The stock opened 50% above its offer price before erasing gains and trading lower.</p><p>Oxford <keyword id="2970654" type="PERSON" weightage="60" keywordseo="cannabinoid">Cannabinoid</keyword> Technologies raised 16.5 million pounds ($23 million) before its shares were placed at 5 pence each on the <keyword id="117776" type="CITY" weightage="60" keywordseo="London-Stock-Exchange">London Stock Exchange</keyword>.</p><p>Investors in the company also include tobacco maker Imperial Brands Plc, whose product lineup includes the Winston and Kool brands. </p><p>OCT's London debut arrived after a number of initial public offerings in Europe landed lukewarm reception from equity investors during a volatile week for global stock <keyword id="31671" type="CITY" weightage="100" keywordseo="markets">markets</keyword>, the report said. </p><p>Casa Verde Capital LLC, a venture firm in California that counts <keyword id="24691" type="PERSON" weightage="60" keywordseo="snoop-dogg">Snoop Dogg</keyword> as a partner, holds a stake of around 2%, the report added. Imperial Brands holds about 11% of the OCT's share capital. </p><p>Other companies active in the UK <keyword id="14728" type="ENTERTAINMENT" weightage="60" keywordseo="cannabis">cannabis</keyword> space include Cellular Goods Plc, which has backing from soccer superstar David Beckham.</p>

Snoop Dogg-backed Oxford Cannabinoid surges 50% in trading debut before paring gains

Snoop Dogg's cannabis-focused venture firm, <a href="http://www.casaverdecapital.com/">Casa Verde Capital,</a> also participated in the round.</p><p>While OCT did not publicly disclose the size of the round, sources close to the deal confirmed to Business Insider that nearly $10 million was raised.</p><p>It's one of the first concrete signs that the tobacco industry is embracing cannabis, and positioning itself for a future with less demand for cigarettes. </p><p>"We are pleased to be partnering with OCT," Matthew Phillips, the chief development officer of Imperial Ventures, said in a statement. "Cannabinoid products have significant potential and our investment enables Imperial to support OCT's important research while building a deeper understanding of the medical cannabis market." </p><p>The move is a sign of a larger shift within Imperial, which is behind popular cigarette brands like Kool, Salem, and Winston. Imperial added a Canadian cannabis executive, Simon Langelier, to its board last year. The company has <a href="http://www.imperialbrandsplc.com/">also started moving</a> beyond cigarettes to focus more on pharmaceuticals, vaporizers, and other consumer products. </p><p>The UK-based OCT is researching cannabinoid compounds to test which can be turned into effective drugs or treatments. Like other research-stage biotech companies, it's working on developing intellectual property around these compounds.  </p><p>"Funding research into cannabinoids can be challenging," Karan Wadhera, the managing partner of Casa Verde, told Business Insider over the phone. "It's a f<span style="font-weight: 400;">antastic opportunity to support the growth of the medicinal side of the cannabis industry."</span></p><p><span style="font-weight: 400;">Wadhera compared OCT to the more well-known GW Pharmaceuticals, which recently got its marijuana-based epilepsy drug, Epidiolex, <a href="http://www.businessinsider.com/marijuana-epilepsy-drug-approved-fda-2018-5">approved</a> by the Food and Drug Administration. </span></p><p><span style="font-weight: 400;">The drug uses <a href="http://www.businessinsider.com/marijuana-cbd-boom-cbd-2018-6">CBD</a>, a compound found in the cannabis plant that doesn't get you high. Wadhera said the FDA's approval of Epidiolex will "open the doors" to cutting-edge research on cannabinoids - active compounds within the marijuana plant - presenting a huge opportunity for biotech and pharmaceutical companies.</span></p><p><span style="font-weight: 400;">Neil Mahapatra, the managing partner of Kingsley Capital Partners, a London-based firm that owns the largest chunk of OCT, told Business Insider in an email that the market for cannabis-based drugs is "opening up across the world."</span></p><p style="font-weight: 400;">"In the past two years alone, very significant countries have created new cannabis markets: Germany, Australia, and Poland to name a few," Mahapatra said. One of the world's largest tobacco giants is teaming up with Snoop Dogg's VC firm to invest in medical cannabis research

