According to him, ONDC will not be limited to a few players but everyone in India - a person owning a small grocery store, a small electronics retailer or a restaurant owner - bringing millions of such people to the e-commerce marketplace and buyers will come from any consumer app. "Today, India has achieved financial inclusion in about seven-eight years with homegrown technologies like Aadhaar, UPI, QR code and more. ONDC to foster hyperlocal ecommerce business model in India: Nandan Nilekani

And the government’s Open Network for Digital Commerce (<keyword id="5862596" type="General" weightage="20" keywordseo="ondc" source="Orion">ONDC</keyword>) initiative, which seeks to democratise e-commerce, is likely to spur increased digital adoption by <keyword id="6393272" type="General" weightage="20" keywordseo="msmes" source="Orion">MSMEs</keyword>, says a report by Elara Securities. The report also shared a survey finding (published in June 2021) conducted by Bluehost, a web hosting solutions provider, that said Indian MSMEs are rapidly adopting digital payments over cash – 72% of payments were through the digital mode compared while cash transactions accounted for 28%. Not only are new small businesses embracing digitalisation, more and more existing MSMEs are going digital too. This is, however, far short of that achieved in countries like the US and China. The percentage of Indian MSMEs that turned online grew from 32% in FY16 to 55% in FY20, as per data from RedSeer. “To compare, in the US, 54% of small businesses used emails in 2017 and in China, 89% of the MSMEs were already digitally connected by 2015. This indicates significant growth headroom in terms of digital connections in India alone,” said a report by Elara Securities, adding that currently only 4% of MSMEs are truly digitally engaged, the report said. As per RedSeer, India’ MSME digital services market is set to grow six times in the next five years, taking the market opportunity from $1.5 billion to $9 billion by FY25, at a CAGR of 43%. About 73% of the growth is estimated to come from a surge in the number of digital businesses and 27% from higher average spend on digital services. ONDC to build digital backbone for MSMEs Covid forced many MSMEs to embrace digital. Now, there is a larger incentive for small businesses to go digital thanks to the government’s Open Network for Digital Commerce (ONDC) initiative. It provides opportunities for small businesses to grow via e-commerce, by connecting them with network partners – taking products digital. “ONDC is expected to expand the user base for all digital/e-commerce apps/platforms in a way similar to UPI, which revolutionised the payment industry and increased the overall usage of online payments,” said the Elara Securities report. The platform will make it easy for small businesses to take their service portfolio online and become digitally relevant to their customers. “With such growth headroom, ONDC may bring in more and more MSMEs into e-commerce’s fold and accelerate the shift from offline to online,” Elara said. There were 80.16 lakh registered MSMEs as on March 31, 2022 – contributing close to 26% to India’s gross domestic product (GDP). The sector generates about 12 crore jobs across industries/regions and is a major wealth creator at the grassroot level, as per the report. The <keyword id="118240" type="General" weightage="20" keywordseo="MSME-ministry" source="Orion">MSME ministry</keyword> plans to boost its contribution to the GDP to 50% by 2025. It also aims to double the number of MSMEs in the next five years with a focus on high-growth industries. “The sector holds immense potential in supporting India’s ambitious vision of a $40 trillion economy by 2047,” says a recent report by industry body Assocham. Improving credit growth Apart from the digital push, the government has been putting in all efforts to aid the sector’s quick growth through nuanced policy support. “Rural demand traction, improving MSME credit growth and manufacturing revival and supportive government/RBI policies are enabling a prolific seedbed for MSMEs,” said the report by Elara Securities. To give the sector a further boost, industry body <a href="https://www.businessinsider.in/business/news/reit-like-structures-loans-against-gst-filings-can-help-solve-msme-fundraising-problems-assocham/articleshow/98518295.cms">Assocham recommended that banks </a>can fund MSME working capital requirements against GST filings. “Banks could fund working capital requirements against GST filings, which are more reliable quantitatively, as compared to collateralized loans. This would not only enable MSMEs easy access to funds but also spur formalisation through GST registrations,” Assocham said. The industry body also added that the government could come up with a structure similar to real estate investment trusts (REITs) and infrastructure investment trusts (InVITs) to lend specifically to MSMEs via pooling funds. Digitalisation, credit growth, government policies to drive MSME growth, say experts

