The Budget 2024-2025 announcement by Union Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> saw productivity and resilience in <keyword id="19931887" type="General" weightage="20" keywordseo="agriculture" source="keywords">agriculture</keyword> being prioritised above all else. With a desire to turn focus on <keyword id="19934969" type="General" weightage="20" keywordseo="farmers" source="keywords">farmers</keyword>, or Annadatas, ₹1.52 lakh crore has been allocated for agriculture and its allied sectors. This is quite an increase from the Interim Budget announcement of ₹1.27 lakh crore in February 2024. It is being speculated that this substantial focus on the agricultural sector stems from the BJP's vote share dipping in semi-urban and rural areas during the recent Lok Sabha elections. However, the government's commitment to transforming agriculture and potentially the lives of Indian farmers could lead to the agricultural sector growing at 3.7% in the current fiscal, compared to 1.4% last year, as per the CII. <h2>Key initiatives in agriculture</h2>Transforming Agriculture Research The government is set to conduct a comprehensive review of the agricultural research framework, with an emphasis on enhancing productivity and developing climate-resilient crop varieties. Funding will be allocated on a challenge basis, including to private sector initiatives. This research will be overseen by domain experts from both governmental and non-governmental organizations. Release of New Varieties A total of 109 new high-yielding and climate-resilient varieties of 32 field and horticulture crops will be introduced for farmers to cultivate. Promoting Natural Farming In the next two years, the government plans to transition one crore farmers to natural farming practices, supported by certification and branding efforts. This initiative will be carried out through scientific institutions and willing <keyword id="20030597" type="General" weightage="20" keywordseo="gram-panchayats" source="keywords">gram panchayats</keyword>, with 10,000 bio-input resource centers to be established based on need. Missions for Pulses and Oilseeds To achieve self-sufficiency in pulses and oilseeds, the government will strengthen their production, storage, and marketing. As outlined in the interim budget, a strategy is being implemented to attain 'atmanirbharta' (self-reliance) for oilseeds like mustard, groundnut, sesame, soybean, and sunflower. <div type="Article" hostid="261" msid="111930255" title="Economic Survey calls for urgent agricultural reforms; cites growth hurdles" mstype="2" mssubtype="0"></div>Vegetable Production &amp; Supply Chains Large-scale clusters for vegetable production will be developed near major consumption centers. Digital Public Infrastructure for Agriculture Building on the success of a pilot project, the government, in partnership with states, will facilitate the implementation of Digital Public Infrastructure (DPI) for agriculture over the next three years. This year, a digital crop survey for Kharif crops will be conducted in 400 districts, integrating details of six crore farmers and their lands into registries. Additionally, Jan Samarth-based Kisan Credit Cards will be issued in five states. Shrimp Production &amp; Export Financial support will be provided to establish a network of Nucleus Breeding Centres for shrimp broodstocks. NABARD will facilitate financing for shrimp farming, processing, and export. National Cooperation Policy A new National Cooperation Policy will be introduced to promote systematic and comprehensive development of the cooperative sector. How to check PM Kisan scheme money and balance

By Ashwini Shrivastava New Delhi, Feb 5 () Over five crore farmers were yet to get the third instalment of money under the Centre's ambitious PM-Kisan scheme, aimed at providing direct support of Rs 6,000 annually to them, according to the latest Ministry of Agriculture and Farmers' Welfare data.The total amount of the scheme, which came into effect on December 1, 2018, is to be paid in three equal instalments of Rs 2,000 every four months.The data showed about 2.51 crore farmers have not got even the second instalment and 5.16 crore of them were yet to get the third instalment.Over 9 crore farmers have registered themselves under the scheme between December 2018 and November 2019, it said.Of these, 7.62 crore or 84 per cent of farmers have received the first instalment.The money through the second instalment was given to nearly 6.5 crore farmers and the amount under the third instalment was given to 3.85 crore beneficiaries, according to the data received in response to an RTI query filed by this journalist.The agriculture ministry, in its response, gave three sets of data mentioning the benefits given to farmers under the scheme between December 2018 and November 2019.It said 4.74 crore farmers were registered between December 2018 and March 2019.Of them, 4.22 crore received the first instalment, 4.02 crore the second and 3.85 crore the third. There was no mention why nearly 50 lakh, 70 lakh and 90 lakh registered farmers during this period did not get the first, second and third instalment respectively.There was no registered beneficiary in West Bengal and Sikkim, hence no amount was disbursed during this period, according to the data.Giving details of the 3.08 crore farmers registered between April and July last year, it said 2.66 crore and 2.47 crore beneficiaries have got their first and second instalments respectively.The RTI reply did no mention why around 40 lakh and 61 lakh registered farmers during this period did