During this time, she woke up at 4 a.m. and studied for at least 10-12 hours each day.Some prefer to take an easier route.The Journal found that several students had paid $15,000-20,000 to illegally look at the question paper before the exam. BI could not independently verify the figures.The police made multiple arrests related to exam cheating after results showed that 67 people received perfect scores in the NEET exams this year."Question papers are sold at extravagantly high prices," Ashok Rathore, a police officer who investigated cheating linked to India's medical school exam, told the Journal. "It's a nexus of desperate students, parents, tuition centers and printing presses."<h2 id="378edaf6-be36-458e-8847-661e66638c81">Leaked questions</h2>One student told BI that several Telegram channels dedicated to exam prep saw messages encouraging students "struggling with exams and don't have time for studies" to get in touch for "help.""My friend said he was asked to pay around 15,000 rupees ($180) to enter the private channel where they shared the questions," she said.BI reached out to the Telegram account offering "help". The person said they can provide next year's medical entrance exam questions for around 1 lakh rupees ($1,200).High ranks in these exams mean coveted "seats" in medical colleges operated by the state and national governments. Those with money can still legally obtain places in private medical colleges if they pay fees ranging from $115,000 to $145,000.However, some students with the financial capacity prefer cheating and getting a government seat instead."It makes very good economic sense," a senior medical advisor with knowledge of the matter told BI. "The question paper will be given for about 25 lakh rupees (around $29,000). For that much, they get a free seat in a government college where they only have to pay around 16,000 rupees ($190) per annum.""For the entire five-year degree, that still only comes to around one lakh rupees ($1191), so of course rich students would rather do that instead of paying their way into private medical schools."<h2 id="4ff61c3d-756d-47c9-8f47-2f6be9f1f6a0">Earning a 'merit' seat</h2>The advisor — who preferred to remain anonymous but whose identity is known to BI — also said there is a significant amount of respect that comes with having "earned" a merit seat instead of paying their way into a private "management" seat."Unfortunately, there are very few objective metrics that people have as outsiders to judge the competence of their doctors, especially at a time when everybody in India sits with an MBBS board outside their clinic," agreed Asish George, a doctor who cleared the entrance exam in 2014."For those people, the fact that someone cracked a highly competitive entrance exam and got in would inspire more confidence than someone who paid their way through the whole thing."According to the Journal, authorities in India have tried to install video cameras inside exam halls and increased their monitoring of social media to catch cheaters. But many are still finding ways to illegally gain the upper hand, at a high price. The NTA did not immediately respond to a request by BI for comment.

While some colleges provide inadequate training, a private university in North India went one step further, and sold fake degrees. An Indian government agency investigation found that Manav Bharti University in the northern state of Himachal Pradesh had sold up to 36,000 degrees since it was founded in 2009, <a href="https://www.scmp.com/week-asia/people/article/3123929/indias-fake-degrees-hundreds-singapore-malaysia-us-canada-left" target="_blank" rel="noopener">per a South China Morning Post</a> report in March 2021.It had sold these qualifications for as low as $1,362, the SCMP reported. Bloomberg's report on India's failing education system comes as India is set to overtake China as the world's most populous country. Growing up in a traditional family in India, I thought these educational institutions were the epitome of "woke" — where you can fearlessly make space for your opinions and ideas.When I enrolled in an all-girls college in Delhi, India, almost five years ago, I thought I would make it my new home and finally express my true self. But <a href="https://www.insider.com/coming-out-as-nonbinary-strengthened-my-relationship-with-my-wife-2022-10">as a nonbinary person</a> who is visibly queer, I didn't know just how difficult it would be for me to fit in.<h2>I always felt like an alien, trying to fit into the traditional definitions of gender</h2>I was never conventionally feminine or masculine. Throughout my childhood, my parents treated my preferences as if I was playing dress-up. As I grew older, though, my father expected me to act conventionally feminine. After many conversations, fights, and challenges, my father still expects me to dress and speak a certain way whenever I go see him. "Do whatever you want until you are under my roof," he always says, demanding respect for his bigotry.So attending a progressive all-girls school felt like the perfect escape, but I still couldn't find my place. At first, I did my best to blend in. I grew out my hair and tried to dress in a way that was deemed acceptable. If I had an opinion about something being said in class, I remained silent. During this period in my life, I lost myself and transformed into a version that other people wanted me to be.But I was still closely watched by all the girls at the school. They watched the way I dressed, the way I wore my hair, the way I talked, and the way I walked. When I got into my <a href="https://www.insider.com/we-us-ours-lgbtq-communities-and-queer-spaces">first queer relationship</a>, people whispered in the corridors, and I quickly became a laughingstock.<h2>I developed an anxiety disorder and yearned for someplace I could call home</h2>When I got into my first queer relationship with another nonbinary person, I felt like I could finally breathe. Even though I still felt like I wasn't doing my queer self justice, I was trying to enjoy this newfound connection. But everything changed after one of my classmates took a picture from my partner's social media and circulated it around the school. Our personal pictures became an object of public ridicule. They somehow reached my partner's college, which was in a different part of the city. Luckily, it brought me and my partner closer together. We became very protective of one another, but every time I walked through the doors of my school, I felt like everyone was watching me, whispering about who I loved and how I looked. I started experiencing anxiety attacks accompanied by <a href="https://www.insider.com/guides/health/mental-health/what-is-depression">depressive episodes</a>. On some days, I found it hard to even get out of my bed — let alone show up for classes. I stopped posting my partner on social media, made my account private, and did everything I could to hide who I really am. The lack of a support system pushed me down a tunnel I thought I could never escape. I yearned for someone to understand exactly what I was going through and give me the strength to face it all. Little did I know that I would find not just one person but an entire queer family to fall back on. <h2>Home is where the heart is, and mine exists with my chosen family</h2>I started to find acceptance outside the boundaries of my educational institution, and it proved to be the best decision I ever made. I met some beautiful, smart, and confident queer people on Instagram who slowly became my family. I was then introduced to queer art spaces intended to provide help for anyone who needs it. I needed help, and they were there for me. These people taught me that the acceptance I seek lies within the community we build. We have seen each other at our worst, from holding each other through heartbreak, anxiety, and grief to celebrating each other's smallest wins. I even started an inclusive-expression magazine with my closest friends to extend this sense of community to everyone who needs it. I survived the oppressive and suffocating environment of an all-girls college in India only because I had a chosen family to come home to, and I finally accepted myself.

