SIMPLY PUT: There may be no tax cuts but cooking oil, food products and apparel may get cheaper

Move aside Olive oil, Canola Oil and all other varieties of <keyword id="44868" type="UNKNOWN" weightage="80" keywordseo="cooking-oil">cooking oil</keyword> considered high-end or premium. A very unassuming variety of cooking oil has recently taken over the mantel of India’s most expensive edible oils. <keyword id="112445" type="UNKNOWN" weightage="80" keywordseo="groundnut-oil">Groundnut oil</keyword> has become the most expensive cooking oil in India, backed by growing consumption of <keyword id="110639" type="ENTERTAINMENT" weightage="80" keywordseo="peanuts">peanuts</keyword> as table nuts in the form of savouries, as an accompaniment with liquor, snack bars and rise in exports. 
 
Reflecting the rise in demand, farmers are expected to increase groundnut planting by about 15% to 20% in the current kharif season. 
 
Technically speaking, sesame oil is the most expensive vegetable oil in India. But since it is used in very small quantities for direct cooking, groundnut oil remains the most expensive. 
 
The wholesale rate of groundnut oil is Rs 90 per kg while sesame oil is Rs 125 per kg. The retail prices of both the oils are about Rs 135 per litre and Rs 250-Rs 280 per litre, respectively. 
 
The rate of decline of area under groundnut between FY08 and FY14 was -1.5%; the output went up due to increase in productivity. "Direct consumption of peanuts as accompaniment with liquor has been growing as it is the cheapest nut," said BV Mehta, executive director, Solvent Extractors Association of India told the Economic Times. 
 "Groundnut has been increasingly used for direct consumption as table nut as it is the cheapest among all the nuts, but there's no commensurate increase in their production," said Kishore Tanna, chairman, Indian <keyword id="6378870" type="UNKNOWN" weightage="80" keywordseo="oilseeds">Oilseeds</keyword> and Produce Export Promotion Council. According to the third advance estimates, India produced 66.4 lakh tonne of groundnut in the 2014-15 season. 
According to the processing industry, the kernel yield is 70% of the total groundnut with shell. Thus the production of groundnut kernels in 2014-15 was 44.8 lakh tonne. Of this, 7 lakh tonne kernels went for exports, 7.5 lakh tonne for sowing, and 18 lakh tonne for direct domestic consumption. 
 
As against groundnut, sesame sesame production is only 7.5 lakh tonne, of which 3 lakh tonne goes for exports and about 15,000 tonne for sowing, leaving a very small portion for production of sesame oil. 
 
According to industry estimates, the area under groundnut had declined in 2014-15 to 37.25 lakh hectare from 43.20 lakh hectare in the year before. "Area had declined last year as farmers could not get even the minimum support price of Rs 4,000 per tonne," Mehta told ET. 
 
This year, however, industry expects farmers to shift from cotton to groundnut, especially in Gujarat, which accounts for half the country's total groundnut production, followed by Andhra Pradesh and Tamil Nadu. Govindbhai Patel, managing director, GGN Research, a Rajkot-based brokerage firm, said, "The area under groundnut can increase by about 4 lakh hectare to 5 lakh hectare this year." 
 
Indian peanut exports have increased to the Far East. According to Agricultural and Processed Food Export Development Agency (APEDA), groundnut exports increased from 5.35 lakh tonne in 2012-13 to 7.08 lakh tonnes in 2014-15. India ranks second in groundnut production in the world next to China. 
 
But it is not the top exporter like the US as most of the produce is consumed locally. "We cannot enter the European market as we have not been able to deal with the issue of aflatoxin contamination," said a leading Mumbai-based exporter requesting not to be identified. 
 
Apart from taste and price, nutritional parameters have been responsible for the growing consumption of peanuts.

