In a first-of-its-kind crime reported in the state capital, three persons, who had held a real-estate businessman captive, used cryptocurrency to take a ransom of Rs 1.3 crore in bitcoins before releasing him. The matter came to light a week after the police arrested the three persons -- Sandeep Pratap Singh, <keyword id="383376" type="General" weightage="80" keywordseo="vijay-pratap-singh" source="Orion">Vijay Pratap Singh</keyword> and <keyword id="11918034" type="General" weightage="80" keywordseo="rajveer-singh" source="Orion">Rajveer Singh</keyword>. Police said that the arrested accused were aware that the victim traded in cryptocurrency. Police have recovered Rs 30,000 in cash, a country-made pistol, three live cartridges, five mobile phones and a car from them. They held him hostage at a house where they thrashed him, trained a pistol on him, and got Rs 1.3 crore in bitcoins transferred to their account. They then brought him back to Lucknow and dumped him on the roadside," she said. DCP Singh said that police were tipped off by an informer about the miscreants who had abducted the businessman a week ago in a car bearing the plate of high court. "We laid a trap and, on Tuesday, when they visited the Kalindi Park locality probably to collect more money from the businessman, we arrested them," the police official said. The villagers of Hirpodi in Velhe taluka of Pune district are making steady progress in turning a barren hill into a forest with the help of contour trenches and drought-tolerant trees. Janabai Laxman Kuditkar (70) points to the hill behind her newly-built pucca house while explaining how barren it was when they started off. "There were only a few scattered trees on the top. Until about 10 years ago, we were cultivating ragi and sesame. But long summers and water scarcity made everything difficult," she says. Consequently, she sold that piece of land to an NRI couple. The hill covering about five acres along the slope now belongs to Ravindra and Sadhana Swar, who approached <keyword id="339271" type="General" weightage="80" keywordseo="forrest" source="Orion">FORREST</keyword> (Forest Regeneration and Environment Sustainability Trust) - an <keyword id="6366591" type="General" weightage="80" keywordseo="ngo" source="Orion">NGO</keyword> dealing in biodiversity - to restore it in a way that would benefit the village that sits along its lower reaches. Responding to 101Reporters by email, the Swars said that they bought the land, sight unseen, to help the owner who was deep in debt. "The original purpose was to build an old age home. But when we finally visited the site ourselves, we found there was no proper access road or any facilities nearby. It was just a barren hill." And Sadhana Swar, having something of a green finger herself, decided to spend some money to develop this into a green zone, even a sanctuary for birds. "This land is located half a kilometre from the village, at an elevation of 760m from the mean sea level. Except for some non-native Eucalyptus trees planted near the peak by the forest department, the slopes were denuded of any vegetation. There was just some seasonal grass and a few shrubs," says Neha Singh, the founder and director of FORREST. Located 60 km from Pune, Hirpodi is home to about 900 people. Singh and her team decided to work on two fronts - water and forestry. "We planned to dig contour trenches and plant drought-tolerant native species on their bunds. The first step of marking trenches all over the hill began in July 2019," she tells 101Reporters. Trenching is one of the major environmental engineering measures for conserving water and controlling soil erosion in non-arable lands. Areas with steep slopes are more prone to soil erosion, particularly if they lack vegetative cover. "Velha gets good rainfall, but the water drains out very quickly due to the slope. Almost no water percolates in the soil. Contour trenching solves this problem," explains Singh. "We found a part on the slope where soil erosion was much more pronounced. Hillsides are more prone to gullying (the process by which deep channels or gullies are created by flowing water) when they are cleared of vegetation through deforestation, overgrazing or forest fires. To arrest soil erosion, we covered a small patch with dense plantations." The restoration plans began when the COVID-19 pandemic was at its peak. Holding meetings with villagers was not even a possibility then. So, her team tried different methods to increase local participation. "We decided to involve villagers by appointing a local project coordinator for the work, and <keyword id="14981722" type="General" weightage="50" keywordseo="vitthal-rajiwade" source="Orion">Vitthal Rajiwade</keyword> was keen on helping us when he realised how much the village will benefit," says Prachi Pawar, assistant director, FORREST. Anything related to water usually piques the interest of people here. The promise of improvement in groundwater levels, prevention of flooding during monsoons, and the prospect of income from minor non-timber forest produce was enough to convince them to join hands. "The NGO provided us with trenching tools and we got the bamboo supplied from the village," adds Reshma <keyword id="213779" type="General" weightage="80" keywordseo="sonawane" source="Orion">Sonawane</keyword>, <keyword id="14981721" type="General" weightage="80" keywordseo="rajiwade" source="Orion">Rajiwade</keyword>'s neighbour. The locals were paid in cash for all the materials and the strenuous work of walking uphill with tools, plants, compost, soil nutrients and bamboo. "We had to make several trips along with the NGO volunteers, and they offered us money that helped us get through those pandemic-weary days," Sonawane gratefully remembers. The joint team of volunteers and villagers built around 250 contour trenches and planted 530 trees over their bunds. "We felt that native forest trees are stronger and they adapt