The Delhi Cheif Minister on Thursday said that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">Odd-Even Scheme</keyword> for transportation will be back in the State April 15 onwards for a period of 15 days till April 30. 
 
Making the announcement at a press briefing, Kejriwal said, “81% of Delhi’s citizens had voted for the scheme to be brought back, a key reason for the second test-phase.” There is also a plan under due consideration, where the odd-even scheme will be implemented every month for 15 days, a final decision of which will be taken only after widespread discussions with all stake-holders. 
 
He said, “One wheelers and school buses will be exempt from the scheme, since the Government doesn’t have a strong enough public transport system to support the scheme.” The Delhi Government said that for this new phase, 3000 extra buses will be added to ease the pressure on the citizens, despite statistics showing that in the previous phase during Jan 1-Jan 15, there was an increase of only 5% on bus commute and 0.4% on Metro commute. He said the statistics show the modus operandi employed by most citizens during the first phase was to car-pool. 
 
The Delhi Govt is also in advanced stage of discussions of creating an elevated BRT corridor for buses and cars separately, that could substantially cut down the travel time within the city. The plans for this elevated BRT corridor will be finalised in the next few weeks.

The city’s local government is implementing the ‘<a href="https://www.businessinsider.in/pollution-dipped-in-last-3-years-still-delhi-to-have-odd-even-scheme/articleshow/71145180.cms">odd-even</a>’ scheme, yet again, to try and battle the growing environmental threat. <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword>, Delhi’s chief minister, announced that the odd-even scheme will be in effect from 4 November 2019 to 15 November 2019. He also clarified that it will also apply to Delhi’s ministers and chief ministers. On the other hand, women-only vehicles, two-wheelers and cars carrying school children in uniform will be exempted. Violation of the rules under the odd-even scheme will result in a ₹4,000 fine for the offenders. India’s national capital is giving the ‘odd-even’ scheme another go to battle air pollution

<ul><li>Uber asked the Delhi government to allow them to use 5,000 bike-taxis during the odd-even scheme. </li><li>As of now, regulations do not allow bike-taxis to operate in Delhi. </li><li>The company also proposed to re-deploy 2,500 bikes from its food delivery network (UberEats) to work as bike-taxis. </li></ul> US-based ride hailing platform Uber has made a submission to the Delhi government offering use of 5,000 bike-taxis to improve first and last mile connectivity during the odd-even scheme to be implemented next month, according to sources. Currently, regulations do not allow bike-taxis to operate in Delhi. According to sources, Uber has made the submission to the Delhi government proposing to deploy 5,000 bike-taxis to help ferry one lakh commuters to and from Metro stations every week. The service is proposed to be offered for a fee of Rs 5 per ride, they added. The company, which competes with Bengaluru-based Ola, has also proposed to re-deploy 2,500 bikes from its food delivery network (UberEats) to work as bike-taxis during the odd-even scheme that will be implemented from November 4-15. Uber did not respond to e-mailed queries on the matter. A Delhi government official said a proposal was received from the cab aggregator but no decision has been taken on it as yet. One of the persons aware of the development said bike-sharing provides a huge opportunity to unlock the potential of shared mobility through optimal utilisation of existing vehicles on the road. The person said Uber, in its submission, has cited data that one out of two UberMOTO trips in Gurugram began or ended at a Metro station, while one in four such trips in Noida began or ended near a Metro station. The odd-even scheme has been proposed as part of a slew of measures to combat high level of air pollution in Delhi caused due to stubble burning in neighbouring states during winters. During the 12-day scheme, vehicles will ply alternately on odd and even dates as per their registration numbers. In the previous two experiments in January and April in 2016, a fine of Rs 2,000 was imposed on violators of the rule. In the past, two-wheelers and female commuters were exempted from the rule.

Uber wants to run bike taxis to go with Delhi's odd-even scheme

The next phase of Delhi government’s pollution and traffic control measure, the <keyword id="3162860" type="UNKNOWN" weightage="100" keywordseo="Odd-even">odd even</keyword> rule, is likely to be implemented; however, the government has decided to wait during the school exam season. 
 
"The ideal time would be after the exams. The implementation of the scheme will then not inconvenience children or their parents," an official concerned with the matter told ET. 
 
