This is extra pain on the Indian economy as millions of blue collar jobs have already been lost in the last few months — across auto, textile and diamond polishing sectors. Delayed salaries and job cuts The worst-affected of all government employees are the 176,000 at telecom operator BSNL. In the last few months, the debt-ridden company has been paying salaries two weeks late. While the government is still mulling a bailout package, the employees are left in doldrums. Another 20,000 employees of <keyword id="2573" type="COMPANY" weightage="20" keywordseo="Air-India">Air India</keyword> are just as angry and anxious about their future. And, the government has already decided their fate — which is a sell-off. The pilots union has already told the government that they will go for mass resignations if the national carrier lands in the hands of a private entity — which is sure to downsize. Wage revisions are too little, too late As many wonder about the state of their employment, others are annoyed with delayed wage revisions. As many as 20,000 workers and a few officers of Bangalore-headquartered Hindustan Aeronautics (HAL) are protesting against low salary hikes. The company dismissed their demand for higher wage revision saying, "workmen cannot be at par with officers on salaries and perks.” “We hope this realization will percolate to the employees sooner to make them call off their indefinite strike," HAL Chief Financial Officer C B Ananthakrishnan told IANS. Employees of public sector banks — which employs nearly 800,000 people — also seem to be unhappy with the<a href="https://www.businessinsider.in/careers/news/salary-hikes-at-government-banks-ahead-of-diwali/articleshow/71473853.cms"> wage revision</a> as the bankers association decided to offer one month extra salary without reaching a consensus with the bank unions. They are expected to go on a strike on October 22. Interestingly, the wage revision was due since 2017 in both cases. State government employees lose jobs and hope The employees of state governments have their own set of problems. The companies demanding recovery of the unpaid dues include Sterlite Technologies (STL), Vihaan Networks Limited (VNL) and Birla Cable Limited (BCL) amongst others. This includes payment of telecommunication kits and other services extended to the telcos BSNL and MTNL. This is one of the highest for any public sector entity. 100,000 people working with BSNL vendors are likely to go empty handed

The debt-ridden telecom company which is looking to reduce its operational costs, is awaiting government response to its scheme. Once approved, the operator will cut the headcount to half of its existing workforce in India, Pravin Kumar Purwar, Chairman of BSNL <a href="https://economictimes.indiatimes.com/industry/telecom/telecom-news/bsnl-eyes-to-cut-50-of-employees-on-voluntary-basis/articleshow/70972957.cms">told</a> ET. With this, the telco is looking to outsource employees on a contractual basis to run operations. However, even after retiring the said number, it will have as many as 100,000 employees on payroll. The move will boost revenue of the company as employees cost three fourths of its total revenue. We are looking forward to reduce 70,000 to 80,000 employees, and make it attractive for the employees, so that they can see value in the VRS," Purwar noted. <ul><li>State-run telecom firm <keyword id="30351" type="COMPANY" weightage="20" keywordseo="BSNL">BSNL</keyword>'s employee unions have called for a nationwide hunger strike on Monday, to protest against delay in execution of the Rs 69,000-crore revival package announced by the government.</li><li>In October 2019, the central government approved a Rs 68,751-crore revival package for loss-making BSNL and MTNL, including 4G spectrum allocation and voluntary retirement scheme (VRS), as well as their merger.</li><li>The BSNL employees' body said that due to the delay in the allotment of 4G spectrum and also due to the non-availability of funds, it is understood that BSNL's 4G service is not likely to be launched before the end of 2020.</li></ul>State-run telecom firm BSNL's employee unions have called for a nationwide hunger strike on Monday, to protest against delay in execution of the Rs 69,000-crore revival package announced by the government. "The All Unions and Associations of BSNL (AUAB) is organising a country-wide hunger strike on February 24, 2020. This hunger strike is being organised to demand the expeditious implementation of the Union Cabinet's revival package in respect of BSNL, as well as to demand settlement of the grievances of the employees," AUAB said in a statement. In October 2019, the central government approved a Rs 68,751-crore revival package for loss-making BSNL and MTNL, including 4G spectrum allocation and voluntary retirement scheme (VRS), as well as their merger. AUAB, , said the salient feature of the revival package is the allotment of 4G spectrum, the issuing of sovereign guarantee for raising funds to the tune of Rs 15,000 crore, with share of BSNL at Rs 8,500 crore and Rs 6,500 crore for MTNL, by way of issuing long-term bonds, monetisation of assets and implementation of a VRS. "Out of these, only the VRS has been implemented, through which 78,569 BSNL employees have been sent home. It is extremely disturbing to note that, even after the lapse of nearly 4 months, 4G spectrum has not been allotted to BSNL," statement said. It added that the government has not yet issued the sovereign guarantee to BSNL, to enable it to raise Rs 8,500 crore, by way of issuing long-term bonds. "The process of monetisation of BSNL's assets is also moving at snail's pace. The Supreme Court of India's judgment, with regards to the calculation of the AGR, has caused uncertainties in the telecom sector, due to which banks are also unwilling to extend the much-needed loans to BSNL," the statement said. The BSNL employees' body said that due to the delay in the allotment of 4G spectrum and also due to the non-availability of funds, it is understood that BSNL's 4G service is not likely to be launched before the end of 2020. "This delay is much against the spirit of the Union Cabinet, in approving the revival package for BSNL. The attention of the Minister of Communications (Ravi Shankar Prasad) has already been drawn to the need to provide BSNL with the much-needed working capital. However, nothing has happened," the statement said. AUAB said that despite the relief package, employees are not getting salary on time and the wages of the contract workers have not been paid for the past 10 months. "Under these circumstances, the AUAB has already organised country-wide lunch-hour demonstrations on February 11, 2020. In continuation of this, hunger strikes are being organised throughout the country on February 24 to urge the Department of Telecommunications and the BSNL management to take expeditious actions," AUAB said. BSNL employee unions call for nationwide hunger strike on Monday for delay in relief package

