External Affairs Minister <keyword id="6355111" type="PERSON" weightage="20" keywordseo="Sushma-Swaraj">Sushma Swaraj</keyword> announced a <a href="https://www.thehindubusinessline.com/news/national/now-apply-for-passport-from-anywhere-in-india-mea/article24268619.ece?homepage=true">new scheme</a> this Tuesday that lets an Indian citizen apply for a passport anywhere in the country irrespective of where his/her residence is. Earlier, the applicant needed to go to the Regional Passport Office (RPO) under whose jurisdiction the area of the applicant’s residence fell. However, now the citizens can submit the application to any the Regional Passport Office (RPO), Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK) near them. If police verification is needed for any application, it will be conducted at the residential address provided on the <a href="https://timesofindia.indiatimes.com/india/now-apply-for-passport-from-anywhere-in-india-centre/articleshow/64752466.cms">application </a>form. The passport, once made, will also be printed and dispatched to the same address. The scheme is expected to greatly benefit citizens who have temporarily migrated, relocated or transferred away from home. The app is available on both Android and iOS platforms. It lets you log in as a new user or an existing user and supports services like applying, paying and scheduling appointments. Applying for required documents like, a police clearance certificate, will also be a click away. You can also track the status of your passport application using just your date of birth and file number. Once the passport is dispatched, you can also track its delivery through the app. Swaraj choose the occasion of the <keyword id="6657307" type="UNKNOWN" weightage="20" keywordseo="Sixth-Passport-Seva-Divas">Sixth Passport Seva Divas</keyword> to announce the schemes, after which she talked about the developments that had already taken place in the process of passport application. She said that there were <a href="https://timesofindia.indiatimes.com/india/now-apply-for-passport-from-anywhere-in-india-centre/articleshow/64752466.cms">77 PSKs</a> made available in 48 years, while 231 more were added in the last 48 months. Speaking at the event, Swaraj further announced that since these are still not enough, at least one PSK or POPSK will be set up in all the 543 Lok Sabha constituencies to make the process even more convenient. The Enforcement Directorate (ED) has sought revocation of debt-ridden <keyword id="14678" type="PERSON" weightage="40" keywordseo="Vijay-Mallya">Vijay Mallya</keyword>’s diplomatic passport over non-cooperation in a <keyword id="6355008" type="UNKNOWN" weightage="40" keywordseo="money-laundering">money laundering</keyword> probe. 
 The ED had asked Mallya to appear before the law enforcement agency by April 9 in Rs 900 crore <keyword id="6357560" type="CITY" weightage="40" keywordseo="IDBI-Bank">IDBI bank</keyword> loan fraud case. 
 
It has written to the Ministry of External Affairs to take action under the Passport Act, 1967 and ask the Regional Passport Office (RPO) here to revoke the diplomatic passport of the beleaguered businessman as he has turned out to be "un-cooperative" with its investigators probing a criminal case under the Prevention of Money Laundering Act (PMLA) at its zonal office in Mumbai. 
 
Apparently, Mallya left India on March 2 on a diplomatic passport issued to him by virtue of him being a sitting Rajya Sabha Member of Parliament. 
 
Under the Passport Act, when a person is issued a diplomatic passport, their regular international travel document gets deposited and when a revocation is sought for the former is sought, the latter too gets cancelled. 
 
They said once the ED request is okayed, the MEA will inform UK authorities about the same and seek for his deportation to India. 
 
Mallya had thrice failed to appear before the ED IO in Mumbai in connection with the Rs 900 crore IDBI loan fraud case which the central probe agency is investigating under PMLA. 
 
Once Mallya's Passport is revoked, ED still is left with the option to approach a competent court and get issued a non-bailable warrant against him and also ask the Interpol to issue a Red Corner Notice (RCN) against him and apprehend him anywhere across the globe. 
 
Mallya, who is facing legal proceedings for alleged default of loans worth over Rs 9,000 crore from various banks, was also directed by the Supreme Court to disclose all assets owned by him and his family in India and abroad by April 21.