The government also wants to implement the scheme after the exams because then, school buses will also be available for the odd-even scheme, owing to the acute shortage of public transport buses in Delhi. 
 
When the plan was first implemented in January, Delhi government had requested schools to provide them with buses so that people can have more buses for public transport. However, out of 1000 buses required, only 300 were provided. 
 
This could also be a reason that the government wants to be cautious with the next phase of implementation.

Odd-even rule to strike back, but not until board exams end

On Saturday, the <keyword id="6354952" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Government">Delhi government</keyword> kicked off an exercise to get citizens' views on its proposal to launch the second phase of the oddeven scheme. Presence of people, however, was thin--only 50-60 residents turned up in densely-populated areas like Sewa Nagar and Jangpura. Questions such as who should be exempted, the days when the scheme should run and how soon it needs to be implemented were asked.Madan Lal, MLA, Kasturba Nagar, said, "Once the scheme is implemented, better regulations and strict enforcement of law should be in place. Pollution will have to be monitored regularly and the system should be more transparent." 
 
Constituencies where the exercise was carried out included Delhi Cantt, Kasturba Nagar, Jangpura, Greater Kailash, Malviya Nagar, Chhatarpur, Karol Bagh, Tilaknagar, Madipur, Wazirpur, Mundka and Nangloi Jat. 
 Chief minister <keyword id="260213" type="PERSON" weightage="80" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> had earlier claimed that the odd-even numberplate formula brought down the pollution levels by 25%. Initially, some experts had said its effectiveness on the city's pollution level could not be determined so easily without considering other factors like weather. On the other hand, a section of citi zens was in favour of the scheme as it helped reduce traffic congestions to a great extent. 
On Saturday , many people opposed the idea of giving exemption to single women and suggested that senior citizens should be exempted instead.However, M M Sharma, an elderly resident of Lajpat Nagar, said that exemption should be given to those who need it."Considering the safety and security of women, their exemption seems fair," he added. 
 Ritika Sareen, a Delhi University student said that for better implementation of the <keyword id="6830867" type="UNKNOWN" weightage="80" keywordseo="odd-even-scheme">odd-even scheme</keyword>, public transport needs to be upgraded. 
 
Citizens were, however, unanimous in condemning the VIP culture and were against extending any favour to this class. Rajinder Gulati, a shop owner in Bhogal Market, said, "Everyone should be treated equally and even twowheelers shouldn't be exemp ted from the scheme." 
 
Amandeep Singh who rides a two-wheeler every day said people from low income group can't afford to buy a second motorcycle, so they deserve the exemption. 
 
However, some citizens who came to give their feedback the exemption on two-wheelers should be lifted as they contribute to 32% of the vehicular pollution. Ishan Kaushik, a Class XII student, said that instead of two-wheelers, people should use bicycles to cover small distances, which would help cut pollution levels. 
 
Praveen Kumar, MLA of the Jangpura constituency , said, "The objective of the odd-even scheme was to make sure that our kids don't develop lung problems." 
 He added that the scheme was the first step in making people aware of the severe <keyword id="55910" type="ORGANIZATION" weightage="80" keywordseo="Air-Pollution">air pollution</keyword> in the city.

In the thick blanket of fog which engulfed Delhi in the morning today, several Delhiites clad in sweaters and ‘topis’ were seen riding bicycles to their offices.  While school students were seen walking and cycling on Delhi roads to promote the spirit, several Delhiites took to bicycles and public transport to commute. Delhi Chief Minister <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> led the cycle rally from the Delhi University campus to Chhatrasal Stadium in north Delhi. What is Delhi’s fourth Car Free Day comes following the recently concluded odd-even traffic scheme by the <keyword id="6354952" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Government">Delhi government</keyword>. People who have been asked to forego cars and opt for cycle or public transport to go to their offices in a bid to bring down pollution level and avoid traffic congestion, were unexpectedly seen observing the day in full spirit. They used additional DTC buses that were plying on the designated routes just for today. 
 
Delhi saw its first Car Free Day on 22 October last year when the transport department had held it between from Red Fort to India Gate. The next one was held in East Delhi's Patparganj area on 22 December.

