Budget for stipend to 47 lakh youth under apprenticeship scheme

A parliamentary committee has recommended setting up population-based cancer registries in rural areas to help data-driven and evidence-based policy formulation. It has also suggested raising taxes on tobacco products citing that increasing their market price would make them less affordable. This will result in lower consumption and decrease the risk of tobacco-related diseases, including cancer, the panel said. The <keyword id="46535" type="General" weightage="80" keywordseo="health-ministry" source="Orion">health ministry</keyword> must pursue with the Department of Revenue to expedite the decision on raising taxes on tobacco products, the Department-related Parliamentary Standing Committee on Health and Family Welfare said in its 147th report. It was presented in <keyword id="48510" type="General" weightage="80" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> on Friday. It said for better policy formulation on cancer treatment and uniform distribution of cancer care, there is an urgent need to have realistic information about the incidence and type of cancers across the country. The committee said that the health ministry should take appropriate steps to persuade state governments to participate in the formulation of the cancer atlas so that the entire Indian population is covered under Population Based Cancer Registries (PBCRs). This will help in data-driven and evidence-based policy formulation, it said. It suggested that PBCRs can be linked to the Ayushman Bharat Digital Mission to record data of cancer patients to get real-time information on cancer-related illnesses. "The committee has taken note that currently PBCRs cover 16 per cent of the Indian population only. Therefore, it is quite necessary that the National Cancer Registry Programme cover the population of India extensively, in order to have a unified national database for scientific understanding of epidemiology of cancer," the report said. Stressing a robust screening mechanism for cancer, the committee suggested that one day in a month can be fixed for cancer screening. While appreciating the government's impetus on an institutional framework for cancer care and management and financial support for combating cancer, the committee said cancer must be dealt with separately instead of being a part of other lifestyle and non-communicable diseases. It recommended the demerger of the National Cancer Control Programme (NCCP) from the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular diseases and Stroke (NPCDCS) to have a better focus on screening, early diagnosis and management of cancer. In its report, the committee said that in all the leftover districts Non-Communicable Diseases (<keyword id="131571" type="General" weightage="50" keywordseo="ncd" source="Orion">NCD</keyword>) clinics should be set up at the earliest and more healthcare professionals be trained for screening of common cancer. The panel highlighted that adequate human resource in cancer centres is crucial for their complete operationalisation and recommended setting up subsidised or free accommodation for patients and their relatives near cancer hospitals. The National Health Authority (<keyword id="672062" type="General" weightage="80" keywordseo="nha" source="Orion">NHA</keyword>) should consider including all types of cancer diagnostic tests under the Ayushman Bharat <keyword id="6524177" type="General" weightage="50" keywordseo="pradhan-mantri" source="Orion">Pradhan Mantri</keyword> Jan Arogya Yojana (AB-PMJAY), it said. It appreciated that in compliance with the committee's recommendations, the NHA has approved the inclusion of diagnostic tests under the AB-PMJAY with respect to breast, cervical and oral cancer. The committee noted that the health ministry has set up the e-Sanjivini Ayushman Bharat-Health Wellness Centre (AB-HWC), where doctor-to-doctor telemedicine services can be delivered through the hub and spoke model. It recommended that this model should be strengthened so that the opinions of experts can be provided to cancer patients in isolated and backward areas. The ministry should instruct National Cancer Grid (<keyword id="1502308" type="General" weightage="50" keywordseo="ncg" source="Orion">NCG</keyword>) officials to explore group negotiation of commonly used high-value cancer drugs with pharmaceutical companies through a transparent central tendering platform to have substantial discounts on cancer drugs. Since the mandate of the National