<keyword id="6360078" type="LOCATION" weightage="20" keywordseo="chandigarh">Chandigarh</keyword>, After a large number of farmers from Punjab, who are heading for indefinite 'siege' of Delhi from November 26 over their demand to revoke the Central farm laws, were not allowed to enter <keyword id="41646" type="LOCATION" weightage="20" keywordseo="Haryana">Haryana</keyword> owing to travel restrictions there, farmers' bodies on Tuesday threatened to block the highways. <keyword id="65264" type="COMPANY" weightage="20" keywordseo="Bharatiya-Kisan-Union">Bharatiya Kisan Union</keyword> (BKU) <keyword id="10326137" type="UNKNOWN" weightage="20" keywordseo="president-balbir-singh-rajewal">President Balbir Singh Rajewal</keyword> said Haryana Chief Minister Manohar Lal Khattar has sealed borders for Punjab farmers to prove that "Punjab is not part of India". "We will peacefully block the routes to Himachal and Jammu and Kashmir. Will start dharna on the roads," he tweeted. Rajewal questioned Khattar for refusing to give passage to the farmers to go to the national capital. "Can't the high court take suo moto notice to give justice to the peaceful farmers," he asked. To avoid the movement of farmers, Khattar on Tuesday announced that the state will seal its borders with Punjab for two days. Reports said a large number of tractor-trailers carrying farmers were lined up on the borders of Haryana. At least one member from each household in village in Punjab is gearing up to seek the axing of the farm laws following the 'Delhi Chalo' slogan and the growing resentment against three agricultural laws passed by the Parliament in September. A movement has been gaining ground at the grassroots level across Punjab, which comprises 75 per cent of the farming community, against the 'draconian' laws that the farmers fear will not allow them to earn even the minimum support price (MSP) fixed by the government and besides getting exploited at the hands of the corporate houses. However, the Central government has been trying to convince the farmers saying the new laws will help increase their income and free them from the middlemen. Farmers threaten to block highways after Haryana issues order to seal borders with Punjab for two days

Different protesting <keyword id="500933" type="POSITION" weightage="20" keywordseo="Punjab-farmer">Punjab farmer</keyword> bodies on Tuesday decided to hold talks with the Centre over the <keyword id="10002582" type="UNKNOWN" weightage="20" keywordseo="new-farm-laws">new farm laws</keyword> in New Delhi on Wednesday. The decision to this effect was taken by representatives of several farmers' organisations at a meeting here. A seven-member panel has been formed to hold talks with the Centre, said Bharatiya Kisan Union (Rajewal) chief <keyword id="276944" type="COMPANY" weightage="20" keywordseo="Balbir-Singh-Rajewal">Balbir Singh Rajewal</keyword> while addressing the media here. "We have decided that representatives of all farmers' bodies will attend the meeting," said Rajewal. The leaders included in the panel are Balbir Singh Rajewal, <keyword id="4361892" type="PERSON" weightage="20" keywordseo="darshan-pal">Darshan Pal</keyword>, Jagjit singh Dalewal, <keyword id="33921" type="PERSON" weightage="20" keywordseo="jagmohan-singh">Jagmohan Singh</keyword>, Kulwant Singh, Surjit Singh and Satnam Singh Sahni. Earlier on Monday, the Kisan Mazdoor Sangharsh Committee, a farmers' body in Punjab, decided not to attend the meeting called by the Union Agriculture Department on October 14. The farmers' organisations, whose agitation against the laws has disrupted rail traffic and severely impacted coal supply to thermal power plants in Punjab, had last week rejected the Centre's invitation to participate in a "conference to address their concerns" on October 8. Rajewal said as per the invitation sent by the secretary of the Union Agriculture Department, the Centre wants to hold talks with them. "We are going because if we continue to reject the invitation, then they will say we are not ready for any talks. We do not want to give them any excuse. We will go there," said Rajewal. Farmers in Punjab have been demanding that the three laws passed by Parliament recently be repealed. Farmers have expressed apprehension that the new laws will pave a way for the dismantling of the minimum support price system, leaving them at the "mercy" of big corporates. AAP is leading in 92 seats in Punjab elections, Congress in 18

Chandigarh, Hundreds of <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword> from Punjab started gathering on Wednesday morning on the interstate borders along Haryana that has restricted their movement towards national capital Delhi for their '<keyword id="748575" type="ORGANIZATION" weightage="20" keywordseo="Delhi-chalo">Delhi Chalo</keyword>' protest against the three <keyword id="10094053" type="UNKNOWN" weightage="20" keywordseo="central-farm-laws">central farm laws</keyword>. As a preventive step, neighbouring BJP-ruled Haryana has imposed Section 144 of the CrPC to prevent assembly of protesters. Also, the police had taken nearly 100 farmer leaders from the state into "preventive custody". As per the police estimates, around 2,00,000 farmers from Punjab are set to leave for Delhi as part of their 'Delhi Chalo' agitation from November 26. Farmer body Bharatiya Kisan Union (BKU) President Balbir Singh Rajewal said Haryana Chief Minister Manohar Lal Khattar has got sealed the