35-year-old Tejas visits AIIMS hospital in India’s national capital New Delhi almost every month for his mouth cancer treatment. He stands in a long queue and sometimes sleeps on the floor the previous night to be the first one in the line the following day.<br />

A rickshaw-puller by profession, Tejas has been chewing ‘gutka’ since time immemorial to him. He said a friend had asked him to try it out for fun sake in his early teens. He doesn’t remember when the ‘fun’ turned into a ‘habit’.<br />
<br />
“It had become a time pass for me that you are chewing something and pulling the rickshaw. It became a habit and I could not do away with it. Last year I was diagnosed with mouth cancer and I had to completely stop it,” said Tejas as he bought medicines.<br />
<br />
Tejas is not alone. Like him, many people get addicted to smoking, chewing ‘gutka’ and other tobacco products are an early age.<br />
<br /> As India marked <keyword id="6575676" type="UNKNOWN" weightage="80" keywordseo="World-Tobacco-Day">World Tobacco Day</keyword> on May 31, people shared with us why it becomes difficult to stop.<br />
<br />
Shadab Malik, an officer-goer who is in his early 30s, said he was in college first year when he took first puff of the cigarette.<br />
<br />
“I was really tensed about my results and my friends, who used to smoke that time, asked to take a drag. I took two-three puffs. As I was an amateur, I did cough but it soon became a habit,” he said.<br />
<br />
When asked if never thought of quitting it, he said, “After one or two times, smoking became a daily routine for me. I used to smoke two cigarettes then. More cool boys became my friends and I liked it. So eventually it became a habit. Now I think of quitting it but it is really very hard.”<br />
<br />
On an average, Malik smokes fives cigarettes every day.<br />
<br />
“Generally it starts in teens as a fun thing with friends but soon becomes a habit. Youth takes to this due to peer pressure as a fad or it may also be a way to deal with stress. During exams or while coping work stress or stressful situations and challenges in life, people tend to smoke more and get dependent on it. Smoking no matter in whatever amount is harmful for human consumption,” said senior psychiatrist Dr. Gorav Gupta.<br />

Tobacco habits at a younger age impact health also.<br />
<br />
“There are multitude of problems faced by teenagers who indulge in smoking such as chronic cough, fatigue, breathlessness, decreased capacity to perform physical work and last but not the least predisposition to cancer of oral cavity to the lung,” added Dr. Gupta.<br />
<br />
According to India’s Health Minister J P Nadda, nearly eight to nine lakh people die every year due to diseases related to tobacco use.<br />
<br />
The government in 2010 said that nearly 900,000 Indians die every year of tobacco-related diseases and as per the International Tobacco Control Project estimates, this figure could rise to 1.5 million by 2020 if users do not stop it.<br />
<br />
To discourage any forms of tobacco, the government increased the size of health warnings on tobacco products. Nadda said that a slew of initiatives were being taken to reduce tobacco consumption including enactment of Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution Act 2003.<br />

As per Canadian Cancer Society quoted by Reuters, India ranks 136th on a list of 198 countries that use such warnings to deter smokers.<br />
<br />
Meanwhile, regular smokers say it is quite difficult to stub it out.<br />
<br />
But as the old adage goes, where there is a will, there is a way, doctors say with focus and proper attention, people can do away with the addiction.<br />
<br />
“A person who is willing to quit should work hard and whole heartedly towards his goal to quit smoking. They should avoid cues and situations which are associated with smoking or tobacco consumption. Try avoiding friends with whom one frequently smokes. Likewise, at work instead of cigarette breaks take a short nap or a walk in the corridor,” said Dr Gupta.<br />

Dr Gupta expressed that one should be surrounded with positive people and maintain a journal to record how many times they broke the vow of not smoking.<br />
<br />
Some even go on to say that people selling tobacco products should be sensitive enough to see to whom they are selling the product to.<br />
<br />
“Everybody knows there is an age limit of 18 years but hardly anyone follows it. I have seen schoolchildren smoking. So, the enforcing agencies should also be proactive,” said Vikas Mehra.<br />

