Ellis had been in the jail for 12 days for failure to appear in court on a DUI charge, according to <a target="_blank" href="https://www.readfrontier.org/stories/jury-awards-33-million-to-the-family-of-a-man-who-died-in-an-oklahoma-jail-as-staff-mocked-him/">The Frontier</a>, a Tulsa-based nonprofit news organization.Attorneys for Ellis's family said in the lawsuit that <a target="_blank" href="https://www.insider.com/mississippi-man-died-strapped-in-a-restraint-chair-while-hallucinating-2022-3">jail staff and nurses ignored</a> the "obvious known and substantial risk" posed to his life by his medical condition, according to court documents."During this time period, Mr. Ellis continued to exhibit symptoms of a serious and life-threatening illness, including seizures, convulsions, uncontrollable sweating, dehydration, and the inability to walk, along with severe pain in his back, ribs, and internal organs," the lawsuit says.The lawsuit says that Ellis was "so clearly in pain" that fellow inmates had to "hand feed and water him" and give him cups to urinate in that they would empty for him.After telling a fellow inmate that he thought he was going to die in the jail, Ellis began having a seizure, which corrections officers responded to by sticking "ammonia sticks under Mr. Ellis' nose until the seizure ended," according to court documents."Then detention officers left as if nothing had happened," the lawsuit says. "They provided no medical care." The officers were "deliberately indifferent" to Ellis's needs, according to the lawsuit.Ellis and another inmate both asked nurse Theresa Horn to help Ellis, but she and other jail staff responded that Ellis needed to "stop faking it and to lay down and serve his time," the lawsuit says.According to The Frontier, court testimony revealed that jail staff also took steps to cover up Ellis's death, pretending it was a suicide. A jail nurse told paramedics that Ellis could have died by suicide, and he was found with a bedsheet tied around his neck, though an autopsy revealed no marks on his neck, the outlet reported.Surveillance video from inside the jail obtained by <a target="_blank" href="https://www.youtube.com/watch?v=cphXspss-ss">KSNF,</a> a local NBC affiliate based in nearby Joplin, Missouri, shows Ellis repeatedly screaming, telling corrections officers he is in pain and can't feel his legs. Later, the footage shows Horn screaming at Ellis and telling him to "shut up.""I'm sick and fucking tired of dealing with your ass," Horn tells Ellis in the footage. "Aint nothing wrong with you."The Frontier reported that the jail had a written policy to be skeptical of inmates who were asking for medical attention."Never let your guard down, never turn your back on them, don't ever let them gain your trust," the policy says, according to the outlet.Horn and two corrections officers named as defendants in the lawsuit were never disciplined by the jail and never faced criminal charges for Ellis's death, according to The Frontier.Ottawa County Sheriff David Dean, who took office after Ellis's death, told The Frontier that the staff members were not disciplined because the sheriff's department did not know the surveillance footage had audio until two years after the incident. The video footage surfaced after Ellis's family filed the lawsuit.Ellis's family told the outlet that they are hopeful the verdict will bring about police reform. The money the family receives from the lawsuit will be used to help Ellis's son, who was four years old when he died, the family said."Terral Ellis was essentially tortured to death while housed in the Ottawa County Jail," the family statement says. We only have 4,000 EMTs. ... That's more than 25%. How do you explain losing that many people in one year?" Variale told Business Insider. "The only numbers that compare with that is a fast food restaurant like McDonald's."Now, during New York City's most deadly crisis in a century, Variale and other first responders say the group's chronic high turnover could be causing more people to <a href="https://www.businessinsider.com/coronavirus-covid-19-victims-bodies-burials-morgues-cemeteries-photos-2020-4">die from COVID-19</a> than otherwise might have."Studies have shown that the survival rate increases and positive patient outcomes increase when you have somebody with six or seven years experience or more as an EMT or paramedic. They have failed to retain that person," he said.Variale, who is also the president of FDNY local 3621 union in Manhattan, added that the average FDNY EMS employee has been on the job just three years. About 75% have less than five years' experience.He and other union leaders blame the lack of compensation parity with firefighters, police officers, and other public service workers