She power: The top 10 youngest women entrepreneurs in India

<ul><li>Narendra Modi government’s <keyword id="6361164" type="UNKNOWN" weightage="20" keywordseo="reservation">reservation</keyword> bill, which got approved by India's Parliament, sets aside 10% of seats for the poor including those from upper castes in private colleges. </li><li>However, the proposal does not mention reservation for the historically oppressed castes </li><li>‘Economically weaker’ will be determined based on annual family income of up to ₹800,000 (US$11,000) and other indicators like land holdings </li><li>Only minority educational institutions need not reserve seats </li></ul>India had mandated, so far, that higher educational institutions in India have a designated quota for affirmative action for its backward and scheduled castes and tribes — with the exception of private institutions. However, that is about to change. The Narendra Modi government’s reservation bill, which got approved by India’s Parliament on Wednesday (January 9), has spelt out that private colleges, whether or not they are aided by the state, will now need to reserve 10% of seats for ‘economically weaker’ sections among upper castes. But the bill does not specify any such affirmative action for the historically-oppressed castes or backward castes within the Hindu caste system. ‘Other backward castes’ (OBCs) make up about 52% of India population, according to the last count done by the Mandal Commission report in the 1980s. The historically marginalised <keyword id="390686" type="ORGANIZATION" weightage="20" keywordseo="Scheduled-Castes-and-Scheduled-Tribes">scheduled castes and scheduled tribes</keyword> made up about 25% of the country’s population as of the government’s <a href="http://archive.indianexpress.com/news/scs-sts-form-25--of-population-says-census-2011-data/1109988/">census</a> in 2011. Only educational institutions run by minorities will be allowed to operate without reserving seats for the poor, according to the bill. It’s unclear which minorities will be included. While the exact definition of economically weaker sections for private educational quotas for colleges is vague from the bill, it states that it will be based on family income and other indicators of economic disadvantage that will be notified by the government. Elsewhere, all other reservations sought in the bill will make eligible anyone with an annual family income up to ₹800,000 (US$11,000). Given India’s average per capita income is under $2000, that ceiling is likely to cover almost all of middle class in India. The move is expected to rile up millions of middle-class Indians who complain about lack of seats in educational institutions every year, even where there is no reservation for lower castes. But the anger may really boil over from the country’s scheduled castes and tribes, which have been at the bottom of the social pyramid for centuries. They form as much as 24% of the country’s population. Most of them have been identified as backward on almost all counts of development including their economic status. Supreme Court lawyer Karuna Nundy <a href="https://www.aljazeera.com/news/2019/01/india-plans-job-quotas-upper-caste-poor-election-nears-190108072534072.html">told</a> Al Jazeera that the income bracket under the reservation bill “would include the Indian upper middle class, which makes the proposal doubly ridiculous." Leaving them out of reserved access in private education may trigger political backlash, from a sizeable population, for the government that will be seeking reelection in less than five months. Perception game India’s middle class, mostly made of people with the most social privileges if not more, have historically fumed at any kind of affirmative action. But contrary to that perception, even the state-backed premier institutions like the Indian Institute of Technologies (IITs) have <a href="https://www.firstpost.com/india/number-of-unclaimed-seats-at-iit-increases-iit-bhu-reports-highest-number-of-vacancies-kanpur-and-hyderabad-the-lowest-4404441.html">struggled</a> to fill their seats reserved for lower castes. Earlier this year, government data showed that out of the nearly 11,000 seats across all the IITs in India, a whopping 274 seats went unfilled since 2013. In 2017, the IITs reported 121 vacant seats. Even in private primary schools, which are required by law to reserve admissions for poor children under the India’s Right to Education Act, as much as 7% of such reserved seats <a href="https://timesofindia.indiatimes.com/home/education/news/7-of-seats-for-poor-in-private-schools-go-empty/articleshow/62842199.cms">go empty</a> because of lax monitoring and apathy. These numbers show that the opposition to any affirmative action in education may be based on perception than ground realities.

