The social network said it is also reviewing other governments' requests to restrict access to these accounts in their countries. <keyword id="130115" type="General" weightage="20" keywordseo="nick-clegg" source="Orion">Nick Clegg</keyword>, vice president of global affairs at Meta, said in a tweet thread early on Monday that the company has been in contact with the Government of Ukraine. "At their request, we have also restricted access to several accounts in Ukraine, including those belonging to some Russian state media organisations," Clegg posted. "We are also reviewing other government requests to restrict Russian state controlled media," he added. The Ukrainians have also suggested that Meta remove access to Facebook and Instagram in <keyword id="6358826" type="General" weightage="50" keywordseo="russia" source="Orion">Russia</keyword>. "However, people in Russia are using FB and IG to protest and organise against the war and as a source of independent information," he informed. "The Russian government is already throttling our platform to prevent these activities. We believe turning off our services would silence important expression at a crucial time," he noted. Hit by partial restrictions, Meta (formerly Facebook) on last weekend prohibited Russian state media from running ads or monetising on its platform anywhere in the world. Meta has established a special operations centre staffed by experts from across the company, including native Russian and Ukrainian speakers, who are monitoring the platform around the clock, allowing the company to respond to issues in real time. "We've added several safety features in Ukraine, including the ability for people to lock their Facebook profile, removing the ability to view and search friends lists, and additional tools on Messenger," the company informed. Meta said it is also providing more transparency around state-controlled media outlets, prohibiting ads from Russian state media and demonetising their accounts. Google-owned YouTube has also announced it is temporarily halting the ability of a number of Russian channels, including state-sponsored RT, to monetise their content on the platform. Earlier, Russia also blocked Twitter to stifle the flow of information as its invasion of Ukraine escalates. Meta limits access to Russian state-controlled media in Ukraine

The patient, a resident of Begusarai district, was facing difficulties in breathing and swallowing food for the last six months, the hospital said in a statement. The problem aggravated to such an extent that his quality of life was hampered, it said, adding that he was brought to the <keyword id="649825" type="General" weightage="50" keywordseo="department-of-ent" source="Orion">Department of ENT</keyword> and Head, <keyword id="15367124" type="General" weightage="80" keywordseo="neck-onco-surgery" source="Orion">Neck Onco Surgery</keyword> at the Sir Ganga Ram Hospital here last month. According to <keyword id="15366333" type="General" weightage="50" keywordseo="dr-sangeet-agarwal" source="Orion">Dr Sangeet Agarwal</keyword>, consultant, Head and Neck Onco Surgery at the hospital, "During the last so many years of practice, I have operated more than 250 such cases of huge thyroid tumours but this was a unique case in terms of weight and size, wherein the normal butterfly-shaped thyroid gland, which normally weighs 10-15 gm and is of 3-4 cm size, became larger than a coconut with a size of 18-20 cm." He said the biggest challenge was to save the voice of the patient while removing the tumour. The bilateral vocal cord nerves were saved successfully, he added. The trachea (wind pipe) was compressed due to which a special technique for anaesthesia had to be applied, the doctor said. "In such types of huge tumours, preservation of calcium and maintaining parathyroid glands is also a big challenge. We were able to successfully preserve all four parathyroid glands," he said. Rishabh Pant to donate match fee towards rescue operations in Uttarakhand

It is an irony that the river that has always been considered the holiest for the Hindus and whose banks held the most profound form of knowledge is also one of the most polluted water bodies in India. River <keyword id="6357202" type="ORGANIZATION" weightage="100" keywordseo="Ganga">Ganga</keyword> is considered the ultimate cleanser of sins while her banks hold spiritual experiences for a practising Hindu. At least, people do believe it to be so. 
 
That is till they visit the river to get rid of their sins. But one look at the River Ganga is enough to understand that we would better retain our sins within ourselves. If getting rid of our sins means courting some serious skin diseases, keeping them might be a feasible solution. After all, we do commit sins now and then, and cleansing them is going to cost a lot – physically, mentally and medically! 
 
On a serious note, talks of cleaning the River Ganga are getting more serious and louder by the day. What was started by the former Prime Minister Rajiv Gandhi, way back in 1985, has always remained in debates and discussions, without any effective action plan in place. 
 
But between then and now, much water has flown under the bridge and a huge amount of human debris has been dumped, too. The half-burnt bodies float on the surface like they always did. But then, that’s the sacrifice the river has to make to keep her worshippers off the sins they have committed. 
 
