A task force was set up on April 8 this year for promotion of Animation, Visual Effects, Gaming and Comics (AVGC) industry, Minister of State for Commerce and Industry Som Parkash said in a written reply to the Lok Sabha. The mandate of the task force includes facilitation of skilling initiatives, promotion and market development activities to extend global reach of the Indian AVGC industry, boosting of employment opportunities and incentives to attract foreign direct investment in the AVGC sector. "Sustained government efforts in this direction have resulted in increasing the number of recognized startups from 452 in 2016 to 84,012 in 2022 (as on 30th November 2022). This includes startups in gaming and related sectors, which have grown from about 5 in 2016 to over 1,330 startups in 2022 (as on 30th November 2022)," he said. Replying to a separate question, the minister said, comprehensive reforms have been undertaken by <keyword id="6355548" type="General" weightage="50" keywordseo="public-sector-banks" source="Orion">Public Sector Banks</keyword> (PSBs) under <keyword id="15725883" type="General" weightage="50" keywordseo="enhanced-access" source="Orion">Enhanced Access</keyword> and Service Excellence reforms agenda to improve the ease of doing business. He also said, the objective of amalgamation of the banks was to facilitate consolidation among PSBs to create strong and competitive banks capable of achieving economies of scale and realisation of synergy benefits with wider product and service offering to customers. As a result of this effort, he said, customers of amalgamated banks received access to increased number of branches and ATMs from which they can now avail banking services. Customers have also received access to a larger bouquet of products and services through harmonization of the same across banks being amalgamated together and enhanced their lending capacity for loans of a larger size, Parkash said. Further, the increased scale and customer base in the amalgamated banks has also enabled banks to opening/reorganizing controlling offices and processing centres, equipping them to better serve customers, he added. The prices of full cream milk sold in packs of 500 ml have been kept unchanged. The revised price point, which was announced on Sunday, came into effect today itself. While the price of full cream milk has been increased by Rs 1 per litre, tokenized milk became costlier by Rs 2 per litre to Rs 50. This is the fourth upward revision in prices of milk, an essential food item, in 2022. This is the fourth time milk prices have been hiked in a year, in such circumstances poor people would not be able to afford it. Milk is now within the reach of the rich only." The decision to create Haryana Centre of Excellence was taken at the Global summit organised by the Centre for Sustainable Cooling in Birmingham on Tuesday, giving it the mandate to conduct state-of-the-art applied research and provide capacity building and training, an innovation and business hub and technology testing/demonstration centre. "The Haryana Centre of Excellence will conduct state-of-the-art applied research and provide capacity building and training, an innovation and business hub and technology testing/demonstration centre. It will connect experts, investors, agri-food business, farmer cooperatives, and energy or logistics providers to deliver sustainable cooling," the statement from the University of Birmingham, which hosted the summit, said. Lack of effective refrigeration results in the loss of 526 million tons of food produced (12 per cent of the global total) with developing countries refrigerating less than 20 per cent of their production. These food losses result in an estimated 1 gigaton of CO2-eq emissions each year globally, in addition to wasting agricultural inputs such as land, fertilisers, water and energy. Equally, 25 per cent of vaccines reach their destination with degraded efficacy mainly due to failures within the cold-chains; 20 per cent of temperature-sensitive pharmaceutical products are damaged due to broken cold-chains. Conventional cooling technologies are highly polluting due to climate impact of refrigerants (HFCs) and indirect emissions from energy use. They account for 7 per cent of all global greenhouse gas (GHG) emissions, and these emissions could double by 2030, and triple by 2100. <keyword id="13071369" type="General" weightage="50" keywordseo="toby-peters" source="Orion">Toby Peters</keyword>, CSC Director and Professor of Cold Economy at the University of Birmingham and Heriot-Watt University, said: "We must now figure out how to provide the globally connected cold-chains for a well-functioning society in an efficient, affordable, equitable and sustainable manner". University of Birmingham, Haryana to create centre of excellence in state to boost crop post harvest management

At 89, he is the country’s oldest serving Chief Minister. And he is showing no signs of giving up any time soon. Punjab Chief Minister <keyword id="55130" type="PERSON" weightage="20" keywordseo="Parkash-Singh-Badal">Parkash Singh Badal</keyword> is now in full election mode and is telling the electorate that their votes will give him another 10 years of life. 
 