They gained about 11% on Monday, when the talks were first reported by Reuters.</strong></li><li><strong><a href="https://markets.businessinsider.com/stocks/cron-stock">Watch Cronos trade live</a>.</strong></li></ul><p>The cannabis producer <a href="https://markets.businessinsider.com/stocks/cron-stock">Cronos</a> was soaring early Tuesday, up more than 10%, after confirming it had held talks with Altria, the maker of Marlboro cigarettes, about Altria making an investment in the company.</p><p>"No agreement has been reached with respect to any such transaction and there can be no assurance such discussions will lead to an investment or other transaction involving the companies," a <a href="https://thecronosgroup.com/cronos-group-confirms-discussions-regarding-potential-investment-by-altria-group/">Cronos press release</a> sent out Tuesday said.</p><p>Cronos shares gained as much as 29% on Monday after Reuters reported that <a href="https://www.businessinsider.com/altria-in-talks-to-buy-cronos-2018-12">Altria was interested in a stake</a> in the company. The stock closed Monday's session up about 11% at $10.17 a share.</p><p>If a deal were to come to fruition, it wouldn't be the first time a cigarette company has moved into the cannabis space. The cannabis producer Cronos spikes after confirming it has held talks with the Marlboro maker Altria

Shares in the company rose as much as 23% on the news, pushing Cronos Group's market cap close to $2 billion.</p><p>Altria is also <a href="https://www.businessinsider.com/altria-considering-juul-investment-2018-11">reportedly in talks to purchase a minority stake in the vape startup Juul </a>in an effort to diversify its business as cigarette smoking declines in the US.</p><p>Cronos isn't the first marijuana producer that Altria has considered acquiring. In June, UK-based Imperial Brands <a href="https://www.businessinsider.com/imperial-brands-snoop-dogg-vc-invests-in-medical-cannabis-biotech-2018-6">invested through its venture arm in Oxford Cannabinoid Technologies</a><span> a biotech company working on research into cannabinoids, the active compounds in the cannabis plant.</span></p><p><span>Tobacco giants are the latest in a line of consumer companies evaluating the burgeoning, but volatile, marijuana industry.</span></p><p><span>Constellation Brands, the beverage maker behind Corona and Modelo, <a href="https://www.businessinsider.com/constellation-ceo-the-legal-marijuana-market-is-going-to-be-explosive-2018-10">paid $4 billion in August for a 38% stake of Canopy Growth</a>. Picture taken January 24, 2019</p></div><p></p></div></div></em></strong></p><p><strong><em>Introducing Cultivated, our new weekly newsletter where we're bringing you an inside look at the deals, trends, and personalities driving the multibillion-dollar global cannabis boom.<span> </span><a href="http://newsletter.businessinsider.com/join/cultivated">Sign up here</a>.</em></strong></p><p>Happy Friday!</p><p><span>Hello from the tiny town of Winhall, Vermont, where I'm thankfully escaping the 90-degree weather in New York.</span></p><p>This week, we saw the latest fallout at embattled Canadian marijuana producer CannTrust as the Ontario Securities Commission opened an investigation into the company. </p><p><a href="https://www.bloomberg.com/news/articles/2019-07-31/canntrust-explores-sale-after-stock-plunges-on-regulatory-breach">CannTrust hired the investment bank Greenhill &amp; Co</a> to explore a sale, though Robert Marcovitch, the company's interim CEO, said in a BNN interview that he'd still prefer CannTrust remain independent.</p><p><span>The Globe and Mail had <a href="https://www.theglobeandmail.com/cannabis/article-two-canntrust-officials-sold-6-million-of-stock-after-the-chair-was/">reported this week that CannTrust insiders sold $6 million worth of company stock</a> after the company's chairman was informed of the unlicensed cannabis growing. </span></p><p><span>As CannTrust grabbed headlines, short sellers were working <a href="https://friendlybearresearch.com/2019/07/29/is-hexo-the-next-canntrust-snapchat-advertising-may-run-afoul-of-health-canada-regulations/">on a report about Hexo</a>, another Canadian cannabis producer. (I <a href="https://www.businessinsider.com/activist-investors-marijuana-hexo-is-undervalued-2018-9">covered Hexo's run-in with Riposte Capital</a>, an activist investor, last year). </span></p><p><span>The short-sellers claim that Hexo was promoting products on Snapchat - a social media platform used mostly by teens under the legal consumption age - as recently as June. According to the short report, the ads "included slogans that encouraged risk-taking, and associated Hexo's brand and products with glamour, excitement, and vitality."</span></p><p><span>That's all clearly against the rules Health Canada laid out about advertising cannabis to kids. Snap itself admitted that its age control restrictions don't work, because kids, well, they're not stupid. Health Canada has since opened an investigation into Hexo. </span></p><p><span>And cannabis producer WeedMD invited some Twitter controversy of its own after it partnered with Instagram star Dan Bilzerian's cannabis company, Ignite. Bilzerian's marketing tactics, relying on semi-automatic weapons and half-naked women, seem to appeal to a narrow slice of 17-year-old boys, and nobody else. </span></p><p><span>So far, neither company has backed down from the agreement.</span></p><p><span>Both the CannTrust and Hexo debacles show that Health Canada has its hands full with the move-fast-and-break-things Canadian cannabis producers. And like we've reported before, <a href="https://www.businessinsider.com/recent-poll-shows-canadians-have-low-opinion-of-cannabis-industry-2019-7">the Canadian public does not view the cannabis sector favorably</a>. Expect more questions from investors, short-sellers, journalists, and regulators alike. </span></p><p>And on the home front, Gov. Andrew Cuomo signed a bill decriminalizing marijuana possession in New York State.</p><p>The penalties will be similar to a traffic ticket once the law goes into effect: <span>$50 for possessing less than an ounce of pot or a maximum of $200 for 1 to 2 ounces. CULTIVATED: A boutique cannabis bank founded by Goldman and JPMorgan alums is chasing deals, CannTrust is exploring a sale

