The Securities &amp; Exchange Board of India (<keyword id="35210" type="General" weightage="20" keywordseo="sebi" source="Orion">SEBI</keyword>) has kept the initial public offering (<keyword id="6354763" type="General" weightage="20" keywordseo="ipo" source="Orion">IPO</keyword>) of <keyword id="236770" type="General" weightage="20" keywordseo="adani-wilmar" source="Orion">Adani Wilmar</keyword> in abeyance. The website of the capital market regulator showed that the Rs 4,500 crore issue has been "kept in abeyance". As per the SEBI (Issuance of Observations on Draft Offer Documents Pending Regulatory Actions) Order, 2020, issued by the SEBI on February 5, 2020, the regulator is obligated to keep issuance of observations in abeyance for a period of 30 days or 45 days or 90 days or more, as the case may be. Adani Wilmar is a joint venture of <keyword id="6367820" type="General" weightage="20" keywordseo="adani-group" source="Orion">Adani Group</keyword> and Singapore's Wilmar Group. During the Monsoon session of the Parliament, Minister of State for Finance, Pankaj Chaudhary said that the SEBI is investigating some Adani group companies with regard to compliance with SEBI regulations while the Directorate of Revenue Intelligence is also probing certain entities under the laws administered by it. However, the minister added that the Enforcement Directorate is not probing these companies. SEBI puts on hold Adani Wilmar’s ₹4500 crore IPO

Union Finance Minister Nirmala Sitharman has chaired a pre-<keyword id="6358021" type="General" weightage="100" keywordseo="budget" source="Orion">Budget</keyword> meeting with the finance ministers of all States and Union Territories for taking their inputs and suggestions for the upcoming Budget for 2023-24. The meeting took place on Friday in the national capital. Besides Sitharaman and state/UT finance ministers, Union MoS for Finance Pankaj Chaudhary and Bhagwat Karad, secretaries from various arms of the Union finance ministry, Chief Economic Advisor Anantha Nageswaran, among others attended the meeting. Further details about the meeting are yet not in the public domain. Sitharaman has so far chaired several pre-Budget consultations group of experts, and industry leaders, including the agricultural and food processing industry experts. The first meeting was held on Monday. The formal exercise to prepare the annual Budget for the next financial year -- 2023-24 - commenced on October 10. The Budget for 2023-24 is likely to be tabled on February 1. Notably, it will be the last full Budget for Modi 2.0 government before the Lok Sabha elections to be held in April-May of 2024. FM Nirmala Sitharman chairs pre-Budget meeting with state finance ministers

The week-long pre-budget consultation meetings for budget 2023-24 chaired by Union <keyword id="25455" type="General" weightage="80" keywordseo="finance" source="Orion">Finance</keyword> and Corporate Affairs Minister <keyword id="129243" type="General" weightage="50" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> concluded on Monday. The meeting was held in virtual mode between November 21 and 28. According to the Ministry of Finance, more than 110 invitees representing seven stakeholder groups participated in eight meetings scheduled during this period. The stakeholder groups include representatives and experts from the agriculture and agro-processing industry; industry, infrastructure and climate change; financial sector and capital markets; services and trade; social sector; trade unions and labour organisations and economists. The objective of Sovereign Green Bonds is to mobilize resources for green infrastructure as part of the government's overall market borrowings in 2022-23, he said in a written reply in the Rajya Sabha. "The framework for these bonds has been brought out. The bonds are likely to be issued from January to March 2023. The proceeds will be deployed in public sector projects which help in reducing carbon intensity of the economy," he said. Replying to another question, he said the value of the Indian rupee is market-determined. As global spillovers from geo-political tensions and aggressive monetary policy tightening across the world intensified alongside a surge in crude oil prices, the US dollar strengthened by 7.8 per cent in the financial year (till November 30), he said. While the rupee has witnessed a depreciation of 6.9 percent in the current financial year till November 30, 2022, he said, it has performed better than most Asian peer currencies, including the Chinese Renminbi (10.6 percent), Indonesian Rupiah (8.7 percent), Philippine Peso (8.5 percent), South Korean Won (8.1 percent), Taiwanese Dollar (7.3 percent) etc during the financial year. The <keyword id="6354335" type="General" weightage="50" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword> (<keyword