After accommodating industry feedback with industry representatives, the FSSAI has directed that for alcoholic beverage bottles upto 200 ml should not be less than 1.5 mm whereas bottles above 200 ml in size, will have to carry the warning message in a font size of 3mm. All companies have to follow the guidelines and transition to the same by April 1, 2019. <br /><br />In 2018, India’s food regulator, the Food Safety and Standards Authority of India, had directed alcohol companies to carry a statutory warning saying “Consumption of Alcohol is injurious to health” and “Be safe - Don’t drink and drive.” It also said the font size should be be less than three millimetres. <br /><br />India already ranks <a href="http://news">5th</a> in the world for the most pictorial warnings on cigarette packets. <br /><br />The Indian government had introduced regulations for alcoholic beverage bottles for the first time in 2018 to control drunk driving incidents in the country. According to <a href="https://timesofindia.indiatimes.com/city/hyderabad/with-46-lakh-traffic-violations-in-2018-fine-collection-doubled-to-rs-54-crore/articleshow/67596677.cms">reports</a>, fines from drunk driving in India in 2018 was around ₹6 crore. <br /><br />Earlier an NGO called Community Against Drunken Driving had filed a Public Interest Litigation (PIL) <a href="https://www.livemint.com/Politics/s4hXlfb5BfcqSyILw1zF6I/FSSAI-mulls-pictorial-warning-on-liquor-bottles.html">requesting</a> the Delhi high court to include a pictorial warning on all alcohol bottles to spread awareness against drunk driving. Last month, his firm also won a $157 million case against Philip Morris, partially for its role in running Juul.</li><li>Speaking to Business Insider about Juul and the e-cigarette industry, Florida-based Schlesinger accused Juul of deliberately setting out to "get millions of teenagers hooked" on its products.</li><li>A Juul spokeswoman told BI that the firm was focused on winning trust by working with lawyers and regulators, and that it was combating underage use of its products.  The spokeswoman also denied that Juul intentionally tries to attract underage users.</li><li><a href="https://www.businessinsider.com/international?r=US&amp;IR=T">Visit Business Insider's homepage for more stories.</a></li></ul><p>The US lawyer who successfully sued four major US tobacco firms has described the e-cigarette firm Juul as "irredeemably evil" and called for it to be shut down.</p><p>Juul is the buzzy e-cigarette company valued at an estimated $16.4 billion in the space of four years. It has become popular thanks to the sleek design of its vaping products and its flavored pods. But it's also the poster child of a sudden rise in vaping among teens and underage users. It has also been criticized because its packaging <a href="https://www.businessinsider.com/teen-considers-lawsuit-juul-amid-nicotine-controversy-2019-11?r=US&amp;IR=T">did not always make clear</a> that many of its products, such as its signature 'pens,' contained tobacco.</p><p>Scott Schlesinger, whose eponymous law firm is based in Fort Lauderdale, has successfully sued US tobacco firms RJ Reynolds, Lorillard, and Liggett. Last month, Schlesinger's firm also won a $157 million case against Philip Morris, partially for its role in running Juul (its parent firm Altria obtained a 35% stake in Juul for $12.8 billion in 2018).</p><p>And now he's going after Juul.</p><p>Schlesinger has filed several ongoing cases against the firm, including one on behalf of the parents of a Florida college athlete who <a href="https://www.cbsnews.com/news/vaping-lung-disease-20-year-old-college-athlete-hospitalized-for-four-months-after-vaping-juul-pneumonia-florida/">faces the loss of a lung after being hospitalized</a> for five months because of severe illnesses allegedly linked to his Juul vaping.</p><p>Speaking to Business Insider about Juul and the e-cigarette industry, Schlesinger said: "Nicotine addiction is a gift that keeps on giving to the tobacco industry. It keeps going. [The] industry only cares about nicotine addiction if [it] can make money addicting kids with e-cigarettes.</p><p>"Philip Morris and Altria went and bought into Juul. It was an unholy alliance - a consolidation of nefarious powers. These people should all be put out of business. There's no justifiable basis for any of this."</p><p>Juul denied that it deliberately attempts to attract underage users, and said it was working with health officials and regulators to win public trust.</p><h2>Investigations found Juul is readily available to underage users, amid mysterious vaping deaths</h2><p>In 2017, the US Food and Drug Administration launched an undercover crackdown of Juul sales to minors, which it called the "<a href="https://www.businessinsider.com/juul-e-cigarette-success-fda-investigation-2019-10?r=US&amp;IR=T">largest coordinated enforcement effort</a>" in agency history, eventually meting out over 1,300 warning letters and fines to retailers for illegally selling Juul and other e-cigarette products to minors.</p><p>Juul has also been sued <a href="https://www.bloomberg.com/news/articles/2019-08-19/juul-philip-morris-sued-under-racketeer-act-for-targeting-kids">for allegedly marketing its products to minors</a>.</p><p><a href="https://www.cdc.gov/tobacco/basic_information/e-cigarettes/severe-lung-disease.html">An ongoing investigation</a> by the US Centers for Disease Control and Prevention (CDC) has found that at least 52 Americans have died from vaping-related lung injuries as of December 10, in addition to 2,409 other reported cases of vaping-related lung problems. The CDC doesn't explicitly link the incidents to Juul.</p><p>Set against this ongoing furor, Schlesinger accused Juul of disingenuously presenting itself as a tool to help wean adult smokers off traditional, combustible cigarettes. Actually, he claims, it's always just wanted to hook teenagers.</p><p class="source"><span>Associated Press</span></p><p class="caption">A packet of Juul's signature flavored 'pods,' which it has since stopped selling in the United States.</p><p>He said: "There's a [narrative] about trying to help adult smokers quit [by using e-cigarettes]. Okay, maybe, but there's a way to do that. It's called the FDA, and it's called approval as a medical device, or a smoking cessation aid, or a medical drug product.</p><p>"In other words, the FDA's there to approve any drug you want to put on the market," he continued. "Nicotine's a drug. Do you want to put it on the market through an electronic delivery device? Get approval, and support the public health [ecosystem], and let doctors prescribe it.</p><p>"That's nonsense, though - what they wanted was 5 million teenagers to become customers for life. They got them. So [Juul] is a terrible business."</p><p>Schlesinger's cases against Juul are part of a rising legal tide surging against the firm. Ned McWilliams, a US attorney with a focus on pharmaceutical litigation, <a href="https://www.vice.com/en_uk/article/zmjz85/vape-dangers-juul-lawsuits">told Vice</a> that he spoke to 10 families a day about potential vaping cases. Juul told Vice that it was contending a number of cases against it, and described some of the claims as "copy and paste unfounded allegations."</p><p>When asked about Schlesinger's comments, a Juul spokeswoman told Business Insider in a statement that the firm "remains] focused on resetting the vapor category in the US and earning the trust of society by working cooperatively with attorneys general, regulators, public health officials, and other stakeholders to combat underage use and convert adult smokers from combustible cigarettes.</p><p>The statement continued: "As part of that process, we recently <a href="https://newsroom.juul.com/juul-labs-stops-the-sale-of-mint-juulpods-in-the-united-states/">stopped</a> accepting orders for our Mint JUUL pods in the US; suspended all broadcast, print, and digital product advertising in the U.S.; are investing in scientific research to ensure the quality of our FDA Premarket Tobacco Product Application (PMTA) application, and expanding our commitment to develop new technology to reduce youth use.</p><p>"Our customer base is the world's 1 billion adult smokers and we do not intend to attract underage users."</p><p>Whatever the outcome of the suits, the sustained negative attention is beginning to have an impact on Juul's fortunes. While the firm forecast <a href="https://www.bloomberg.com/news/articles/2019-02-22/juul-expects-skyrocketing-sales-of-3-4-billion-despite-flavored-vape-ban">revenues of $3.4 billion for 2019</a> - a threefold increase on its 2018 yield - one of its major investors, Altria, <a href="https://markets.businessinsider.com/news/stocks/altria-writes-down-juul-investment-by-45-billion-vaping-crackdown-2019-10-1028648264">took a $4.5 billion writedown</a> on its $12.8 million investment. A lawyer who sued 4 major US tobacco firms and is taking Juul to court says the e-cigarette giant is 'irredeemably evil'

