At 11 am today, the much-awaited full budget for 2024-25, the first under the Modi 3.0 government, will be presented on the floor of the Parliament. With the presentation of this year's budget, Sitharaman will establish herself as the first Finance Minister to present seven consecutive budgets, breaking the record of Morarji Desai's six budget presentations. The economists also emphasised the need to enhance capital expenditure. Farmer associations urged the Finance Minister to enhance the budgetary allocation for the agriculture sector. Representatives from the skilling and employment sectors suggested ways to skill the youth for better utilization of the workforce. This year's Monsoon Session will have 19 sittings until August 12. The Modi government is expected to present six bills, among which the Aircraft Act and Parliament's nod for the budget of Jammu and Kashmir are prominent. The government will also present the Finance Bill after the announcement of the budget on July 23. Among the other bills, the disaster management law, the Bhartiya Vayuyan Vidheyak 2024, the Boilers Bill, the Coffee (Promotion and Development) Bill, and the Rubber (Promotion and Development) Bill will be tabled in this year's Monsoon Session. The discussion on <keyword id="6358021" type="General" weightage="20" keywordseo="Budget" source="Orion">Budget</keyword> of <keyword id="17605" type="General" weightage="20" keywordseo="jammu-and-kashmir" source="Orion">Jammu and Kashmir</keyword>, 2024-25, which was also presented on Tuesday, will also continue today. Union Minister Gajendra Singh Shekhawat, Jitendra Singh, Arjun Ram Meghwal and Kirtivardhan Singh will lay papers on the table today. Union Minister Sukanta Majumdar is likely to make a statement regarding status of implementation of recommendations and observations contained in the 250th report of the department-related parliamentary standing committee on Home Affairs on action taken by the government on the recommendations and observations contained in the 243rd report of the committee on demands for grants (2023-24) of the Ministry of Development of North Eastern Region. Both Houses of <keyword id="19895397" type="General" weightage="20" keywordseo="Parliament" source="keywords">Parliament</keyword> took up discussion on the <keyword id="15626720" type="General" weightage="20" keywordseo="union-budget-2024" source="Orion">Union Budget 2024</keyword> on July 24, with opposition parties accusing it of being "discriminatory" to most states and lacking vision. The discussion was initiated by former Finance Minister and Congress MP P Chidambaram in Rajya Sabha and Congress MP Kumari Selja initiated the discussion in Lok Sabha. Raising four major challenges, Chidambaram said the most significant challenge is unemployment and data released by the Centre for Monitoring Indian Economy (CMIE) indicates that the unemployment rate for June 2024 is 9.2 per cent . Chidambaram emphasised that the primary challenge for the economy is creating sufficient employment opportunities. He pointed out that the budget's announcement of the employment-linked incentives (ELI) scheme suggests that the Production Linked Incentives (PLI) scheme is not generating the expected employment. He urged the finance minister to disclose the number of jobs created by the PLI scheme. Radha Mohan Das Aggarwal of the BJP highlighted the achievements made by the government led by Prime Minister Narendra Modi in the last ten years. He said the Jan Dhan Yojana has provided banking services to crores of people in the country. Biplab Kumar Deb of the BJP said the Economic Survey has estimated real GDP growth of 6.5 per cent to 7 per cent in 2024-25. He highlighted the provisions in the budget for various sections, including farmers and the education sector. Trinamool Congress MP Abhishek Banerjee launched a strong attack on the Modi government, alleging that the Union Budget lacks clarity or vision, that it has been rolled out to satisfy the coalition partners of the BJP and that it "was planned by two individuals to keep another two in good faith." The budget session of Parliament began on July 22 and, according to schedule, will end on August 12.