easily to adverse climatic conditions. Most of them have medicinal properties and are fruit-bearing, like say Reetha (soapnut), Baheda (Terminalia bellerica) and Harad (Termialia chebula)," informs Pawar. The trees coming under the ficus genus were chosen to enhance the green cover, as their fruits cater to both birds and mammals even during drought. "About 200 ficus trees have been planted to this end," Pawar says. Once the trenching and planting were done, 40 villagers collected thorny bushes from nearby hills and carried them to the site to build a fence that would protect the plants from free-grazing cattle. Only 300 of the total 530 trees remain, with the rest lost in forest fires. Rajiwade, a wrestler and rice cultivator, understands the importance of maintaining sources of irrigation. "When we started planting trees, I did not realise how important it was. But now, we have pits filled with enough water for our crops," he beams. The Rajiwades have assumed the role of overseeing the maintenance of the young trees, which includes watering them at least four times a month during non-monsoon months with the help of the community. "The trees are still small and need at least three years to grow. Once they grow tall, I hope there will be even more rainfall in the area," Rajiwade says. He and his family - comprising his wife and three college-going children - had motivated many to join the project in its early days. Sonawane, on her part, exhorted women to lend a helping hand. Singh believes that her NGO is no longer needed here. "The point of conservation is that it should be self-sustaining. Even in the absence of any monetary benefit, the community should take care of their environment. And I think this has already happened here," she concludes. Maharashtra's Hirpodi village turns a barren hill into a forest with the help of contour trenches and drought-tolerant trees

New Delhi, Mar 19 () The Finance Commission has constituted an 8-member panel to review the fiscal consolidation road map of the both state and central governments. The panel will be headed by 15th Finance Commission Chairman N K Singh. The Terms of Reference of the panel include making recommendations on the definition of deficit and debt for the central government, overall states, the general government and public sector enterprises by considering all explicit and measurable liabilities of the sovereign and by bringing in consistency between the definition of debt (stock) and deficit (flow), the Finance Commission said in a statement on Thursday. Besides, the panel will also lay down the principles for arriving at the debt of the general government debt and consolidated public sector with appropriate netting to avoid double-counting. The committee will define contingent liabilities, provide quantifiable measures of such liabilities, wherever possible, and specify conditions under which "contingent" liabilities become "explicit" liabilities of the public sector. Based on the above definition, the committee will review the current status of deficit and debt at different levels. The committee will recommend a debt and fiscal consolidation road map for 2021-FY25 for the central government, overall states and general government and attempt building up scenarios for public sector enterprises, it said. The other members of the committee will be A N Jha and Anoop Singh, members of 15th Finance Commission; S Krishnan, additional chief secretary, Government of Tamil Nadu; and Anirudh Tiwari, principal secretary, Government of Punjab. Besides, one representative each from the Office of the Comptroller and Auditor General of India, the Controller General of Accounts, Joint Secretary (Budget) of the Department of Economic Affairs in the Ministry of Finance. Two outside experts Sajjid Z Chinoy and Prachi Mishra will also be members of the committee. Analytical and data support to the committee will be provided by a team from the National Institute of Public Finance and Policy, it said. In the virtual meetings with the Finance Commission on June 25-26, the Advisory Council felt that the impact of the pandemic on the economy and on the fiscal positions of the Union and state governments is still highly uncertain. "The advisory council also discussed the adverse implications of constraints in the economy on tax revenue collections of the union and state governments. While noting that tax collections can be considerably affected by the pandemic, some members of the council indicated the impact of the pandemic on tax collections may also be asymmetric," an official statement said. Data released last month showed the central government's fiscal deficit surged to 78 per cent of Budget estimates to Rs 2.79 lakh crore in April as tax revenues slumped on account of the nationwide lockdown. The Budget for 2020-21 had projected the fiscal deficit at Rs 7.96 lakh crore, or 3.5 per cent of GDP. The advisory council also discussed implications on the deficits and debt of the general government along with constraints and possibilities for establishing a path for consolidation of public debt, post the pandemic. "On the expenditure side, governments will have substantial expenditure burden on account of health, support to poor and other economic agent," the members said. The nationwide lockdown imposed to curb the spread of pandemic has severely impacted the economic activity. The meeting was chaired by 15th Finance Commission Chairman N K Singh, and attended by all members and senior officials of the Commission. From the advisory council, Chief Economic Advisor Krishnamurthy Subramanian, Sajjid Z Chinoy, Prachi Mishra, Neelkanth Mishra and Omkar Goswami and special invitee Rathin Roy attended the meeting on June 25. New Delhi, Dec 16 () Economic Advisory Council of the Fifteenth Finance Commission on Monday discussed issues related to GST stabilisation and possible ways to improve tax collection for additional resource mobilisation.