Later on the session he said that the idea of warning labels was "worth looking at."</p><p>Elsewhere in the session, Hancock was asked about the possibility of the government introducing legislation to deal with issues such as fake news on social media sites. "We don't rule out legislation," Hancock said.</p><p>One committee member suggested that the UK could follow a similar approach to Germany, <a href="http://www.bbc.co.uk/news/technology-42510868">which recently introduced laws restricting hate speech on social media</a>. But Hancock disagreed. "I'm not a fan of doing it exactly as they've done in Germany," he said. It's set to go into effect when the King of Norway decides it should, according to the <a href="https://www.stortinget.no/no/Saker-og-publikasjoner/Vedtak/Beslutninger/Lovvedtak/2020-2021/vedtak-202021-146/">legislative decree</a>. The law is <a href="https://www.stortinget.no/no/Saker-og-publikasjoner/Saker/Sak/?p=84478">an amendment</a> to the <a href="https://www.forbrukertilsynet.no/english/the-marketing-control-act">2009 Marketing and Control Act</a>.</p><p>The law concerns advertisers and people who receive "payment or other benefit" in exchange for their posts, according to <a href="https://www.wmagazine.com/culture/norway-instagram-retouching" target="_blank" rel="noopener noreferrer">W Magazine</a>. It will impact "brands, companies, and influencers' sponsored and gifted posts," and concerns posts on all social media sites.</p><p>The amendment requires disclosures for edits made after the image was taken and before, such as Snapchat and <keyword id="819905" type="COMPANY" weightage="60" keywordseo="Instagram">Instagram</keyword> filters that modify one's appearance. According to <a href="https://www.vice.com/en/article/g5gd99/norway-law-forces-influencers-to-label-retouched-photos-on-instagram">Vice</a>, examples of edits that people who are being paid for pictures are required to label include "enlarged lips, narrowed waists, and exaggerated muscles," among other things.</p><p>In the<a href="https://www.regjeringen.no/contentassets/85aab0707dfb42c88ffdd2b32ebbb536/no/pdfs/prp202020210134000dddpdfs.pdf"> initial proposal</a> sent to the Norwegian parliamentary body, the Ministry of Children and Family Affairs (Ministry) cited several studies to support their case, pointing out that "anorexia is the third most common cause of death among young girls," according to the National Institute of Public Health.</p><p>Body pressure, or "kroppspress" in Norway, is a major topic of conversation in the country, the Ministry said in its report. </p><p>"Young people are exposed to a massive pressure to look good out [sic] through, among other things, advertising and social media, and the models displayed are often digitally retouched," the Ministry said in the proposal, an English translation of which was reviewed by Insider. "This exposes young people to an ideal of <keyword id="6354629" type="UNKNOWN" weightage="60" keywordseo="beauty">beauty</keyword> that is impossible to achieve."</p><p>By prohibiting advertisers and influencers from posting doctored photos without proper documentation with a government-authorized label, the Ministry said it hopes to lessen the negative impacts of body pressure on young people.</p><p>"It is especially important to counteract the desire to do more intrusive and (long) lasting changes in [one's] own look," the Ministry said.</p><p>Some of Norway's top influencers, such as author Martine Halvorsen, presenter Janka Polliani, and YouTuber Agnete "Agnetesh" Husebye, have already taken positively to the news, according to interviews they gave to the Norwegian newspaper <a href="https://www.vg.no/rampelys/i/eKg9Wg/stoetter-lovforslag-om-merking-av-retusjering">Verdens Gang</a> this spring.</p><p>"Young people today are growing up to a completely impropable beauty ideal," Husebye, who was awarded "Influencer of the Year" at the 2019 VIXEN awards gala, told Verdens Gang. "I feel that this [new law] can only help them to understand that this is not how you look, it has been edited."</p><p>Other countries have previously imposed similar measures. In September, a legislator from the United Kingdom proposed a bill called the<a href="https://www.bbc.com/news/uk-england-leicestershire-53959130"> Digitally Altered Body Images Bill</a>, which would require disclosures on social media posts denoting the use of a filter or alteration. The research team says it is aware that merely sending warnings to the users may not sufficient and an intervention is required to discourage the smoker. Thus, the app will also send an alert to a friend or relative or the doctor of the user so that he can be convinced for not smoking. <br /><br />The app will first feed all the data of the users by creating a smoking behaviour profile. It will then analyse the effects of smoking on the user’s life followed by sending warnings about its impact on his or her health. <br /><br />The automated recognition feature of the mobile application is supposed to track down the addictive and depressive behaviour of the users, according to the research team.<br /><br />The technology reportedly can monitor body movements and predict both good and bad daily habits including such as smoking or drinking enough water. The notices, which Raab described as "sensible, measured, and proportionate," confirmed some things which have been widely reported already.