Meet India’s most expensive cooking oil

The <keyword id="6354335" type="General" weightage="50" keywordseo="reserve-bank-of-india" source="Orion">Reserve Bank of India</keyword> (<keyword id="30067" type="General" weightage="100" keywordseo="rbi" source="Orion">RBI</keyword>) can argue its case strongly with the Central government as to why the <keyword id="22195" type="General" weightage="20" keywordseo="inflation" source="Orion">inflation</keyword> was not controlled at 4 per cent, said experts. The RBI's Monetary Policy Committee (MPC) will meet on November 3 to discuss what it would tell the Centre as to why it was not able to restrain the inflation. The RBI may also sound out the Central government as to the course of inflation as well as the reasons as to why it may be at the elevated levels. In <keyword id="3658" type="General" weightage="20" keywordseo="india" source="Orion">India</keyword>, the retail inflation rose to 7.41 per cent in September. Experts were of the view that a combination of global and local (glocal) factors -- geopolitical developments, crop production, reduction in crude oil production and the resulting price increase and depreciating rupee -- are expected to heat up the prices. The RBI on its part is trying to contain the inflation by increasing the repo rate -- the rate at which it lends to the banks. The central bank has increased the repo rate by 190 basis points in recent times and the last one was by 50 basis points last month. "There is a strong case for the RBI arguing that (a) inflation has primarily been caused by supply side shocks with global commodity prices having an impact (b) rupee depreciation has added to imported inflation (c) the RBI on its part was proactive in raising rates even between two policies as it did in May when it saw things were going out of hand post Ukraine war and (d) there have been some measures like increase in goods and services tax (GST) which has added to inflation that was happening in parallel," Madan Sabnavis, Chief Economist, Bank of Baroda, told IANS. "Therefore, there is an explanation as to why inflation was high. But the central bank has been acting to bring it down through the instruments it has like repo and CRR (cash reserve ratio). It has succeeded in lowering surplus liquidity too which can be proved," Sabnavis added. "The RBI can say that inflation is due to supply side constraints a nd excess liquidity," says K. Ramasubramanian, retired General Manager, RBI, and a forex advisor. "In addition, there was a huge sale of forex almost Rs 3 lakh crore to maintain the exchange rate. Inflation which was more than the target continuously for three quarters is estimated to come around 6 per cent by three more quarters. Interest rates (repo rate) have been increased almost 1.9 per cent. As such the MPC may only be constrained to say that the present steps taken need some more time for having a positive impact to reduce inflation. This is subject to the time inconsistency impact," he added. The RBI has scheduled the November 3 meeting of MPC under Section 45ZN of the RBI Act. As per the said Section, when the RBI fails to meet the inflation target, it shall send a report to the central government listing: (a) the reasons for failure to achieve the inflation target; (b) remedial actions proposed to be taken by it; and (c) an estimate of the time-period within which the inflation target shall be achieved pursuant to timely implementation of proposed remedial actions. As per the RBI Act the MPC shall determine the Policy Rate required to achieve the inflation target. Further as per the RBI Act, the central bank shall organise at least four meetings of the MPC in a year. Announcing the credit policy RBI Governor Shaktikanta Das said: "There are also upside risks to food prices. Cereal price pressure is spreading from wheat to rice due to the likely lower kharif paddy production. "The lower sowing for kharif pulses could also cause some pressures. The delayed withdrawal of monsoon and intense rain spells in various regions have already started to impact vegetable prices, especially tomatoes. These risks to food inflation could have an adverse impact on inflation expectations." According to the RBI Governor, the Indian basket crude oil price was around $104 per barrel in H1:2022-23 and expected to be around $100 per barrel in H2: 2022-23. "Taking into account these factors, the inflation projection is retained at 6.7 per cent in 2022-23, with Q2 at 7.1 per cent; Q3 at 6.5 per cent; and Q4 at 5.8 per cent, with risks evenly balanced. CPI (consumer price index) inflation is projected to further reduce to 5.0 per cent in Q1:2023-24," Das said. However, one has to see the RBI's prediction as to crude oil prices ($100 per barrel) as the oil producing countries have announced a cut in their production and the international prices going up. Economists and common man have a different take on the RBI's expectations on inflation. "Presently inflation does appear unlikely that it will move downwards for two sets of factors. The increase in oil price and rupee depreciation has potential to increase imported inflation," Sabnavis had told IANS earlier. "Second, there have been some shortfalls in kharif production which will mean an increase in prices. Also the late withdrawal of rain has affected vegetable crops and also adversely affected the harvest of rice and oilseeds in some regions." The reduction in sown area for rice and pulses during Kharif season is expected to feed inflation in the coming months. The overall sown acreage for the Kharif season has declined by 0.8 per cent at the end of September 30, 2022 as compared to last year, the Bank of Baroda said in a recent report. "The inflation rate will be 6.5-7 per cent in FY23 and 5.5-6 per cent in FY24," Sabnavis had remarked. The RBI Governor had said the communication with the central government is a privileged one and it will not made public by the Bank. Das also said there no legal stipulation on the frequency of the communication between RBI and the government. He had earlier said the inflation rate is expected to come down to four per cent in two years time. There are many uncertainties. The RBI has pegged the inflation rate at 6.7 per cent for FY23. RBI can argue its case on inflation control say experts

