We all know that black money is a serious national and political issue, and measures are being taken to crib these issues. However, even with all the precautions, these crimes are on a rise. 
 
In a recent case, income tax officials in Ludhiana have caught a businessman with seven PAN cards, and surprisingly, all of them were acquired legally. His identity has been withheld as of now. 
 
To get hold of these PAN cards, he just tweaked his name a bit and used fake residence proofs, albeit a genuine photograph. 
 
Using these PAN cards, he took loans from several banks and never returned the amount, duping them of almost 15 crores. To do so, he used fake registry papers of properties, none of them actually existed in real, but one. 
 Even though this businessman only conducted financial fraud, security experts say that the matter should be investigated to see if there are more such multiple <keyword id="74488" type="ORGANIZATION" weightage="20" keywordseo="PAN-card">PAN card</keyword> holders, which can lead to huge financial scams.

Delhi Police bust pan-India Ola electric scooty scam, 20 arrested

New Delhi, Dec 15 () NHAI on Sunday said it has started electronic toll collection at national highways pan-India through FASTag.
 In order to save fuel, time and curb pollution as well as ensure seamless movement of traffic, Electronic Toll Collection (ETC) through FASTag was successfully started on December 15 by NHAI all over the country, it said in a statement.
 FASTag is a prepaid tag, affixed on the vehicle's windscreen, that enables automatic deduction of toll charges and lets the vehicle pass through the toll plaza without stopping for cash transaction.
 "All 523 Toll Plazas of NHAI have been fully equipped with the required ETC infrastructure," the National Highways Authority of India (NHAI) said.
 It said as many vehicles are still without FASTag, up to 25 per cent lanes have been kept as hybrid lanes for cash as well as digital transaction for the convenience of the commuters.
 Each toll plaza is being supervised by a nodal officer of NHAI at ground and monitored at regional and head-quarter level control and command centres, it said.
 Regional officers have been authorised to take on the spot decision for conversion to hybrid lanes up to 25 per cent on case-to-case basis to avoid traffic pile up at high traffic volume fee plazas, it added.
 Adequate number of marshals have been deputed at each toll plaza for smooth traffic regulation and to educate and request commuters to buy FASTags. Commuters are being told how to get and recharge FASTag through pamphlets and public announcements, the statement said.
 In addition, at various toll plazas novel methods like distributing flowers and chocolates were done to encourage commuters to adopt FASTag, NHAI said.
 The implementation of FASTag will lead to behavioural shift of commuters and will lead to enhanced travel experience, it added.

NHAI starts electronic toll collection at national highways pan-India

A general perception is that most of the rural population is not well-versed in digital banking in <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword>. However, in what can be termed as a revelation, according to a pan-India "Financial Literacy and Inclusion survey" conducted by the <keyword id="6354335" type="General" weightage="50" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword> (<keyword id="30067" type="General" weightage="100" keywordseo="rbi" source="Orion">RBI</keyword>), digital banking awareness and knowledge among the rural and urban population across the country is at par with each other, with the average being 11.7 for both segments on a score of 21. The survey was based on three parameters namely, financial knowledge, attitude and behaviour. On a total score of 21, the average urban and rural scores were 11.7. Zone-wise, the scores were as follows: In the north zone, the scores in urban and rural areas were at par at 11.5 each. Similarly in the east zone too, the scores were 12.1 for both rural and urban areas. In the central zone, the score for urban areas was 12.5 and for rural areas, it was marginally less at 12.1. The West zone also showed neck-to-neck scores with urban areas recording 12.6 and rural areas showing 12.5. In the south zone, the urban area score was 11.2 while the rural area score stood at 10.3. With both urban and rural areas not showing much of a difference across the country according to the RBI survey, it indicates that in terms of awareness about digital banking, a lot needs to be done to improve knowledge across all strata of society. Financial literacy poor across urban, rural population in country: RBI survey

Telecom Regulatory Authority of India (<keyword id="6356988" type="PERSON" weightage="100" keywordseo="TRAI">TRAI</keyword>), on Wednesday, amended its <keyword id="50781" type="UNKNOWN" weightage="20" keywordseo="Mobile-number-portability">Mobile Number Portability</keyword> regulation. Starting May 3, mobile subscribers would be able to port their numbers through different operators even when they relocate to different cities. 
 