</p><p>For example, a no deal Brexit would make it more complicated and time-consuming for UK companies to export goods to the EU, consequently creating costly delays at British borders and slowing down cross-border trade.</p><p>However, the notices published on Thursday revealed more unexpected and bizarre ways leaving the EU without a deal - as endorsed by some hardcore Brexiteers - would impact day-to-day life in the UK.</p><h2>Cigarette packets will look totally different</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Jonathan Alcorn/Reuters</span></p><p class="caption">California cigarette tax stamps are pictured on packs of cigarettes at a liquor store in Los Angeles, California, May 31, 2012. By packaging, we mean pictures of unhealthy lungs and other body parts you often see pictured on cigarette packets. That's because "existing picture library is owned by the European Commission," meaning UK companies would no longer have the right to use the pictures they use now.</p><p>Tobacco companies would have to pay for some new artwork - and fast.</p><h2>Credit card transactions will be more expensive</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Joe Raedle/Getty Images</span></p></div><p></p></div></div></p><p>A no deal Brexit <a href="https://www.businessinsider.com/eu-card-payments-cost-increase-no-deal-brexit-2018-8" target="_blank" rel="noopener">would increase the </a><a href="https://www.businessinsider.com/eu-card-payments-cost-increase-no-deal-brexit-2018-8" target="_blank" rel="noopener">cost of card payments to the EU</a>. Without a Brexit deal, UK-EU credit card transactions will become more expensive, meaning online shopping with certain companies will cost you more.</p><p>The government did not specify how much it expects card payment costs to rise. However, cross-border payments would no longer be protected by a ban on businesses from charging people extra for using specific payment methods.</p><p>Here's the key extract from the first batch of no deal notices:</p><p style="padding-left: 30px;">"The cost of card payments between the UK and EU will likely increase, and these cross-border payments will no longer be covered by the surcharging ban (which prevents businesses from being able to charge consumers for using a specific payment method.)"</p><p>These changes could impact some popular services in the UK, <a href="https://www.businessinsider.com/eu-card-payments-cost-increase-no-deal-brexit-2018-8" target="_blank" rel="noopener">like Uber</a>. If you look at any receipt for an Uber journey in the UK, you'll see Uber processes the payment for your ride through its Dutch subsidiary, Uber BV, based in Amsterdam. Given that Amsterdam is in the EU, it could be hit by any rise under a "no deal" scenario.</p><h2>British expats could lose their pensions</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>David Ramos/Getty</span></p></div><p></p></div></div></p><p>Under a no deal Brexit, there would be a risk of EU citizens living on the continent who have bank accounts in the UK - including Brits abroad - of losing access to certain elements of their bank accounts.</p><p>The notes warn that British expats "may lose the ability to access existing lending and deposit services, insurance contracts (such as life insurance contracts and annuities) due to UK firms losing their rights to passport into the EEA."</p><p>This means thousands of British expats and EU citizens could lose access to their pensions, and financial services like money-borrowing and life insurance.</p><h2>The organic food industry could be in crisis</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Scott Olson/Getty</span></p></div><p></p></div></div></p><p>One industry which will be nervous after reading today's notices is the UK organic food industry.</p><p>Under a no deal Brexit, organic farmers in the UK would have reduced access to the single market and would longer have relevant authorisation to export their goods to buyers in the EU.</p><p>Organic food sellers would need to be "certified by an organic control body recognised by the EU to operate in the UK," the notes say, adding that approval can take up to nine months. Only until being certified by EU authorities will UK organic food companies be able to resume trading with the EU. Nine months is a long time.</p><p>Minette Batters, president of the National Farmers Union, warned: "Not only would this be hugely disruptive but it threatens livelihoods and businesses in the UK."</p><p>Tim Farron, Lib Dem MP and supporter of the anti-Brexit group Best For Britain, added: "A nine-month wait for organic farmers to sell their produce into their biggest market would see farmers up and down the country wiped out."</p><h2>We might not have enough sperm</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Marco Di Lauro/Getty</span></p></div><p></p></div></div></p><p>The UK imports a lot of sperm. In fact, last year it imported around 4,000 samples from the USA, and 3,000 from Denmark, which is an EU member state. Imports come from some other EU member states, too. These samples go to UK sperm banks and are given to women who want to achieve pregnancy.</p><p>Under a no deal Brexit, the UK would be forced to sign agreements with individual commercial sperm exporters in order for sperm transportation to continue as it does now. Theresa May tells UK firms stockpile goods in warehouses under chaotic no deal Brexit