The second phase of the odd-and-even scheme could be announced as early as next week. The <keyword id="66" type="COMPANY" weightage="80" keywordseo="Delhi">Delhi</keyword> government had on January 27 sought the opinion of citizens on bringing back the scheme. Chief minister <keyword id="260213" type="PERSON" weightage="80" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> is scheduled to return from Bangalore on Sunday and expected to go through the survey data on Monday, said sources. "A decision on when to conduct the next phase will be taken then," they added. 
 The survey, with a February 8 deadline, will form the basis for the decision. This will, of course, factor in the government's preparedness. However, earlier last month, transport minister Gopal Rai had said that the government had the infrastructure already in place and could implement the next phase as soon as the dates were decided. "One of the dates in the survey form for the next phase is Februrary 14, when the <keyword id="6356115" type="CITY" weightage="80" keywordseo="AAP">AAP</keyword> government completes one year in office. The announcement for the odd-even will, therefore, be made within the next few days," said the sources. 
 
The feedback from the survey so far is "very encouraging", claims the government. "The majority of respondents have voted for the return of the scheme and on a permanent basis," said the sources. The survey is being conducted in various modes. "The maximum responses have been received on phone, through missed calls and random calls made to citizens." Thousands have also written in, using the email id that had been provided (oddevenidea@gmail.com). Over a lakh responses have already poured in so far, added an official. 
 
The Delhi government will also be holding mohalla sabhas over the weekend - Saturday and Sunday - to get more feedback. "A referendum will be conducted over two days through mohalla sabhas in all localities. Around 280 sessions will be held," added the official. 
 
People have made various suggestions in the survey. The most popular one is ramping up the public transport infrastructure. From increasing the number of buses to putting more trains in the Delhi Metro system, the push public transport, said officials. Respondents have also suggested staggered office timings during the odd-even implementation. "There have been several suggestions for staggered timings, which the government could implement in its own offices immediately. The respondents have said that the government could also request private companies to follow this," said the sources. 
 
Many have also written in suggesting the government consider allowing people to change the number plates of their second car. This would still keep several cars off the road, according to the respondents. Imposing a heavy tax on the second car is another suggestion. 
 
Regarding the exemptions, if any, that the government should allow, many people have suggested doing away with the exemption being given to women. However, there has been a lot of support for exemption for senior citizens, said the official. "Several respondents have suggested exempting senior citizens as they may not be able to access public transport," said the official.

Delhi's odd-even scheme may return as early as next week!

Delhi Transport Minister <keyword id="6391020" type="PERSON" weightage="20" keywordseo="Gopal-Rai">Gopal Rai</keyword> on Saturday asserted that the government has no intention to take the road-rationing experiment odd-even formula beyond January 15 amid reports that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">odd-even scheme</keyword> may be extended,. 

	The pilot plan for cutting vehicular emission was launched on January 1.

	 Rai said that some confusion is also being spread that the plan was illegally imposed by the government, and claimed that under Section 115 of the Motor Vehicle Act, they have power to implement this scheme as such provisions were also made during the <keyword id="6354367" type="ORGANIZATION" weightage="20" keywordseo="Commonwealth-Games">Commonwealth Games</keyword> as per this law. 

	“Government is neither going to extend odd-even scheme beyond January 15 nor finish it before the 15-day trial period,” Rai said, terming some of media reports of extending the car-rationing scheme as “false”.
 

	He further said the traffic-restriction is just only for 15 days and after the trial period, government will study the data collected through it and will do a proper analysis, adding, it will then be able to take a final decision.
 

	Rai, who was at his residence held a meeting of Coordination Committee with officials concerned on the scheme, said from January 1-8, traffic police, transport and revenue departments have issued 5,893 challans for the violation of odd-even rules so far.
 

	“Out of these numbers, 2,912 challans were issued by SDMs and 2,260 by traffic police. Besides, enforcement wing of the transport department has issued 721 challans for violating odd-even rules so far,” he said.

	Apart from this, 1,943 challans were issued by the transport department to auto drivers for different violations including refusal to drive.
 

	The government has also received 13,528 calls on its two helplines in the last one week and most of them were related to queries about the scheme. Out of these calls, 395 were related to complaints against bus, auto drivers, and other issues.
 