interstate borders for Punjab farmers to prove that "Punjab is not part of India". The farmers affiliated to 33 organisations are part of the United Farmers Front, an all-India body of over 470 farmer unions that will participate in the indefinite protest in the national capital from November 26. The <keyword id="535201" type="PERSON" weightage="20" keywordseo="protesting-farmers">protesting farmers</keyword> have threatened to block all roads to Delhi if they were denied permission to travel towards Delhi. The Delhi Police asked the farmers not to enter Delhi as they don't have permission to protest in the city. The Haryana Police too have issued a travel advisory, asking commuters to avoid certain national highways along the state border with Punjab and Delhi for three days, starting Wednesday, in the wake of the protest. Road blockades have been put at several places along the state border as per Chief Minister Khattar's directive to ensure "law and order", the police said. A state police spokesperson told IANS that elaborate arrangements have been made by the civil and police administration. The primary objective of these arrangements is to maintain proper law and order to prevent any kind of violence, facilitate functioning of traffic and public transport systems and to ensure public peace and order. The spokesperson said a large number of protesters are likely to enter Haryana from Punjab through various border entry points for their onward journey towards Delhi. The main focus points of the protestors originating from within Haryana will be the four major national highways leading towards Delhi, i.e., Ambala to Delhi, Hisar to Delhi, Rewari to Delhi and Palwal to Delhi. A specific call has been given by protesting organisations for congregation at Shambhu border near Ambala city, Mundhal Chowk in Bhiwani district, Anaj Mandi in Gharaunda town in Karnal district, Tikri border in Bahadurgarh town in Jhajjar district, and the Rajiv Gandhi Education City in Rai in Sonipat district. The spokesperson said that to ensure appropriate law and order arrangement, it is likely that the traffic diversion or roadblocks may be put up by the police on November 25, 26 and 27. Punjab Chief Minister Amarinder Singh on Tuesday welcomed the Centre's decision to take forward the talks with various farmer organisation on the farm laws issue in Delhi on December 3. He said the forthcoming talks would pave the way for early redressal of the concerns of the farmers on the Central agricultural laws. Bharatiya Kisan Union (BKU-Ekta Dakonda) President Buta Singh Burjgill said the 'langar' (free meal service) will go on until the Central government takes back the laws. "It will be a historic protest in Delhi amid the presence of two lakh farmers. We won't go back from our protest even half an inch." Farmers protesting against the laws have expressed apprehension that these laws would pave the way for the dismantling of the minimum support price system, leaving them at the 'mercy' of big corporate entities.

'Delhi Chalo': Hundreds of protesting farmers gather along Punjab-Haryana border

Chandigarh, Mar 24 () Farmers in Punjab fear that the coronavirus outbreak may cast a shadow over the upcoming harvesting and procurement of wheat crop next month. With the state authorities imposing restrictions like curfew to check spread of coronavirus, the growers expressed fear that if the current situation prolongs, it will have an adverse impact on harvesting and procurement of winter crop. Potato growers are already facing difficulty in getting labour for harvesting the tuber because of restrictions imposed in the state, they said. Sukhdev Singh Kokri, general secretary of Bhartiya Kisan Union (BKU) (Ugrahan) said, "How will farmers harvest their crop and go to mandis to sell it if the restrictions continue to remain in place? This is a big question before every farmer now." "If this current situation lasts long, farmers are going to face a lot of hardships," Bhartiya Kisan Union (Rajewal) President Balbir Singh Rajewal told on Tuesday. "There is going to be a big problem of procurement in such a situation as labour is not going to come," he said. Majority of migrant labour had gone to their native places in Uttar Pradesh and Bihar. They return when wheat harvesting starts in Punjab. "We are going to face shortage of labour next month. The movement of people have been restricted because of coronavirus," pointed out BKU (Kadian) President Harmeet Singh Kadiyan. Kadiyan asked the state government to find out some way so farmers do not face any problem in harvesting and procurement of crop. Punjab, which is considered the food bowl of the country, is expecting about 180 lakh metric tonnes of wheat output this season. Harvesting normally takes place after the first week of April in Punjab and it gradually picks up pace. Farmers said the inclement weather conditions had already damaged crop in several parts of the state and if no solution is found, they will face huge losses. The Punjab government clamped a curfew on Monday after finding that people were ignoring the statewide lockdown ordered by it. Chief Minister Amarinder Singh ordered the imposition of a "full curfew with no relaxations". Prime Minister Narendra Modi late evening on Tuesday announced a complete lockdown across the country for 21 days from Tuesday midnight, asserting that social distancing is the only way out for the country in its decisive battle against the coronavirus. Coronavirus outbreak may cast a shadow over wheat harvesting, procurement