Apart from facilitating Pan-India portability, a few other changes have been made as well, which are: 
 
1. In case a post-paid subscriber has some pending bills to pay to the donor operator (previous service provider), the donor operator would have to give a notice within 30 days of the due date of the bill. After a lapse of 60 days, the donor operator wouldn’t be entitled to raise any non-payment disconnection requests with the recipient operator (new service provider). 
 
2. In case a post-paid subscriber defaults payment, the donor operator will request the recipient operator to disconnect the ported number, after which the recipient operator would give the subscriber a 15–day notice to the subscriber. If the subscriber defaults this period, the outgoing services will be barred from his number. If the subscriber doesn’t make the payment in another 15 days, his number would be permanently disconnected by the recipient operator. 
 
3. The disconnected subscribers can return to their original service provider within a period of 60 days; this time-period was 90 days before this amendment. 
 
This is to be noted that India is divided into 22 telecom circles. These are mostly bound by state; however, in some cases, one state has two different circles (like UP East and UP west) and two states are combined in one circle (like Madhya Pradesh and Chhattisgarh). 
 
At present, mobile subscribers can port their numbers only when they switch subscribers within their own circle. This was a result of MNP issues in India in January 2011. However, with this new change being implemented from May 3, subscribers would have the ease of retaining their number even when they move to a zone with a new telecom circle.

TRAI Amends Mobile Number Portability Regulation

"We are collecting samples (of Nestle's Cerelac baby cereals) from across the country. It will take 15-20 days to complete the process," Food Safety and Standards Authority (FSSAI) CEO G Kamala Vardhana Rao told PTI on the sidelines of an Assocham event on food fortification. FSSAI is a statutory body under the administration of the Ministry of Health and Family Welfare. The move comes following concerns about alleged high sugar content in Nestle's baby food products expressed by both the consumer affairs ministry and the National Commission for Protection of Child Rights (NCPCR) after taking note of a global report published by Swiss NGO Public Eye. The global report has claimed that Nestle sold baby products with higher sugar content in less developed South Asian countries including India, Africa and Latin American nations as compared to markets in Europe. However, Nestle India has maintained that it never compromises on compliance and it has reduced added sugar in baby food products in India by up to 30 per cent depending on variants over the past five years. Earlier, addressing the Assocham event, the FSSAI CEO highlighted the importance of food fortification for human health and called for fortification beyond rice to include millets and other alternative foods. FMCG firms have introduced varieties of millet-based products in the last few years and they can further expand the basket of nutritional foods in the country, he added. The CEO also unveiled an Assocham's knowledge report 'Fortifying India's Future: Significance of Food Fortification and Nutrition' on the occasion. FSSAI in process of collecting pan-India samples of Nestle's Cerelac baby cereals: CEO