To promote smart farming, the government promotes startups in the agriculture sector and nurtures agri-entrepreneurs. The 'Per Drop More Crop' component of the Pradhan Mantri Krishi Sichai Yojana (PMKSY-PDMC) aims to increase water use efficiency at the farm level through micro irrigation technologies like drip and sprinkler irrigation systems. PMKSY is a scheme initiated by Prime Minister Narendra Modi. The <keyword id="87560" type="General" weightage="20" keywordseo="Indian-Council-of-Agricultural-Research" source="Orion">Indian Council of Agricultural Research</keyword> (ICAR) promotes innovation, extension and education in agriculture. A total of 1,575 field crop varieties were released for different agricultural crops during 2014-21. During 2014-21, 91.43 crore agri-advisories were provided to farmers through mobiles. ICAR developed 187 mobile apps on different farm and farmer related services during 2014-21. The agriculture sector plays a vital role in enriching India's economy. Agriculture accounted for almost 17.8 per cent of India's Gross Value Added (GVA) in 2019- 20. According to the World Bank's collection of development indicators, employment rate in the Indian agriculture sector stood at 41.5 per cent in 2020. From a socio-economic standpoint, agriculture is a vital sector which requires focus and awareness at all levels. According to India Brand Equity Foundation, the rising population and changing diets have created a huge pressure on land in India. Farmers are struggling to keep up as crop yields level off, soil degradation rises, water shortage increases, biodiversity declines, and natural calamities become more frequent. Furthermore, agriculture accounts for almost 14 per cent of India's total greenhouse gas emissions. In the meantime, the NITI Aayog (erstwhile Planning Commission of India) conducted a study entitled "Efficacy of Minimum Support Prices on farmers", in 2016, which found, among other things, that MSP declared by the government has encouraged 78 per cent of the farmers covered under the study for adopting improved methods of farming such as high yielding varieties of seeds, organic manure, chemical fertilizer, pesticides and improved methods of harvesting etc. Additionally, oilseeds, pulses and copra of Fair Average Quality (FAQ) are procured from registered farmers under Price Support Scheme of the umbrella scheme of Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA), as per its prescribed guidelines. The Indian national Budget for 2018-19 had announced the pre-determined principle to keep Minimum Support Price or MSP at levels of one-and-half times of the cost of production. Accordingly, government has increased the MSPs for all mandated Kharif (including wheat), Rabi and other commercial crops with a return of at least 50 per cent over all India weighted average cost of production from the agricultural year 2018-19. Moreover, India's National Crop Insurance Portal (NCIP) is the only source of enrolment for Pradhan Mantri Fasal Bima Yojana (PMFBY), on which farmer applications from various designated sources including banks/financial institutions are entered. Specific cut-off dates have been prescribed for enrolment of farmers, debit of premium, remittance of farmers' premium to concerned insurance company and uploading of data of farmers on NCIP. The <keyword id="603825" type="General" weightage="20" keywordseo="Ministry-of-Food-Processing-Industries" source="Orion">Ministry of Food Processing Industries</keyword> (MoFPI) has been incentivising setting of food processing industries through central sector umbrella scheme �Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) and centrally sponsored scheme �PM Formalization of Micro Food Processing Enterprises (PMFME) scheme across all the country. The government announced that 5% of the annual collections under the Universal Service Obligation Fund will be allocated to improve broadband and mobile service penetration in rural India. This move will allow Fast Moving Consumer Goods (FMCG) brands and all businesses to cast their net a little wider in rural areas via mobile services. The government’s plan to expand the National Highway network by 25,000 KM, the Gati Shakti plan to strengthen seven engines of infrastructure, the launch of 100 new cargo terminals, will further open up new roads for brands and improve logistics efficiency. It will also create new job opportunities in rural areas, improving consumption and demand. The finance minister also mentioned that the government intends to pay ₹2.7 lakh crore worth of minimum support price (MSP) direct payments to wheat and paddy farmers. The government is also looking to deploy drones for agriculture monitoring, crop assessment, digitisation of land records and spraying of insect pesticides. These initiatives will help boost rural incomes and aid the growth of FMCG companies. The Union Budget aims to facilitate ease of doing business and give a push to consumption by providing employment opportunities, improving infrastructure, focusing on technological advancement and accessibility. Here’s how these subsidies for rural India will pave the way for FMCG growth: Mayank Shah, Senior Category Head, Parle Products: First of all, putting money in the hands of consumers really helps, so they go out and buy products. So that was more on the front of ensuring that the demand remained robust given that we have gone through two years of pandemic. That was something that industry expected, either by tax cut, or by increasing the slabs tax brackets or by probably increasing the standard deduction limit. Those were the things that we expected but not much has been done there. However, on the second front of job creation, the government has done a lot. The budget talks about seven engines driven by PM GatiShakti that will definitely boost employment and increase the number of jobs. The budget also talked about 60 new jobs to be created in the next five years. That is relatively a longer process compared to the first expectation which was putting money in the hands of consumers, which would have yielded immediate results. A 20,000 crore boost in transportation infrastructure will definitely help in terms of job creation going forward. Another thing the government would have ensured on the rural front was increased allocation to MGNREGA or direct benefit transfer. In Fact they chose the other way. In terms of rural demand, when you're talking about putting money in the hands of rural consumers by increased MSP and increased MSP allocation, it is also going to have an impact on the inflation because if you increase the MSP, that eventually is going to increase the cost of agri products, primary inputs in food processing. So procurement is going to be increased. The current challenge ahead of most FMCG companies, which is managing inflation, probably would be aggravated, so I consider it to be neutral. Probably placing this money in the hands of consumers through MGNREGA or DBT would have ensured demand to remain robust. This year's Union Budget lays forth a vision for India at 100 years. The Government is leading from the front by raising public sector spending to keep the economic recovery on track. Digitization combined with infrastructural creation will accelerate economic development, stimulate innovation and entrepreneurship enhance living standards while keeping sustainability at its core. We didn't anticipate the industry to take centre stage because several schemes for the FMCG sector have already been implemented in recent years. However, the mention of a rationalised strategy to improve domestic oilseed production and minimise reliance on imports was welcomed. This appears to be a growth-oriented budget as efforts are being made to reduce compliance burdens and improve ease of doing business. The Budget has given an extension of the ECLGS Scheme which would provide much-needed help to the MSME sector especially the hospitality and related food processing segments. Union Budget 2022-2023: Here’s how FMCG brands reacted to the budget