Parliamentary Affairs Minister <keyword id="145705" type="General" weightage="50" keywordseo="prahlad-joshi" source="Orion">Prahlad Joshi</keyword> has said that 31 bills will be taken up in the monsoon session. Among these include the Digital Personal Data Protection Bill, 2023. Other important legislations that are expected to be taken up in the Session are the Bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, promulgated in May this year. The ordinance deals with the control of services in Delhi and was promulgated after the Supreme Court verdict on an appeal by the Delhi government. Parliamentary Affairs Minister yesterday said that 34 parties and 44 leaders participated in the all-party meeting convened by the government for smooth conduct of the monsoon session which will continue to till August 11 and will have 17 sittings. Digital Personal Data Protection Bill, 2023, was approved by the Union Cabinet earlier this month. This government had withdrawn Personal Data Protection Bill from Parliament in August last and said that it will come up with a fresh bill. Supreme Court had ruled in 2017 that privacy is a fundamental right and the Digital Personal Data Protection Bill, 2023, is a crucial pillar of the overarching framework of technology regulations being framed by the Centre. The previous version of the bill had come after an extensive consultation process with a Joint Parliamentary Committee also examining it. The government has held another round of consultations to frame the new bill. The Bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, seeks to establish the National Capital Civil Services Authority, which consists of the Chief Minister, Chief Secretary of Delhi, Principal Home Secretary of Delhi. The Authority will make recommendations to the Lieutenant Governor (LG) regarding transfers and postings of officials and disciplinary matters. While the government is expected to give push to its legislative agenda, the Opposition parties have planned to raise several issues including Manipur violence, railway safety, unemployment, inflation, India-China border standoff and trade imbalance between the two countries. Pralhad Joshi said the government has sought the Opposition's support in the smooth functioning of the Parliament during the Monsoon Session. "The government is ready to discuss all issues in the Monsoon Session. We have appealed to the Opposition parties to support in the smooth functioning of the Parliament," Joshi said after the all-party meeting yesterday. Some of the parties have planned to move an adjournment motion over Manipur violence among other issues on day one of the Parliament's Monsoon Session today. The opposition insisted that the discussion should take place in the presence of Prime Minister Narendra Modi. Congress on Wednesday said that the party will raise Manipur violence during the session. "Today, in the beginning (of the meeting), I kept my point. Our first issue is the violence in Manipur. Prime Minister should come and answer in Parliament. Women's reservation bill approved by Cabinet, says MoS Patel

The first full budget of the BJP-led NDA government in its third successive term will be presented by <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> on July 23. The government on Saturday announced the dates of the budget session of Parliament which will start on July 22 and conclude on August 12. Finance Minister Nirmala Sitharaman, who will present the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25, has been holding pre-budget consultations. As part of the deliberations, she has met economists, experts in finance and capital markets, industry representatives and agriculture experts. Industry bodies, including the Confederation of Indian Industry (CII), have urged the government to increase capital expenditure in the upcoming budget. This will be Sitharaman's seventh budget in a row. She will be the first Union Finance Minister to present seven consecutive union budgets. Former Prime Minister Morarji Desai had presented six budgets in a row. Parliamentary Affairs Minister Kiran Rijuju announced the dates of budget session. "Hon'ble President of India, on the recommendation of the Government of India, has approved the proposal for summoning of both the Houses of Parliament for the Budget Session, 2024 from 22nd July 2024 to 12 August 2024 (Subject to exigencies of Parliamentary Business). Union Budget, 2024-25 will be presented in Lok Sabha on 23 July 2024," he posted on X. President Droupadi Murmu addressed the joint sitting of two Houses on June 27 and both Lok Sabha and Rajya Sabha adopted a motion of thanks on the President's address. Prime Minister Narendra Modi replied to the debate on the motion of thanks in the two Houses of Parliament. BJP-led National Democratic Alliance returned to power for the third successive term in the general elections.