The <keyword id="22407175" type="General" weightage="100" keywordseo="U-WIN" source="keywords">U-WIN</keyword> portal, a replication of the <keyword id="19897423" type="General" weightage="20" keywordseo="COVID-19" source="keywords">Covid-19</keyword> vaccine management system Co-WIN, is set for a pan-India launch likely by the end of August, aiming to maintain an electronic registry of routine immunisations, official sources said. Currently, U-WIN is in pilot mode across all states and Union Territories, except for West Bengal, which is yet to start uploading data, the sources told PTI, adding that it is still under consideration in the state. The U-WIN platform captures every <keyword id="19933690" type="General" weightage="20" keywordseo="vaccination" source="keywords">vaccination</keyword> event for pregnant women and children under the Universal Immunization Programme (UIP). Minister of Finance <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> had announced in the interim Budget for 2024-2025 that U-WIN, along with intensified efforts under Mission Indradhanush, will be rolled out nationwide for managing <keyword id="21423640" type="General" weightage="20" keywordseo="immunisation" source="keywords">immunisation</keyword>. "The U-WIN will ensure timely administration of vaccine doses by digitally recording every vaccination event under the Universal Immunisation Programme among all pregnant women and children aged 0-5 years," an official told PTI. "The portal will target 2.9 crore pregnant women and 2.6 crore infants (0-1 years) annually by providing 11 vaccines against 12 vaccine preventable diseases -- diphtheria, measles, rubella, and tetanus through more than 1.2 crore vaccination sessions across the country," the official added. The platform generates a uniform QR-based, digitally verifiable e-vaccination certificate, similar to Covid vaccination certificate, which can be accessed anytime by the citizens through a single click. Vaccination records under UIP are being maintained manually as of now. So this will do away with the hassle of keeping a physical record, the officials explained. It will enable the digitisation of session planning, and updating vaccination status on a real-time basis, they added. "Also, there is no mechanism of individual tracking. There is also lack of awareness among beneficiaries about session location and date especially in urban areas and iniquity in immunisation coverage in states and UTs," another official said. "Besides, another major issue is that immunisation at private health facilities is not recorded," the official added. The U-WIN is going to be the single source of information for immunisation services which will record pregnancy details and outcome, newborn registration and immunisation at birth. It will update vaccination status, and delivery outcome, among others, on real time, the official said. As of July 9, 2024, the pilot has registered 5.33 crore beneficiaries on U-WIN. Over 83.55 lakh vaccination sessions have been digitally conducted, and 18.15 crore vaccine doses have been recorded. The platform aims to reduce zero-dose and left-out children through a name-based tracking mechanism and empower citizens with anytime, anywhere access to vaccination services, particularly benefiting migratory populations, the official said. "The U-WIN portal is likely to be launched pan <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> in August end," the official stated. Citizens can self-register for vaccinations via the U-WIN web portal or its Android mobile application, select preferred vaccination centres, and schedule appointments. Automated SMS alerts inform citizens about registration confirmations, administered doses, and upcoming dose reminders, ensuring timely and age-appropriate vaccinations. It also facilitates the creation of Ayushman Bharat Health Account (ABHA) IDs for comprehensive health record maintenance. The U-WIN also supports the frontline workers to digitally record all vaccination events for children and pregnant women for complete, accurate and easy record maintenance, the official said.

Technology development body Centre for Department of Telematics (CDoT) has been running the pilot of the CEIR system in some of the telecom circles, including Delhi, Maharashtra, Karnataka, and North East region, and the system is now ready for pan-India deployment, a DoT official, who did not wish to be identified, told PTI. "CEIR system is scheduled for pan-India launch on May 17," the official said. When contacted, Chief Executive Officer and Chairman Project Board at CDoT Rajkumar Upadhyay did not confirm the date but confirmed that the technology is ready for pan-India deployment. "The system is ready and now it will be deployed across India in this quarter. This will enable people to block and track their lost mobile phones," Upadhyay said. CDoT has been able to add features to check the use of cloned mobile phones across all telecom networks. The government has made it mandatory to disclose IMEI -- a 15-digit unique numeric identifier -- of mobile devices before their sale in India. The mobile networks will have access to the list of approved IMEI numbers which will check the entry of any unauthorised mobile phones on their network. Telecom operators and CEIR system will have visibility into IMEI number of the device and mobile number linked to it, and the information is being used in some states to track your lost or stolen mobiles through CEIR. "One of the common practices is that miscreants change IMEI number of stolen mobile phones which prevents tracking and blocking of such handsets. It was a national security issue. The CEIR will be able to block any cloned mobile phones on the network with the help of various databases," Upadhyay said. The basic purpose of CEIR is to ease reporting of stolen and lost mobiles and block the use of mobiles all over the country. This will discourage the theft of mobile phones, enable the tracing of the stolen and lost mobiles to the police, detection of cloned or counterfeit mobiles, restrict the use of such cloned mobiles, as well as protect the interest of the consumers by making them aware of the information related to fake and cloned mobile phones. Recently, Karnataka Police recovered and handed over more than 2,500 lost mobile phones to their owners using the CEIR system. Apple already has a system to track lost mobile phones with the help of Apple ID but major issues have been around Android mobile phones. With the new system in place, it will be futile to use stolen mobile phones. "The system has an in-built mechanism which will also check the smuggling of phones and help the government from revenue loss to the exchequer as well," Upadhyay added. Govt to roll out lost mobile blocking, tracking system pan-India on May 17