“Your vote is important. If you give me another chance to serve you, it will add 10 years to my life,” Badal, who is actively reaching out to people across Punjab through his ‘Sangat Darshan’ programmes across rural and urban areas, has been telling the people in recent weeks. 
 Punjab’s ruling <keyword id="6357030" type="ORGANIZATION" weightage="20" keywordseo="Shiromani-Akali-Dal">Shiromani Akali Dal</keyword>, of which he is the chief patron, is seeking a straight third term in office with Badal being at the helm of affairs. 
 As he turns 89 on December 8, Badal certainly does not fit Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s idea that “politicians should retire at the age of 75”. But for Badal, who has been a long-time ally for the <keyword id="58687" type="ORGANIZATION" weightage="20" keywordseo="Bharatiya-Janata-Party">Bharatiya Janata Party</keyword> (BJP), Modi certainly will make an exception. 
 As the five-time Punjab Chief Minister seeks a sixth term in office, and faces a tough challenge from the Congress and the new entrant on Punjab’s political scene — the <keyword id="6354944" type="ORGANIZATION" weightage="20" keywordseo="Aam-Aadmi-Party">Aam Aadmi Party</keyword> (AAP) — Badal is certainly not showing any signs of getting tired or even retiring any time soon. 
 His political opponent and former Chief Minister, Punjab Congress chief Amarinder Singh, disputes his age. Amarinder claims that Badal is already actually 94. (He made the claim last week in the presence of Badal’s son <keyword id="6375801" type="PERSON" weightage="20" keywordseo="Sukhbir-Badal">Sukhbir Badal</keyword> at an event in New Delhi.) 
 
“Badal saab”, as he is referred to by most people around him, starts his day early and actively goes through his daily routine of meetings with officers, ministers, delegations and others who come to meet him. 
 
Badal’s “Sangat Darshan” (meeting with the people) programme takes him to several villages and towns across Punjab every week. The programme is basically to take the government to the people’s doorsteps and hundreds throng every venue where he stops and listens to problems and suggestions the people want to share with him. 
 
Those close to him say “Badal saab” is always active and alert despite his age. He has been in public life for nearly 70 years now. 
 
“He is quite alert and his memory is far better than most of the much younger people who are around him. He has a mass appeal which no one can match,” an aide told IANS. 
 
Hailing from a simple agricultural background, Badal forayed into politics by getting elected as a sarpanch (village headman) in 1947, the year the country won its Independence. He was first elected to the Punjab assembly in 1957 on a Congress party ticket. After leaving the Congress soon after, Badal ended up opposing the Congress policies and governments — a thing he continues to do even now. 
 Well-known for his witty one-liners and memory of people and events, Badal, who was conferred the <keyword id="15575" type="PERSON" weightage="20" keywordseo="Padma-Vibhushan">Padma Vibhushan</keyword> — the country’s second-highest civilian honour — in 2015 by the Modi government, has always remained centre-stage in Punjab’s politics. 
 
Born December 8, 1927, at Abul Khurana village near Malout in southwest Punjab, he has been Chief Minister five times — 1970-71, 1977-1980, 1997-2002, 2007-2012 and 2012 onwards. He has been in power in Punjab continuously since March 2007. He was briefly a Union minister in 1977 in the Morarji Desai government. 
 
Badal’s wife, Surinder Kaur, died in 2011 of cancer. The couple had two children — son Sukhbir and daughter Preneet. 
 Badal’s close family members are all in the government. Sukhbir Singh Badal, the Akali Dal President and Punjab Deputy Chief Minister, now dominates both party and government affairs. Badal’s daughter-in-law <keyword id="301801" type="PERSON" weightage="20" keywordseo="Harsimrat-Badal">Harsimrat Badal</keyword> is the Union Minister for Food Processing. His son-in-law Adaish Pratap Singh Kairon is a cabinet minister in his government as is Harsimrat’s younger brother, Bikram Singh Majithia.

Meet India's oldest Chief Minister. At 89, he seeks votes to add 10 years to life

Terrorists wearing army uniforms on Monday attacked a bus, a health centre and a police station, leaving five people, including a policeman, dead and several injured in Punjab’s Gurdaspur district. 
 The <keyword id="6354416" type="ORGANIZATION" weightage="80" keywordseo="Indian-Army">Indian Army</keyword> has launched an operation against the <a href="http://www.businessinsider.in/searchresult.cms?query=militants">militants</a> numbering about five who are holed up in <keyword id="2970347" type="UNKNOWN" weightage="80" keywordseo="Dinanagar-police">Dinanagar police</keyword> station complex. The assailants also targeted a building where the families of police personnel reside and threw grenades, reported news agencies. 
 
The army was called in from Pathankot and the whole area has been cordoned off. 
 
Quick Reaction Teams, <a href="http://www.businessinsider.in/searchresult.cms?query=bomb+squads">bomb squads</a>, heavy police including senior officers have also been deployed in the area which lies close to the Indo-Pakistan border. 
 
