As the tenure of Andhra Pradesh, Sikkim, Arunachal Pradesh, and Odisha assemblies will also end in June, these states will get an early taste of the ‘one nation, one election’ process, wherein voters will be casting votes for both Lok Sabha and assembly elections. <cmsannotation type="cmsannotation" annotationid="subhead" text="Model code of conduct kicks in">Model code of conduct kicks in</cmsannotation> With the announcement of election dates, the model code of conduct comes into immediate effect. Chief Election Commissioner Rajiv Kumar asked all political parties and their leaders to strictly adhere to the poll code. The Model Code of Conduct (MCC) mandates that no party or candidate shall indulge in any activity which may aggravate existing differences, create mutual hatred or cause tension between different castes and communities, religious or linguistic, according to the set of guidelines issued by the EC. It lists out the dos and don'ts regarding general conduct, meetings, processions, conduct of parties and their candidates on polling day, polling booth, observers, party in power and guidelines on election manifestos. According to the guidelines, all parties and candidates shall avoid scrupulously all activities which are "corrupt practices" and offences under the election law, such as bribing of voters, intimidation of voters, impersonation of voters, canvassing within 100 meters of polling stations, holding public meetings during the period of 48 hours ending with the hour fixed for the close of the poll, and the transport and conveyance of voters to and from the polling station. Political parties and candidates shall ensure that their supporters do not create obstructions in or break up meetings and processions organized by other parties. As soon as the poll code comes into effect, the party in power be it at the Centre or in the State or states concerned, shall ensure that no cause is given for any complaint that it has used its official position for the purposes of its election campaign. <cmsannotation type="cmsannotation" annotationid="subhead" text="Major players and issues">Major players and issues</cmsannotation> Undoubtedly, the scale and magnitude of a nationwide election in a country like India involve numerous complex considerations. The transformation that has taken place in the lives of the people is the biggest achievement of our government over the last 10 years. These transformative outcomes are the result of the sincere efforts made by a determined government to improve the quality of life for the poor, farmers, youth and women.” BJP is building its campaign by highlighting the welfare schemes of the government, infrastructural development across the country, and the rejuvenation of the country’s cultural heritage. The major opposition party <keyword id="19895371" type="General" weightage="20" keywordseo="congress" source="keywords">Congress</keyword>, on the other hand, is banking on its <keyword id="20366194" type="General" weightage="20" keywordseo="nyay" source="keywords">Nyay</keyword> guarantees to woo voters. It will also increase the guaranteed worker days under the government's rural jobs programme, MGNREGA, from 100 to 150. Also, in a bid to encourage entrepreneurism, startup founders won’t require government permissions for their businesses for the first three years. If voted into power next month, the Congress plans to give ₹6,000/month to the 20% poorest households in India - which roughly equates to 250 million individual beneficiaries or 50 million households. The “first-of-its-kind’ basic income scheme for India’s poorest households - which is expected to cost the government ₹3.6 trillion on an annual basis - has been questioned on many accounts, most of which pertain to where the funds will come from and the identification of beneficiaries. In response to these questions, the Congress said in its manifesto that it would appoint a panel of economists and statisticians to ensure the effective testing and roll-out of the scheme. India’s Congress party proposes a separate farmer’s budget and single rate GST in its election manifesto