id="30067" type="General" weightage="80" keywordseo="rbi" source="Orion">RBI</keyword>) closely monitors the foreign exchange markets and intervenes only to maintain orderly market conditions by containing excessive volatility in the exchange rate, without reference to any pre-determined target level or band. The RBI had announced various measures in the recent period to diversify and expand the sources of forex funding to mitigate exchange rate volatility and dampen global spillovers. Replying to another question, Chaudhary said the total number of counterfeit currency notes detected in the banking system for 2021-22 stands at 2,30,971 pieces as per RBI. He further said the <keyword id="30067" type="ORGANIZATION" weightage="20" keywordseo="RBI">RBI</keyword> has apprised that data on wilful defaulters are available with it since 2019, and as per data reported by banks to CRILC, the increase in total number of unique wilful defaulters reported by nationalised banks was 248 during 2019-20, which has decreased to 156 during 2020-21. In another reply, Karad said the gross NPAs reported by public and private sector banks to CRILC (including exposures that are not categorised as corporate exposure on account of being between ₹5 crore and ₹7.5 crore) accounted for 66.8 per cent of the total gross NPAs. The number of fake Rs 2,000 notes has tripled since 2020-21," he claimed. "While the Government can claim that the overall number of counterfeit notes detected has fallen, this is an eyewash. Counterfeiting has just moved rapidly to higher-value notes, including those that were introduced specifically in the aftermath of demonetisation," Ramesh said in a post on X. "This admission of increased counterfeiting comes shortly after the non-biological PM himself made a stunning admission of the widespread prevalence of black money during the election campaign, accusing his favourites A1 and A2 of bearing tempos and sacks full of black money," he said. Prime Minister Narendra Modi arrived in Parliament this morning to attend the cabinet meeting. New Delhi [India], February 1 (ANI): Ahead of the presentation of the interim budget 2024-2025, Union Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> arrived at the Ministry of Finance on Thursday. MoS finance Bhagwat Karad and Pankaj Chaudhary also accompanied her to the finance ministry. The Union Finance Minister will table the interim budget as the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> polls are due to be held this year. This will be her sixth Budget as the Finance Minister and last in the second term of the Modi government. The interim budget will take care of the financial needs of the intervening period until a government is formed after the Lok Sabha polls. A full budget will be presented by the new government. The Budget Session of Parliament commenced on Wednesday with President Droupadi Murmu addressing a joint sitting of Lok Sabha and <keyword id="19895369" type="General" weightage="20" keywordseo="rajya-sabha" source="keywords">Rajya Sabha</keyword>. <keyword id="19916494" type="General" weightage="20" keywordseo="sitharaman" source="keywords">Sitharaman</keyword> equaled the record of former Prime Minister Morarji Desai, who as finance minister, presented five annual budgets and one interim budget between 1959 and 1964. In her address, the President said 2023 was a historic year for the country and among other steps, the country kept up the momentum of being the fastest-growing major economy. India grew about 7.5 per cent for two consecutive quarters," she said. A day before the session was set to start, Parliamentary Affairs Minister Pralhad Joshi, at an all-party meeting, said the budget session would mainly be devoted to the financial business relating to the interim union budget for 2024-25 and discussion on the Motion of Thanks on the President's Address. However, essential legislative and other business may also be taken up during this session. The all-party meeting was attended by 45 leaders from 30 political parties. In addition, he also informed that Supplementary Demands for Grants for 2023-24 in respect of the Union Government will be discussed. The presentation and discussion on the Interim Budget of the Union Territory of Jammu and Kashmir for 2024-25 along with Supplementary Demands for Grants of Union Territory of Jammu and Kashmir for the financial year 2023-24 will also be taken up and voted. The Indian economy is projected to grow close to 7 per cent in the financial year 2024-25 which starts this April, said the Ministry of Finance in a review report. India's economy grew 7.2 per cent in 2022-23 and 8.7 per cent in 2021-22. The Indian economy is expected to grow 7.3 per cent in the current financial year 2023-24, remaining the fastest-growing major economy. The last full Budget of Modi government 2.0 had proposed to increase capital expenditure outlay by 33 per cent to Rs 10 lakh crore in 2023-24, which would be 3.3 percent of the GDP. Nirmala Sitharaman arrives at Finance Ministry ahead of Budget 2024

