The <keyword id="1565295" type="PERSON" weightage="20" keywordseo="Indira-Gandhi-Prize">Indira Gandhi Prize</keyword> for Peace, Disarmament and Development for 2019 will be conferred on renowned naturalist and broadcaster Sir <keyword id="711617" type="PERSON" weightage="20" keywordseo="David-Attenborough">David Attenborough</keyword>. His name was selected for the prize by an international jury chaired by former president <keyword id="6359124" type="PERSON" weightage="20" keywordseo="pranab-mukherjee">Pranab Mukherjee</keyword>, the <keyword id="6354478" type="PERSON" weightage="20" keywordseo="Indira-Gandhi">Indira Gandhi</keyword> Memorial Trust announced on Tuesday. "Few individuals have come to be as identified with the well being of our planet, of all living creatures, and their relationship with human beings, as Sir David," the Trust said in a statement. The 2019 prize, it added, is awarded to Attenborough for a lifetime of doing more to reveal the wonders of the natural world to us than perhaps any other individual. Suman Dubey, secretary of the trust, said Attenborough had tirelessly worked to "awaken humankind to the need, to preserve and protect the biodiversity on our planet, to live in a sustainable and harmonious way with all life, and to stop being what he has called: 'a plague on earth'."

His differences with <keyword id="6359397" type="PERSON" weightage="100" keywordseo="Manmohan-Singh">Manmohan Singh</keyword> have always been talked about, but honourable president of India <keyword id="6359124" type="PERSON" weightage="100" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> has claimed that he had no role in Singh's exit as the RBI Governor. He also stated that the differences between him and the central bank head were nothing more than legitimate exchanges of opinion over purely professional matters. 
 In his autobiography, Mukherjee has also asked if Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> and Finance Minister <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> should individually go and meet industrialists. He then stated that in his tenure as the FM, his meetings with industrialists, either individual or collective, were very important. 
 He also stated that <keyword id="6652246" type="POSITION" weightage="100" keywordseo="VP-Singh">VP Singh</keyword>, who served as the Minister of Finance from 31 December 1984 to 23 January 1987 was "adamant" about not meeting industrialists one-on-one. 
 
Talking about the socially and politically unstable period of 1998 to 1991, Mukherjee has mentioned of differences in approach that he and V P Singh carried. 
 "For instance, as Finance Minister, he was adamant about not having any one-on-one meetings with industrialists. My view--which I followed during my tenures as the Finance and Commerce Ministers--was that meetings with industrialists, individually or collectively, were very important to get an overall understanding of specific contexts. In other words, how can a Finance Minister or Prime Minister not meet industrialists?," the President asked in the book, called "<keyword id="3224907" type="UNKNOWN" weightage="100" keywordseo="The-Turbulent-Years-1980-1996">The Turbulent Years- 1980-1996</keyword>". The Election Commission today assured that polled electronic voting machines (EVM) are ‘absolutely safe in strongrooms’-- reacting to videos on media and social media which show EVMs being transported in private vehicles. “The visuals seen viral on media do not pertain to any EVMs used during the polls,” said EC in a press statement. These series of videos show these machines being tampered in Bihar, Punjab, Haryana and Uttar Pradesh (UP). Opposition Unites Leaders of several parties like Telugu Desam Party (TDP), Bahujan Samaj Party (BSP) and Aam Aadmi Party (AAP) complained to the EC on these alleged movement of electronic voting machines (EVMs) to replace the polled machines in strongrooms. Chandrababu Naidu who is already doing the rounds and gathering steam against Bharatiya Janata Party, is one of the leaders along with Communist Party of India (Marxist) leader Sitaram Yechury who is mobilizing parties to meet EC. “The EC is yet to come out with a procedure in case there is a mismatch between the VVPAT and the EVM tally. We want that even for a single mismatch in the VVPAT samples picked for counting and EVMs, all VVPATs in that assembly segment must be counted. This is important to maintain integrity of the electoral process,” Yechury said, according to a <a href="https://www.hindustantimes.com/lok-sabha-elections/oppn-parties-may-meet-ec-to-demand-evm-tracking/story-e6PJ9EOGW99ZuX7GGcvuRM.html">HT report</a>. EC however has been assuring that its procedures are in place. “The aspersions in clips being used in media merely pertain to the storage or movement of Reserve unused EVMs. However, any case of lapse even in handling of reserve EVMs is thoroughly investigated and disciplinary action taken against the officers responsible,” EC assured in a statement. Exit Poll Effect These allegations which came a day after exit polls, and mostly by opposition parties, could cast a shadow of doubt on Lok Sabha election results, which are to be announced on May 23. A poll of polls predicts a comfortable win for National Democratic Alliance (NDA) led by PM Narendra Modi. An aggregation of the various exit polls says that NDA would win more than 300 seats in the current Lok Sabha Election, leaving no option for many opposition parties to come together and form a front, in case of a fractured mandate.  Modi then drove up to the saluting base to receive President <keyword id="6359124" type="PERSON" weightage="80" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> and President Francois Hollande. 
 