not get their first and second instalment respectively."The beneficiaries are eligible for the instalment for the period in which he/she gets registered and subsequent periods, thereafter. Therefore, the third instalment is not due for the beneficiaries registered in the period April 2019-July 2019," the ministry said.There was no registered beneficiary during this period in West Bengal, Punjab and Chandigarh and therefore nobody was paid first and second instalments.The ministry said around 1.19 crore beneficiaries were registered between August and November 30, 2019, of these nearly 73.66 lakh farmers have been given the first instalment.There was no mention of payment of first instalment to over 45 lakh eligible beneficiaries during the period."The beneficiaries are eligible for the instalment for the period in which he/she gets registered and subsequent periods, thereafter. Therefore, the second and third instalments are not due for the beneficiaries registered in the period August 2019 to November 2019," it said.The ministry was asked to provide the total number of farmers, state-wise, and the amount received by them under the Pradhan Mantri Kisan Samman Nidhi or PM-Kisan scheme."PM-Kisan Samman Nidhi scheme has been implemented from December 1, 2018. It is stated that PM-Kisan is a continuous and ongoing scheme, in which the financial benefits are transferred to the bank accounts of the identified beneficiaries as and when their correct and verified data is uploaded by the concerned states/union territories on PM-Kisan web portal," the ministry said in the RTI response vide its letter dated December 26, 2019.The data of beneficiaries so uploaded by them undergoes a multi-level verification, including by banks, and only then the amount is released to the beneficiary, it said, adding that www.pmkisan.gov.in website can be accessed to get more details on the operational guidelines of the scheme.According to the data updated on the website on February 3, around 8.82 crore farmers have been registered and 8.41 crore have received the first installment, 7.56 crore the second instalment, 6.19 crore the third and 3.03 crore have received the fourth installment.In Assam, out of 16.97 lakh farmers registered during this period, 14.02 lakh got the first instalment, 13.72 lakh received the second and 9.87 lakh the third.Of the 42.34 lakh registered beneficiaries in Maharashtra, 36.98 lakh got the first instalment, 31.53 lakh the second and 27.67 lakh got the third instalment.As many as 23.83 lakh farmers in Kerala received their first instalment, 18.79 lakh got the second and 18.43 lakh the third. A total of 26.13 lakh beneficiaries were registered in the state between December 2018 and March 2019.There was no beneficiary registered during the period from West Bengal, which has refused to implement the scheme, according to the ministry's response.In Uttar Pradesh, nearly 9.57 lakh out of 19.64 lakh farmers have got the first instalment. In Gujarat, nearly 1.22 lakh out of 1.98 lakh registered farmers got the first instalment.Around 9.78 lakh farmers out of the 17.18 lakh registered beneficiaries have received the first instalment in Madhya Pradesh. In Odisha, only 5,507 farmers out of 5.6 lakh registered farmers have got the first instalment, the ministry said.None of the 7,326 farmers registered in Sikkim was paid the first instalment, according to the ministry's reply. Over 5 cr farmers yet to get 3rd instalment of PM-Kisan scheme: Govt data

New Delhi, Feb 24 () The Union Agriculture Minister Narendra Singh Tomar on Monday asked the West Bengal government to join the ambitious central scheme, PM-Kisan, which completed one year of operation without the state on board. Barring West Bengal, all other states and union territories are implementing the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) which has benefited 8.45 crore farmers so far in the country, against the target of 14 crore farmers. The minister also launched PM-Kisan mobile App on completion of one year of the implementation of the scheme. Tomar said: "West Bengal has not yet joined the scheme. There are 70 lakh farmers in the state. Benefits worth about Rs 4,000 crore will reach to these farmers if implemented." Of the 70 lakh farmers from the state, about 10 lakh farmers have already self-registered for the scheme via the online portal of PM-Kisan, he said and added the cash benefit to these farmers will reach once the state government verifies the data. Stating that the cash benefit under the scheme will not only help farmers but also boost the state economy, Tomar said: "Our officials have approached the state government in this regard many times. I have also written twice to the chief minister urging to join the scheme. But no reply has come yet from the CM." Tomar said some states like Andhra Pradesh, Bihar and Sikkim are slow in authenticating their farmers' data and the central government is pursuing with them seriously. The aim is to achieve the target of 14 crore farmers by next year. On PM-Kisan portal, the centre has received data of total 9.74 crore farmers. Already, payment has been made to 8.45 crore farmers, he said. About 85 per cent of the farmers data registered under the scheme has been Aadhar verified, the rest will be completed soon, he added. Centre appeals WB govt to join PM-Kisan scheme

New Delhi, Feb 1 () The government has proposed a lower allocation of Rs 54,370.15 crore for PM-Kisan scheme this fiscal, as against the budget projection of Rs 75,000 crore because of implementation hurdles in some states, according to the Budget document.