who put their lives at risk. Chronic understaffing is also a problem, Variale said, adding that requests for significant increases in pay, benefits, and staffing have fallen on deaf ears.New York's continuous loss of experienced workers is not isolated, national EMS representatives say: <a href="https://www.ems1.com/paramedic-jobs-and-careers/articles/ambulance-services-face-national-paramedic-shortage-QAINB7yNEngfu5ID/" target="_blank" rel="noopener">Staffing shortages</a> and relatively low pay are common across the US and drive less experienced first responders to take on exhausting schedules to make a living."I just spoke to somebody in Florida that did 48 hours straight between two different jobs," Philip Petit, director of the National Association of Government Employees' EMS labor union, told Business Insider. "They're not just working one 12-hour shift. They might work a 24-hour shift at one job, work a 24-hour shift at another job, take a day off, and then do it all over again."<h2>Sick and overworked</h2><div type="image" title="coronavirus covid 19 new york city fire department nyfd ambulance emergency medical service technician ems emt paramedic 2020" height="2000" width="3000" msid="75334882" hostid="261"></div>The typical volume of 9-1-1 emergency calls in New York City is about 4,000 per day. In early April, as confirmed cases of COVID-19 <a href="https://www.businessinsider.com/global-coronavirus-cases-spike-to-two-million-over-119000-dead-2020-4">peaked</a>, that <a href="https://www.businessinsider.com/fdny-emergency-responder-coronavirus-worse-than-september-11-2020-4">count exceeded 7,000 per day</a>. The calls didn't dip below 6,000 per day for weeks prior to that."This is like 9/11 every single day. I've never seen this call volume in my entire life," Variale said in early April. "This is like a slow-moving train crash that hasn't stopped."Faisel Abed, a paramedic with the FDNY EMS, was among thousands of first responders who rushed to the World Trade Center in the minutes after the terror attacks, but agreed that even that experience doesn't compare."I saw the second building get hit. I witnessed people jumping out of buildings. I saw the towers on their way down," Abed told Business Insider. "This, to me, is worse."On top of the unprecedented call volume, more ambulance workers <a href="https://www.businessinsider.com/facebook-group-matches-medical-workers-with-empty-rvs-coronavirus-2020-4">were out sick</a> than ever before due to <a href="https://www.businessinsider.com/companies-making-coronavirus-immunity-tests-serology-blood-2020-4?r=corona-lp">COVID-19 symptoms</a>. In early April, about 20-25% of the 4,500-person staff was out sick, Variale said. Typically, 5-8% are out sick.Such staffing hits lengthen emergency response time and responders' ability to whisk critical cases to hospitals. EMS workers began taking two 8-hour shifts back to back — 16 hours per day — for up to five days a week."It's hurting the workforce, it's straining them, it's not giving them time to recover," Variale said.But staffing was a problem before the <keyword id="1754604" type="PERSON" weightage="60" keywordseo="coronavirus">coronavirus</keyword> arrived. A <a href="https://cbcny.org/research/reviving-ems" target="_blank" rel="noopener">November 2018 report by the New York City's Citizens Budget Commission</a> found that more than 83% of emergency calls were medical in nature and only 2% fire-related. However, it also found firefighters outnumber EMS workers by about two-to-one, so the former have been taking an increasing number of medical calls each year despite being less equipped to handle them."The unions have said we should have a staff of at least 7,000 to 8,000 to handle regular 9-1-1 properly so that you don't wait more than five minutes for an ambulance," Anthony Almojera, a lieutenant paramedic in Brooklyn and vice president of local union 3621, told Business Insider.<h2>'They don't stay because it doesn't pay well'</h2><div type="image" title="nyc paramedic" height="1348" width="2000" msid="75334884" hostid="261"></div>EMS workers miss out on the pay and benefits given to experienced firefighters and police officers. The latter group receives unlimited sick leave; EMS workers get 12 sick days per year. If a firefighter or police officer dies in the line of duty, their spouses and kids get last year's salary and medical benefits for the rest of their lives; meanwhile, an NYFD EMS worker's direct family members get 80% of last year's salary for three years.EMS base salaries are about $35,000 to $40,000 less than those of firefighters, police officers, or sanitation workers."The man who comes to pick up your trash is earning $40,000 a year more than the EMT coming to save your life," Variale