The country now has access to 60 countries without a prior visa. The ranking is based on International Air Transport Authority (IATA) data on how easy it is for citizens from different countries to move around. These are the <keyword id="8011256" type="General" weightage="20" keywordseo="most-powerful-passports" source="Orion">most powerful passports</keyword> in the world — 1. Japan and Singapore Both Japan and Singapore secured the first rank again in the list. The passport holders from these countries can travel visa free to 192 countries. 2. Germany and South Korea Grabbing the second spot yet again, Germany and South Korea passport holders can travel to 190 countries without a prior visa. 3. Finland, Italy, Luxembourg and Spain These countries combinely share the third rank of the list. Citizens of these countries can travel visa-free to 189 countries. 4. Austria, Denmark, France and Netherlands France and Netherlands climb up by one spot to join Austria and Denmark at number 4, with access to 188 countries without a prior visa. 5. RANKED: The most powerful passports in the world

<ul><li>The Ministry of Home Affairs has empowered the <keyword id="107956" type="ORGANIZATION" weightage="20" keywordseo="Serious-Fraud-Investigation-Office">Serious Fraud Investigation Office</keyword> (SFIO) to request the issuance of look-out-circulars (<keyword id="6355098" type="UNKNOWN" weightage="20" keywordseo="LoC">LOC</keyword>) against people who are suspected of defaulting on large loans. </li><li>Last week, the same power was also granted to the CEOs of India’s public-sector banks, which have largely been the major casualties of these frauds and loan defaults. </li><li>Prior to these changes, the ability to request for LOCs was mainly extended to police authorities, the CBI, Enforcement Directorate, the home and external affairs ministries as well as regional passport offices and customs and tax officials. </li></ul>In the wake of a series of high profile banking scams and loan defaults this year, the most notable of which is <a href="https://www.businessinsider.in/here-are-the-main-findings-from-punjab-national-banks-internal-investigation-into-the-2-billion-nirav-modi-scam/articleshow/64681851.cms">the Nirav Modi case</a>, the Indian government is trying to make it easier to prevent fraudsters from escaping the country and taking up residence elsewhere. Last week, the same power was also granted to the<a href="https://www.livemint.com/Politics/lAjlD5SnzGYkS87SyKxVJI/Govt-authorises-public-sector-bank-CEOs-to-request-for-look.html"> CEOs of India’s public-sector banks</a>, which have largely been the major casualties of these frauds and loan defaults. However, as these public-sector banks aren’t official investigation agencies, the LOCs requested by them can be challenged in court. That is not the case with the SFIO. Prior to these changes, the ability to request for LOCs was mainly extended to police authorities, the CBI, Enforcement Directorate, the home and external affairs ministries as well as regional passport offices and customs and tax officials. A major reason why wilful defaulters like <keyword id="14678" type="PERSON" weightage="20" keywordseo="Vijay-Mallya">Vijay Mallya</keyword>, <keyword id="571991" type="COMPANY" weightage="20" keywordseo="Nirav-Modi">Nirav Modi</keyword> and Mehul Choksi were able to flee India for safer havens was because the agencies or entities that caught wind of their crimes did not have the authority to prevent them from fleeing and had to follow protocols and notify higher powers with said authority. By the time formal channels of communication were activated, it was too late. This is reportedly what happened in the case of Vijay Mallya, who fled India in March 2016. The CBI actually <a href="https://www.hindustantimes.com/india/cbi-ignored-immigration-alert-on-mallya-leaving-india-on-march-2/story-hW83mkAc6qVe14VyFVOIFJ.html">watered-down the LOC</a> it had filed against the liquor baron in October 2015 from “detain” to “inform” after citing a lack of evidence and Mallya’s supposed intention to cooperate, which eventually allowed him to leave the country. The CBI had actually taken over the case from the SFIO, which had been looking into the diversion of funds at Mallya’s companies in September 2015. By broadening the number of stakeholders that can ask for the arrest of a <keyword id="2168141" type="PERSON" weightage="20" keywordseo="Wilful-defaulter">wilful defaulter</keyword>, the move could decrease the chances of this happening again in the future, especially in instances where investigations by the police and CBI are hamstrung by “conflicts of interest” or they don’t follow through with arrests. A few months ago, the central government also passed the <a href="https://www.businessinsider.in/india-takes-its-first-big-step-towards-avoiding-future-nirav-modi-vijay-mallya-like-scams/articleshow/65069668.cms">Fugitive Economic Offenders Act</a>. The law allows the Enforcement Directorate to seize the domestic as well as foreign assets of “economic offenders” who have left the country so their creditors may recover their dues. The crimes involve amounts of ₹1 billion or more. India’s corporate fraud investigation agency and the CEOs of state-owned banks can now directly prevent scamsters from leaving the country