Two army helicopters were also pressed into the operation and a gun-battle was on when reports last came in. Though there were reports of a hostage situation, officials were tightlipped. 
 According to police, the attack started at about 5 a.m. when the <keyword id="6389314" type="UNKNOWN" weightage="80" keywordseo="Militants">militants</keyword> first targeted a roadside eatery and took off in a car after killing a person who was sleeping near Dinanagar bypass. 
 
They said that the militants opened fire on a moving bus, in which four passengers were injured. 
 
They also targeted a community health centre adjacent Dinanagar police station, in which a policeman and three civilians including a woman who were present in the premises were killed. 
 
The gunmen later entered the Dinanagar police station and opened fire on policemen there in which five policemen were seriously injured. They then targeted other part of the building where the families of police personnel reside. 
 
Further, five live bombs were found on Amritsar-Pathankot railway track and the train services on the route had been suspended. 
 
Union Home Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Rajnath+Singh+">Rajnath Singh</a> spoke to Punjab Chief Minister <keyword id="55130" type="PERSON" weightage="100" keywordseo="Parkash-Singh-Badal">Parkash Singh Badal</keyword> and <keyword id="43858" type="POSITION" weightage="100" keywordseo="National-Security-Advisor">National Security Advisor</keyword> Ajit Doval about the situation. 
 Singh assured Badal of full assistance to tackle the situation. The <keyword id="6359327" type="ORGANIZATION" weightage="60" keywordseo="Home-Ministry">Home Ministry</keyword> has also asked <a href="http://www.businessinsider.in/searchresult.cms?query=Border+Security+Force+">Border Security Force</a> to enhance vigil along the entire international border with <a href="http://www.businessinsider.in/searchresult.cms?query=Indo-pakistan">Pakistan</a>. 
 
"I have spoken to the Punjab CM, who apprised me of the developing situation in Gurdaspur. Security forces have rushed to the spot," said Singh, who is on his way to Madhya Pradesh. 
 
Parkash Singh Badal summoned an emergency meeting in view of the incident. 
The attackers entered the Dinanagar Police Station and opened fire at the police personnel. Among the injured was Dinanagar SHO Mukhtiar Singh, SSP Gurdaspur Gurpreet, Singh said. 
 
The two sides were locked in a heavy exchange of fire, several hours after the incident, he added.

Gurdaspur Terror Attack: Indian Army launches operations against militants

All the Badals, led by five-time Chief Minister Parkash Singh Badal, the eldest candidate at 94 in fray for the 117-member Punjab Assembly, as well as their kin, on Thursday lost to AAP's greenhorns. The eldest Badal, who won the seat five times in a row since 1997, lost to Gurmeet Khuddian from Lambi by 11,357 votes, while his son and Shiromani <keyword id="42824" type="General" weightage="20" keywordseo="akali-dal" source="Orion">Akali Dal</keyword> (SAD) chief and Member of Parliament Sukhbir Badal faced humiliating defeat from Jalalabad, and his son-in-law Adesh Partap Singh Kairon faced defeat from Patti in Tarn Taran district from AAP's Laljit Singh Bhullar. Sukhbir Badals's brother-in-law Bikram Majithia and his estranged cousin Manpreet Badal, who was in the fray on a Congress ticket, also lost the poll from their respective seats. As per the Election Commission, AAP's Khuddian, a Congress rebel, was polled 65,717 votes and the elderly Badal got 54,360. The junior Badal has lost the elections by a margin of 23,310 votes from Jalalabad to AAP's Jagdeep Kamboj. Majithia, who was in the fray from Amritsar (East) seat, took the third spot, with 25,112 votes. His archrival and state Congress President Navjot Singh Sidhu also suffered a loss in his seat, garnering only 32,807 votes. Both senior leaders were defeated by AAP's novice Jeevan Jyot Kaur, who received 39,520 votes. A five-time MLA and two-time Finance Minister, Manpreet Badal, who is the son of Gurdas Badal, the younger brother of Parkash Badal, lost the elections from Bathinda Urban. He first won in 1995 on a SAD ticket from Gidderbaha and retained the seat in 1997, 2002, and 2007. He quit the party in 2010 and floated his own political outfit, People's Party of Punjab. In 2016, Manpreet Badal merged his outfit with the Congress, after having lost from both Gidderbha and Maur seats. He then won the 2017 elections as a Congress candidate from Bathinda. "We whole-heartedly and with total humility accept the mandate given by Punjabis. I am grateful to lakhs of Punjabis who placed their trust in us and to SAD-BSP workers for their selfless toil. We will continue to serve them with humility in the role they have assigned to us," Sukhbir Badal tweeted. AAP's chief ministerial candidate Bhagwant Mann in his first public address after his victory said: "Bade (elderly) Badal Sahib has lost, Sukhbir (Badal) has lost from Jalalabad, Capt (Amarinder Singh) has lost from Patiala, Sidhu and Majithia are also losing, Channi has lost on both the seats." Congress firebrand legislator Amarinder Singh Raja Warring, who retained his Gidderbaha constituency in Muktsar district, said he has been saying that all Badals, including Congress's Manpreet Singh Badal, were playing a fixed match. He said he had even asked the electorates to defeat all Badals, including his colleague, from wherever they are contesting. "This is a message for the Badals, all the Badals, a message for Bathinda wala Badal (Manpreet Badal) and Lambi wala Badal (Parkash Singh Badal), they are playing a fixed match. In Bathinda, they are with the Congress and here they are Akalis. Such traitors should be exposed," he had said during campaigning. However, Sukhbir Badal had been categorically saying the Badal family had no connections with Manpreet Badal and the party's interests were supreme to them. Even Manpreet Badal had clarified that he had ended all his family ties with the Badal family 11 years ago. Snapping over two-decade long ties, the Akali Dal pulled out of the National Democratic Alliance (NDA) in September 2020 after sharp differences emerged over the three controversial farm laws. The Congress, which was out of power in Punjab for a decade (2007-17), got 77 seats in the 2017 Assembly elections after drubbing the Akali Dal-BJP combine. At that time, the elder Badal had won the Assembly elections from Lambi by defeating Congress candidate Amarinder Singh by 22,770 votes. All Badals and their kin unseated by AAP's greenhorns in Punjab elections

