Various inputs used in the manufacture of shrimp and <keyword id="22526510" type="General" weightage="20" keywordseo="fish-feed" source="keywords">fish feed</keyword> will now enjoy customs duty exemptions, it said adding a number of feed inputs such as mineral and vitamin pre-mixes, krill meal, fish lipid oil, crude fish oil, algal prime, algal oil are fully exempted from any import duty. Artemia and Artemia cysts which are key nutritional inputs in aqua hatchery were also fully exempted from any import duty. The Basic Customs Duty (BCD) on essential aquafarm/ hatchery inputs such as Vannamei and black tiger broodstock, polychaete worms, and fish/shrimp feed has been reduced to 5 per cent. Import duty for insect meal and single-cell protein has been cut down to 5 per cent. "These announcements made in the Union Budget 2024-25 are set to significantly enhance aquaculture and seafood export sectors," the authority said. It also said that the government has committed to providing substantial financial support to establish a network of <keyword id="22541840" type="General" weightage="20" keywordseo="Nucleus-Breeding-Centres" source="keywords">Nucleus Breeding Centres</keyword> (NBCs) for shrimp broodstocks. "This initiative is anticipated to drastically reduce India's reliance on imported broodstock, potentially saving the industry up to Rs 150 crore annually," it said adding hatchery operators are expected to benefit significantly, with projected savings of 50 per cent on broodstock costs. About one lakh farmers will benefit from a 30 per cent reduction in shrimp seed costs. Further, it said the National Bank for Agriculture and Rural Development (NABARD) will play a crucial role in facilitating financing for <keyword id="20342132" type="General" weightage="20" keywordseo="shrimp-farming" source="keywords">shrimp farming</keyword>, processing, and export. "This intervention is designed to cover 80 per cent of project costs for farmers, accompanied by an interest subvention of up to 3 per cent," MPEDA said. It added that a total of 639 export processing units are expected to benefit from enhanced access to infrastructure development funds, enabling them to improve and expand their facilities through assistance from NABARD. DV Swamy, Chairman of MPEDA, said that the proposed measures will substantially lower production costs, elevate quality, and enhance the international competitiveness of Indian marine products. <ul class="summary-list"><li>Iran is believed to have weaponized pharmaceutical agents to kill or incapacitate.</li><li>These chemical weapons affect a victim's central nervous system.</li></ul>Iran has developed <a target="_blank" class="" href="https://www.businessinsider.com/nerve-agents-chemical-weapons-how-they-work-2018-3">chemical weapons</a> based on synthetic opioids such as fentanyl, warns a US expert, powerful agents that could incapacitate soldiers or civilians when added to grenades or artillery.Pharmaceutical-based agents, or PBA, are essentially weaponized medicines that incapacitate or kill their victims depending on the exposure. Iran may have given PBA to its proxies such as <a target="_blank" class="" href="https://www.businessinsider.com/who-is-naim-qassem-longtime-deputy-now-leading-hezbollah-2024-10">Hezbollah</a>, which could use them to kidnap Israeli troops and civilians."At a time of growing regional instability in the Middle East, largely the result of the militancy of Iranian proxies, the threats posed by Iran's weaponized PBA program can no longer be overlooked," wrote Matthew Levitt in an <a target="_blank" href="https://ctc.westpoint.edu/tehrans-tactical-knockout-weaponized-pharmaceutical-based-agents/">article</a> for the Combatting Terrorism Center at West Point.The U.S. Government Accountability Office defines PBAs as "chemicals based on pharmaceutical compounds, which may or may not have legitimate medical uses, and can cause severe illness or death when misused." They include opioids such as fentanyl and tranquilizers for animals.These drugs affect a victim's central nervous system. "Once inhaled, these agents cause victims to lose full consciousness and enable the forces deploying them to advance quickly and quietly and/or take captive the unconscious victims," Levitt wrote.Iran was a victim of <a target="_blank" class="" href="https://www.businessinsider.com/russia-uses-chemical-weapons-against-ukraine-cause-panic-war-report-2024-4">chemical warfare</a> during the Iran-Iraq War in the 1980s, when Iraqi chemical attacks — including <a target="_blank" href="https://thebulletin.org/2024/07/iraq-once-devasted-iran-with-chemical-weapons-as-the-world-stood-by-governments-still-struggle-to-respond-to-chemical-warfare/">nerve gases</a> such as Sarin, and mustard gas — contributed to as many as 1 million Iranian casualties. But Iran employed its own mustard