<ul><li>The <keyword id="6355187" type="UNKNOWN" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> lost 127 hours and 45 minutes due to disruptions while the Rajya Sabha wasted 121 hours. </li><li>In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these, the Finance Bill and the Appropriation Bill, were passed in less than half an hour. </li><li>Around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session. </li></ul>The 2018 Budget session, which concluded on April 6th, saw India’s <keyword id="6354721" type="ORGANIZATION" weightage="20" keywordseo="parliament">Parliament</keyword> record another unflattering statistic. According to PRS Legislative Research, Delhi-based think tank, it was the <a href="http://www.prsindia.org/uploads/media/Budget%202018/Vital%20Stats%20-%20Budget%20Session%202018.pdf">least productive Budget Session</a> since 2000. Based <a href="http://164.100.47.193/statement/files/statementofwork.pdf">on information</a> from the Lok Sabha secretariat, 127 hours and 45 minutes were wasted in the Lower House of Parliament while business was conducted for only 34 hours. The Rajya Sabha (Upper House) fared slightly better, sitting for 44 hours and wasting 121. All in all, 249 out of a total of 327 hours were completely wasted, culminating in a productivity level of 24%. If you can call it productivity. In human terms, if an MP in the recent session was given four hours to do something, he or she spent three hours arguing about this responsibility, 45 minutes sitting down to think about it and 15 minutes actually doing it. In the time spent sitting by the Lok Sabha, a grand total of five bills were passed as against a planned target of 40. Two of these - the Finance Bill, which comprises taxation measures, and the Appropriation Bill, which details spending plans for government ministries - were passed in quick succession on March 14th. The Speaker of the Lok Sabha, Sumitra Mahajan, was able to pass the bills in less than half an hour without any discussion by administering the “guillotine process”. When a guillotine is applied, all outstanding proposals need to be voted on once a fixed time for discussion is over. The hours wasted by Parliament aren’t borne by MPs but by taxpayers. In September 2012, following a washed-out Monsoon session, the Union Minister for Parliamentary Affairs, Pawan Kumar Bansal, said that the cost to the Exchequer of running the Parliament for <a href="https://www.ndtv.com/india-news/each-minute-of-running-parliament-in-sessions-costs-rs-2-5-lakh-govt-498784">one minute was ₹250,000</a>, a figure which has since been routinely quoted. Based on this estimate, around ₹3.7 billion rupees of taxpayers money was lost as a result of the disruptions to the Budget Session, excluding the salaries of MPs. But one can’t just look at this in monetary terms. There is a significant cost to bills being delayed, not only for the intended beneficiaries of such bills, but in terms of the time they take up in future sessions of Parliament which would normally be reserved for newer bills. At the end of the Budget Session, there were <a href="http://www.prsindia.org/uploads/media/Budget%202018/Session%20wrap%20Budget%20Session%202018.pdf">68 bills pending</a> for discussion and passage, including the Transgender Persons (Protection of Rights) Bill, the Financial Resolution and Deposit Insurance Bill and the Whistleblowers Protection Bill. India’s electorate aren’t unfamiliar with washouts in Parliament. A number of sessions in recent years have been been largely unproductive and beset by interruptions. For example, the Winter Session in 2016, which took place right after the demonetisation, lost 19 of its 21 days due to disruptions. In the absence of institutional incentives to be productive, India’s MPs have no qualms in substituting debate with protests. These disruptions, rather than individual actions, are usually a coordinated ploy by opposition parties too highlight the government’s failings and are met with a equal reaction by ruling parties who wish to stall discussion over a topic. The blame game This Budget Session was no different and both sides were to