It would create a new, equal-level playing field for the e-commerce landscape, which is currently dominated by international players Amazon and Flipkart. Open Network goes beyond the current platform-centric model where the buyer and seller must be part of the same platform/ application to enable transactions between them. By moving away from platform-centric models to an open network, ONDC intends to stop digital monopolies. Currently, Amazon and Flipkart have end-to-end control over the entire e-commerce ecosystem which includes seller onboarding, customer acquisition, order fulfillment, payment, returns and complaint redressal. Imagine a platform that not only shows products from Amazon, Flipkart and Meesho under one umbrella, but also from all your local kirana stores. That’s exactly what the open network intends to do. With an open network, smaller players will also have access to Amazon or Flipkart controlled data. ONDC, therefore, aims to support MSMEs and small traders and help them get on online platforms. Snapdeal is the first e-commerce platform to get on the open network. E-comm platforms Dunzo and Ekart have also partnered with ONDC. How does ONDC work? Not only will the open network enable smoother transactions and online buying experience for consumers, it would also digitize the entire value chain and improve efficiencies in logistics for sellers. Small merchants will be able to skip separate lists of mandates and commissions for every platform they join. With ONDC, retailers will have access to processes and technologies that are deployed by e-commerce giants such as Amazon and Flipkart. It would also mean better discoverability for all retailers and enhance transparency in pricing. Silos will be broken down and an open list with delivery partners, aggregators, customers, restaurants, and logistic providers will be put together. According to the government, “ONDC will ensure confidentiality and privacy of data in the network. ONDC shall not mandate sharing of any transaction-level data by participants with ONDC. Will work with its participants to publish anonymized aggregate metrics on network performance without compromising on confidentiality and privacy.” When was ONDC announced? An initiative by the Department for Promotion of Industry and Internal Trade (DPIIT), ONDC would enable both sellers and buyers to be digitally visible and transact through an open network, regardless of what platform or application they use. The initiative was announced by a nine-member advisory council that included Infosys co-founder and chairman Nandan Nilekani, National Health Authority CEO R S Sharma, QCI Chairman Adil Zainulbhai, National Payments Corporation of India CEO Dilip Asbe and others. Microsoft onboards ONDC to launch shopping app for Indian consumers

The report also terms extreme operational complexity as the roadblocks for ONDC. "With its primary focus of enabling e-commerce for small retailers and MSMEs, ONDC has the potential to enhance retail digital penetration in the country at an even faster pace than what was seen during the COVID lockdowns. The network will enable a wider customer catchment to small retailers and direct customer access to MSMEs, creating millions of million-dollar businesses," said the report. Using an open source protocol, ONDC switches the approach from closed platforms to a network that creates interoperability across all on boarded applications, says the report. "This interoperability enables unbundling, which allows all participants to play to their strengths -- a banking app with millions of consumers focuses on boarding/engaging consumers while a SaaS provider for online sellers handholds the sellers. Further, the buyers get to stick to their app of choice for accessing a broad selection while sellers do not need to spend time and capital in working with multiple platforms in silos. Overall, this can drive capital efficiency for the players, helping them achieve profitability," said the report. As per the report, the roadblocks to success of ONDC include solving the chicken and egg situation between supplier and buyer on boarding, customer complaints redressal (as a fragmented process also creates gaps for the process to fall through), competition issues in case the large incumbents or massive brands are on boarded as well as those related to data privacy and ownership. "Looking at <keyword id="6358921" type="General" weightage="50" keywordseo="upi" source="Orion">UPI</keyword> evolution, ONDC might also need to decide on its positioning as a non-regulatory authority or becoming a rule-setting body in order to ensure that the network remains fairly attuned for the small retailer to not get marginalised," said the report. Open Network for Digital Commerce (ONDC) has been incubated with the primary purpose of supporting grassroots-level entrepreneurship and digitising small, local retailers by making them a participant in India's e-commerce revolution. ONDC is pursuing an open protocol approach that drives interoperability between all onboarded platforms and, hence, lowering the entry barrier for a retailer to sell online. This allows a consumer on any app of his/her choice to buy from any seller across the network even if the seller might not be onboarded on the app that the customer is using. "We appreciate this move by the Indian government to take the digital revolution across the nook and corner of the country and believe that this could be a massive driver in taking India's digital penetration in retail from the current 5-7 per cent to almost 20 per cent in the next 5 years (current IBEF estimate is of 19 per cent by 2030)," said the report.