	According to the minister, in view of traffic rush on some road stretches during peak hours, government has decided to deploy additional teams of transport department and traffic police to manage traffic there from Monday. The areas include, ITO, Ring Road, Outer Ring Road, Connaught Place, Mathura Road, Ashram, New Friends Colony, Nehru Place, Sarai Kale Khan, Hanuman Mandir Marg and Dhaula Kuan.
 

	“Government has also decided to do a close monitoring on the assigned works of civil defence volunteers. Teams of SDM have also formed in this regard,” he said.
 The fate of the odd-even vehicle scheme will be decided on January 11 by the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> which had yesterday reserved its order on various pleas challenging the AAP government’s ambitious pilot project which will continue till then. 

	A bench of Chief Justice G Rohini and Justice Jayant Nath reserved the order after the Delhi government informed it that the pollution level of particulate matter across the national capital showed a declining trend due to implementation of the scheme.

Delhi govt decides not to extend odd-even scheme beyond January 15

On the eve of the roll out of ambitious odd-even scheme, Delhi Police Commissioner B S Bassi appreciated the initiative of the AAP government, saying any step which helps the environment cannot be a bad thing and asserted he will ensure full implementation of the vehicular restrictions. 
 

	The police chief said he had proposed to the Delhi government to allow women not having a driving licence or who do not know how to drive to travel with a male driver, considering safety the aspect, but it was shot down. 
 

	"Whatever we do, we always do it with full commitment. We never do anything half-heartedly. We never have any hesitation in working with anybody as long as something is required to be done as part of law enforcement. 
 

	"But we obviously will not be part of anything which is unconstitutional or illegal," the police chief told PTI clarifying doubts about police's commitment to implementing the scheme. 
 

	When asked whether the scheme was a good initiative by the Arvind Kejriwal-led governmnent with which Delhi Police have had frequent run-ins on a range of issues, Bassi said "Anything which can help preserve the environment cannot be a bad thing." 
 

	He said all motorists should comply with the provisions of the odd-even scheme and should not fake medical emergency to get exemptions. 
 

	"As long as the law, which I am supposed to enforce, has not been declared unconstitutional or ultra vires, I have no option but to enforce it. So as far as I am concerned, the notification which has been issued by the government is a valid law (for the odd-even scheme). So as a law enforcement officer, I shall be implementing the same," the police chief said. 
 

	On police's proposal to extend exemption to women travelling with drivers, he said "We thought in the interest of women safety that another exception could be made in favour of women travelling alone with a driver. 
 

	"This suggestion has not been accepted by the government. So now, If any woman travels with a driver, in violation of the scheme, such a driver shall be liable for prosecution," the commissioner said.

Will ensure full implementation of odd-even scheme in Delhi: Police chief BS Bassi

The ambitious odd-even scheme, set to roll out from January 1, will be applicable to all in Delhi except that it will have out of its ambit CNG-certified vehicles, two wheelers, cars being driven by women drivers and those carrying the differently abled. 
 Chief Minister <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> said the scheme has received all the necessary approvals and a notification for its implementation would be issued next Monday. Violators would attract a penalty of Rs 2,000, he said. 

	The car rationing scheme would be applicable from 8 AM to 8 PM on all days except Sunday and on cars with NCR and other states' registration number plates, Kejriwal said. 
 

	Cars being driven by a woman alone or even while being accompanied by children up to the age of 12 would be exempted while cases of medical emergencies would be treated on "basis of trust", the CM said. 
 

	Kejriwal also read out a long list of VIP category vehicles, also to be exempted, including that of the President, Vice President, Prime Minister, Chief Justice of India, Union Ministers and Governors and Chief Ministers of states and Union Territories "except that of Delhi". 
 Vehicles bearing defence ministry number plates and those of <keyword id="3182768" type="UNKNOWN" weightage="20" keywordseo="Special-Protection-Group-Protectees">Special Protection Group Protectees</keyword> (SPG) would not be covered by the rules under which cars bearing odd and even numbers would ply on alternate dates till January 15. 

	Emergency and enforcement vehicles such as ambulances, fire brigade, police vehicles, transport department vehicles would be out of its ambit as well. 
 The Chief Minister, addressing a press conference at his residence, assured that <keyword id="6366797" type="CITY" weightage="20" keywordseo="Delhi-Metro">Delhi Metro</keyword> services would run at its peak frequency during the period would the regulations would be in force.

