Bhubaneswar, Feb 8 () Odisha Chief Minister Naveen Patnaik on Saturday assured all support to Adani Group which has shown interest in investing in different sectors in the state. The company has already expressed interest to invest in logistics, industrial park, new age technology and metal industries in the state. The assurance was given by the chief minister when he met the Group's chairman Gautam Adani at the Naveen Niwas, Patnaik's residence here. They discussed Adani Group's investment plan in different sectors in Odisha, sources said. Patnaik also invited Adani to the state's biennial industrial event, 'Make in Odisha Conclave 2020', scheduled to be held in November-December. The Group, one of India's largest business conglomerates, has already been running an all-weather port at Dhamra in Odisha's Bhadrak district and also started work on the LNG terminal and an LPG terminal.  Every year, states on India's eastern coast, especially Andhra Pradesh and Odisha, witness similar storms and often, they end up being devastating. A similar cyclone, but much more destructive, with a wind speed of 300 miles per hour had struck Odisha.  The Eastern Naval Command (ENC) is on high alert to render necessary humanitarian assistance, a Navy spokesperson said on Tuesday. Indian Naval ships at Visakhapatnam and Chennai are on stand-by to proceed to the most affected areas to undertake Humanitarian Aid Distress Relief (HADR), evacuation, logistic support including providing medical aid. These ships are embarked with additional divers, doctors, inflatable rubber boats and relief material that include food, tents, clothes, medicines and blankets. Naval aircraft are also on stand-by at the Naval Air Stations INS Rajali at Arakkonam, Tamil Nadu and INS Dega at Visakhapatnam, Andhra Pradesh, to undertake reconnaissance, rescue, casualty evacuation and air drop of relief material to the stranded if required, the spokesperson added. The ENC is closely monitoring the developments in the Bay of Bengal and Flag Officer Tamil Nadu and Puducherry Naval Area (FOTNA) and Naval Officers-in-Charge (Andhra Pradesh) and (Odisha) are in constant communication with respective state administrations. In fact, severe cyclones like Fani — although they can form at any time — normally occur in November, once the monsoon season is over. In fact, looking at cyclonic storms that have hit the Bay of Bengal between 1965 to 2017, only two of 46 ‘severe’ storms occurred in April.

 The head of the Indian Meteorological Department told <a href="https://www.thehindu.com/news/national/fani-is-indias-strongest-april-cyclone-in-43-years-say-meteorologists/article26995965.ece">The Hindu</a>, “This is a cyclone that’s forming due to the warming of the Bay of Bengal basin…with global warming we have to be prepared for such occurrences and take precaution accordingly.” Cyclone Fani is shaping up to be the biggest storm to hit the Bay of Bengal since 2008 according to the <a href="https://weather.com/en-IN/india/news/news/2019-04-30-cyclone-fani-live-extremely-severe-storm-odisha-west-bengal">Weather Channel.</a> And, it’s heading towards the state of Odisha at 190 kilometers per hour. Sarat Chandra Sahu, the Director of the Center for Environment and Climate at the SOA University told <a href="https://indiaclimatedialogue.net/2018/10/17/cyclones-buffet-odisha-as-temperatures-rise/">indiaclimatedialogue</a>, “Because of global warming, sea surface temperature remains higher in the Bay of Bengal leading to generation and intensification of cyclonic systems. The southern coasts of Odisha experience cyclonic storms more frequently since Phailin cyclone of 2013.”

 Ajay Singh, a climate change researcher with the Indian Institute of Technology Bombay, agrees in his study published in <a href="https://www.sciencedirect.com/science/article/pii/S2212670812000437#">Science Direct</a> stating, “Overall, the impact of global warming on the climate of India is clearly visible in the form of increased frequency and intensity of most of the extreme weather events.” The Indian Ocean, in particular has been warming faster than any tropical region on the planet over the past century according to the <a href="http://www.climate.rocksea.org/research/indian-ocean-warming/">Climate Research Lab</a> in IIT Madras . And, so it ends up that the Indian Ocean is also the largest contributor to global ocean surface warming.