said. "That's why they're leaving. The support and funding for EMS is not there from the city of New York, and it seems that the mayor has no intentions of fixing it."He added that EMS workers are mostly people of color (59%) and that there's a substantial portion of women in the service (27%). Fire ranks, however, are less than 1% female and largely white.Almojera said some EMS workers see the work as a backdoor way to become a firefighter."They come on the EMS, they don't stay because it doesn't pay well — most of us have second or third jobs — and they leave for other agencies," he said.The city told Business Insider that its EMS pay is fair and, factoring in typical overtime, on par with that of the private industry, which employs the majority of EMS workers in the US. It also said paramedics earn more than entry-level police officers, firefighters, and sanitation workers."The salaries that we pay to EMTs and paramedics are competitive with private-sector salaries in New York City," Laura Feyer, a spokesperson for Mayor Bill de Blasio's office, told Business Insider in a statement. "In many other fields (e.g. engineers, IT personnel, lawyers, architects, and press reps), public sector pay lags behind the corresponding private industry. Plus, he said, FEMA EMS workers summoned to NYC make about five times the salary doing the same work. And in some cities, such as Austin, Texas, and Oakland, California, experienced EMS workers bring in salaries on par with NYC firefighters or police officers.The New York Times editorial board <a href="https://www.nytimes.com/2019/09/21/opinion/sunday/emt-paramedics-salary.html">pointed out in September</a> that city officials had said paying paramedics and EMTs a salary comparable to firefighters would cost $450 million annually."Cutting down on overtime pay at the Fire Department — which amounted to more than $340 million in fiscal year 2019, which ended in June — may help," the board wrote.In the context of the pandemic, Variale and others believe the lack of pay parity and the high turnover is costing lives.<h2>Flatlining experience</h2>Before the pandemic, New York City recorded about 50 to 70 calls for cardiac arrests each day. But in the second week of April, the FDNY said it received more than 300 per day, sometimes nearly 400.Cardiac arrests are frequent among critical COVID-19 patients; with less oxygen in the blood, hearts must work harder to move it around the body. The city estimates that about 200 people died from cardiac arrests as the pandemic peaked. Many of those perished in the care of EMS teams at their homes, and sometimes in front of family members.In general, research suggests that an EMS team's experience level impacts the survival rates of cardiac arrest patients.<div type="image" title="new york coronavirus 1" height="2040" width="3000" msid="75334890" hostid="261"></div>A 2018 case study, titled "<a href="https://doi.org/10.1080/10903127.2017.1392665">Does Experience Matter?</a>", looked at more than 340 paramedics and their out-of-hospital cardiac-arrest outcomes in urban San Antonio, Texas. For every 15 cardiac-arrest emergencies, the report found, a medic with 10 or more resuscitations under their belt revives one more person than someone with less experience."The more experience you have as a medic, the better you are. You wouldn't go to a hospital if everybody there had less than four years experience. But for some reason that's okay when we bring the hospital to you? No, that doesn't make sense," Almojera said.Variale said that for New York City residents at risk during the pandemic, the loss of experienced paramedics is "endangering their lives unnecessarily.""We were warning people about this stuff. We were telling people that staffing is inadequate. We were telling people this is gonna endanger people's lives. And nobody was listening," Variale said.Joe McWilliams, a lieutenant EMT in Brooklyn, told Business Insider that it's well understood internally that "experience is paramount on this job.""The city and the department don't value it at all," McWilliams said. "We see experience walk out the door every day, and the public loses out there because we hire 18-year-olds to do this job. But the responsibilities that we put on their shoulders, in my opinion, far exceed the maturity of your average 18-year-old."Frank Dwyer, a spokesperson for FDNY, emphasized that the deadly nature of New York's coronavirus outbreak isn't the fault of current EMS staff, however. "Anyone criticizing EMS members for survival rate during this pandemic is off-base. They are performing at the highest level possible," Dwyer told Business Insider.