"Advisory Council was informed about submission of the 2020-21 report and now the Commission is on its next task of preparing the report for 2021-26 period," said an official release after the fifth meeting of the Fifteenth Finance Commission.
Talking to reporters, Finance Commission Chairman N K Singh said the Commission plans to make recommendations on Goods and Services Tax (GST), which will be for the GST Council to consider.
The Fifteenth Finance Commission discussed issues related to stabilisation of Goods and Services Tax (GST), relationship between GST Council and Finance Commission, and GST compensation being paid to states.
Singh also said the Commission was planning to make medium-term revenue projections in its report.
The Council discussed the possible macro assumptions for the Commission's award period relating to real growth, inflation etc were discussed in detail.
Matters like the structural shift in inflation, relationship between the GDP deflator and consumer price inflation, and possible trajectories of movement in real activity were also discussed.
"Tax revenues and expenditure patterns emerging both at the Union and the States level. Possible way to improve tax collection for additional resource mobilisation," the release said.

Advisory Council members were updated by the Commission regarding the additional terms of reference extending Fifteenth Finance Commission's term till October 2020.
As per the additional terms of reference, the Commission will submit two reports- one, for the year 2020-21 and second report for the five year period of 2021-22 to 2025-26.

Eco Advisory Council of Fin Comm discusses GST stabilisation, tax collection issues

New Delhi, Apr 24 () The economic advisory panel of the 15th Finance Commission has suggested that the government should look to support small enterprises and avert bankruptcies in the financial sector as part of the fiscal response to deal with the coronavirus crisis. At its two-day meeting held via video conferencing, the members of the Advisory Council felt that the shortfall in tax and other revenues will be large due to subdued economic activity and hence the fiscal response to the crisis should be much more nuanced. "It is important not just to look at the size of fiscal response but also carefully at its design... The Advisory Council also felt that the magnitude of the impact of these developments on public finances is uncertain, but will certainly be significant. "Governments will have substantial expenditure burden on account of health, support to poor and other economic agents," an official statement issued after the meeting said. The council felt that the COVID-19 pandemic and the national lockdown would slow down domestic activity and impact cash flows of financial institutions and businesses, besides loss of global demand for Indian products because of a steep global recession. "All of them were unanimous to suggest that the projections of real GDP growth made before March 2020 need to be relooked into entirely, and, revised downwards considerably. "Once the lockdown of the economy is released, the recovery can only be excepted to be gradual, depending on the ability of the workforce to get back to work soon, restoration of supplies of intermediates and cash flows and, of course, the demand for output. Therefore, the full magnitude of the economic impact of Covid will only be clear only over a course of time," the statement said. Among the suggestions made to the commission, the council members said small scale enterprises were cash-starved even prior to the onset of the pandemic. "As their activity levels and cash flows are affected, it is important that a support mechanism be devised to help them overcome this problem," it said. Also, non-banking financial companies are affected by the slowdown and in order to avoid bankruptcies and deepening of NPAs in the financial sector, measures should be appropriately designed. Measures like partial loan guarantee may help. The Reserve Bank of India will have a key role in ensuring that financial institutions are well-capitalised, the council members suggested. Also the finances of the central and state governments need to be watched carefully in the wake of increased spending to fight the pandemic. "As we move ahead, we need to think of options for financing the additional deficit. It is important to ensure that the State governments get access to adequate funds to undertake their fight against the pandemic," it added. Besides the healthcare cost, the government is also faced with the additional burden of giving booster or stimulus to sectors and industries hit by the nationwide lockdown. The lockdown that began on March 25 was last week extended till May 3. Late last month, the government had announced a Rs 1.7 lakh crore stimulus package comprising free foodgrains and cooking gas to poor and cash dole to poor women and elderly. A second package, aimed at industries, is said to be in the works and will likely be announced shortly. Several international agencies including IMF and the World Bank have cut India's growth forecast over concerns about the fallout of the COVID-19 pandemic. The International Monetary Fund (IMF) has slashed India's GDP growth projection to 1.9 per cent in 2020 from 5.8 per cent estimated in January, as the global economy hits the worst recession since the Great Depression in the 1930s due to the raging coronavirus pandemic. Similarly, the World Bank has estimated India's economy to grow between 1.5 to 2.8 per cent in the 2020-21 -- the worst growth performance since the 1991 liberalisation. Fitch has projected India's GDP to grow at 0.8 per cent this fiscal, while S&amp;P pegs it at 1.8 per cent and Moody's at 2.5 per cent in 2020. These growth estimates compare to an estimated 5 per cent growth rate in 2019-20 fiscal that ended on March 31. India's economy also grew by 5 per cent in 2019 calendar year. The council also felt that it is likely that different states may come out of the severity of the impact of the pandemic in different stages. Hence, the revival of activity in different states will be at varied pace, the statement said.