<ul><li>Last week, Interpol’s bureau in Manchester asked the CBI to issue an <keyword id="82903" type="ORGANIZATION" weightage="20" keywordseo="extradition">extradition</keyword> request and provisional arrest warrant for Modi, who is currently living in the UK. </li><li>The extradition request paves the way for Modi’s immediate arrest and presentation before a court. </li><li>Meanwhile, Modi’s fellow conspirator in the case, <keyword id="2763" type="PERSON" weightage="20" keywordseo="Mehul-Choksi">Mehul Choksi</keyword> has taken up citizenship of Antigua. An application for his international arrest warrant is still pending with Interpol. </li></ul>Ever since the $2 billion <keyword id="38935" type="PERSON" weightage="20" keywordseo="Fraud">fraud</keyword> case at <keyword id="62034" type="CITY" weightage="20" keywordseo="Punjab-National-Bank">Punjab National Bank</keyword> came to light in February 2018, the protagonist behind the scam, <keyword id="571991" type="ORGANIZATION" weightage="20" keywordseo="Nirav-Modi">Nirav Modi</keyword>, has remained a free man. Following a request to Interpol from the Central Bureau of Investigation (CBI) to issue a red corner notice, or an international arrest warrant, against him, the absconding billionaire was reported to be seen in Brussels in June. Like fellow wilful defaulter Vijay Mallya, Modi was subsequently confirmed to be living in the UK, where he has reportedly applied for political asylum. And now, it looks like he could soon be arrested, even as early as this week, according to a report by the Indian Express. Last week, Interpol’s bureau in Manchester asked the CBI to issue an extradition request and provisional warrant for Modi’s arrest. A spokesperson for the CBI, Abhishek Dayal, confirmed to news outlets that the extradition request was sent yesterday to authorities in the UK via the Ministry of External Affairs. The extradition request paves the way for Modi to be immediately arrested in the UK and eventually stand before a court. Earlier this month, India’s Enforcement Directorate, a federal agency tasked with fighting economic crimes, also sent an arrest warrant and extradition request to UK authorities in relation to the Nirav Modi scam. Modi is not the only person of interest in the case. The CBI has also filed chargesheets against his fellow conspirator, Mehul Choksi - whose also his uncle, as well as his wife, Ami Modi and son, Nishal. All left India in January, shortly before the scam was revealed. Despite the revocation of his passport, Modi was believed to be travelling on a passport issued by Singapore. Meanwhile, Choksi is said to have taken up citizenship of Antigua, an island in the Caribbean. A request for his extradition was handed over to officials in Antigua and Barbuda at the beginning of August. However, given the absence of a extradition treaty between India and Antigua, the only way for Indian authorities to extradite Choksi is to get Interpol to issue a red corner notice against him. The application for Choksi’s international arrest warrant is reported to be still pending with Interpol. Separately, on August 20th, a special CBI court granted bail to Usha Ananthasubramanian, who was the managing director and CEO of Punjab National Bank when the scam took place. Prior to the fraud case coming to light, Ananthasubramanian was the MD and CEO of Allahabad Bank, a role which she was eventually forced to relinquish. She was named in a chargesheet for failing to properly prevent the fraudulent letters of undertaking from being issued by the bank.