FM Nirmala Sitharaman to present first budget of Modi 3.0 on July 23

Now, after the New York Times investigation, the first question to be answered is whether Modi's ministers lied to the Parliament. And, the government’s silence on the New York Times charge that it bought Pegasus spyware is eerie. The Prime Minister gave his frequent radio address, called the Mann ki Baat, on January 30, but there was no mention of the Pegasus issue. The opposition is likely to launch a high decibel protest, demanding a response from the Modi government in the Parliament when it opens for <a href="https://businessinsider.in/budget">the Budget session this week</a>. A minister of the Modi government, Ashwini Vaishnaw, had denied the snooping charge in Parliament saying India was not one of the buyers of the Pegasus spyware. The Ministry of Defence backed it up saying it didn’t do any transaction with the NSO Group that sells Pegasus. The government lawyer maintained a similar stance at the Supreme Court of India as well, but the court did not find it convincing. These were some of the court’s observations after the government’s response to the charge that it used national security as an excuse to illegally monitor its detractors: <ul><li>There has been no specific denial by the Centre. Thus, we have no option but to accept the submissions of the petitioner and appoint an expert committee whose function will be overseen by the Supreme Court.</li><li>There is no clear stand from the government. There is a serious concern of foreign agency involvement by surveilling Indians.</li><li>The Solicitor General had suggested that many such reports are motivated. However, such omnibus oral submissions cannot be accepted.</li></ul> Given the Modi administration’s response in the preceding months, the implication of the latest New York Times report is that the Modi administration lied both to the Parliament and the Supreme Court. It’s a charge similar to the Watergate scandal in the United States that toppled the Richard Nixon administration in the early 1970s. The report also connected this purchase with India supporting Israel at a United Nations (UN) forum ⁠— <a href="https://www.moneycontrol.com/news/politics/israel-palestine-conflict-here-is-how-india-has-voted-in-un-over-the-years-6956341.html">a shift from its long-standing support for the Palestinian cause</a> ⁠— to deny a Palestinian human rights organisation an ‘observer status’. More than a day has passed since the latest report and there is very little in terms of response from the government or the Prime Minister. So far, there is a tweet from a junior minister for civil aviation and road transport and highways, General VK Singh, who has called the New York Times ‘supari media’. Taking a Supari ⁠— the Hindi word for betel nut ⁠— is a colloquially used to describe a hit job. Syed Akbaruuddin, India’s former permanent representative to the UN, <a href="https://www.ndtv.com/india-news/utter-rubbish-ex-diplomat-syed-akbaruddin-on-nyt-pegasus-report-citing-indias-un-vote-2736819">has ‘rubbished’ the link</a> with India’s stance in support of Israel against Palestinians. Other than these, there isn’t another official word on the matter so far. Considering the seriousness of the charge, it would be fair to expect that the Prime Minister would have defended the government in his Mann ki baat address to the voters today. But he didn't. <div type="Youtube" id="WdprihSHmmQ" title="PM Modi's Mann Ki Baat with the Nation, January 2022" thumbUrl="https://i.ytimg.com/vi/WdprihSHmmQ/mqdefault.jpg"></div> There are two ways to look at it. Either team Modi doesn’t take the charge of ‘lying to Parliament’ seriously. It’s not a good show on an elected government in a democracy that it doesn’t take offence to being called a liar, especially in the Parliament. Or, it doesn’t have enough material to defend itself. An expert committee appointed by the Supreme Court, led by a former judge RV Raveendran, is already <a href="https://www.businessinsider.in/india/news/supreme-court-of-india-verdict-on-pegasus-spying-case-appoints-a-retired-judge-committee-for-probe/articleshow/87299281.cms">looking into the snooping charges</a>. If the three-member panel arrives at a conclusion that there was illegal supervision, it could automatically imply that the tool i.e. Pegasus was purchased by the government. A clean chit from the Justice Raveendran panel would be a good thing for Modi and his government but it isn’t here, at least not yet. Meanwhile, ignoring the charge of lying, or wishing it away, is not an option. According to the Ministry of Parliamentary Affairs, the <keyword id="662516" type="PERSON" weightage="20" keywordseo="monsoon-session-of-Parliament">Monsoon session of Parliament</keyword> will include 18 sittings spread across 18 days with a total of 47 items on the docket - 45 bills and two financial items. Meanwhile, the opposition plans to bring up India’s border issue with China for debate today. On Sunday, Congress chief Jairam Ramesh told reporters that the party along with other like-minded cohorts would be raising the issue of what’s happening at the Line of Actual Control (LAC), the state of the Indian economy, and how things were managed during the coronavirus pandemic — in addition to opposing four of the proposed ordinances. “We need a discussion on China. Parliament is a place for debate and discussion, not for running away,” he said. However, the BJP is reportedly prepared. Chinese media is also busy poking holes with the narrative that the diplomatic and military narratives of India seem to be at odds. He owes an explanation,” said Ramesh. The Prime Minister’s Office later issued a clarification that the media was twisting Modi’s words and putting out a ‘mischievous interpretation’. The statement asserted that Modi does recognise that over 43,000 square kilometers of territory “had been yielded under circumstances with which this country is well aware.” While the India-China border dispute will certainly be on the docket, the question remains on how much time will it take away from bills and ordinances that are up for debate.