Modi’s bill leaves out the oppressed castes from reservation in private colleges

New Delhi, Jan 1 () To address shortage of qualifies doctors and bridge gap in medical education, the Niti Aayog has come out with the public-private partnership model to link new or existing private medical colleges with functional district hospital to augment medical seats.
 In its draft 'Model Concession Agreement for Setting Up Medical Colleges Under the Public Private Partnership' guideline document, the government think-tank said a concession agreement has been developed based on international best practices and similar PPP arrangements that are operative in Gujarat and Karnataka.
 "India has a dire shortage of qualified doctors. It is practically not possible for the Central/state government to bridge the gaps in the medical education with their limited resources and finances.
 "This necessitates formulating a public private partnership (PPP) model by combining the strengths of public and private sectors. Accordingly, a scheme to link new and/or existing private medical colleges with functional district hospitals through PPP would augment medical seats and also rationalise the costs of medical education," the document said.
 It further said that under this envisioned model, a concessionaire shall design, build, finance, operate and maintain the medical college and also upgrade, operate and maintain the associated district hospital with a minimum annual student intake of 150 MBBS seats.
 "In consideration of making available the healthcare services, to the category of patients other than free patients, the concessionaire shall have the right to collect, appropriate and demand hospital charges...the concessionaire shall display the rates for the healthcare services, including the daily rate, for the bed occupancy in the district hospital at a place where it is visible to all," according to the guideline document.
 It further said the concessionaire shall be allowed to charge Rs 10 as registration fees from the free patients.
 "The concessionaire shall provide all healthcare services to the free patient, free of cost," the guideline document said.

The Ministry of Human Resource Development (MHRD) has laid out a counselling plan for country’s most prestigious institutes — Indian Institute of Technology (IITs) — and other higher educational institutions, The Print <a href="https://theprint.in/india/education/professional-counsellors-iit-student-suicide-hrd-ministry/299898/">reported</a>. Each day, about six students commit suicide due to <a href="http://www.pondiuni.edu.in/smhic/objective.html">academic failure</a>. India has the highest student suicide rate with nearly 38,000 students committing suicide since 2015. The decision was taken during the IIT council meeting where the ministry directed the IITs to establish wellness centres, looping in professional counsellors. “Yes, the matter was discussed at the IIT council meeting and all the IITs have been asked to make sure that they have wellness centres and professional counsellors,” ministry officials told ThePrint. This decision comes after a student at <a href="https://www.indiatoday.in/crime/story/iit-hyderabad-student-suicide-haunting-note-1560601-2019-07-02">IIT Hyderabad</a> committed suicide leaving behind a note saying ‘Sorry I turned out to be a waste.’ The student quoted academic pressure as the cause. Of the 23 IITs, Delhi, Mumbai and Madras campuses have wellness centres. The government now wants other institutions to have them as well. It is considering to associating with more than 300 counsellors, including private partners via online mechanism by next month. The ministry also asked the institutes to consult with faculty members to spot students under stress or any <keyword id="35697" type="PERSON" weightage="20" keywordseo="mental-disorder">mental disorder</keyword>, so as to provide them counselling. On the similar lines, Indian Psychiatric Society (IPS) — regulatory body of mental health professionals — formulated a team to tackle mental health issues of college-going students. It consists of three psychiatrists — Dr. Kersi Chavda, Dr. Avinash Desouza, and Dr. Amrit Pattojoshi. “India is a young country. We are all set to have a huge population between the age group of 16 and 25. They struggle with increasing competition, internet, mobile addiction, drug use, and a constant tussle between traditional and modern.