blame. First, the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> and <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> pointed fingers at each other over the Nirav Modi scam at Punjab National Bank. Then, the Telugu Desam Party (TDP), along with opposition parties, started protesting against the Centre’s decision to not give the state special category status. This led to a notice of a no-confidence motion, which was never brought to the floor, which only served to amplify the Opposition’s protests. Even though the BJP had the seats to quash the no-confidence motion, it probably did not want to risk the scrutiny and questions that came with such a motion. Finally, the latter end of the session featured disruptions related to the Cauvery water sharing dispute between Karnataka and Tamil Nadu as well as the Supreme Court’s dilution of the SC/STs Act. The blame game and hollow gestures continued well after the end of the Budget Session. On April 5th, the members of the ruling administration said that they would <a href="https://timesofindia.indiatimes.com/india/nda-mps-wont-take-pay-for-23-wasted-days/articleshow/63618705.cms">forgo their salaries </a>for the 23 wasted days in the second part of the Budget Session, which they attributed to the Congress. On April 9th, Rahul Gandhi led <a href="https://www.financialexpress.com/india-news/rahul-gandhis-fast-at-rajghat-sajjan-singh-jagdish-tytler-asked-to-leave-top-developments/1126556/">a nationwide, day-long fast </a>to protest against the BJP government and the Parliament’s inability to function. The BJP responded with <a href="http://indianexpress.com/article/india/pm-narendra-modi-fast-on-april-12-why-is-pm-fasting-bjp-protests-rahul-gandhi-congress-amit-shah-parliament-5133495/">its own fast</a> against the stalling of Parliamentary proceedings by opposition parties few days later. <keyword id="834154" type="PERSON" weightage="20" keywordseo="No-work-no-pay">No work no pay</keyword>? The decision of the BJP MPs to forgo their salaries has brought the notion of “no work no pay” back into the spotlight. As part of the latest Union Budget, the finance minister, Arun Jaitley, decided to double MPs monthly salaries from ₹50,000 to ₹100,000. In 2007, when the BJP led the Opposition, the Speaker of the Lok Sabha, Somnath Chatterjee, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/somnath-wants-no-work-no-pay/articleshow/2225592.cms">proposed the concept</a> of “no work no pay for MPs”, pointing to the obvious flaw in a system that allowed them to claim their daily allowance for sitting in Parliament even when the session was disrupted. Last month, Manoj Tiwari, a BJP MP and head of its Delhi unit, <a href="https://economictimes.indiatimes.com/news/politics-and-nation/manoj-tiwari-wants-no-work-no-pay-rule-for-mps/articleshow/63385053.cms">proposed the rule again</a>. While the rule makes sense on paper, it presupposes that MPs are motivated to work by their salaries. Many of them are rich to begin with. According to the Association of Democratic Reforms, <a href="https://adrindia.org/media/adr-in-news/13rd-mps-have-criminal-records-82-cent-are-crorepatis-adr">82% of the new Lok Sabha MPs </a>in 2014 had a net worth of over ₹10 million. In fact, the average worth of an MPs assets was ₹146 million. Perhaps the number of days could be increased. While this won’t raise productivity and will likely increase the burden of taxpayers, it could help tackle the growing pile of pending bills and allow more time for matters of public interest to be discussed. The Indian Parliament meets for roughly <a href="http://www.prsindia.org/media/articles-by-prs-team/the-house-is-not-in-session-4425/">70 days a year</a>, compared to 150 in the UK and 140 in the US. Furthermore, MPs are primarily motivated by votes. They are elected to represent the interests of the people who voted for them, not to add numbers to their parties’ protests in the house. It is the responsibility of voters to keep their representatives accountable. Parliamentary disruptions inhibit the functioning of our democracy. The disruptors should be rewarded accordingly when elections come around.

