorts">stating</a> that it’s only a bailable offence.

 The teens were booked under the Indian Penal Code (IPC) Section 188 and under Section 35 of the Gujarat Police Act for violating the notification issued by the Police Commission on March 6 that banned the PUBG mobile game. Gaming addiction is not illegal — it’s a disorder The SOG police inspection in Rajkot, Rohit Raval, said, “This game is highly addictive and the accused were so engrossed in playing them that they could not even notice our team approaching them.” And, if teens are really so addicted to the game, then they need treatment — not jail. Being addicted to gaming has officially been recognized as a disorder by the World Health Organization (WHO). <ul><li>ByteDance, TikTok’s publisher, is fighting the ban against the app stating that it will only hurt the civil right to free speech. </li><li>TikTok is currently banned in the south Indian state of Tamil Nadu for ‘encouring pornography’. </li><li>But, pornography on social networking platforms is an industry wide problem that other companies — like WhatsApp and Instagram — are also struggling with. </li></ul>ByteDance, the Chinese publisher behind turning musical.ly into TikTok, is fighting the ban <a href="http://v">imposed</a> by the <keyword id="6360667" type="UNKNOWN" weightage="20" keywordseo="madras-high-court">Madras High Court</keyword> in India’s apex judicial institution, the Supreme Court. In petitioning for the ban to be quashed, the mobile app publisher states that ban “amounts to curtailing of the rights of the citizens of India” as per a court filing seen by <a href="https://in.reuters.com/article/tiktok-india-court/ban-on-tiktok-app-would-harm-free-speech-chinas-bytedance-tells-indias-supreme-court-idINKCN1RN0MX">Reuters</a>. The plea will be <a href="https://www.thehindu.com/news/national/sc-to-hear-on-april-15-plea-challenging-hc-order-to-ban-tiktok-app/article26781547.ece">presented</a> in the Supreme Court on April 15 in front of a judicial bench comprising of Chief Justice Ranjan Gogoi and Justices Deepak Gupta and Sanjiv Khanna. The court had earlier refused the ‘urgent listing’ of the same plea on April 8. About 39% of the video streaming platform’s 500 million users are from India, most of them between the ages of 16 to 24. Keeping that demographic in mind, the public interest litigation (PIL) filed against TikTok alleged that some of the content on the platform was leaving children vulnerable to sexual predators and encouraging paedophiles. Subsequently, South Indian state of Tamil Nadu issued an interim order to bar any downloads of the mobile app citing that the social network was responsible for ‘<a href="https://www.businessinsider.in/tiktok-ban-in-india-for-hosting-porn/articleshow/68720430.cms">encouraging pornography</a>’. The interim order also bans TikTok videos from being shared by media outlets and wants a response from the Central Government around whether or not they will bring in a law similar to the Children’s Online Privacy Protection Action (COPPA) in the US before April 16.

 An investigation by the BBC found that hundreds of sexual comments and videos were being shared on TikTok by teenagers and children. And, while the company deleted most of the comments — most of the users are still on the platform despite TikTok’s own regulations against sexual content directed at children. That being said, pornography on social networks in India is an industry wide issue that isn’t specific to TikTok. In fact, banning TikTok will probably only make users shift to other platforms that have the same functionality as there is no dearth of option in the mobile app market. For instance, Instagram — the popular photo sharing app — has been <a href="https://tech.economictimes.indiatimes.com/news/mobile/on-instagram-in-india-its-sex-for-sale/67968584">pointed out</a> for facilitating sexual solicitation. And, WhatsApp groups have become the new safe haven for child pornography after India implemented a nationwide porn ban on website that were allegedly hosting indecent videos with underage participants. An <a href="https://economictimes.indiatimes.com/tech/internet/probe-finds-child-pornography-in-indian-whatsapp-groups/articleshow/67430347.cms">investigation</a> by AntiToxin Technologies, an Israeli online safety startup, found that hundreds of videos were being shared globally under the cloak of the platform’s end-to-end encryption. TikTok is the second Chinese mobile app with a large Indian user base to face problems in India after the battle royale game, PlayerUnknown’s BattleGrounds was <a href="http://v">banned</a> in various districts of Gujarat. And, India isn’t the only country calling for a ban on TikTok. The video sharing mobile app has already been banned in China, Indonesia (now repealed) as well as in India’s own neighbor, Bangladesh.