According to recent estimates by the Central Pollution Control Board (CPCB), fecal coliform levels in mainstream Ganga have shot up much above the acceptable levels since years. And the stretch of the River Ganga that remains polluted is said to be well beyond 2,500 km. It starts from Gangotri where the religious ceremonies take place and goes up to Diamond Harbour. 
 The highly oxygenated upper stretches are not spared from pollution either. It is a surprise that the river has not dried up yet, as a result of such action. Places like <keyword id="146132" type="UNKNOWN" weightage="100" keywordseo="Rudraprayag">Rudraprayag</keyword> and <keyword id="697497" type="UNKNOWN" weightage="100" keywordseo="Devprayag">Devprayag</keyword> leave the river increasingly polluted, thanks to the religious tourism and the mindless urban travellers always in a hurry to cleanse themselves. 
 
Ganga absorbs as much as 3,364 litres of sewage on a daily basis apart from the regular dumping of burnt dead bodies, flowers from religious offerings and discarded clothes. Then there is a large amount of plastic in various forms, dumped by tourism-promoting hotels and mindless travellers. 
 The <keyword id="68133" type="UNKNOWN" weightage="100" keywordseo="Ganga-Action-Plan">Ganga Action Plan</keyword> (GAP) has been receiving money for a long time, but the operations were not sustainable enough to keep the river clean of pollutants. 
 
The key here is not just cleaning the River Ganga. It is not a one-time operation or a permanent solution. The government is simply pumping in more and more money into Ganga cleaning operations, but environmentalists have been warning us throughout that it will not resolve the issues in the long run. They say the operation has to be a mammoth exercise only in the beginning, with effective cleaning practices being strictly imposed and followed in the subsequent phases. 
 
The focus should be on a few key areas. Once we have enough water to carry out the operations, the ‘need’ is to filter the water from this point to dilute and assimilate waste from the water. Another stage will be to implement sustainable methods of treating the waste that is currently being released into the river. Making policy-level decisions to stop industries from releasing effluents into the river is of great importance as the ‘Clean Ganga’ operations have to reach a level of participation from those who are abusing it. 
 
Although religious institutions make for a small yet considerable part of the groups that are polluting the river, it has to receive a complete buy-in from all the parties concerned – the Ganga now needs their help to stay clean. 
 
After all, changing a few practices to save the Ganga (an integral part of the Hindu psyche) for future generations is something that could go a long way in protecting the river and its tributaries. No matter how significant our beliefs are, the cost of treating a water body, polluted with dangerous waste, is simply much higher than maintaining the cleanliness. And the cleanliness can be maintained with people’s understanding and active participation. 
 
In fact, simple economy would be enough to understand this. If rivers have enough clean water for dilution, cities need to spend less on hardware and energy for water treatment. If this can be reduced over a period of time, the assimilative capacity of the river for self-cleaning the waste will surely improve, thus benefiting both humans and the nature. 
 
Moreover, instead of expecting the upper riparian states to release more water (in the absence of water-sharing agreements, as of now), states can become self-sustainable by building checkpoints to collect the rainwater, to be used for river waste dilution. This can also increase the water table in the area. 
 
Therefore, when the exercise of cleaning the Ganga is undertaken, it should also change the way we look at the river. Until then, governments can keep pumping in money without the people taking any responsibility for the project.

Cleaning River Ganga Is Not A ‘One-time’ Operation

Even in this age of jet travel and space tourism, highways hold an irresistible charm for travellers out to have an up, close and personal experience of the wide roads stretching ahead for miles, uninterrupted views of a breathtaking landscape, the occasional flyways and the not-so-familiar villages and towns rushing by.  Starting from FY2012-13, the <keyword id="44734" type="ORGANIZATION" weightage="80" keywordseo="Indian-Government">Indian government</keyword> will be also putting $17 billion over the next five years, being sourced through public-private partnership (<keyword id="6361580" type="COMPANY" weightage="100" keywordseo="PPP">PPP</keyword>) road projects. This will be used by the <keyword id="87432" type="ORGANIZATION" weightage="100" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> (<keyword id="49448" type="ORGANIZATION" weightage="100" keywordseo="nhai">NHAI</keyword>) for the planned series of <keyword id="174913" type="ORGANIZATION" weightage="100" keywordseo="BOT">BOT</keyword> (build, operate and transfer) highways. In spite of several bottlenecks, the NHAI has set up impressive targets and aims to develop 20 km/day, in a bid to fast-track the country’s <keyword id="2034194" type="UNKNOWN" weightage="100" keywordseo="Road-network-expansion">road network expansion</keyword>. 
 As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. As of now, most of the expressways in India are 6-8 lane <keyword id="120837" type="UNKNOWN" weightage="100" keywordseo="toll-roads">toll roads</keyword> and cover a total distance of nearly 1,208.19 km. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. Another massive programme is also under way to expand the network and the Indian government plans to add an additional 18,637 km of expressways by 2022.