Farmer unions Monday announced a countrywide 'chakka jam' on February 6 when they would block national and state highways for three hours in protest against the Internet ban in areas near their agitation sites, harassment allegedly meted out to them by authorities, and other issues. Union leaders told a press conference at the Singhu Border, on the Haryana side, that they will block the roads between 12 pm to 3 pm on February 6. They also alleged that farmers have been "ignored" in the <keyword id="6360189" type="ORGANIZATION" weightage="20" keywordseo="union-budget">Union Budget</keyword> 2021-22, and water and power supply have been curtailed, and mobile toilet blocks being removed, at their protest venues. The Samkyukt Kisan Morcha (SKM), an umbrella body of protesting unions, also alleged that the Twitter accounts of Kisan Ekta Morcha and a user named 'Tractor2Twitter' have been restricted. <keyword id="2808956" type="PERSON" weightage="20" keywordseo="Swaraj-Abhiyan">Swaraj Abhiyan</keyword> leader Yogendra Yadav alleged the action against the Twitter account was taken on the "request of government authorities", adding accounts of some private individuals, who have been very vocal against the movement, have also been restricted. He also claimed that the Union government has "reduced the allocation to agriculture sector" in this budget. Balbir Singh Rajewal, a farmer leader from Punjab, and part of the SKM, told reporters that the modalities of the 'Chakka Jam' on February 6 will be decided after discussing it with various unions unanimously, including those protesting at Ghazipur border site, the new focal point of the farmers movement against the new farm laws. Rajewal claimed during the press conference that scores of people have been "detained by the police" besides FIRs filed against many, including a journalist. "Our February 6 protest would also be against this harassment faced by journalists who are trying to report the truth from the ground, and the Twitter restrictions," he said. Swaraj Abhiyan's Yadav alleged that the Union government has "reduced the allocation to agriculture sector" in this year's budget. And, even percentage of allocation has gone down from "5.1 pc last fiscal to 4.3 pc this year". He asserted that mahapanchayats are happening in the country, while the government is trying to "have its way". These mahapanchayats will "dismantle the arrogance" of the government and the agitation will destroy the "shrewdness of the central government," Yadav said. Asserting that the government is committed towards farmers'' welfare, Finance Minister <keyword id="129243" type="PERSON" weightage="20" keywordseo="Nirmala-Sitharaman">Nirmala Sitharaman</keyword> on Monday proposed 10 per cent hike in the farm loan disbursal target to Rs 16.5 lakh crore, and introduced an agri infra and development cess of up to 100 per cent to create post-harvest infrastructure for improving farmers' income. We have had consensus on two out of the four issues." "Next meeting of government with farmers will take place on January 4." He said that the government and the farmers had reached agreement over the latter's demands to keep farmers out of the penal provisions of the Commission for the Air Quality Management in National Capital Region and Adjoining Areas Ordinance, 2020, and to withdraw the Electricity Amendment Bill 2020. "We discussed stubble burning and the government assured the farmers that their concerns will be taken into account. The electricity bill was also discussed... this has not been enacted. Farmers believe that subsidy will be withdrawn (under this)," Tomar said. New Delhi, Jan 27 () As cracks began to appear in their ongoing agitation against the agri laws, farmer unions on Wednesday cancelled their planned march to Parliament on February 1 when the Budget would be presented. The decision by farmer unions came a day after massive violence during their tractor parade in the national capital that left nearly 400 police personnel injured. The farmer leaders, however, alleged that there was a conspiracy behind Tuesday's incidents and demanded a probe. They said their agitation against the farm laws will continue and public meetings and hunger strikes will be held across the country on January 30. "The tractor parade was hit by a government conspiracy. Deep Sidhu is an RSS man. Police let him go after he hoisted a religious flag at Red Fort," farmer leader Darshan Pal, who has been accused by police of making inflammatory speeches, alleged at a press conference. Sidhu is a former aide of actor and BJP MP Sunny Deol. Deol had distanced himself from Sidhu in December after he supported the farmers' agitation. "We have cancelled our plan for a march to Parliament on budget day on February 1. But our agitation will continue and there will be public meetings and hunger strike across the country on January 30, " Pal said. Another farmer leader Balbir Singh Rajewal claimed that over two lakh tractors and lakhs of people participated in Tuesday's parade and "99.9 percent of the protesters were peaceful". The meeting is scheduled at 7 p.m. on at Shah's 6A, Krishna Menon Marg residence. Noting that this movement is under the banner of Sanyukt Kisan Morcha, <keyword id="10399119" type="PERSON" weightage="20" keywordseo="haryana-bhartiya-kisan-union">Haryana Bhartiya Kisan Union</keyword> (BKU) President Gurnam Singh Chathuni said in a press briefing at Singh border that the Home Minister contacted the farmers' unions earlier in the day and invited them for the meeting. Referring to Tuesday's Bharat Bandh, Chathuni said that the government should understand that the whole nation joined the call given by the farmers. BKU leader Bhog Singh Maansa said that all the producers and consumers are with them, saying "the delegation meeting with the Home Minister this evening will decide the future plan". 13 farmer leaders leave Singhu border to meet Amit Shah