According to the counting trends as at 9.55 a.m., the Aam Aadmi Party is leading at 84 and Congress at 18 seats out of 117 seats. Akalis are leading at 8 and the BJP and allies at 3 seats. Punjab Congress president Navjot Singh Sidhu is also trailing at the third spot in Amritsar East. Former Punjab Chief Minister Amarinder Singh is trailing from home-turf Patiala. Punjab Chief Minister Charanjit Singh Channi currently leading in Chamkaur Sahib, trailing in Bhadaur

Amidst the multi-cornered contest in Punjab, early leads on Thursday indicated the Aam Aadmi Party (<keyword id="6356115" type="General" weightage="20" keywordseo="aap" source="Orion">AAP</keyword>) is heading to a landslide maiden victory in the state, trailing the traditional parties -- Congress and Shiromani Akali Dal (SAD). Prominent faces who were trailing in the first two hours of counting of ballots included five-time former Chief Minister Parkash Singh Badal from his bastion Lambi; Congress chief ministerial candidate and incumbent Charanjit Singh Channi on both seats -- Chamkaur Sahib, a reserved seat that he has won three consecutive times, and Bhadaur in Barnala district; and Congress state unit chief Navjot Sidhu from Amritsar (East), the seat that came into being after 2012 delimitation and has backed Sidhu and his namesake wife -- Navjot Kaur. Sanyukt Samaj Morcha chief and its chief ministerial face Balbir Singh Rajewal is also trailing in Samrala. AAP's first-timer Jagtar Singh is leading on that seat. Counting for the 117 Assembly constituencies started at 8 a.m. Postal ballots were counted first. A three-tier security system has been put in place. The polls for the 117 Assembly constituencies were held on February 20 and a total 1,54,69,618 voters exercised their right to franchise. The election results can be obtained from the official website of CEO Punjab --- ceopunjab.gov.in or results.eci.gov.in. Also, results can also be obtained from voter helpline mobile application. As per exit polls, the Arvind Kejriwal-led AAP is emerging as a major contender, while the Congress is struggling hard to retain power. In the 2017 elections, the Congress had won an absolute majority by winning 77 seats in the 117-member assembly and ousted the SAD-BJP government after 10 years. The AAP had emerged as the second-largest party, winning 20 seats. In the by-elections 2017, Ram Chander of AAP won this seat by pushing aside Ved Parkash who represented BJP at that time. The votes scored by them were 59,886 and 35,834 respectively. Since the tenure of the present Vidhan Sabha of Delhi ends on 22 February 2020, the assembly constituencies in Delhi will go for general elections in February 2020. Bawana will go for polls along with the other 69 constituencies. The last time assembly elections were held in Bawana was in 2015. There was also a by-election in this seat in 2017. Bawana assembly constituency occurs within the jurisdiction of the North West Delhi parliamentary seat. The total number of voters in this constituency is 302849 and the number is made of 169284 males and 133535 females besides 30 third gender electors. From 1993 elections, this seat has been reserved for SC candidates. Surender Kumar of INC held this seat over three full assembly terms from 1998 to 2013. The score of 109259 by Ved Parkash of AAP in the 2015 elections is the highest number bagged by any contestant from this assembly seat so far. Before AAP candidate, this seat was held by BJP’s Gugan Singh who won with 68407 votes leading the AAP candidate Manoj who got 42768 votes.