The recently-concluded Budget session of the Indian Parliament was the least productive in 18 years

Real-estate company <keyword id="6361138" type="CITY" weightage="20" keywordseo="Unitech">Unitech</keyword> is under the scanner as some of the employees have claimed that the company did not paid their remuneration on time. Not just this, but the employees also cite that they are facing delays in depositing deducted tax and provident funds. 
 
If reports are to be believed, the real-estate firm has defaulted over its repayments to individuals who had subscribed to its fixed deposit scheme. The allegations have emerged as a result of a delay in the delivery of projects. 
 
"The projects are massively delayed, employees are not getting paid on time and worst of all is the company's attitude. The salary has been delayed as much as six months in some cases. I was paid the September 2014 salary in April 2015," a Unitech employee informed ET, on condition of anonymity. 
 <keyword id="6418194" type="PERSON" weightage="20" keywordseo="Ajay-Chandra">Ajay Chandra</keyword>, MD Unitech, in a defensive mode had said, "In most SPVs (<keyword id="732527" type="ORGANIZATION" weightage="20" keywordseo="Special-Purpose-Vehicles">special purpose vehicles</keyword>), we have paid salaries on time in the last six months." Chandar also said that in such cases, the firm has addressed the issue very seriously. 
 
While talking on the reason of the delay, he said, were cash flow issues. "Wage bill and overall expense was much more than we could service at a point of time when we had 12,000-15,000 people working," he said. 
 The employees cited earlier further told ET that things have turned much worse than the company cared to admit. In the backdrop of <a href="http://www.businessinsider.in/searchresult.cms?query=NCDRC&amp;sortorder=effectivedate">National Consumer Disputes Redressal Commission</a> (NCDRC) penalising builders such as <keyword id="6354937" type="COMPANY" weightage="20" keywordseo="Jaypee">Jaypee</keyword>, <a href="http://www.businessinsider.in/searchresult.cms?query=lodha+group&amp;sortorder=effectivedate">Lodha Group</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=unitech&amp;sortorder=effectivedate">Unitech</a> over project delays, <a href="http://www.businessinsider.in/searchresult.cms?query=home+buyers&amp;sortorder=effectivedate">home buyers</a> have got a hope that their grievances will also be heard now. 
 
Cases against builders are flooding now after NCDRC penalised <a href="http://www.businessinsider.in/searchresult.cms?query=jaypee&amp;sortorder=effectivedate">Jaypee</a> for delaying its Kalypso Court project in Noida. 
 
The disputes commission has told Jaypee to pay 12% interest for the delay and to complete the project by July 21. In case Jaypee fails to do so, it will have to pay Rs 5,000 per day per home as a penalty till it hands over homes to the buyers. 
 Earlier, Mumbai-based builder <keyword id="46877" type="COMPANY" weightage="20" keywordseo="Lodha-group">Lodha group</keyword> was also told to refund Rs 1.02 crore to a buyer with 18% interest. 
 Even Parsvnath Developers refunded the entire amount paid by around 70 <keyword id="6371902" type="UNKNOWN" weightage="20" keywordseo="home-buyers">home buyers</keyword> in its Parsvnath Exotica project in Ghaziabad with 12% interest for failing to complete the apartments on time. 
 
"It is positive that NCDRC is giving enhanced compensation that will not just encourage home buyers to come forward but also act as a deterrent to builders," lawyer Sahil Sethi, who is handling cases against Jaypee projects, told ET. 
 
