It also had a helicopter pad, sophisticated radar, surface-to-surface and surface-to-air missiles.Steven Horrell, a former naval intelligence officer and senior fellow with the Transatlantic Defense and Security Program at the Center for European Policy Analysis, suspects "maintenance and training played a part" in the accident."If the cause was a rapid influx of water into the ballast tanks or other compartments, that says that some material condition was lax, whether the setting of valves within the transfer systems or what hatches and doors and scuttles are supposed to be secured or open," Horrell told BI. An intake of water is usually supervised because too much water piped into one ballast tank or one side of the ship can cause the hull to heel or even topple."And then it looks like whatever crew was aboard during that pier-side maintenance was not postured to respond."While the Sahand's hull is "certainly salvageable," the CEPA fellow anticipates "a long process" for returning it to service."Electronics and seawater don't mix, and for that matter mechanical parts — the whole engineering plant and propulsion train — are subject to water damage and corrosion," Horrell said. In January 2018, the 315-feet-long Damavand frigate, described as the navy's "<a target="_blank" href="https://warisboring.com/the-life-and-tragic-end-of-the-iranian-frigate-damavand/">most important warship on the Caspian Sea</a>," sank after it hit the breakwater at Bandar-e Anzali port during high seas, killing two crew.The Kharg incident is distinct since a fire destroyed that ship, and also because the vessel had been built by the United Kingdom.Clark noted the Damavand, a ship in the same indigenous class as the Sahand, "ran aground and could have capsized because of instability created by the updated design.""This calls into question the design itself, although proper training and maintenance would likely be able to mitigate the design shortfalls," Clark said. "At the very least, I cannot imagine any other countries being interested in Moudge-class frigates."Horrell also noted that this class of frigates is based on the older Alvand-class frigates built by the UK for pre-revolutionary Iran in the late 1960s and early 1970s."They are indigenously designed, but based off the import Alvand-class," Horrell said. "If you put more superstructure on a similar hull, you might be creating center of gravity problems, which would contribute to the rapid rollover Sahand experienced."In other words, more high weight on a ship increases the risk that if the ship heels it can act as a lever that rolls the ship over, a catastrophe that renders the ship useless and endangers its crew.Horrell also stressed that the three incidents were all different."A fire like on Kharg is a critical concern for every Navy; Damavand ran aground in reportedly terrible weather conditions in the Caspian Sea," Horrell said. "But one probable common thread is damage control. Every sailor on board should have some basic damage control training or firefighting training; these are all-hands operations."Consequently, he believes "better damage control" and "training, professionalism, personnel" may have saved some of these ships and prevented injuries and loss of life. Of course, it's better than having no ties at all. So, just be sure to tie the cover down good.At 60 inches by 80 inches, this blanket should be plenty long enough to cover my 6-foot body from neck to toe, but oddly enough, I find I have to sleep with it on a diagonal to get the coverage I want. This didn't make sense to me so I took out a tape measure to see if Quility was trying to pull a fast one on me. My first measurement showed that the blanket was at least 6 inches short. But, once I really stretched it out, the blanket was in fact 60 inches by 80 inches. The problem is you don't sleep with the blanket perfectly flat on your body. It settles to fit your contours. This is why I couldn't get it to cover my whole frame. Even my 5-foot-9 wife noticed she had to adjust the blanket. I'd like to see Quility create a longer blanket.Lastly, this blanket definitely gets in the way of intimacy. Since it isn't ideal for two people, either my wife uses it or I do. If we want to hold each other while sleeping, we must "tunnel" our way under the blanket. This takes some work. My wife and I tried this 20-pound weighted blanket - it put me to sleep in minutes and helped ease her anxiety