<h2>'The time is now to fix the problem'</h2>Nationwide, a typical EMS worker makes about $17 an hour, according to <a href="https://www.bls.gov/oes/current/oes292040.htm">federal data</a>, whereas firefighters typically make <a href="https://www.bls.gov/oes/current/oes332011.htm">40% more</a> and police officers <a href="https://www.bls.gov/oes/current/oes333051.htm">almost double</a>. School bus drivers also <a href="https://www.bls.gov/oes/current/naics4_485400.htm">earn more per hour</a> than a typical ambulance-unit employee.National EMS worker representatives say the incongruent wages is a longstanding issue that's reducing ambulance workers' experience across the country. They worry we are now seeing a "calm before the storm" since other states and metropolitan areas are still approaching their peak in cases."Folks don't understand where the industry was to begin with before this started. There was a paramedic shortage and has been for the last two years. And before the pandemic started, we were starting to see an EMT shortage," said Petit, who's also national director of the International Association of EMTs and Paramedics. <ul class="summary-list"><li>Paramedics allegedly refused to enter a care facility as a patient went into cardiac arrest, a police report says.</li><li>The patient was later transported to a local hospital, where he was pronounced dead.</li></ul>Paramedics in Southern <keyword id="11892889" type="UNKNOWN" weightage="60" keywordseo="california" source="Orion">California</keyword> allegedly refused to enter a long-term care facility, claiming it was against the state's <keyword id="11893994" type="UNKNOWN" weightage="60" keywordseo="covid-19" source="Orion">COVID-19</keyword> restrictions, as a patient went into cardiac arrest, according to a police report obtained by <a href="https://www.washingtonpost.com/nation/2021/12/20/rialto-fire-paramedics-covid-rule/">The Washington Post</a>.Last month, staff workers at the Rialto Post Acute Care Center in Rialto, California, called 911 shortly before 8 p.m. local time. First responders from the Rialto Fire Department responded to the scene, including Rialto Police Officer Ralph Ballew, who filed the report.Body camera footage obtained by <a href="https://www.foxla.com/news/paramedics-allegedly-refused-to-enter-care-facility-to-help-man-who-wasnt-breathing">KTTV</a> showed paramedics wearing masks and standing outside the premises of the care facility. The officer went into the facility to explain to nurses that paramedics couldn't enter due to some "state COVID guideline."Though the paramedics did not specifically state the restriction they were referring to, KTTV reported that a guideline could be included in an outdated April 2020 memo, in which "personnel responding to long-term care facilities" should request "the facilities to move patients to the door or outside the location."The memo, however, goes on to say: ""If [the] patient cannot be transferred to exit for or outside prior to arrival, one member of Fire/EMS personnel should initially interact with the patient" and goes on to explain the type of Personal Protective Gear (PPE) that is advisable," according to the KTTV report.According to The Post report, one paramedic told facility staff that they would have to bring out the patient in order for him to receive care, to which the nurse said "could not move the patient and disrupt the rescue effort," Ballew wrote in his report."You are doing the same thing we would have to do if we went in," one of the first responders said, according to Ballew. "So, hurry up and bring him out so we can help."In the video, a nurse is seen administering CPR on the patient with other medical staff alongside the bed. Ballew proceeded to help the nurses to push the bed, which had no wheels, out the front door to the waiting first responders, who took over from the nurse to administer care. The patient was transported to a local hospital, where he was later pronounced dead."It is difficult to watch the tape," Ed Scott, a city councilor in Rialto, said, according to KTTV.Rialto Mayor Deborah Robertson called for a "thorough investigation" at a <a href="http://rialto.granicus.com/ViewPublisher.php?view_id=2" target="_blank" rel="noopener">city council meeting</a> last week."We want to have a thorough investigation, and the actions [of the paramedics], if they were not in any way in keeping with policy, or even if it was, it will be addressed," Robertson said, according to The Post.Representatives from the Rialto Fire Department did not immediately return Insider's request for comment.Acting Fire Chief Brian Park said in a statement to The Post that the paramedics involved were placed on leave pending a third-party investigation.Park went on to say the department aims to provide "compassionate service" to the public and that he would "ensure the independence of the outside investigation."