Five others are in hospital after taking the drug.</span></p><p>A total of 90 people were involved in the trial of the drug, which was designed to treat mood and movement disorders, French health minister Marisol Touraine said in a news conference Friday, <a href="http://www.reuters.com/article/us-france-health-test-idUSKCN0UT131">according to Reuters</a>.</p><p>The six volunteers who became ill were all healthy men aged 28 to 49. They began taking the drug on Jan. 7, and by Jan. 10, the first volunteer was hospitalized, quickly followed by the others, and on Jan. 11, officials stopped the trial and recalled all volunteers, Touraine said.</p><p>The French Agency for the Safety of Health Products (MSNA) is reportedly conducting an inspection of the clinical trial site.</p><p>Those sickened by the drug are being treated in the University Hospital of Rennes. <a href="http://www.forbes.com/sites/judystone/2016/01/16/bials-french-clinicial-trial-ends-in-disaster-what-went-wrong/#2715e4857a0b553cbaf99b2c">According to Forbes</a>, the hospital's chief neuroscientist Gilles Edan said that brain scans of the patients reveal bleeding deep in the brain and dead tissue, damage that "could be irreversible."</p><p><a href="http://www.bioworld.com/content/six-hospitalized-bial-clinical-trial-france-0">According to BioWorld</a>, the drug, known as BIA 10-2474, was intended to act on the brain's cannabinoid receptors, which are involved in a variety of mental functions, including pain relief. A copy of documents sent to the French media by a prospective volunteer describes the drug as a "product in development for the treatment of different medical conditions from anxiety to Parkinson's disease, but also for the treatment of chronic pain of sclerosis, cancer, hypertension or the treatment of obesity."</p><p>The trial participants were reportedly paid €1,900 ($2,080).</p><h2>Clinical trials</h2><p>Clinical trials are typically conducted in three phases. Phase 1 trials focus primarily on the drug's safety and side effects, while Phases 2 and 3 are larger trials that focus on its efficacy, though safety is still important.</p><p>The trial was conducted <a href="http://www.bbc.com/news/world-europe-35320895">by French-based company Biotrial</a>, a lincensed private institution that conducts trials of drug safety, tolerability, and pharmacology, in healthy volunteers.</p><p>Such adverse events during a Phase I clinical trial are rare.</p><p>The European Union has very strict standards for performing clinical trials, Jayne Lawrence, chief scientist at the Royal Pharmaceutical Society, said <a href="http://www.sciencemediacentre.org/expert-reaction-to-news-reports-that-six-people-are-critically-ill-after-taking-part-in-a-clinical-trial-of-a-drug-in-france/">in a statement</a>. "Those in charge of the trial would have had to have shown they had done everything they could to protect patient safety before the trial was allowed to go ahead," she added.</p><p>Because Phase I trials are used to determine a drug's toxic effects, they "are inherently risky, as unexpected events can - and do - occur," Carl Heneghan, a professor of evidence-based medicine at the University of Oxford, said <a href="http://www.sciencemediacentre.org/expert-reaction-to-news-reports-that-six-people-are-critically-ill-after-taking-part-in-a-clinical-trial-of-a-drug-in-france/">in a statement</a>. One of the people hospitalized after taking an experimental drug made by pharma company Bial has died

Four of those others were later hospitalized with brain disorders, <a href="http://www.nasdaq.com/article/france-faults-lab-for-failing-to-swiftly-halt-drug-trial-20160204-01139#ixzz3zJ1gj3jl">Dow Jones Business News reports</a>.</p><p>Biotrial will still be allowed to carry out drug trials, however, the health ministry said.</p><p>A total of 90 people were involved in the trial of the drug, which was designed to treat mood and movement disorders, French health minister Marisol Touraine said in a news conference, <a href="http://www.reuters.com/article/us-france-health-test-idUSKCN0UT131">according to Reuters</a>.</p><p>One of the volunteers later died, the company <a href="https://www.bial.com/en/pressroom.138/news.140/january_17th_2016.a555.html">reported on its website</a>. On Jan. 13, the other volunteers were hospitalized.</p><p>The cause of the death is still unknown, and a full report will not be published until late March, Dow Jones Business News reports.