gas on a few occasions during the war. Israel believes Iran used PBAs against rebels in the <a target="_blank" class="" href="https://www.businessinsider.com/drones-usher-in-a-brutal-new-phase-syrian-civil-war-2024-3">Syrian Civil War</a>, while there are reports that pro-Iranian militias in Iraq may have unleashed them against anti-government protestors."The problem is that Iran is right when they said they've been victims of chemical weapons in terrible ways during the Iran-Iraq war," Levitt, a senior fellow at the Washington Institute think tank, told Business Insider. "But the reality is they themselves have been using these as well."The US and its allies have <a target="_blank" href="https://www.elysee.fr/admin/upload/default/0001/05/2ffa826926cd72354b90a05f7de765bfcc9908b6.pdf">warned</a> for years that Iran is developing pharmaceutical-based weapons in breach of the 1997 Chemical Weapons Convention, which bans the manufacture and use of "toxic chemicals," defined as "chemical action on life processes [that] can cause death, temporary incapacitation or permanent harm to humans or animals." Treaty signatories — including Iran — are obligated to destroy existing stockpiles.Still, evidence suggests Iran is pursuing PBAs. "In 2014, Iran's Chemistry Department of IHU [Imam Hossein University] sought kilogram quantities of medetomidine — a [veterinary] sedative it has researched as an aerosolized incapacitant — from Chinese exporters, according to a 2023 US State Department's <a target="_blank" href="https://www.state.gov/2023-condition-10c-annual-report-on-compliance-with-the-chemical-weapons-convention-cwc/">report</a>. "The Chemistry Department has little history of veterinary or even medical research, and the quantities sought (over 10,000 effective doses) were inconsistent with the reported end use of research."In September 2023, Iranian anti-government hackers "posted confidential documents detailing an Iranian military university's development of grenades meant to disseminate medetomidine," the State Department said.Of particular concern were references in Iranian literature to the 2002 <a target="_blank" href="https://www.history.com/news/opioid-chemical-weapons-moscow-theater-hostage-crisis">Dubrovka incident</a>, when Russian security forces pumped pharmaceutical-based gas — probably fentanyl or <a target="_blank" href="https://www.dea.gov/sites/default/files/2018-07/hq092216_attach.pdf">carfentanyl</a>, another synthetic opioid vastly more potent — into a crowded Moscow theater to subdue Chechen rebels who had taken almost a thousand hostages. Commandos then stormed the building and killed the incapacitated rebels — but the gas also killed more than 130 hostages.Yet restricting PBAs is difficult because they overlap with products used for legitimate law enforcement and medical purposes. For example, <a target="_blank" href="https://www.vox.com/2020/6/3/21277995/police-tear-gas-protests-history-effects-violence">tear gas</a> has been used by law enforcement as a riot control agent since the First World War, while US troops used it in the <a target="_blank" href="https://www.thenmusa.org/articles/tunnel-rats-of-the-vietnam-war/">Vietnam War</a> to smoke out enemy tunnels. Tear gas is still legal when employed for riot control, but not as a battlefield weapon.Stopping nations from manufacturing PBAs is " very, very difficult, which is why you've seen such a focus on diplomatic efforts, sanctions and some law enforcement actions," said Levitt.Iranian PBAs are a particular problem if Tehran has supplied them to proxies such as Hezbollah. "Deploying weapons produced with dual-use items, and then providing said weapons to proxies, provides Iran with multiple layers of cover and reasonable deniability for having done so at all," the CTC article noted.Israel feared that Hezbollah would use PBA weapons as part of an alleged plan to seize the Galilee region of northern Israel and <a target="_blank" class="" href="https://www.businessinsider.com/gaza-israels-special-forces-rescue-woman-on-a-motorbike-hostage-and-3-others-2024-6">kidnap Israeli citizens</a>. "Maybe you just use them to incapacitate the border guards and reach the now unprotected civilians," Levitt said. "Or, you actually target and incapacitate the soldiers so you can kidnap or capture them."Israel's recent military <a target="_blank" class="" href="https://www.businessinsider.com/israel-launches-ground-offensive-into-lebanon-destroy-hezbollah-targets-2024-9">offensives in Lebanon</a> have badly hurt Hezbollah, including its huge arsenal of missiles. But PBAs can be added to hand grenades and mortar shells, of which Hezbollah still has ample stocks. And there remains a possibility that US forces could clash with Iran and its allies and encounter pharmaceutical-based agents. (The US, in contrast, completed the destruction