Pharmaceuticals Pricing Authority is to ensure the availability of drugs at affordable prices, the committee reiterated that the pricing of cancer drugs should not be guided by profit as in the case of the other businesses. If it is not possible to reduce the profit margin of such drugs, the government may subsidise it, it said in its report. "The committee feels that the submission made by the Secretary, Department of Pharmaceutical, before the committee that over a period of about eight years or so the actual price increase in the drugs had been only between two to four per cent, does not mean that each manufacturer keeps the price of the drug below 10 per cent, as the mechanism permits them to make the hike up to 10 per cent," the report said. The committee said the government should rationalise the annual price hike limit of cancer drugs from 10 to five per cent in order to rescue poor cancer patients. It also suggested the ministry look at subsidising the healthcare cost for cancer patients and declare radiotherapy service as an essential commodity. The ministry should take the matter on board immediately and declare radiotherapy service as an essential commodity so that patients can get some relief from bearing the high cost of the service, it said. "Assuming 80% availability of registered allopathic doctors and around 5.65 lakh <keyword id="20522856" type="General" weightage="20" keywordseo="AYUSH-doctors" source="keywords">AYUSH doctors</keyword>, the doctor-population ratio in the country is around 1:836 which is better than the WHO standard of 1:1000," Patel stated. She also said that there are 731 medical colleges in the country with an annual intake of 1,12,112 <keyword id="20585495" type="General" weightage="20" keywordseo="MBBS-seats" source="keywords">MBBS seats</keyword> as of now. Further, there are 72,627 <keyword id="22645227" type="General" weightage="20" keywordseo="PG-seats" source="keywords">PG seats</keyword> as of date, she said. Measures taken by the government to augment medical education facilities and to improve medical standards include <keyword id="22366985" type="General" weightage="20" keywordseo="Centrally-Sponsored-Scheme" source="keywords">Centrally Sponsored Scheme</keyword> (CSS) for establishment of new medical colleges by upgrading district/referral hospitals, under which 157 new medical colleges have been approved and 109 are already functional. Under the CSS, medical colleges have been upgraded to increase the number of MBBS (UG) and PG seats. Support has been provided for an increase of 4,977 MBBS seats in 83 colleges with an approved cost of Rs 5,972.20 crore, 4,058 PG seats in phase-I in 72 colleges with an approved cost of Rs 1,498.43 crore and 4,000 PG seats in phase-II in 65 colleges with an approved cost of Rs 4,478.25 crore. Besides, under "upgradation of government medical colleges by construction of super specialty blocks" component of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), 75 projects have been approved, of which 66 projects are complete. Under the Central Sector Scheme for setting up of new AIIMS, 22 AIIMS have been approved and undergraduate courses have started in 19 of these. Also, DNB qualification has been recognised for appointment as teaching faculty, to take care of shortage of faculty and there has been enhancement of age limit for appointment, extension or re-employment against posts of teachers/dean/principal/ director in medical colleges up to 70 years. <h2>Claims of Indians being unfit "extrapolated" </h2>Furthermore, Union Health Minister J P Nadda told the Lok Sabha today that WHO's recent report stating that half of India's adult population is physically unfit relied on data collected only from three states and one UT, and the results were extrapolated through a modelling technique indicating inbuilt methodological issues. Responding to a question, Nadda said the WHO defines 'sufficient physical activity' as 150 minutes of moderate intensity physical activities per week (brisk walk, lifting light load etc.) or 75 minutes of vigorous intensity activity per week (running, digging, construction work, outdoor games etc.). The activity level so quantified is based on a self-reported response to questions about physical activity lasting at least for 10 minutes. The National NCD Monitoring Survey of Indian Council of Medical Research (ICMR) 2020 has assessed, inter alia, physical activity amongst Indian adults and found that 58.7% had conformed to the WHO recommendations, Nadda told the Lok Sabha.