Billionaire fugitive Nirav Modi could be arrested in the UK as soon as this week

Even in May this year, Pakistan High Commissioner, Abdul Basit, said the dreaded gangster "was not in Pakistan", when Union Home Minister Rajnath Singh told Parliament that India knew about Dawood's whereabouts.
 

	Times Now reported that according to details of bills available with Indian security agencies, the phone was installed in 2006.

	Indian intelligence agencies have an April 2015 telephone bill in the name of Dawood's wife Mehjabeen with D-13, Block-4, Karachi Development Authority, Sch-5, Clifton, as the address, according to the report. Dawood has three Pakistani passports and two more residential addresses in Karachi.
 

	Dawood's family members have travelled to Dubai in January this year. According to the image that HT published of Dawood's Pakistani passport photo, the 59-year-old crime syndicate chief is now cleanshaven, has a receding hairline and has not had plastic surgery done on his face.
 

	Sleuths also have his passport numbers, flight and passenger details.
 

	"Pakistan's Dawood lie is also nailed from the fact that the mafia don's close associates like Jabir Saddiq, Jawaid Chotani and Mumbai blasts accused Javed Patel a.k.a Chikna are also based in Pakistan and are frequent visitors to Dubai. There are flight details to show that Saddiq travelled to Dubai from Karachi on July 20, 2015 and returned four days later," Shishir Gupta wrote in the report for HT.

A digital certificate verifies and confirms that you are who you claim to be. It contains the certificate holder’s name, a serial number, expiration dates, a copy of the certificate holder’s public key (used for encrypting messages and digital signatures) and the digital signature of the certificate authority, so that a recipient can verify the certificate. 
 Digital certificates are like electronic passports that allow a person, computer or organisation to securely exchange information over the Internet. These are well trusted as they are forgery-resistant and can be verified. But then, one does not expect the verifying authority to goof up. However, that is exactly what the India’s <keyword id="6373306" type="ORGANIZATION" weightage="100" keywordseo="National-Informatics-Centre">National Informatics Centre</keyword> (NIC) has done. 
 <keyword id="2424493" type="UNKNOWN" weightage="100" keywordseo="The-Controller-of-Certifying-Authorities">The Controller of Certifying Authorities</keyword> (CCA), India, issues trusted intermediate CA (Certificate Authority) certificates or CAs to NIC. But this time, the NIC has improperly issued unauthorised CAs and this has compromised several <keyword id="6355629" type="CITY" weightage="100" keywordseo="Google">Google</keyword> domains. Google has cried foul after the July 3 discovery that NIC had issued <keyword id="2424492" type="UNKNOWN" weightage="100" keywordseo="Unauthorised-Digital-Certificates">unauthorised digital certificates</keyword>. 
 
However, the main brunt of the unauthorised digital certificates has been borne by Microsoft. 
India’s CCA is included in Microsoft’s Trusted Root Certification Authorities Store, which means that any SSL (secure sockets layer) certificate issued by the body or its subordinates – like the NIC – are trusted by default by many Windows programs, including the Google Chrome and Internet Explorer Web browsers. 
 
Microsoft has acknowledged that the latest issue could result in attempts to spoof content, perform phishing attacks or man-in-the-middle attacks. 
 
Firefox uses its own root store that does not include the unauthorised CAs in question and is not affected. 
 
Google, too, has assured users that Chrome on other operating systems such as Chrome OS, iOS and OS X, and Android are not affected. Google has also stated that Chrome on Windows would not have accepted the certificates for the compromised Google sites because of public-key pinning. However, certificates for other sites may still exist. 
 
In its online security blog, Google has also written about the unauthorised certificates being misissued by the NIC for some Google domains. Consequently, Google promptly informed Microsoft and alerted India CCA and NIC, and blocked the issued unauthorised certificates in Chrome with a CRLSet push. 
 