Mumbai, Jan 13 () The production of coarse grains, pulses, oil seeds and sugarcane is expected to decline in the summer season of 2019-20 due to late monsoon and erratic and heavy rains later, according to a report.
 In the current assessment, coarse grains, pulses, oil seeds and sugarcane have marginally pushed themselves further in the negative region with an expected decline of 14.14 per cent, 14.09 per cent, 53.31 per cent and 11.07 per cent over the last estimate, respectively, according to a report by the National Bulk Handling Corporation (NBHC).
 "The monsoon rains had been 110 per cent over its long term average (LPA) with maximum in central India followed by southern Peninsula, northwest and northeast, respectively," NBHC head - Research and Development, Hanish Kumar Sinha said.
 Widespread floods were seen in 13 states between late July and early August 2019, due to incessant rains which caused significant dent on the acreage and production of several kharif crops, he said.
 "As per our assessment, sowing of rice and pulses has been most hit in West Bengal, Bihar, Jharkhand, Assam, Chhattisgarh, Odisha, Uttar Pradesh, Rajasthan and Maharashtra. After the floods receded, the sowing recovered and things started to approach to normalcy, though the entire kharif season has been delayed by about 20 to 25 days," he added.
 The real deterrent for the kharif crop came with post monsoon rains, which exceeded by 32 per cent and had maximum impact in the northwest region (121 per cent excess) and the central India region (64 per cent excess).
 According to the report, rice production in 2019-20 is expected to decline marginally by 8.21 per cent over the last year while maize is expected to decline significantly by about 11.86 per cent over the last year.
 However, jowar is likely to improve by 1.07 per cent over while Bajra is expected to decline by 1.98 per cent.
 Production of moong is projected to drop significantly by 27.38 per cent over last year, urad 18.38 per cent and tur by 10.47 per cent mainly due to crop damaged in Rajasthan, Maharashtra, Karnataka and Madhya Pradesh.
 Therefore, in the current year, there is going to be a significant shortfall in overall kharif pulses availability owing to long spell of unseasonal rains in October and November, the report opined.
 Total oilseeds (soybean, groundnut, castor seed, sunflower, sesame and niger seed) production is estimated to be 162.18 lakh tonne, which is 23.78 per cent lower than the last year's production of 212.77 lakh tonne.
 Soybean output is expected to dip significantly by 32.27 per cent and groundnut is expected decline by 9.57 per cent due to excess rains in Madhya Pradesh and Maharashtra towards the end of monsoon.
 Other oil seeds like sunflower to dip by 30.61 per cent and sesame by 21.48 per cent.
 In the cash crops, sugarcane output is estimated to drop significantly by 21.98 per cent while cotton is expected to increase marginally by 3.28 per cent owing to favourable growing conditions, it added. SM RUJ MR