 Despite lower outgo on the PM-Kisan scheme -- under which Rs 6,000 is being provided to eligible farmers per year in three equal instalments, the government has kept the budget estimate for the next fiscal at the same level of Rs 75,000 crore.
 The government has disbursed over Rs 43,000 crore to more than 8 crore farmers under the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) scheme so far.
 According to sources, the allocation has been reduced in the Revised Estimate (RE) for the current fiscal as some states, including West Bengal, have not rolled out this scheme and many others do not have proper data of the farmers.
 The projection of the number of beneficiary farmers has also been lowered to 14 crore from the earlier 14.5 crore. LUX MJH DRR

<ul><li><keyword id="55225" type="POSITION" weightage="20" keywordseo="Former-finance-minister">Former Finance Minister</keyword> of India P <keyword id="6362104" type="PERSON" weightage="20" keywordseo="chidambaram">Chidambaram</keyword> listed out his thoughts on how much the government should spend to support poor farmers and wage employees. </li><li>In his statement, Chidambaram said, “We owe a duty to extend our total support to the Prime Minister and the central and the state governments. </li><li>His tips include direct benefit transfer and home delivery of ration to beneficiaries. </li></ul>Former Finance Minister P Chidambaram listed out various ways in which the government should support the poor amid the country-wide lockdown. PM Modi announced a 21-day lockdown yesterday (March 24) to fight <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">Coronavirus</keyword>. In his statement, Chidambaram said, “We owe a duty to extend our total support to the Prime Minister and the central and the state governments.” Half of the Indian population still survive on daily wages, and the lockdown will leave them in the middle of nowhere. The experience for India is going to be a lot different from what Italy, France, and China may have experienced because of its vast majority that lives below the poverty line. Construction workers, domestic help, sanitation workers in private establishments, daily wage labourers in small shops and factories, film production crews across countries, and many more like account for nearly 90% of India’s population - will experience the heat of this lockdown. Here is what Chidambaram listed out in his statement for the Indian government <ol><li>For farmers, the government should double the amount paid/payable under PM-KISAN (to ₹12,000) and transfer the additional amount immediately to the bank accounts of beneficiaries. </li><li>It should bring tenant farmers under PM-KISAN. Take the list from the state governments and transfer ₹12,000 (in two instalments) to the bank accounts of each farmer. </li><li>Take the list of registered Mahatma Gandhi Employment Guarantee Act 2005 (MGNREGA) workers and transfer the sum of ₹3000 into the bank account of beneficiaries. </li><li>For the urban poor, take the Jan Dhan accounts with the urban branches of the banks and transfer a sum of ₹6000 into the bank account of each beneficiary. </li><li>Offer to every ration card holder, through the ration shops, 10kg of rice or wheat absolutely free, as a one-time measure in the next 21 days. He also added that the government should arrange for home delivery of this. </li><li>All registered employers to maintain current levels of employment and wages. It should guarantee such employers that the government will reimburse the wages of the employees within 30 days of payment. </li><li>Open a register in every ward or block and invite people who have not received payment under any of the categories listed above to register their name, address and Aadhar. Street people and destitute will fall under this category. After minimal verification, open a bank account in each name, seed it with Aadhar and transfer Rs 3000 into each account. </li><li>Extend the deadline for payment of any kind of taxes until June 30.