India CCA acted immediately and informed Google on July 3 that it had revoked all NIC intermediate certificates and another CRLSet push was carried out to include this revocation. NIC also suspended issuance of further certificates. On July 8, India CCA informed Google of its investigations. The probe found that The NIC’s issuance process was compromised and only four certificates issued were unauthorised. Three of these were for Google domains and the fourth one was for Yahoo! domains. However, the scope of the breach and whether it was caused by hacking or done wilfully by the NIC had not been made clear. Hacking is a major worry as there is nothing that is not hackable in the cyber world. 
 
As a root CA was responsible for the issuance, under its authority, of the unauthorised CAs, Google has decided to limit the concerned Indian CCA root certificates to the affected domains and sub domains, “gov.in, nic.in, ac.in, rbi.org.on, bankofindia.co.in, ncode.in and tcs.co.in.’’ 
 
Now Microsoft has to decide whether the repair work is effective and Windows can continue to function without giving any problem to its users. 
 
Fortunately, only a few CAs were issued by the NIC and the extent of damage is not heavy. Google also has highlighted the fact that its Certificate Transparency project is critical for protecting the security of certificates in the future. 
 
Given the increasing volumes of e-commerce and Cloud usage, users are naturally concerned about the validity of the certificates and security. It is a matter of trust. 
 
India CCA should identify the cause of the issue as the very credibility it validates and protects has been compromised. Otherwise, India CCA will lose its credibility.

RTI Act replaced the Freedom of Information Act 2002. The objective of this act was to help the citizens avail of quicker services from the government agencies since the act enables them to ask questions like why a particular application or an official proceeding gets delayed. Mainly the act aims at achieving a corruption-free India. What is mandated by the RTI Act? The RTI Act mandates that any Indian citizen is free to seek any information from any public or government authority and the authority is under liability to respond to such a request within a period of 30 days from the date of receiving such an application. However, the information sought must not be related to defense, national security, or personal details. Before the advent of the RTI act, the disclosure of information in India was restricted by the Official Secrets Act and some other special laws. The RTI Act relaxed many such laws in the country. The RTI act has also made it mandatory for computerizing the records for the purpose of wide spread relay so that any information sought by the public can be processed quickly aided by the information categorization. Applying for RTI Applying for RTI is a simple process and can be done either online or offline. Nevertheless, some states have not still effected the online option. One can apply for RTI through the official website of the RTI. For different states and departments, the rules for filing RTI is different. What Information can be sought under the RTI Act? Mazdoor Kissan Shakti Sanghatan (MKSS), an activist group fought for these workers and demanded that the government produced the necessary proof to verify the worker’s performance records. After a series of protests, the MKSS got the copies of rolls, which also brought to surface the corruption existed among the officials. Provoked by such discrepancies, the MKSS protested for the RTI. This protest turned into a national event leading to the passing of the Freedom of Information Act 2002 which became the RTI Act 2005. How many IDs must one have before the Indian authorities are appeased? My apologies to Bob Dylan, but the <keyword id="6354977" type="ORGANIZATION" weightage="80" keywordseo="Supreme-Court">Supreme Court</keyword>’s ruling on <keyword id="6356006" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-card">Aadhaar Card</keyword> once again highlights how we tend to lose our vision and put in efforts where it is not needed. 
 