of its chemical weapons in 2023.)However, Levitt emphasizes that PBAs are not in the same league as <a target="_blank" class="" href="https://www.businessinsider.com/rangers-are-training-to-neutralize-enemy-nuclear-sites-2024-11">weapons of mass destruction</a> such as nerve gas, which is potent enough to kill widely across exposure areas. "This is not a strategic threat. It is a tactical weapon."Nonetheless, chemical weapons do have a frightening aura, even if fentanyl gas is nowhere near as deadly as nerve gas. The Technology Development Fund (TDF) scheme is a flagship programme of the Ministry of Defence, executed by <keyword id="19948662" type="General" weightage="20" keywordseo="drdo" source="keywords">DRDO</keyword> under the '<keyword id="20018809" type="General" weightage="20" keywordseo="make-in-india" source="keywords">Make in India</keyword>' initiative. Under this initiative, the government provides grants-in-aid to Indian industries, including <keyword id="19910977" type="General" weightage="20" keywordseo="msmes" source="keywords">MSMEs</keyword> and <keyword id="19945815" type="General" weightage="20" keywordseo="startups" source="keywords">startups</keyword>, as well as academic and scientific institutions, for the development of defence and dual-use technologies that are currently not available in the Indian defence industry. <ul class="summary-list"><li>Anxiety over the <a target="_blank" class="" href="https://www.businessinsider.com/election-impact-companies-trump-harris-2024-10">US election</a> could be hurting some workers' productivity.</li><li>When we see incivility, even secondhand, it can hijack our attention and focus, an expert told BI.</li></ul>AJ Gareffa thought about taking off the day after <a target="_blank" class="" href="https://www.businessinsider.com/elon-musk-donald-trump-support-reflects-business-approach-tesla-2024-10">Tuesday's election</a> but instead plans to be off work for the entire week.Gareffa, 27, is a therapist in Livonia, Michigan, near Detroit. They said they've already found in recent days that stress over the election is causing their mind to sometimes wander for a few seconds when they're with a client. Gareffa said that's a sign that time off is needed."You can't be a life raft to anyone if you are drowning," they told Business Insider.<div type="image" title="AJ Gareffa" height="1364" width="1818" msid="114881702" hostid="261" sizebytes="130340"></div>Gareffa isn't alone in finding it harder to concentrate at work because of anxiety over the election.In a survey of 1,000 US managers conducted online in October by ResumeBuilder.com, 38% of respondents said the election had already hurt morale and productivity. Seven in 10 managers are worried tensions will worsen after the election.Felix Kim is the founder and CEO of Redrob, a startup that develops skills assessments designed to remove bias from hiring. He is concerned, in part, that the election might hurt team cohesion and said he's already seeing signs that the inescapable campaign news is wearing on workers."People, of course, are distracted," Kim said. He said he's planning for disruptions to his company's routines because, no matter who wins, "it's going to be a wild ride."Kim is considering telling the small company's workers who normally commute to its office in New York City several days a week to work remotely following the election, perhaps for as long as two weeks.<h2 id="e1c91231-8a67-4773-82bc-1feb19ee349c">The cost of tension</h2>The American Psychological Association found in an August survey that nearly seven in 10 US adults reported that the election was a <a target="_blank" href="https://www.apa.org/pubs/reports/stress-in-america/2024">"significant" source of stress</a>. That's similar to 2020 and above the 52% of adults who reported the same level of anxiety in 2016. The online survey, conducted by The Harris Poll on behalf of the APA, involved about 3,300 adults in the US."The emotional drain of what we're all experiencing is going to lower productivity," Gabriella Kellerman, chief innovation officer at the virtual coaching platform BetterUp, told BI. How much we get done on the job can drop because of our own anxiety, and when working with others becomes fraught."As we get closer to the election, people are more likely to avoid coworkers based on feared political tension," Kellerman said.That friction, or fear of it, can <a target="_blank" href="https://www.businessinsider.com/job-politics-talking-discussions-work-rules-election-hr-trump-harris-2024-8">hurt team output</a>.Dorie Clark, a communication coach who teaches at Columbia Business School and is the author of "The Long Game," told BI that some workers have been preoccupied for months about the election. That's likely to increase on Election Day, and perhaps in its aftermath, she said.She said some workers will be busy hitting refresh on news and social sites, looking for insight into how the election might swing."What they're wanting is the one thing they can't have, which is control," Clark said.She said that for some workers, not knowing what their future — and that of the country —might look like because of the vote can produce major stress."This is not dissimilar to a patient who has acute symptoms but no diagnosis," Clark said.