New <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword>, Seeking to break the deadlock over protests against <keyword id="10002582" type="UNKNOWN" weightage="20" keywordseo="new-farm-laws">new farm laws</keyword>, the government on Saturday told representatives of agitating farmers that they are ready to address all their concerns with an open mind, sources said. At the beginning of the fifth round of talks here at Vigyan Bhawan, Union Agriculture Minister Narendra Singh Tomar told a group of 40 representatives of various farmer unions that the government is committed to cordial talks and welcomed all positive feedback on the new farm laws, sources said. Later, Minister of State for Commerce Som Parkash, an MP from Punjab, addressed the leaders in Punjabi and said the government understands the sentiments of Punjab. "We are ready to address all your concerns with an open mind," a source quoted Parkash as telling the union leaders. The talks between the government and the protesting unions began around 2.30 pm and was also attended by Railway, Commerce and Food Minister Piyush Goyal. In his opening remarks, Tomar, who is leading the talks for the Centre, said the government is committed to "peaceful talks with farmers' leaders and does not intend to hurt farmers' sentiments". The agriculture minister welcomed feedback on the three farm laws, while agriculture secretary Sanjay Agarwal summarised the proceedings of the previous four rounds of talks with farmer unions during the meeting, sources said. The two sides are believed to have discussed contentious issues like provision of dispute resolution and registration of traders in proposed private mandis under the new laws. Ahead of the meeting, Tomar and Goyal, along with senior union ministers Rajnath Singh and Amit Shah, had met Prime Minister Narendra Modi to deliberate over proposals likely to be made to the agitating groups. Modi's decision to hold deliberations with Union ministers, who have so far been the face of the Centre's efforts to end the farmers' agitation, signifies the importance the prime minister has attached to defuse the crisis, sources said. On Thursday, talks between the Union ministers and a representative group of thousands of agitating farmers had failed to yield any resolution, as the union leaders stuck to their demand for the repeal of new farm laws despite the government offering to "discuss and consider with an open mind" some key points of concern raised by farmers in the three new laws. Farmers on Friday announced a 'Bharat Bandh' on December 8 and threatened to intensify their agitation and block more roads leading to the national capital if the government does not accept their demands. Enacted in September, the three farm laws have been presented by the government as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell anywhere in the country. However, the protesting farmers have expressed apprehension that the new laws would pave the way for eliminating the safety cushion of <keyword id="76332" type="COMPANY" weightage="20" keywordseo="Minimum-Support-Price">Minimum Support Price</keyword> and scrap the mandis, leaving them at the mercy of big corporates. The Centre has maintained the MSP and mandi systems would continue and would be rather further improved and strengthened. Undeterred by the winter chill, thousands of farmers have stayed put at various border points of Delhi for the past nine days as part of their protest against the Centre's farm laws. Before the start of the meeting, an All India Kisan Sabha functionary said only repealing of the new farm laws will end the stalemate. "At this juncture, we have transport unions, retail businesses and other associated groups who have shown solidarity with us. Our movement is not just about farmers," AIKS finance secretary Krishna Prasad said. Outside the meeting venue, employees of the Indian Tourist Transporters Association (ITTA), which has supplied vehicles for the transit movement of the protesting farmers, were seen holding a banner which read 'We support farmers' and shouting slogans backing the peasants' agitation. "I belong to a farmer's family. I can relate to their fears. We had farmland at Mahipalpur and now you see T-3 terminal out there. We are supporting the protesting farmers in their cause," IITA president Satish Sehrawat told . He said the association is providing transportation facility to the farmers since their first meeting. Bharatiya Kisan Union (Rajewal) state general secretary Onkar Singh Agaul said: "Our demand remains the same that the government should withdraw all three farm laws. We want MSP should be guaranteed through law". He also sought scrapping of electricity amendment law and an ordinance on stubble burning. BJP leader from Punjab Surjit Kumar Jayani, while entering Vigyan Bhawan along with his party colleague Harjeet Singh Grewal, hoped the issue will be resolved soon.