They have been at the vanguard of an effort to keep <keyword id="1386652" type="UNKNOWN" weightage="60" keywordseo="Fracking">fracking</keyword> out of <keyword id="6355838" type="COMPANY" weightage="60" keywordseo="New-York">New York</keyword> — the practice has been banned since 2010.
But the urgency of the issue in New York is belied by a larger the truth about the environmental dangers of fracking: we pretty much know what they are, and know how to deal with them.
Quick recap: fracking involves pumping hundreds of thousands of gallons of water and chemicals into rocks to fracture them and release their oil and gas.
Though the practice is not new, there's been an explosion of horizontal drilling all over the country as the full extent of shale resources trapped in places like south Texas and western Pennsylvania began to be known. 
But it remains controversial over fears about its environmental impact.
Last month, the New York Times' Danny Hakim <a href="http://www.nytimes.com/2013/01/03/nyregion/hydrofracking-safe-says-ny-health-dept-analysis.html">got hold of an official New York health department document suggesting fracking could be performed safely</a>.
It first enumerates all the potential dangers fracking could pose — evidence for each of which has been previously documented:

Hakim notes that the health department discusses how each of these issues can be tackled:
The Department proposes numerous controls, including but not limited to liners and secondary containment for storage of chemicals on the well pad, and increased standards for well construction, cementing and blowout prevention equipment.
Still, the report was dismissed by many — including the Health Department itself, who said the document was "out of date" and that a new version was being drawn up that would contain "substantial changes."
New Yorkers Against Fracking <a href="http://polhudson.lohudblogs.com/2013/01/03/fracking-opponents-knock-states-health-document/">said</a> the document "cavalierly [dismisses] the health impacts" of the practice.
Even Hakim took issue, questioning "how much original research the state has done on potential health impacts" of fracking. 
But there is also a <a href="http://www.dec.ny.gov/energy/75370.html">lengthy 2011 study from New York's Department of Environmental Conservation</a> — referenced in the document he reported — that includes a 154-page chapter called "Mitigation Measures."
Among those recommendations:
<ul>
<li>No well pads would be approved within 500 feet of primary aquifers</li>
<li>A site-specific environmental impact reviews and permits for any proposed well pad within 500 feet of a principal aquifer</li>
<li>Baseline water quality testing of private wells within a specified distance of the proposed well</li>
<li>Wellbore construction testing</li>
<li>Strict surface casing requirements</li>
<li>Require private water well testing</li>
<li>Require removal of fluids within specified time frames</li>
<li>Use of a pre-frack form to certify wellbore integrity prior to fracturing</li>
</ul>

The list goes on — though as it turns out, not even 154 pages of "Mitigation Measures" gives the full picture. <a href="http://www.dec.ny.gov/energy/45912.html"> The 2011 report makes numerous references to a 1992 study on the environmental impact of oil drilling</a> (that dealt with regular, vertical drilling) should also be referenced.

That study adds <a href="http://www.dec.ny.gov/docs/materials_minerals_pdf/dgeisv2ch17.pdf">at least 33 more pages</a> of mitigation recommendations. 
It seems fracking can be performed safely. The practice <a href="http://www.knoxnews.com/news/2012/dec/02/fracking-time-line/">has been around for decades</a>, and outgoing Interior Secretary Ken Salazar <a href="http://www.youtube.com/watch?v=21CtX45ulTA">has said as much</a> on at least one occasion. 
Number of pages is never a guarantee of anything, of course — everything hinges on regulators' execution.
And oil companies' continued insistence on <a href="http://www.iogcc.state.ok.us/Websites/iogcc/Images/2009StateRegulatoryStatementsonHydraulic%20Fracturing.pdf">denying outright</a> the hazards linked to above, <a href="http://www.sj-r.com/thedome/x65624690/Fracking-industry-draws-closer-in-Illinois">putting stumbling blocks in the way of further regulation</a> and <a href="http://www.businessinsider.com/fracking-fluid-disclosure-epa-2012-12">resisting transparency on disclosing chemicals</a> has bred further mistrust.
If they've merely been trying to save a few bucks, it's safe to say this strategy has backfired, given the resistance with which fracking has been met not just on the Eastern Seaboard but <a href="http://www.nytimes.com/2012/11/14/business/energy-environment/fracking-still-controversial-in-europe.html?_r=0">all over Europe</a>. 
If oil companies want to tone down debate, they'll need to be more transparent to build trust.
But the knee-jerk terror fracking has prompted in some communities seems unwarranted. 
Fracking is not new. It's been going on for decades in Texas and the Mountain West. The only difference is now is that it's being proposed in places where it hasn't been done before.
Given the benefits that we know come with the practice, it seems communities should be demanding safe fracking, rather than turning it away.