<br /> <keyword id="2974268" type="UNKNOWN" weightage="80" keywordseo="Illicit-market">Illicit market</keyword>, with respect to seven sectors of the <a href="http://www.businessinsider.in/searchresult.cms?query=manufacturing">manufacturing</a> industry, had led to a loss of Rs 32,239 crore to the exchequer during 2014, according to a report released by <a href="http://www.businessinsider.in/searchresult.cms?query=FICCI">FICCI</a>.<br />
 <br /> The <keyword id="6355001" type="CITY" weightage="80" keywordseo="FICCI">FICCI</keyword> report prepared by its Committee Against Smuggling and Counterfeiting Activities Destroying the <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">Economy</keyword> and titled “Illicit Market: A Threat to Our National Interest” released said the loss was inclusive of both indirect and <a href="http://www.businessinsider.in/searchresult.cms?query=direct+taxes+">direct taxes</a> -- Rs 34,020 crore and Rs 5,218 crore, respectively.<br />

According to the report, there was a loss of Rs 26,190 crore in 2012. <br />
 <br /> FICCI released its nine sector report titled 'Illicit Market: A Threat to Our National Interest' in Guwahati on Tuesday. This is a quantitative study evaluating the impact of illicit markets on various economic aspects of the <keyword id="6362048" type="ORGANIZATION" weightage="80" keywordseo="Manufacturing">manufacturing</keyword> industry, including sectors like <a href="http://www.businessinsider.in/searchresult.cms?query=FMCG">FMCG</a>, packaged foods and personal goods, computer hardware, automobiles, mobile phones, tobacco &amp; alcohol, and media and entertainment industry.<br />