Lawyers say due to increase in these <a href="http://www.businessinsider.in/searchresult.cms?query=realty+projects&amp;sortorder=effectivedate">realty</a> cases, the hearing time has also increased from two to three days to at least 25 days. 
 
Dharmesh Jain, president of developers' body MCHI-CREDAI, told ET, "Delay doesn't benefit anyone, be it homebuyers, developers or even the government. Homebuyers, by all means, should approach authorities if there is a case of deliberate delay. But if the reason for such delay is permissions then that also needs to be considered.” 
 
Industry experts point out that most of the projects get delayed by a year and even two years. 
 
Meanwhile, home buyers have also been organising protests over delays, for instance, in Gurgaon, the Emerald Hills Owners Welfare Association held a protest against builder Emaar MGF for delaying possession.

<ul><li>Bharat Sanchar Nigam (BSNL) whose debt of ₹130 billion has piled up.</li><li>Fear has gripped 1.8 lakh employees of the company as their June salaries are yet to be paid.</li><li>The company has written to the telecom ministry, seeking help from government.</li></ul> Nothing short of a bailout from the government can help the state-owned telecom operator Bharat Sanchar Nigam (BSNL). The company has a debt of ₹130 billion piled up leaving no funds for salaries. Just a few days back, the company which owns licence to offer telecom services across the country, except Delhi and Mumbai, asked a handout from the government to pay ₹8.5 billion in salaries. For the last one month, fear has gripped 1.8 lakh employees of the company as their June salaries are still pending. Their benefits have been pending for months now. In fact, contractual workers of the company are in a much tougher position as their salaries have been pending for the last seven months. Such workers in Amritsar have already staged a protest demanding salaries. Added to that, a bunch of them lost their jobs in early June, after the company decided to retrench 30% of its contractual staff to cut down ‘avoidable expenditure’,”<a href="https://www.newsclick.in/BSNL-asks-circles-retrench-30%25-contractual-workers"> says a report</a>. In the meanwhile, the company has written to the telecom ministry early last week elucidating its troubles. "The gap between monthly revenues and bare expenses to continue operations as a going concern has reached a level where continuing with the BSNL operations would be nearly impossible without immediate infusion of adequate equity," Puran Chandra, senior general manager at BSNL<a href="https://www.businesstoday.in/sectors/jobs/bsnl-no-funds-june-salaries-to-pay-employees-bharat-sanchar-nigam-limited-modi-government/story/358576.html"> reportedly wrote in the letter.</a> BSNL has also sought a fund of ₹25 billion to keep itself afloat. The state-owned player’s problems started after private telecom operators started eating into the market. In spite of spectrum, assets and legacy, the player, which was amongst the top players in 2005, dropped spots rapidly by the end of 2010. Added to that, the government also delayed its plans to place a tender to upgrade its networks for years, leaving the company in an uncompetitive space. In the past, the government had considered many ways to salvage BSNL, and one of them being a merger with yet another state-owned company MTNL. Yet, none of them materialised. For years, BSNL has also been requesting the government to allow them to monetise its vast real estate assets across the country. Department of Telecommunications however <a href="https://www.financialexpress.com/industry/monetising-assets-bsnl-wants-to-sell-lands-which-it-does-not-own/1031849/">shot down the proposal </a>saying that it is the government which owns these assets and not BSNL, hence it is impossible to sell them.

 “Earlier, the company used to pay salary on the last day of the month. Then the payment date was rescheduled to 7th of every month and thereafter, to 15th, after the airline was hit by a financial crisis. Unfortunately, this has become a new norm and we are paid around the middle of the month even after the Rs 2,060 crore <keyword id="6437601" type="COMPANY" weightage="80" keywordseo="Etihad">Etihad</keyword> deal,” one of the staff members told the media. 
 
It was also learnt that employees had earlier accepted the delayed payment as the company was going through ‘financial turbulence.’ 
 
Jet Airways had suffered a loss of Rs 268 crore in the December quarter of FY2013-14. 
 
A Jet Airways spokesperson said salaries are paid according to a ‘pre-determined schedule.’ 
 
“Jet Airways has always met and will continue to honour all its obligations to its employee,” the airline said in a statement.