New Delhi, Apr 24 () Tata Trusts on Friday said it has started a nationwide community outreach campaign to induce adoption of health practices, as promoted by the government, in rural areas to prevent the spread of COVID-19.Beginning March 31, the exercise is expected to have already reached about 1.2 crore people across 21 states, Tata Trusts said in a statement.The campaign '5 Kadam, Corona Mukt Jeevan', ranges from video messages in various local languages, even dialects, short animation videos and infographics to audio messages, and SMS-based messaging, it added.Tata Trusts said it has made publicly available through social media about 300 such videos and audio messages, in different languages, and dialects like Dongri, Kumaoni, Ladakhi, Garhwali, Santhali, Mundari, Kutchi (Gujarat) and Koborok (Tripura). Over 70 celebrities, including Nana Patekar, Harbhajan Singh, Atul Kulkarni and Sonali Kulkarni , have lent their support with video and audio messages, it added.Further, the Trusts have deployed more than 430 master trainers in these 21 states who in turn have trained a pool of over 8,700 community resource persons (village volunteers) to deliver the message, it said."Through existing programmes, volunteers, associate organisations, community radios, village-based public address systems, and use of various internet and communication technologies, the programme is expected to have reached out to about 1.2 crore people till date," Tata Trusts said. There is a bad news for those who love the yellow metal. The <keyword id="18712" type="ENTERTAINMENT" weightage="80" keywordseo="Gold">gold</keyword> trade would be affected in the country as result of increased competition due to duty free jewellery imports from <keyword id="8692" type="COUNTRY" weightage="80" keywordseo="Indonesia">Indonesia</keyword>. At the same time, there would be fall in rural demand for the precious metal from June 1 when PAN card would be required to purchase gold jewellery worth over Rs 1 lakh. 
 
According to experts, jewellery imports from Indonesia are "completely detrimental to the interest of the gold trade" in the country. On the other hand, as agricultural income doesn't come under the tax net, many farmers don't have PAN cards. This would be a blow to the trade as rural India accounts for 60% of the total gold consumption of 811 tonnes in the country. 
 Trade insiders say gold jewellery imported from Indonesia under the free trade agreement (FTA) is affecting the domestic business that has to pay an import duty for gold. "Gold attracts an import duty of 10%, which makes the landed price of gold costlier. And automatically our jewellery prices go up," Manish Jain, chairman at <keyword id="2422472" type="UNKNOWN" weightage="80" keywordseo="Gem-Jewellery-Trade-Federation">Gem &amp; Jewellery Trade Federation</keyword> (GJF), told the Economic Times. 
 
The issue has been brought to the notice of the commerce ministry," he said. 
 The development comes at a time when the domestic demand is not picking up. Jewellers fear the market condition may get worse as buyers will soon have to show their permanent account number (PAN) card issued by the <keyword id="6354751" type="COMPANY" weightage="80" keywordseo="Income-Tax">income tax</keyword> department if they purchase jewellery over Rs 1 lakh. 
 
"The move to make PAN card mandatory for high-value transactions will surely impact retail sales. Rural demand of gold will be hard hit," said Bachhraj Bamalwa, director at GJF. 
 
And branded jewellers are increasingly penetrating to rural markets. Samir Sagar, director of Mumbai-based Manubhai Jewellers, said rural customers save for years to buy gold for weddings. "Now, if jewellers ask for PAN cards, they will get scared," he said. 
 The PAN mandate may also impact demand from housewives who buy non-marriage gold jewellery. "Usually, they do not have PAN cards, and even if they have, they do not want to carry these cards to jewellery outlets," Sagar said. Jain of GJF said representatives of the federation have met <keyword id="6355261" type="POSITION" weightage="60" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="80" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> to request him to raise the limit to Rs 5 lakh worth of gold jewellery for furnishing PAN details. 
 
"He has assured us that some positive step will be taken before June 1," he said. 
 This year the <keyword id="113718" type="ORGANIZATION" weightage="80" keywordseo="World-Gold-Council">World Gold Council</keyword> has kept a consumption target of 900-1,000 tonnes for India.