He was responding to a question on whether the government proposed to cover citizens aged 70 and above by expanding Ayushman Bharat through the launch of a <keyword id="21782708" type="General" weightage="20" keywordseo="National-Health-Claims-Exchange" source="keywords">national health claims exchange</keyword> and if an expert panel had been set up to strengthen the format of the scheme for the planned expansion. Jadhav, in a written reply, said all members of eligible families, irrespective of age, were covered under Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana. The scheme provides <keyword id="19894985" type="General" weightage="20" keywordseo="health-insurance" source="keywords">health insurance</keyword> cover of Rs 5 lakh per family per year for secondary and tertiary care hospitalisation to 55 crore individuals, corresponding to 12.34 crore families, he said. "No expert committee has been set up for extending the health benefits to cover <keyword id="19894991" type="General" weightage="20" keywordseo="senior-citizens" source="keywords">senior citizens</keyword> aged 70 and above," he stated. Responding to another question, Jadhav said 34 insurers and third-party administrators were live and approximately 300 hospitals ramping up to start sending their claims on the National Health Claims Exchange (NHCX), which aims to streamline and fasten health <keyword id="35450" type="General" weightage="20" keywordseo="Insurance" source="Orion">insurance</keyword> claim processing, as on July 21. Jadhav said the government built the NHCX gateway under the Ayushman Bharat Digital Mission. It aims to streamline and standardise health insurance claim processing, enhance efficiency in the insurance industry and improve patient experience. It serves as a gateway for exchanging health claim information among insurers, third party audit, healthcare providers, beneficiaries and other relevant entities and ensures interoperability, machine-readability, auditability and verifiability, making the information exchange accurate and trustworthy, the minister said. This system will enhance efficiency and transparency in the insurance industry, benefiting policyholders and patients, he added. Supported by the Insurance Regulatory and Development Authority of India and the General Insurance Council, the NHCX will enable standardised and faster health insurance claim processing, Jadhav said.

Mohammad Shadab, 17, won the award for his excellence in the field of scholastics. The son of a motor mechanic, Shadab from Aligarh district of Uttar Pradesh is an Indian Youth Ambassador to the US. "He won a scholarship of USD 28,000 from the United States Department of State for his brilliant mind and efforts to improve the world and topped his American high school," his citation said. Shadab has served over 200 community service hours and given more than 50 presentations to promote Indian culture and values. He also started his own non-profit (Girls, Say YES) to promote women's empowerment. The youngest awardee this year Kumari Prasiddhi Singh, a 7-year-old social volunteer from Chengalpattu district in Tamil Nadu. She has been awarded for her work in social work. "She is the founder of Prasiddhi Forest and has been in the India Book of Records for being the youngest fruit forest creator in the country. At a very young age, Prasiddhi created eight fruit forests in government schools and public places and planted over 9,000 trees to feed birds and squirrels and give fresh fruits to everyone," according to citation for here. Kumari Venish Keisham, 15, from Imphal West district of Manipur, won the award for her excellence in the field of Art and Culture. "She has won several competitions, including first position in the International Online Art Contest 2020 organised by Akm Kala Sangh, Pathankot, Punjab, India, second position in an international level Online Cartooning Competition organised by Art Affina in collaboration with Khalsa College of Education, Amritsar, and Renaissance Award in International Online Drawing Competition organised by Creative Canvas, 2020," according to the citation. Kameshwar Jagannath Waghmare, 14, from Nanded district of Maharashtra has been awarded for bravery. "His is a story of courage and promptness. He saved two out of three boys from drowning in Manar river. They had gone swimming but could not estimate the depth of the water. Without caring for his own life, Kameshwar jumped into the river and pulled out two boys elder to him. He risked his own life but managed to save two lives," his citation read. Fifteen-year-old Rakesh Krishna K, one of the winners of Pradhan Mantri Rashtriya Bal Puraskar 2021, has invented the novel multi-purpose seed-sowing machine called 'SEEDOGRAPHER'. "This innovative machine enables easy and fast sowing of seeds at fixed distances. It is eco-friendly and promotes a dry sowing and lane system that saves 50% water," according to the citation for the awardee. Archit Rahul