New Delhi, Jan 19 () Odisha expects work on the proposed Rs 53,700-crore integrated steel project at Jagatsinghpur in Paradip by Sajjan Jindal-led JSW Group to start soon following successful conclusion of a public hearing, a state official said on Sunday.
 The consent of local people to the 12 million tonne per annum steel project holds significance as South Korean steel gaint POSCO had to abandon its proposed Rs 52,000-crore steel project at the same site due to stiff opposition from the local people.
 "JSW's hearing was conducted peacefully and successfully. That is a huge development. The integrated project has been passed unopposed with almost same investment that POSCO was looking ... that is a change ... We expect the work to start soon on Rs 53,700 crore JSW project Utkal Steel Limited project," IPICOL Managing Director Nitin B Jawale said.
 The Industrial Promotion and Investment Corporation of Odisha (IPICOL) is the single point of contact for all industrial investments in the state. 
 "The success of this public hearing paves way for the establishment of an Integrated steel plant of 12 MTPA capacity, 10 MTPA cement plant and a 900-megawatt captive power plant by the Sajjan Jindal-led group, on an area of 2,980 acre. An all-weather multi-cargo greenfield jetty with handling capacity of 52 MTPA is also part of the project," Jawale said.
However, sources told that JSW has not received the required 2,980 acres of land and th project will take time as formalities, including land handover, erection of boundary, will take time.
When contacted, JSW declined to comment sighting silent period. The company's financial results are slated for January 24.
Jawale said conclusion of peaceful public hearing is a positive development for Odisha and "a major milestone in its industrialisation efforts" as the proposed steel plant is on the same site where the Korean steel giant POSCO's project was envisaged and there was no opposition from the locals.
"The erstwhile opponents of the POSCO project have also welcomed the JSW project now, demanding an ideal rehabilitation and resettlement package from the state government. This development will also help dispel the prevailing misconceptions about this region and with a major port in the vicinity the Paradip in Odisha is poised for diversified industrial growth," he said.
 POSCO had entered into a pact with Odisha government in 2005 to set up more than Rs 50,000 crore steel unit but dropped the plan after facing stiff opposition from locals for more than a decade. 
The official also claimed that Odisha recently toppled Maharashtra in attracting new investments in the first half of this fiscal and "cornered 18 per cent of virgin investments drawn by all states in the country." 
He said through progressive policy interventions called VISION 2030 , the state aims to do more than 50 per cent value addition to the metal produced in the state by the year 2030, by attracting and grounding downstream industries in metal sector. NAM MR

'Fani' is likely to hit the state's coast in Puri district on Friday evening. Cyclone 'Fani', which has turned into an "extreme severe cyclonic" storm, is located around 225 kms south-southeast of Visakhapatnam and around 430 kms south-southwest of Puri, said the India Meteorological Department.

The India Interagency Expert Committee on Malaria and Climate (IEC) will consist of leading experts and researchers from health, climate and technology fields who will help define and operationalise sophisticated climate-based malaria prediction tools that will be tailored to the Indian context to further propel progress toward the country's goal of eliminating malaria by 2030. "We are excited to identify a new, multidisciplinary application for our high-quality climate data services. Malaria is one of India's most pressing health concerns. By combining meteorological information with the information from the health sector, we can examine micro-trends and predict malaria patterns, and accelerate our national progress towards its elimination. The Interagency Expert Committee announced today will function as a highly effective platform to accomplish this objective," said Mrutyunjay Mohapatra, Director General of Meteorology, IMD, Government of India, in a statement. The ICMR will provide the scientific rigour quintessential to develop robust and scalable use cases to combat the vector borne diseases. "The impact of climate change has emerged as a major threat to the very existence of the human race. At the ICMR, we are working to combat the climate-sensitive diseases through a concerted national strategic action focused on climate and health. Vector borne diseases like Malaria are priority targets for action in the health-climate agenda. The relations between these disease and the climate variables have been extensively studied in the past, and it is time to apply these evidences to design programmatic solutions to accelerate India's progress against these diseases," added Manju Rahi, Scientist F and Deputy Director General of Epidemiology and Communicable Diseases, ICMR, Government of India. The IEC's launch is part of a global initiative -- Forecasting Healthy Futures -- to develop weather data-informed strategies and policies to improve health outcomes and accelerate progress against malaria and other deadly mosquito-borne diseases. The IEC will focus on improving models like the one Malaria No More developed in <keyword id="6357961" type="LOCATION" weightage="20" keywordseo="odisha">Odisha</keyword> state, which uses a multi-stakeholders and interdisciplinary approach to identify and prioritise areas of scalable and sustainable impact to improve malaria control and prevention. Malaria No More's weather-based prediction model is designed to produce data-driven solutions to guide planning of national malaria prevention campaigns, test and treatment interventions, advanced positioning of medical products, and the deployment of community health workers. The forecasting model uses advanced weather data, health information, and deep learning algorithms, and produces practical visualisation outputs for local decision-making in the pilot districts of Koraput and Malkangiri in Odisha.