CNG vehicles, two wheelers out of Delhi's odd-even scheme ambit

Another 12% of residents say they will continue living but want to get away temporarily when pollution levels are higher. A staggering 57% of respondents said they have faced health issues because of pollution but haven’t seen a doctor yet, while 30% of respondents said they or a family member had seen a doctor or visited a hospital in the last three weeks because of air pollution. Only 13% said they had seen no impact of pollution on their family , said India Times the <a href="https://www.indiatimes.com/news/india/almost-35-of-people-in-delhi-ncr-want-to-permanently-leave-the-city-due-to-toxic-air-pollution-356650.html" data-type="tilCustomLink">report</a>. Several medical experts have warned residents in the region about the health risks of worsening air quality in the region, particularly the harmful effects of PM2.5 and PM10 particles that can cause damage in the lungs when inhaled. Over 100,000 children below the age of five have succumbed to health issues said <a href="https://www.businessinsider.in/toxic-air-killed-highest-number-of-children-in-india-in-2016-who-report/articleshow/66446692.cms">a WHO report. </a> Stop-gap measures More than half of the respondents seemed unprepared to cope with the pollution with air purifiers and masks with 56% of those polled saying they had neither. While <a href="https://www.businessinsider.in/indias-national-capital-records-very-poor-air-quality-ahead-of-festival-season/articleshow/66380366.cms">air purifiers</a> and air masks have flooded the market, many high quality ones that protect against the dangerous PM 2.5 particles remain expensive and out of reach for many. Air purifiers can range from ₹ 8,000 to ₹40,000. Unsurprisingly, only 8% of respondents said they had an air purifier. And only around 15% said they had face masks. And another 21% said they had both an air purifier and a mask. The survey polled over 12,000 citizens living in Delhi, Gurgaon, Noida, Faridabad and Ghaziabad. Delhi’s air quality improved from ‘severe’ to ‘<a href="https://www.businessinsider.in/indias-national-capital-records-very-poor-air-quality-ahead-of-festival-season/articleshow/66380366.cms">very poor</a> ’ category on Wednesday. Fed up of pollution, more than 35% of residents in India’s capital say they want to move out permanently: Survey

<ul><li>Delhi Chief Minister Arvind Kejriwal held a press conference today to say that Delhi citizens are not to be blamed for the city's drastic change in air quality.</li><li>He said that neighbouring states must be held accountable for the smoke from stubble burning that's deteriorating Delhi's air.</li><li>Kejriwal has asked Haryana, Punjab and central government to lay out a timeline and initiatives that they will take to counter the problem.</li></ul>Arvind Kejriwal, the Chief Minister of Delhi, held a press conference today evening to address the rising level of air pollution in India's capital. "We cannot curb pollution by abusing the citizens of Delhi. It's unfair to only blame them," said Kejriwal. He explained that while there is "deep concern" surrounding Delhi's air quality, neighbouring states also have to be held accountable. The air in Delhi has need a sharp decline over the last month. According to data shared by Safar India, Delhi's ranks 'severe' on the Air Quality India (AQI) with a PM count of 423. So far, this is the worst PM count of the season with PM 2.5 at 273 and PM 10 at 421. Putting the entire blame on the citizens of Delhi takes away from the seriousness of the issue, according to Kejriwal. Kejriwal also pointed out that while the air quality in Delhi has been drastically affected between September 30 to November 30, nothing in Delhi itself has changed. "It's not there are 1 crore more vehicles or that 10 lakh industries have come up over night. Only one thing has change and that is the fumes from stubble burning in neighboring states," he said. "We want specific timeline from the governments of Haryana, Punjab and the central government on immediate steps to deal with stubble burning," Kejriwal added. The odd-even scheme, Delhi ki Diwali initiative, banning the entry of trucks, restricting night-time construction and circulating masks are initiatives that are already underway. "We are already doing what we can to counter the problem, at least to address the things that are under our control... This is not to say that there isn't more to be done but Delhi citizens are doing their best," said Kejriwal. Weather experts are hoping that increased wind speeds starting tomorrow might help disperse the pollutants from the city. "The capital city must look like a capital," stated Kejriwal.