Only yesterday, the apex court ruled that the Aadhaar Card is not mandatory to get government benefits and services. The interim order was passed after a retired judge of the Karnataka High Court filed public interest litigation (PIL) as some of the state governments like Maharashtra are mandating the Aadhaar Card as a compulsory requirement without the Parliamentary sanction. 
 The National Identity Authority of India Bill was introduced in 2010 but it was rejected by the <keyword id="61249" type="ORGANIZATION" weightage="40" keywordseo="Parliamentary-Standing-Committee">Parliamentary Standing Committee</keyword> a year later. Till date, our understanding has been that Aadhaar is voluntary in nature and has a different purpose altogether. So the sudden attempt at the Orwellian-style imposition is a bit scary. After all, many of us already have Voter ID cards, PAN cards, passports and driving licences. So why do we need yet another compulsory validation? Aadhaar should be the prerogative of the under-served India living on the edge while the rest of the country can adopt it at its own pace. The macro vision should not be lost either – we need a nationwide social security network and unique identity numbers must be generated to leverage its benefits. 
 Launched by the <keyword id="86474" type="ORGANIZATION" weightage="100" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (<keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword>), the chief purpose of the Aadhaar scheme is to ensure a broad <keyword id="621722" type="UNKNOWN" weightage="80" keywordseo="economic-inclusion">economic inclusion</keyword>, not enjoyed by millions. Considering the vast Indian population outside the immediate administrative radar and living below the poverty line, it makes sense to have an all-purpose identity proof – a pass key to the direct benefits transfer (DBT) scheme. According to the central government, Aadhaar has been launched to “promote inclusion and benefits of the marginalised sections of the society that has no formal identity proof” and <keyword id="1878763" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-enabled-service-delivery">Aadhaar-enabled service delivery</keyword> is linked to various government schemes such as scholarship, pension, janani suraksha yojana, payment of social security benefits, distribution of LPG subsidy and more. But we have not progressed very far as things can only move slowly in a vast and thickly populated country like India. Once the permanent enrolment centres come up all over the country, the ‘inclusion’ will happen fast. 
 But there is another hitch. The Supreme Court is of the opinion that the use of Aadhaar should not be made mandatory as <keyword id="109240" type="PERSON" weightage="60" keywordseo="illegal-immigrants">illegal immigrants</keyword> may leverage it to legitimise their status. Here is one observation, though. Aadhaar is just an identity proof, not a citizenship proof like a <keyword id="661164" type="UNKNOWN" weightage="60" keywordseo="voter-ID-card">Voter ID card</keyword>. So when the Aadhaar mapping is completed, a second and more stringent level of scrutiny should weed out that problem. 
 
However, one must remember that the consent of an individual is indispensable for Aadhaar. Unlike a Voter ID or a PAN card, one is under no legal obligation to get an Aadhaar Card. Therefore, the sudden and forceful implementation may actually violate one’s Fundamental Rights. Also, a lot of people don’t want to opt for it as they are not too sure if their biometric data (required for Aadhaar Card) will be secure with third party service providers. So the best way ahead will be priority-based adoption and gradual inclusion of the entire country. But how long it will take to reach that goal is anybody’s guess.

The Indian government has <a href="https://timesofindia.indiatimes.com/india/going-abroad-for-studies-you-mayve-to-register-with-govt/articleshow/67859644.cms?from=mdr">proposed</a> a mandatory registration process as part of the draft emigration bill aimed at strengthening its ‘Emigration management framework.’ The process, which is likely to be digital, is reportedly aimed at providing assistance to the citizens abroad in times of need. India currently has a mandatory registration requirement for Indian nationals seeking to work in 18 countries including the UAE, Saudi Arabia, and Afghanistan. The draft bill also proposes to <a href="https://www.dailypioneer.com/2019/india/govt-proposes-new-emigration-bill-2019.html">set up</a> an ‘Emigration Management Authority (EMA)’ for overall welfare and protection of its emigrants. It will also set up two bureaus — Bureau of Emigration Policy and the Bureau of Administration for handling emigration related issues and daily operations. It will also include migrant resource centres, legal assistance and help desks to facilitate the Indian workforce and students in other countries. Last year, the Indian government made a similar announcement for Indian citizens to register with the External Affairs Ministry before taking up a <a href="https://www.thehindu.com/news/national/e-registration-must-for-jobs-in-18-countries/article25560355.ece">job overseas</a>. The rule was enforced on 1 January 2019 and is applicable for 18 countries — Thailand, UAE, Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Libya, Malaysia, Oman, Qatar, Saudi Arabia, Sudan, South Sudan, Syria, Yemen and Lebanon. However, this also includes the citizens with “non-emigration Check Required (non-ECR)” status.