The President's Bodyguard presented the national salute, the tricolour was unfurled and the national anthem was played to set the tone for a rather poignant moment - the posthumous presentation of the Ashok Chakra, the country's highest gallantry award in peacetime. It was presented this year to the widow of Lance Naik Mohan Nath Goswami of the Parachute Regiment, who laid down his life while fighting terrorists in the Kashmir Valley last September. 
 
The emotion on Mukherjee's face was visible as he presented the medal and the citation to Goswami's widow. 
 
The French apart, there was much that was different this time around. The marching contingents were fewer, as were the massed bands. 
 
Then, instead of a marching continent of ex-servicemen, there was a tableau dedicated to them in the first part of the parade, an army dog squad with handlers made an appearance after 26 years, and the camel-mounted troopers of the Border Security Force made up the rear element of the parade's military element. 
 
In another break with tradition, the young recipients of the National Awards for Bravery came up towards the end, followed by the children's pageant, a daredevil motorcycle display by the Corps of Signals, and a grand flypast by fighters, heavy-lift transports and helicopters of the Indian Air Force. 
 Vice President <keyword id="6491214" type="PERSON" weightage="80" keywordseo="Hamid-Ansari">Hamid Ansari</keyword>, the three service chiefs, Congress president <keyword id="689" type="PERSON" weightage="80" keywordseo="Sonia-Gandhi">Sonia Gandhi</keyword>, cabinet ministers, a host of dignitaries and a group of women achievers seated in a special enclosure were on hand to witness the hour-and-half long parade.

India displays cultural heritage, military prowess on Republic Day

Juveniles aged 16 years and above will now be tried under laws for adults for heinous crimes after <keyword id="48510" type="ORGANIZATION" weightage="100" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> passed the <keyword id="2458616" type="UNKNOWN" weightage="20" keywordseo="Juvenile-Justice-Bill">Juvenile Justice Bill</keyword> on Tuesday. The government sought support of all parties on the legislation to "deter many other boys" from doing such a crime. The bill which seeks to treat juveniles between 16 to 18 years as adults for committing heinous crimes such as rape will become a law after President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> signs the amendments. 

	While the TMC had extended its full support to the bill during the debate, other parties like JD(U) remained divided over the issue and members of the CPI(M) party staged a walkout just before the bill was put to vote.

	Maneka Gandhi who had piloted the bill, had read out a list of gruesome crimes committed by juveniles in the House and asked the House how such cases can be handled.
 The parents of the December 2012 gangrape victim, known as <keyword id="6357643" type="UNKNOWN" weightage="20" keywordseo="Nirbhaya">Nirbhaya</keyword>, watched the proceedings from the visitor's gallery. 

	"Glad that juvenile justice bill has been passed, this will help our future generations and prevent crimes, but at the same time we are pained that our daughter could not get justice." said Asha Devi, Nirbhaya's mother, who was almost in tears when she spoke to the media after the bill's passage.

Sabha passes Juvenile Justice Bill

President <keyword id="6359124" type="PERSON" weightage="80" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword>, who is presently in <keyword id="63113" type="COUNTRY" weightage="80" keywordseo="Belarus">Belarus</keyword> on the first-ever state visit by an Indian President, raised concern over <keyword id="6358165" type="COMPANY" weightage="80" keywordseo="terrorism">terrorism</keyword> originating from India's neighbourhood. He said terrorism remains a big security threat for India as well as other countries in South Asia. 
 The President said India has and would always remain committed to peaceful methods to solve problems like terrorism, reported PTI. "Terrorism and extremism emanating from our shared neighbourhood remains a major security threat for India and for Belarus too," Mukherjee said in his address at the <keyword id="2883381" type="UNKNOWN" weightage="80" keywordseo="Belarus-State-University">Belarus State University</keyword>. He insisted that such challenges could not be solved alone. Such menace could be addressed only with greater cooperation from all countries. Earlier, on the first leg of his two-nation tour, Mukherjee had raised the issue of terrorism while speaking at the <keyword id="651255" type="ORGANIZATION" weightage="80" keywordseo="Uppsala-University-in-Sweden">Uppsala University in Sweden</keyword>. "What is happening in West Asia? What is happening in different parts of the world? Whatever be the divergence of views, on the issue of terrorism, I am sure that all will agree that terrorism has no respect for any religion," he had said, adding that it believes in nothing but wanton destruction. 
	 