<h2 id="9ea62c69-07ec-4729-82df-cad4d8874b26">Bad behavior can be contagious</h2>Christine Porath, a professor at the University of North Carolina at Chapel Hill's Kenan-Flagler Business School and author of "Mastering Community," told BI that the toxicity of a divisive election could seep into our workdays as people are exposed to rudeness and bad behavior — even if they're only learning about it secondhand."It's very distracting and hijacks our attention and focus. It leads us to perform worse, be far less creative, less helpful to others, and unfortunately, it is contagious," she said.Porath said that when incivility infiltrates the workplace, it primes employees to act or think dysfunctionally. Those employees, in turn, can spread that negativity to their coworkers.The Society for Human Resource Management reports that politics is a "top driver" of incivility on the job. Discourtesy, the organization said, costs US organizations a collective $2.17 billion every day due to absenteeism and reduced productivity.Yet it's not all bad news. In research Porath conducted several years ago involving six organizations in different industries, she found that workers who felt that they were thriving in their jobs were better able to repel the type of negativity — like that emanating from a contentious election — that could lead them to become distracted.<h2 id="8d93d8a3-d2e2-42f2-8755-79681440a7c4">What managers can do</h2>Clark, the communication coach, said managers shouldn't make assumptions about their teams' political leanings but should instead be sensitive to employees' emotions.Yet that doesn't mean being overly indulgent or letting workers focus too long on issues that aren't germane to the business."You might feel sad about who wins or loses a presidential election, but this is very different than, say, the death of a relative," Clark said.Despite the widespread election worries, not every indicator signals that the vexing political climate is throwing off most workers. In an online survey of about 900 US workers conducted from late August to mid-September, the research firm Gartner found that while 48% of employees said they were anxious about who would win the election, two-thirds of respondents said those concerns hadn't dented their productivity at work.Gareffa, the therapist in Michigan, doesn't want to risk being overly distracted when they're with clients. Gareffa plans to use the week off from work to spend time with family and perhaps focus on a hobby like drawing or sculpting. They said their clients have been understanding about the planned time away."It's been a good kind of example of how to take care of yourself without just running away from responsibilities or just pumping the brakes on life," Gareffa said.

"Right now, it's an early-adopter product.""Ultimately, we don't see this as surprising, given many reports of weaker demand for the Vision Pro and Tim Cook's recent comments about it not being a mass-market product," said William Kerwin, an analyst at Morningstar.Tech analyst Dan Ives of Wedbush Securities said reducing production is a "smart strategy." Especially if the reports of Apple working on a lower-cost version of the Vision Pro are true."This is all heading toward a lower-cost Vision Pro with more features that can scale," Ives said.<a target="_blank" class="" href="https://www.businessinsider.com/apple-vision-pro-app-problem-developers-2024-10">Vision Pro reviewers</a> have criticized the headset for a lack of apps, but developers don't seem convinced that consumers will line up to spend nearly $4,000. The Vision Pro was released in February, and few, if any, apps have taken off in popularity.Ives and Kerwin said they believe <a target="_blank" class="" href="https://www.businessinsider.com/apple-soul-searching-around-next-big-product-vision-pro-2024-6">a smaller, cheaper headset from Apple</a> could change that. Bloomberg has reported that the tech giant is working on one, and supply-chain analyst Ming-Chi Kuo recently said he predicts Apple will release "a lower-priced version with downgraded specs."Kerwin said Apple's ultimate goal is likely "a form factor closer to glasses." Morningstar's current rating for Apple is 2 stars.Bourne said a reduction would not indicate is Apple is ready to give up on mixed reality. He also said he predicts a pair of smart glasses on the horizon to challenge competitors such as Meta and Snap.