Patil, 14, from Jalgaon district of Maharashtra has been given the award in the field of Innovation. He has developed a novel way to estimate the obstetric blood loss accurately. Savita Kumari, 16, from Ranchi district of Jharkhand has been awarded for excellence in the field of sports. "Coming from a humble background, with no special privileges, she has excelled in archery at every level. In 2018, she won a gold medal in the 3rd South Asian Archery Championship, Dhaka; a bronze medal in the 65th School Games Federation of India in 2020; and a silver medal in the 13th Jharkhand State Archery Championship in 2019. Girls like Savita are the pride of our nation," her citation states. Seven awards have been given in the field of art and culture, nine for innovation and five for scholastic achievements. Seven children have won in sports category, three felicitated for bravery and one has been honoured for her efforts in the field of social service. Merely 12% women received all three installments under the scheme — with Himachal Pradesh and Andhra Pradesh benefitting the most. This may also be due to the lack of awareness on — nutrition, rest, healthcare and medicines — among expecting and lactating mothers. These latest findings are in line with that of Jaccha Baccha Survey which also said that more than 90% of pregnant women did not benefit under the PMMVY in five of the six surveyed states — Himachal Pradesh, Uttar Pradesh, Madhya Pradesh, Jharkhand, Chhattisgarh and Odisha. Odisha women however benefited the most as over 65% of all its nursing women were covered under the ‘Mamata’ scheme, as per a recent <a href="https://www.ijisrt.com/assets/upload/files/IJISRT19AUG801.pdf">survey</a>. According to a UN report, roughly 122 women in every 100,000 pregnant women in India succumbed to death during pregnancy or after childbirth during 2015-17. The budget speech of Jaitley observed that 1.75 crores of new households would receive electricity connections. While talking about the merits of the 2018-19 budget in terms of creating enough room to facilitate the rural development in the country, Rural development minister Narendra Singh Tomar praised that the budget under reference was the one for ‘New India’ which would lead to the comprehensive development of the nation. The Modi government increased the budgetary allocation for the Rural Development Ministry to Rs 1.124 lakh crores for 2018-19 from Rs 1.054 lakh crores. The ministry estimated a total expenditure of Rs 1.09 lakh crores in the financial year 2018-19. “The government is committed to the overall development of the country and like the current year, the Modi government has allocated highest ever amount of Rs 55,000 crores to the MNREGA for the next fiscal,” Tomar said. While the 2017-18 budget allocated Rs 48,000 crores to MNREGA, the 2018-19 budget increased it to Rs 55,000 crores. The ministry estimated that the scheme will need a spending of Rs 55,000 crores in the year 2018-19. Also the allocation of funds to different schemes under the National Social Assistance Program rose up to Rs 99.75 crores from Rs 95 crores allocated during the last fiscal year. The allocation towards the flagship scheme of the NDA government for rural roads ‘<keyword id="126970" type="PERSON" weightage="20" keywordseo="Pradhan-Mantri-Gram-Sadak-Yojana">Pradhan Mantri Gram Sadak Yojana</keyword> (PMGSY)’ remained unchanged over the two budgets remaining at Rs 19,000 crores. He said, “As my proposals outlined indicate, focus of the government next year will be on providing maximum livelihood opportunities in rural areas by spending more on livelihood, agriculture and allied activities and construction of rural infrastructure.” Pushing it up significantly from Rs 4,500 crores (2017-18 budget), Jaitley said the allocation for the <keyword id="180113" type="ORGANIZATION" weightage="20" keywordseo="National-Rural-Livelihood-Mission">National Rural Livelihood Mission</keyword> (NRLM) was increased to Rs 5,750 crores in the 2018-19 budget. The loans given to the women Self Help Groups (SHGs) in the country touched about Rs 42,500 crores in 2016-17. The government voiced its confidence that the SHG loans will increase to Rs 75,000 crores in the fiscal year 2018-19. The FM also announced a ₹50 lakh per person medical insurance cover for medical workers. “They are being called Gods in white costume,” she said lauding the efforts for everyone on the frontline including sanitation workers and paramedical staff, and Asha workers. This is targeted at 2 million individuals across the country. All the money to be transfered via Direct Benefit Transfer: 2. Pradhan Mantri Gareeb Kalyan Anna Yojana: Supply of foodgrain, either rice or wheat, to be doubled, and to be offered free of cost, for the next three months. Currently, they get either 5 kilograms of rice/wheat and they can get another 5 kgs after today's announcement. Aside from that, the government will also offer 1 kg of the preferred pulse, or dal, will also be given to every household free. This can be taken in 2 instalments by every household from the ration shops. 