	"It is important for the international community to face this greatest menace, I would say, not to any country or territory but to entire civilisation. The very existence of human values, the respect for peaceful co-existence, tolerance, pluralism are being dangerously threatened by this," the president said. Meanwhile, Mukherjee was conferred upon the Professor <keyword id="633116" type="UNKNOWN" weightage="80" keywordseo="Honoris-Causa">Honoris Causa</keyword> by the Belarus State University. 
	 

	He said India is strongly interested in further deepening its relationship with Belarus. 
	 

	"I have had excellent discussions with President (Alexander) Lukashenko earlier today. With a view to further energise our co-operation, we have issued a very substantive and focused Roadmap on the India-Belarus partnership. "We are hopeful that we can double our trade to a level of USD 1 billion by the year 2020. India's decision to grant 'Market <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">Economy</keyword> Status' to Belarus will also be a significant step to enhance our bilateral trade and to promote greater integration of Belarus in <keyword id="35028" type="ORGANIZATION" weightage="60" keywordseo="international-trade">international trade</keyword> structures," the 79-year-old President said. 
	 

	Maintaining that the two countries have similar approach towards international issues, President Mukherjee exuded confidence that India and Belarus can continue to further their respective regional and global agenda through mutual support and understanding.

President Pranab Mukherjee calls for global co-operation to eliminate terrorism menace

After an unprecedented midnight hearing by the <keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword> that began at 3 am and concluded at 5 am, <a href="http://www.businessinsider.in/Government-advises-President-to-reject-Yakub-Memons-plea/articleshow/48266883.cms">Yakub Memon</a> was finally hanged at the Nagpur jail at 7 this morning. His hanging was preceded by plenty of political and legal movements through the day and night. At 10 last night President <keyword id="6359124" type="PERSON" weightage="100" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> had rejected <a href="http://www.businessinsider.in/10-worst-terrorist-attacks-to-rock-India/articleshow/48237865.cms">Yakub</a> Memon’s <a href="http://www.businessinsider.in/Top-5-most-wanted-terrorists-in-India-that-still-roam-free/articleshow/48100097.cms">mercy plea</a> which was followed by a last ditch effort by his lawyers who then filed a mercy petition with the Supreme Court at 11 pm last night. 
 
In a first, the Supreme Court was opened for the judges to hear the matter at 3 am. The final petition was heard by a three judge bench which included the Chief Justice of India, HL Dattu in court number four at the apex court. After a 90 minute hearing the three judge bench unanimously rejected Yakub’s plea stating that enough and more chances were given to him to put forth his case. 
 
Section 144 has been imposed in areas around the Nagpur jail where Yakub was <a href="http://www.businessinsider.in/The-worlds-mostinfamous-terrorists-and-the-ends-they-met/articleshow/48172442.cms">hanged</a>. His body is expected to be flown to Mumbai and handed over to his relatives at 11 this morning. Meanwhile, a thick blanket of security has been thrown over Mumbai with special focus on sensitive areas like the residence where the Memons reside. The case that has been going for over 22 years has been a hot bed of controversy forever. However this is one of those rare cases where the political classes have been united in seeking Yakub’s hanging across the board barring only the CPI.

BREAKING NEWS: YAKUB MEMON HANGED

Keeping such incidents in mind, <keyword id="71" type="POSITION" weightage="20" keywordseo="Prime-Minister">Prime Minister</keyword> <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> will get a safe and secure aircraft as new 'Desi Air Force One' is set to be cleared soon.
 His aircraft will be equipped with advanced self-protection suites to jam and will beat hostile incoming missiles in the sky and encrypted <keyword id="6358065" type="PERSON" weightage="20" keywordseo="Satellite">satellite</keyword> communication facilities. 

	Some of its features would be- robust defence systems, including 'radar warning receivers'. It will sound an alert if a hostile radar 'paints' the aircraft before letting loose missiles.
 