APAmerican Airlines Boeing 737-800.Medical staff at the Minneapolis-St. Paul International Airport have drawn criticism from passengers on board an American Airlines flight for their handling of an unconscious passenger.On Tuesday, American Airlines Flight 2423 from Dallas to the Twin Cities made an emergency landing after the crew discovered an unresponsive female passenger inside one of the aircraft's lavatories.Paramedics at the airport met the plane when it landed - joining the medical professionals already on the flight in their attempts to resuscitate the passenger.However, as the paramedics removed the dying passenger from the aircraft to an area with more room to provide aid, others on board the flight complained about the way the partially-clothed woman was "dragged" off the plane, the <a href="http://www.startribune.com/passenger-emt-dragged-dying-woman-s-body-down-aisle-of-crowded-plane-at-msp/428210893/" target="_blank" rel="noopener noreferrer">Minneapolis Star Tribune</a> reported.They felt strongly that the paramedics and the airline staff could have done more to cover up the woman who was wearing a shirt and underwear.Authorities with the airport and the airline refute early reports that the distressed passenger was naked when she was taken from the plane in a portable stretcher."The EMT was out of line," Passenger Art Endress told the Star Tribune. The paramedics worked immediately to remove our passenger from the aircraft and provide her with medical aid, but unfortunately, they were unable to revive her. We are deeply saddened by this event and our thoughts and prayers go out to our passenger's loved ones. Paramedics are under fire for their handling of a dying woman on an American Airlines flight

Mumbai, Apr 9 () Actor Sonu Sood has offered his hotel in the city for the healthcare workers, including doctors, nurses and the paramedical staff, for stay as they battle the coronavirus pandemic.The actor said it's important for everyone to stand strongly with the medical staff across the country, who are the "real heroes" of the fight against COVID-19."It's my honour to be able to do my bit for the doctors, nurses and para medical staff of our country who have been working day and night to save the lives of millions in the country. I'm really happy to open the doors of my hotel for these real time heroes," the actor said in a statement.Recently, superstar Shah Rukh Khan and his wife Gauri had offered their 4-storey personal office space for treating COVID-19 patients. COVID-19 fight: NMDC offers free food to police, other staff at Ballari

New Delhi, May 26 () Tata Trusts on Tuesday said it has tied up with two medical institutions to assist some of their healthcare professionals augment skills in critical care in COVID-19 management through an online training. The company has partnered with Christian Medical College (CMC), Vellore and Care Institute of Health Sciences (CIHS), Hyderabad along with the Tata Group for this initiative. Under the programme, 22-hour free online training for medical professionals on COVID-19 critical care has been curated which is meant for specific staff chosen by identified hospitals, Tata Trusts said in a statement. "Tata Trusts believes that ICU physicians and intensivists, specialised in critical care management, will require support of a wider cohort of doctors, nurses and paramedical staff to treat COVID-19 patients. The intent of the training programmes is to meet this need by acquainting non-ICU professionals with the fundamental principles and practices of critical care," it added. The training includes essentials of interventions and procedures in ICUs, orientation of critical care skills like airway management and ventilator management, and how to triage a criticality as mild, moderate or severe and refer cases to appropriate facilities, the statement said. "The programmes will also cover essentials of managing variegated facilities for COVID-19 management, such as isolation centres, quarantine centres, and management of service areas and patients with mild illness," it added. CMC Vellore's method trains and develops master trainers, who in turn can coach wider groups in their respective facilities. CIHS Hyderabad's method directly trains small groups. Both the institutions have designed their programmes such that participants can provide the required support to their intensivist and ICU colleagues should the need arise. This is the fourth such intervention of Tata Trusts to support India in its COVID-19 response. It has upgraded four government hospital buildings, two in Uttar Pradesh and two in Maharashtra, into COVID-19 treatment centres. The facilities, including both in-patient and out-patient wings, are permanent and will enduringly enhance healthcare in their locations, even after the immediate purpose is met. Besides, Tata Trusts has begun donating personal protection equipment to state governments and individual hospitals. Thus far, PPE supplies have gone out to about 26 states and Union Territories.