In North India That Fulfil Your Need For Speed

<ul><li>The vessels will operate in shallow waters.</li><li>13 standardised designs already ready with IWAI.</li><li>Deployment of fairway to carry at least 1500 tonnes on the river <keyword id="6357202" type="UNKNOWN" weightage="20" keywordseo="Ganga">Ganga</keyword>.</li></ul>India is all set to launch its first inland water vessel. <keyword id="537012" type="ORGANIZATION" weightage="20" keywordseo="Inland-Waterways-Authority-of-India">Inland Waterways Authority of India</keyword> (IWAI) is ready with 13 standard designs for the vessels, which will be operated in the Ganga river between <keyword id="6357203" type="UNKNOWN" weightage="20" keywordseo="Varanasi">Varanasi</keyword>, in Uttar Pradesh and Haldia, in West Bengal. The vessels will be used to transport goods. The government is in the final stages of finalising the vessel. The vessels will be able to operate in shallow waters, without polluting them, since they run on cleaner fuels and the latest technologies. A senior official stated that these vessels will be able to operate in shallow waters of 2-3 meters which will decrease the load on road and rail transport. “These vessels will be 45 meters wide and will be able to carry 2000 tonnes of goods which can be translated to 140 truckloads,” an official <a href="https://www.indiatoday.in/mail-today/story/government-nearly-done-finalising-india-s-first-marine-vessel-to-transport-goods-1223812-2018-05-01">report</a> stated. This will not only decongest the highways but also save fuel and reduce air pollution. Water taxis are also being planned for the Yamuna, which currently doesn’t allow passenger boats to be used due to excess silt deposits. This will decongest the National Capital Region, which is the need of the hour after most of the experiments to do so have failed. Moreover, they can be manufactured in India as part of the make in India initiative. The designs are being drafted by a German firm. They will be finalised by next month. The project will involve the deployment of a fairway to enable commercial navigation of at least 1500 tonne capacity on the Ganga. The project covers the river between UP and West Bengal, covering Bihar and Jharkhand on the way. The trial run of the two Cargo vessels from Varanasi on National Waterway-1 (NW-1) was flagged off by Nitin Gadkari in August 2016. The Cabinet Committee of Economic Affairs, headed by the Prime Minister Narendra Modi, had green lit the implementation of the <keyword id="2818636" type="PERSON" weightage="20" keywordseo="Jal-Marg-Vikas-project">Jal Marg Vikas Project</keyword> (JMVP) for capacity augmentation on 1380 km Haldia-Varanasi stretch of NW-1 at a budget of Rs 53.73 billion with assistance from the World Bank. The project will be completed by the year 2023 and is expected to generate employment on a large scale. The project will primarily result in infrastructural development in multimodal and intermodal terminals, Roll-On-Roll-Off (Ro-Ro) facilities, ferry services, navigational aids and goods transport services. This will directly impact the socio-economic development in major cities and firms around its operational area.

The government has given nod to set up ‘<keyword id="2532822" type="UNKNOWN" weightage="20" keywordseo="Clean-Ganga-Fund">Clean Ganga Fund</keyword>’ (CGF), which will accept donations from for cleaning <keyword id="6357202" type="ORGANIZATION" weightage="20" keywordseo="Ganga">Ganga</keyword>. This will be in addition to what the government had allocated for the ‘<keyword id="6377031" type="UNKNOWN" weightage="20" keywordseo="Namami-Gange">Namami Gange</keyword>’ (Integrated Ganga Conservation Mission) project in the budget for FY2014-15. 
 
Domestic donors will be entitled to avail tax benefits as per the rules. Foreign donors, too, may get tax exemptions wherever applicable. The government will also consider constituting ‘daughter funds’ in other countries such as USA, UK, Singapore and UAE. 
 "The fund will be managed by a trust to be headed by finance minister. The secretariat of the trust will be set up in the ministry of water resources under the mission director of the <keyword id="130364" type="ORGANIZATION" weightage="20" keywordseo="clean-Ganga">Clean Ganga</keyword> projects. It will be operated through a bank account by the Trust", said an official. The CGF will be used for the steps charted out under the 'Namami Gange' project. 
 
The government had set aside a fund of Rs 2,037 crore for the mission in this financial year. "The fund will be catalytic in nature and will identify and fund specific projects which could be pilot projects, R&amp;D projects, innovative projects or other focused projects. It will define specific and measurable objectives to form the basis for planning, funding, and evaluation," said an official statement.