	It would also have a better missile-approach warning systems. Moreover, its advanced electronic counter-measures on board will be able to jam enemy radars, along with defence systems geared to shoot metal chaff or flares to throw off-track radar.
 The Prime Minister, President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> and other VVIPs will travel in such aircrafts for extra long-haul overseas flights. Sources told Economic Times, the defence acquisitions council, chaired by <keyword id="6366153" type="POSITION" weightage="20" keywordseo="Defence-Minister">Defence Minister</keyword> <keyword id="6363133" type="PERSON" weightage="20" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword>, will take up the purchase of two <keyword id="6357957" type="CITY" weightage="20" keywordseo="Boeing">Boeing</keyword> 777-300 (extended range) aircrafts. They will be acquired from <keyword id="2573" type="CITY" weightage="20" keywordseo="Air-India">Air India</keyword> which has many such relatively new wide-bodied planes, especially configured for VVIPs travel and their safety. 

	These aircrafts will be used in place of ageing Boeing 747 'Jumbo Jets' under 'Air India One'.
 

	"These old aircraft do not have anti-missile defence systems, which the SPG holds is necessary. The decision was taken after a committee of secretaries from top ministries and aviation experts examined the matter," a source told the financial daily.
 Last year when <keyword id="117766" type="COMPANY" weightage="20" keywordseo="Malaysia-Airlines">Malaysia Airlines</keyword> flight MH17 was shot down, Modi's 747-400 aircraft was using a nearby air corridor at the same time to return to New Delhi from <keyword id="12970" type="COMPANY" weightage="20" keywordseo="Frankfurt">Frankfurt</keyword>. The two modified 777-300 (ER) aircraft will be based with the <keyword id="2848376" type="UNKNOWN" weightage="20" keywordseo="Air-HQ-Communication-Squadron">Air HQ Communication Squadron</keyword> at Palam. Though, Air India may still collaborate with the <keyword id="15141" type="ORGANIZATION" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> in terms of pilots, engineers and cabin crew, the call sign of the PM's new 777-300 (ER) ride could well be 'Air Force One' like the <keyword id="15548" type="POSITION" weightage="20" keywordseo="US-President">US president</keyword>'s iconic 'flying Oval Office'.

As per the new amendments, employers can gave gives wages to workers through cheques or<a href="http://www.businessinsider.in/searchresult.cms?query=online+payments&amp;sortorder=effectivedate"> online-method </a>without any written authorisation. 
 The new law has amended the <keyword id="695544" type="UNKNOWN" weightage="20" keywordseo="Payment-of-Wages-Act">Payment of Wages Act</keyword>, 1936, which mandated payment of all wages either in coin or currency notes, or both. 
 
Before introduction of a bill to amend the 1936 Act on February 3, an Ordinance was promulgated by the President on December 28, 2016. 
 The Bill was passed in Lok Sabha on February 7 and in <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword>, the next day. 
 
With the President's approval to the Act, "the Payment of Wages (Amendment) Ordinance, 2016 is hereby repealed", the order said. 
 
As both the Houses of Parliament were not in session and immediate action was required to be taken to ensure that the benefits of the proposed legislation reach the employed persons at the earliest, the President promulgated the Payment of Wages (Amendment) Ordinance 2016, the bill had stated. 
 
The new Act allows the governments to specify the industrial or other establishment, the employer of which shall pay to every person employed there, the wages only by cheque or by crediting it in his bank account.

Dissent is a recognised democratic expression, but disruption leads to loss of time and resources, and paralyses policy formulation. The cardinal principle of parliamentary democracy is that the majority has the mandate to rule while Opposition has the right to oppose, expose, and if the numbers permit, to depose. But, under no circumstances should there be disruption of the proceedings," the President said. 
 
“A noisy minority cannot be allowed to gag a patient majority," he added. 
 
Delivering his speech on 'Parliament and Policymaking' to a group of students and teachers, President Mukherjee said, "The framers also deemed it necessary to impose certain restrictions on this extraordinary legislative power by constitutionally mandating replacement of such ordinances within a time frame by the legislators." 
 His comments came in the backdrop of several ordinances issued by the <keyword id="905742" type="ORGANIZATION" weightage="20" keywordseo="Narendra-Modi-led-government">Narendra Modi-led government</keyword> due to its lack of majority in the Rajya Sabha and frequent protests by the opposition over religious conversions. 
 Reacting on President Mukherjee’s comments, <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> leader <keyword id="119952" type="PERSON" weightage="20" keywordseo="Manish-Tewari">Manish Tewari</keyword> said, "The essence of a democracy is reflection of the views of minority in the mainstream of the national discourse.” BJP declined to comment on the issue. 
 
It is pertinent to mention here that before becoming the President of India, Mukherjee was a member of Congress.
