Shimla, The Himachal Pradesh <keyword id="6355513" type="COMPANY" weightage="20" keywordseo="Cabinet">Cabinet</keyword> on Friday decided to keep all educational institutions shut till April 21 to prevent the spread of coronavirus. However, it decided to hold the '<keyword id="592706" type="PERSON" weightage="20" keywordseo="Jan-Manch">Jan Manch</keyword>', a once-in-a-month district-level public programme to redress grievances, on April 25. The Cabinet meeting, presided over by Chief Minister Jai Ram Thakur, decided that teaching and non-teaching staff, except those required for exam duties, will stay at home till April 21. Earlier, the educational institutes were closed till April 15. The Cabinet also decided to fill 311 posts of Forest Guard in the <keyword id="6356408" type="COMPANY" weightage="20" keywordseo="forest-department">Forest Department</keyword> on contract basis through direct recruitment. These include the already approved 113 posts of Forest Guard by the Cabinet on March 9, an official statement said. It also approved to fill 25 posts of Agriculture Development Officer on contract basis in the Agriculture Department through the Himachal Pradesh Public Service Commission against direct recruitment quota. A decision was taken to implement the Central sector scheme SVAMITVA in the state for surveying the land parcels in rural inhabited areas using drone technology. The <keyword id="6371460" type="COMPANY" weightage="20" keywordseo="revenue-department">Revenue Department</keyword> would be designated as the nodal department for implementation of this scheme with the support of the <keyword id="249700" type="COMPANY" weightage="20" keywordseo="panchayati-raj-department">Panchayati Raj Department</keyword>. A memorandum of understanding would be signed with the <keyword id="183581" type="COMPANY" weightage="20" keywordseo="Survey-of-India">Survey of India</keyword> for launching the scheme. In the meeting, the Jal Shakti Department apprised the Cabinet on the prevailing drought situation in the state. It was decided to hold a review meeting under the chairmanship of the Chief Minister for further action in the matter. Himachal Pradesh schools and colleges to remain shut till April 21 amid rising COVID-19 cases

New Delhi, May 19 () Food Minister Ram Vilas Paswan's office and part of his ministry located in Krishi Bhawan building in Central Delhi has been sealed, after an official in the Ministry of Fisheries, Animal Husbandry and Dairying was tested positive for COVID-19. "Due to one recent corona positive case found in the Department of Animal Husbandry and Dairying, it has been decided that the Department of Food and Public Distribution office at Krishi Bhawan shall remain closed on May 19 and May 20 for intensive sanitization," an official order said. There are two departments under Paswan's ministry -- Department of Food and Public Distribution and Department of Consumer Affairs. Krishi Bhawan, located at the Rajpath Area in New Delhi, also houses several other ministries including agriculture, rural development and panchayati raj. The NITI Aayog building in New Delhi was sealed on April 28 after an employee tested positive. COVID-19: Paswan's office, food ministry in Krishi Bhawan sealed

New Delhi, May 18 () A part of Krishi Bhawan building in Central Delhi has been sealed after an official in the Ministry of Fisheries, Animal Husbandry and Dairying has been tested positive for COVID-19. The official works as a personal secretary in the Department of Animal Husbandry and Dairying. "The entire office premises will be thoroughly sanitised as per extant guidelines in this regard on May 19 and May 20, apart from the daily sanitization that takes place," according to an official memorandum. The officers have been asked to work from home for the next two days. The office will reopen on May 21, it said. All those who had come in direct contact with the COVID-19 patient have been advised to get themselves home quarantined and to also get themselves tested after five days. They will be allowed to attend office only after being tested negative for COVID-19, it added. The remaining staff will be called from May 21 on rotation as per the instructions of the Ministry of Home Affairs. Besides the Fishery, Animal Husbandry and Dairying Ministry, Krishi Bhawan also houses several other ministries including agriculture, food and consumer affairs, rural development and panchayati raj. Krishi Bhawan employee tests COVID-19 positive