The study found that the revenue loss to the <a href="http://www.businessinsider.in/searchresult.cms?query=central+government+">central government</a> due to illicit trade increased 49.8% to Rs 13,049 crore from 2011-12 to 2013-14.<br />
 <br />
Amongst the various sectors, the maximum revenue loss was from counterfeiting and illicit trade is tobacco products—23% and Rs 9,139 crore.<br />
 <br /> When it comes to states, <keyword id="6354915" type="CITY" weightage="100" keywordseo="Assam">Assam</keyword> saw a significant growth in illicit trade in these sectors in the last couple of years. It was one of the fastest growing markets for illegal cigarettes and alcohol in the country.<br />

In 2014, illegal cigarettes accounted for more than 25% of the total cigarette market in the state.<br />
 <br />
Assam's illegal market for alcohol too grew significantly in value terms, especially for IMFL and imported liquor.<br />
 <br /> "During the last twenty years, the volume of the counterfeiting activity has increased 100 times and the size of trade in counterfeited goods is 10% of the legal <keyword id="35028" type="ORGANIZATION" weightage="80" keywordseo="international-trade">international trade</keyword> (around 2% of the world's overall economic output)," said PC Jha, adviser, <keyword id="2974267" type="PERSON" weightage="60" keywordseo="FICCI-CASCADE">FICCI CASCADE</keyword>, and former chairman of the <keyword id="514301" type="ORGANIZATION" weightage="80" keywordseo="Central-Board-of-Excise-Customs">Central Board of Excise &amp; Customs</keyword>.<br />

Deep Chand, advisor to FICCI CASCADE and former Special Commissioner of Police, New Delhi, said: "In the past few decades, leading intelligence and law-enforcement agencies around the world have found conclusive evidence of the increasing involvement of terrorist organizations in counterfeiting, piracy and smuggling activities to fund their activities…The need of the hour is tangible actions to increase enforcement and to impose increased punishments."<br />

The study said that high state-level taxes like VAT and imposition of health cess on the legal cigarette industry is resulting in high prices for legal cigarettes, and this is the key reason for such an alarming growth of illegal cigarette industry in the state.<br />
 <br />
Most of the manufacturers of such illegal <a href="http://www.businessinsider.in/searchresult.cms?query=cigarettes+">cigarettes</a> (mostly based in the surrounding states and in some northern states) evade the high central <keyword id="6356916" type="UNKNOWN" weightage="80" keywordseo="excise-duty">excise duty</keyword> and state taxes/cess and thus are able to offer their products to consumers at rock-bottom prices. Price of an illegal cigarette pack in Assam is a fifth of the price of a legal packet.<br />
 <br />
According to the study, smuggled international contraband cigarettes contribute significantly to the alarming growth of the illegal cigarette industry in Assam. Assam shares a porous international border with Bangladesh. In addition, other states in the north-east also share a similar border with Myanmar, Bangladesh and China. Therefore, there is a sizeable influx of cheap king-sized smuggled cigarettes from across the border into Assam.<br />
 <br />
These smuggled cigarettes are transported from Assam and other north eastern states to the rest of the country by air, bus and train, the report said.<br />
 <br />
"Such illegal cigarettes defeat the tobacco control objectives of the government as they neither bear any health warnings required as per Indian laws nor have other mandatory declarations like MRP, date of manufacture or place of Manufacture. High VAT compared to the rest of the country and the recent imposition of health cess on cigarettes have also resulted in large-scale diversion of the cigarettes trade into the state," the report pointed out.<br />