3. Farmers: Kisan Samman Nidhi, currently at ₹6,000 a year, will be frontloaded. Farmers will get the first instalment of ₹2,000 ahead of schedule on April 1. 4. Mahatma Gandhi National Rural Employment Guarantee Scheme: The wage rate will be increased to ₹202 a day from ₹182 a day currently and this will continue after the lockdown ends. This will benefit about 5 crore people across the country, increasing their income by ₹2,000 a year. 5. An ex-gratia of ₹1000 in the next three months will be given to to 300 million poor senior citizens, poor widows and poor disabled. This will be given in two installments. 6. 200 million women with Jan Dhan account holders will get ₹500 a month for the next three months. 7. Ujjwala Scheme (The government scheme gave subsidised cooking cylinders to poor households): Nearly 83 million people availing this scheme will get free cooking gas cylinders for the next three months. 8. Women self-help groups: The next announcement will help 6.3 million such groups, benefitting 70 million households. The collateral-free loans, under Deen Dayal Yojana, will be doubled to ₹20 lakh from ₹10 lakh currently. 9. For all firms with up to 100 employees (if 90% of the staff who earn less than ₹15,000 a month): The government will bear the employees' provident fund contribution, on behalf both the employers and the employees, together amounting 24% of the salary, for the next three months. 10. The Employee Provident Fund scheme will be amended to allow non-refundable advance up to 75% of the existing corpus in the individual's account, or three months' wages, whichever is lower. This is expected to benefit 8 million employees across 4 lakh companies. 11. The welfare fund for construction workers has about 3.5 crore registered people and a corpus of ₹31,000 crore. Many construction projects have come to a halt because of the lockdown. The central government will direct state governments to use the existing corpus to help this segment of workers. 12. The state governments will be requested to use the District Mineral Fund for medical screening, medical testing at the district level. This is a developing story and will be updated constantly. India announces a $22 billion package including cash transfers to feed and serve the poor during the coronavirus lockdown

The largest health protection scheme in the world closely aligns with SDG 3 (health and well-being) and SDG 10 (reduced inequalities). “India has raised the levels of prosperity for its people manifold in the recent past. However, challenges remain in many areas including health, nutrition, basic infrastructure, quality of education among others,” <keyword id="2665691" type="COMPANY" weightage="20" keywordseo="Niti-Aayog">NITI Aayog</keyword> said in SDG Index 2019-20. UN says it won’t be able to achieve sustainable development goal by 2030

The PMKVY 2.0 — which targets to train 10 million people by 2020 — has placed over 1.2 million candidates so far. Within a year of its inception, the scheme enrolled two million people. Of this, over 260,000 people got employment opportunities. The government presently has over 5.2 million candidates registered with the scheme. Rozgar Melas In a recent session in the Parliament, the Union Minister, <keyword id="2627353" type="PERSON" weightage="20" keywordseo="Mahendra-Nath-Pandey">Mahendra Nath Pandey</keyword> said that the government needs to ensure ‘rozgar melas’ for certified candidates every six months to generate employment, BusinessLine reported. In the recent Budget session, the government announced that it will also ensure industry relevant skill training for 10 million youth in India. The focus will be on building skills in technologies like — Artificial Intelligence, Big Data, Virtual Reality, 3D printing and Robotics — to promote higher remuneration. Corporates team up for skills Indian corporates are also taking up training programme, as a part of corporate social responsibility projects. Video platform <a href="https://economictimes.indiatimes.com/tech/internet/tiktok-partners-with-national-skill-development-corporation/articleshow/70226302.cms">Tik Tok</a>, on World Youth Skill Day 2019 said that it will educate its first-time internet users in India. In July, <keyword id="6370971" type="COMPANY" weightage="20" keywordseo="accenture">Accenture</keyword>, Cisco and Quest Alliance joined hands with the government to impart digital skill training to nearly 1.5 million youth across the country. UrbanClap aims to <a href="https://www.businesstoday.in/current/corporate/urbanclap-joins-modi-govt-skill-india-mission-train-30000-professionals/story/364467.html">train 30,000 service professionals</a> jointly with the National Skill Development Corporation (NSDC). The startup claimed that it will create micro-entrepreneurship opportunities for certified candidates.