Jammu, Feb 15 () A mass outreach campaign for financial inclusion has been launched by the finance department in close coordination with Union Territory Level Bankers' Committee (UTLBC) in Jammu and Kashmir, an official circular said. "The objective of the campaign, inter alia, is to achieve complete financial literacy of the entire population and to enhance the livelihood options for the people, who have been traditionally left out of such endeavours," read the circular, issued by the Under Secretary (Finance Department) Shafqat Ali Keen on Friday. It said the campaign would be run by all the banks operating in the Union territory, including the National Bank for Agriculture and Rural Development (NABARD), and would endeavour to link up self-help groups (SHGs), farmer producer organisations (FPOs) and aggregation to act as agents of transformation. "Efforts shall be redoubled to increase enrolments under PMJDY, PMJJBY, PMSBY, SUPI, Mudra loan and APY. Under PMJDY, PMSBY and PMJJBY targets have also been assigned to the banks to reach milestones of 22 lakh accounts in PMJDY and 8 lakh and 4 lakh enrolments under PMSBY and PMJJBY respectively by the end of campaign," it said. In order to reach out to all the segments of the population in each district, the circular said all lead district manager (LDM) across the UT have been advised to organise special camps during the campaign period to push credit growth and enhance enrolments under different social security schemes in their districts. The circular advised all district development commissioners to extend full cooperation to LDMs in organising special camps during the campaign in their districts and also involve panchayati raj institution functionaries like panches, sarpanches and BDC Chairmen to spread awareness amongst the people about the different financial inclusion schemes of the central government and UT. <ul><li>India’s Union <keyword id="7836802" type="UNKNOWN" weightage="20" keywordseo="Budget-2020">Budget 2020</keyword> proposes using <keyword id="294572" type="TECHNOLOGY" weightage="20" keywordseo="machine-learning">machine learning</keyword> (ML) and <keyword id="107950" type="TECHNOLOGY" weightage="20" keywordseo="artificial-intelligence">artificial intelligence</keyword> (AI) for the Aayushman Bharat Scheme. </li><li>Finance minister Nirmala Sitharaman claims that such solutions will help eradicate tuberculosis in India by 2025. </li><li>India currently accounts for a quarter of tuberculosis cases worldwide. </li></ul>India’s finance minister Nirmala Sitharaman hopes to eradicate cases of tuberculosis in India by 2025 by using machine learning (ML) and artificial intelligence (AI) to empower the government’s Aayushman Bharat Scheme. “Using machine learning and artificial intelligence in the Aayushman Bharat Scheme, health authorities and the medical fraternity can target diseases with an appropriately designed preventive regime. TB haare ga, desh jeete ga. This campaign has been launched. I propose to strengthen this campaign to realise our commitment to end Tuberculosis by 2025,” Sitharaman said during her budget speech. India currently accounts for a quarter of tuberculosis cases worldwide, according to the National Health Portal. The estimated incidence of tuberculosis in India is around 27 lakh, according to the <a href="https://tbcindia.gov.in/WriteReadData/India%20TB%20Report%202019.pdf">Central TB Division</a>. Most of the cases affect individuals between the ages of 15-69 years with two-thirds of them being male.HIV co-infection among TB victims is around 3.4% — accounts for nearly 50,000 cases. The report points out that eradicating TB are beyond the scope of the health sector along. It proposes a multi-sectoral approach to address the crisis. The Department of Post and the Department of Financial Services is already supporting the expansion of TB services, but it’s not nearly enough. The Central TB Division stressed the need for local accountability and ownership, which means more involvement by the civil society, community and Panchayati Raj institutions. Using ML and AI boost battling tuberculosis in India will help streamline the process. Sitharaman hopes that it will have a positive impact and help India achieve its target to be tuberculosis free by 2025. Budget 2020 aims to eradicate tuberculosis by 2025 using AI and ML to empower Aayushman Bharat

A whopping amount of Rs 44,000 crores, in the recent times, has been issued by the ministers – health, agriculture and human resource- without even asking for its suitable utilization. The funds, as reported by Economic Times, have been issued without receiving any <a href="http://www.businessinsider.in/Delhi-govt-doesnt-know-what-it-spent-Rs-19000-crore-on/articleshow/47895424.cms">utilization certificates</a> or accounts of grants given to statutory bodies and organizations. 
 
The practice, which resulted in spending without any evidence of gains flowing to the beneficiaries, came into light after a <a href="http://www.businessinsider.in/searchresult.cms?query=CAG">Computer and Auditor General</a> (<keyword id="6356851" type="CITY" weightage="20" keywordseo="CAG">CAG</keyword>) report. The report pointed to over 43,000 utilization certificates adding up to Rs 44,000 crore which were due for March 2013 and are still pending even after more than a year. 
 
The CAG report also mentioned that details of other ministries – power, panchayati raj, rural development, petroleum, public enterprises and commerce and industry are yet to be received. The numbers, surely, would go higher after receiving the details of other 13 ministries. 
 
Among the pending utilization certificates, some are due dating back to almost four decades back. For instance, the department of higher education is still awaiting proof of spending related to a grant given as far back as 1977-78, while the space department goes further back to 1976-77. 
 
Similarly, even five years after the <a href="http://www.businessinsider.in/searchresult.cms?query=Commonwealth+Games">Commonwealth Games</a>, which was marred by spending-related controversies, 141 utilization certificates involving expenditure of over Rs 1,000 crore are still pending. 
 Absence of utilization certificates has been a major concern among the government offices for quite a long time now but it is only during years of fiscal strain that the expenditure department in the <keyword id="47209" type="ORGANIZATION" weightage="20" keywordseo="Finance-Ministry">finance ministry</keyword> exercises strict control on release of funds. And, even in those years, the controls typically kick in during the last quarter of the financial year, by which time a large part of the funds are already released. 
 Several ministries led by health and HRD have protested the government's decision to decentralize spending and do away with a majority of centrally-sponsored schemes, leaving it to states to decide based on their development needs. The argument has been that priority areas would be ignored by states and crucial human development parameters would suffer. The <keyword id="1017088" type="UNKNOWN" weightage="20" keywordseo="CAG-findings">CAG findings</keyword>, however, point to a completely careless approach where funds were repeatedly released without any evidence of spending having taken place.