The <keyword id="6357307" type="General" weightage="80" keywordseo="central-government" source="Orion">central government</keyword> has released an amount worth Rs 17,000 crore to states and <keyword id="6357801" type="General" weightage="80" keywordseo="union" source="Orion">Union</keyword> territories towards the balance GST compensation for the period April to June 2022. The total amount of compensation released to the States/UTs so far, including thus Rs 17,000 crore, during the year 2022-23 is Rs 1,15,662 crore, the Ministry of Finance said in a statement on Friday. "This is despite the fact that total Cess collection till October 2022 is only Rs.72,147 crore and the balance of Rs. 43,515 crores is being released by the Centre from its own resources. With this release, the Centre has released, in advance, the entire amount of Cess estimated to be collected this year till March-end available for payment of compensation to States," the statement added. This decision was taken to assist the States in managing their resources and ensuring that their programmes especially the expenditure on capital is carried out successfully during the financial year. "Even in May this year, the Central Government had released Rs. 86,912 crores as provisional GST compensation to States for the period Feb-May'2022 despite the fact that there was only about Rs. 25,000 crores in the GST Compensation Fund, by making arrangement of funds of around Rs. 62,000 crores from its own resources," the statement said. Goods and Services Tax was introduced in the country with effect from July 1, 2017, and states were assured compensation for loss of any revenue arising on account of the implementation of GST as per the provisions of the GST (Compensation to States) Act, 2017 for a period of five years. For providing compensation to States, Cess is levied on certain goods and the amount of Cess collected is being credited to Compensation Fund. Compensation to States is being paid out of the Compensation Fund with effect from July 1, 2017. In other news, Union Finance Minister <keyword id="2640262" type="General" weightage="80" keywordseo="nirmala-sitharman" source="Orion">Nirmala Sitharman</keyword> has chaired a pre-Budget meeting with the finance ministers of all States and Union Territories today for taking their inputs and suggestions for the upcoming Budget for 2023-24. Besides Sitharaman and state/UT finance ministers, Union MoS for Finance Pankaj Chaudhary and <keyword id="1073554" type="General" weightage="80" keywordseo="bhagwat-karad" source="Orion">Bhagwat Karad</keyword>, secretaries from various arms of the Union finance ministry, Chief Economic Advisor Anantha Nageswaran, among others attended the meeting. The Budget for 2023-24 is likely to be tabled on February 1. Notably, it will be the last full Budget for Modi 2.0 government before the <keyword id="6355187" type="General" weightage="80" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> elections to be held in April-May of 2024. Centre releases ₹17,000 cr as GST compensation to States/UTs

Addressing the media, Minister of State for Finance Pankaj Chaudhary earlier said that the first Union Budget of the third Modi government will be based on his mantra of "Sabka Saath Sabka Vikas". Union Minister Pralhad Joshi said that this budget would accelerate the country's economic growth. "The economic growth that happened under the leadership of Prime Minister Narendra Modi, this budget and this Budget will further accelerate it. The budget that will be presented today by Nirmala ji will also help our country, which is the fastest-growing economy," Pralhad Joshi said while speaking to the media on the Parliament premises on Tuesday. The budget session of Parliament began on July 22 and, according to schedule, will end on August 12. On Monday, the economic survey presented in Parliament by finance minister Sithraman emphasized the resilience of the Indian economy and its stable post-Covid recovery. The Survey underscored the government's commitment to "Nari Shakti" through various legislative measures and provisions aimed at boosting women's participation in diverse professions. According to the Economic Survey, the budget for women's welfare and empowerment schemes has surged by 218.8 per cent, growing from Rs 97,134 crore (BE) in FY14 to Rs 3.10 lakh crore in FY25. Additionally, the Gender Budget Statement (GBS) has seen a 38.7 per cent increase compared to FY24 BE, with its share in the total Union Budget rising to 6.5 per cent in FY25, the highest since GBS was introduced in FY06.