Apple is reportedly pumping the brakes on Vision Pro production

India remains highly dependent on imports for minerals critical to accelerating its <keyword id="19951336" type="General" weightage="20" keywordseo="energy-transition" source="keywords">energy transition</keyword>, with a full reliance on shipping in lithium, cobalt and nickel, according to a report released Monday. The report, published by the Institute for Energy Economics and Financial Analysis (IEEFA), said that India's demand for <keyword id="19978839" type="General" weightage="20" keywordseo="critical-minerals" source="keywords">critical minerals</keyword> is expected to more than double by 2030, while domestic mining operations may take over a decade to start producing. It stresses that India needs a carefully crafted import strategy to mitigate potential trade risks while balancing international relationships to secure these essential minerals. IEEFA's report examines five critical minerals (and their compounds) - cobalt, copper, graphite, lithium and nickel - from the perspectives of import dependency, trade dynamics, domestic availability, and global price fluctuations. The findings show that India remains largely import-dependent for these minerals and their compounds, with 100 per cent import reliance for minerals like lithium, cobalt, and nickel. "India should strive to de-risk its critical minerals sourcing by identifying new international resources and expediting <keyword id="20681115" type="General" weightage="20" keywordseo="domestic-production" source="keywords">domestic production</keyword>. A concerted effort to partner with and foster bilateral relations with <keyword id="23713985" type="General" weightage="20" keywordseo="mineral-rich-nations" source="keywords">mineral-rich nations</keyword> should be a priority for India," said the report's co-author Charith Konda, Energy Specialist, IEEFA. "The country can also explore investment opportunities in resource-rich, friendly nations, such as Australia and Chile, as well as African countries like Ghana and South Africa," he added. The report said India depends heavily on China for synthetic graphite and natural graphite and it should explore cooperation initiatives with countries like Mozambique, Madagascar, Brazil and Tanzania which are some of the highest graphite producing countries. "As part of the Global South cooperation initiatives, these countries could be favourable partners for India for <keyword id="23713984" type="General" weightage="20" keywordseo="graphite-trading" source="keywords">graphite trading</keyword>," said the report's co-author Kaira Rakheja, Energy Analyst, IEEFA. India is also highly import-dependent for copper cathodes and nickel sulphates from just two countries - Japan and Belgium. The report suggests India could look at the US, the fifth largest producer of copper in the world, to diversify its suppliers and enhance <keyword id="23714709" type="General" weightage="20" keywordseo="supply-security" source="keywords">supply security</keyword>. For minerals like lithium oxide and nickel oxide, the dependency is low on one country, but overall imports largely come from Russia and China, both countries with potential trade risks. "Developing domestic lithium refining capacity will help India integrate with the global lithium supply chain," said Rakheja. The report also notes the significant efforts that the Indian government is making to improve domestic production of critical minerals with the auctions by the Ministry of Mines and the planned Critical Minerals Mission. "The critical minerals mining block auctions can serve as an opportunity for India to focus on building refining and processing capabilities to emerge as a global value-adding hub," said Rakheja. "Government support in the form of viability gap funding and technology development will help promote such auctions and ultimately the domestic production of critical minerals. "A stable supply of critical minerals is imperative for India to achieve its <keyword id="19895602" type="General" weightage="20" keywordseo="renewable-energy" source="keywords">renewable energy</keyword> goals," Konda said. India has committed to achieving 500 gigawatts (GW) of non-fossil fuel-based electricity installed capacity by 2030. Currently, the country's renewable energy installed capacity stands at 201 GW, with solar energy accounting for 91 GW. According to another study, the fast-developing South Asian nation needs to install around 7,000 GW of renewable energy capacity to achieve net-zero emissions by 2070.

<ul class="summary-list"><li>High tariffs on China could prevent the US defense industry from getting needed supplies, a Beijing advisor said.</li><li>"If those military enterprises do not have supply from China, they will not be able to continue with their production."</li></ul>The US defense sector will face big repercussions if Donald Trump launches tariffs against China, an advisor tied to Beijing's government said.Ding Yifan, a senior fellow at the State Council's Development Research Center, told international media that Trump's protectionist policies would prevent US defense manufacturers from accessing needed supplies."If those military enterprises do not have supply from China, they will not be able to continue with their production," he said, as cited by the <a target="_blank" href="https://www.ft.com/content/6d0484e8-e65f-478d-8548-4e3aa37ed339">Financial Times</a>. These "severe consequences" would extend to other American sectors dependent on cheap Chinese parts.Ding's commentary is among the most explicit pushback from China since Trump's election win. Though details remain scarce, the president-elect has pledged a 60% tariff rate on imports from the world's second-biggest economy.Trump has argued that these policies will <a target="_blank" href="https://www.businessinsider.com/trump-tariff-plan-inflation-policy-impact-trade-war-china-rates-2024-5">fix trade imbalances</a> while directing investment in domestic businesses.