A couple of days back, tickets for iconic band Coldplay's concert went up for sale on <keyword id="20215809" type="General" weightage="20" keywordseo="BookMyShow" source="keywords" meta.keywordsubtype="org" meta.entityname="BookMyShow" meta.hostid="261" meta.entityid="BookMyShow">BookMyShow</keyword>. However, the tickets were sold out within a few minutes of being listed and a lot of people took to social media to share their experiences. While some managed to get the tickets to one of the most-anticipated concerts in India, others were disappointed. Shortly after this, there were reports of tickets being bought and sold in black, for much higher prices. Social media was then rife with discussions about scalpers, and how they are hoarding tickets to sell them at higher prices. Now, BookMyShow has filed an FIR for black marketing of Coldplay's tickets. According to an ANI report, the company has taken legal action against unknown scalpers involved in the reselling of tickets for Coldplay's "<keyword id="23232180" type="General" weightage="20" keywordseo="Music-Of-The-Spheres-World-Tour" source="keywords">Music Of The Spheres World Tour</keyword> " in India. The online ticket platform filed an FIR with the <keyword id="19906039" type="General" weightage="20" keywordseo="Mumbai-Police" source="keywords" meta.keywordsubtype="org" meta.entityname="Mumbai Police" meta.hostid="261" meta.entityid="Mumbai Police">Mumbai Police</keyword> on October 2, accusing scalpers of black market activity surrounding tickets for the band's highly anticipated shows in January 2025 at DY Patil Stadium in Navi Mumbai. The FIR was registered at Vile Parle Police Station, with the Mumbai Police charging the accused under sections 318(4) and 319(2) of the Bhartiya Nyay Sanhita (BNS), as well as section 66(C) of the Information Technology Act. Investigations are currently underway to identify those involved in the unauthorised resale of concert tickets. BookMyShow's spokesperson said the company remains committed to combating ticket reselling and is cooperating with the authorities to investigate all instances of illegal sales, including those on social media platforms such as Instagram and WhatsApp, as well as digital reselling platforms like Viagogo and Stubhub. "In its ongoing fight against <keyword id="23311384" type="General" weightage="20" keywordseo="ticket-scalping" source="keywords">ticket scalping</keyword> and black marketing of tickets for Coldplay's Music Of The Spheres World Tour 2025 in India, BookMyShow has lodged a formal FIR (First Information Report) on October 2, 2024. This action follows our initial complaint filed proactively with the Mumbai Police on September 23, 2024, addressing these concerns much before any formal complaint was raised against us. BookMyShow's FIR filed with the Mumbai police also urges authorities to investigate the unauthorised resale of tickets by individuals and platforms. "We have provided details of all resellers that have come to our attention, including independent individuals reselling tickets for this tour across social media platforms such as Instagram, WhatsApp and beyond, as also digital platforms such as Viagogo, Stubhub Holdings and more, to aid authorities in a thorough investigation," a statement from the company read. The platform is also reportedly considering cancelling tickets that have been sold through unauthorised channels and reiterated its strong opposition to illegal ticket resale. "Our stance remains clear and unchanged - BookMyShow vehemently condemns and opposes ticket reselling which is deemed illegal and is punishable by law in India. BookMyShow has no association with any such unauthorised ticket selling/reselling platforms and/or any third party individuals/platforms for the purpose of reselling Coldplay's Music Of The Spheres World Tour 2025 in India," a company spokesperson said as per ANI. BookMyShow had also posted a statement on Instagram last month, saying that scalping of tickets is punishable by law in India and that people should stay safe from scammers. "Scalping is strictly condemned and punishable by law in India. We have filed a complaint with the police authorities and will provide complete support to them in investigation of this matter. We urge you not to fall victim to these scams. Any tickets bought from unauthorised sources will be at risk of consumer and can turn out to be fake tickets. Beware of such scammers," the statement had read. Coldplay is set to perform three shows in Navi Mumbai on January 18, 19, and 20, 2025, as part of their world tour.

Congress leader Rahul Gandhi has been summoned by the District Civil Court in Sultanpur on February 20 in connection with a 2018 case over using derogatory remarks against Union Home Minister Amit Shah in a Bengaluru conference. Mumbai, In a setback for Congress in Mumbai ahead of Lok Sabha polls, former Union minister <keyword id="85636" type="General" weightage="20" keywordseo="milind-deora" source="Orion">Milind Deora</keyword> on Sunday quit the party "to walk the path of development" and joined the Shiv Sena led by Chief Minister Eknath Shinde, ending a "55 years old association" of the Deora family with the Grand Old Party. With Deora resigning just before the start of the Bharat Jodo Nyay Yatra, the Congress alleged that the timing of the announcement of his departure from the party was determined by Prime Minister Narendra Modi for headline management to counter the yatra, and asserted that it would have no impact. The former Mumbai South MP announced his decision to resign from the primary membership of the party on social media platform X in the morning hours on Sunday. "Today marks the conclusion of a significant chapter in my political journey. I have tendered my resignation from the primary membership of the Congress, ending my family's 55-year relationship with the party. I am grateful to all leaders, colleagues and karyakartas for their unwavering support over the years," Deora stated. He later went to Siddhivinayak Temple in Prabhadevi to offer prayers. In the afternoon, Deora joined the Shiv Sena in the presence of Eknath Shinde in a function at Varsha, the official residence of the chief minister. Earlier in the day, when Deora stepped out of his residence 'Ramalayam' in south Mumbai, he told reporters that he was "going to walk on the path of development". Deora, who was recently appointed the joint treasurer of the All India Congress Committee, had expressed disapproval at the Uddhav Thackeray-led Shiv Sena (UBT) staking a claim to the Mumbai South Lok Sabha constituency which he had represented in the past. This government has no intention of increasing rural wages. 3. There is no revolutionary scheme for Dalits, Adivasis, backward classes, minorities, middle class and rural poor people like the one implemented by Congress-UPA. The word "poor" has become just a means of self-branding, there is nothing concrete! 4. There is nothing in this budget for women that would enhance their economic capacity and enable them to participate more and more in the workforce. 5. On the contrary, the government is patting its back on the back for rising inflation; it is robbing people of their hard-earned money and distributing it among its capitalist friends! 6. Less money has been spent on agriculture, health, education, public welfare and tribals than the budget allocation because these are not the priorities of the BJP. Similarly, Rs 1 lakh crore less has been spent on Capital Expenditure, so how will jobs increase? 7. Urban Development, Rural Development, Infrastructure, Manufacturing, MSME, Investment, EV scheme - only Document, Policy, Vision, Review etc. have been discussed, but no major announcement has been made. 8. From ‘Copycat’ to ‘Kursi Bachao Budget' — Here’s what Rahul and other Congress leaders had to say about Budget 2024

The Congress President announced the <keyword id="7461248" type="UNKNOWN" weightage="20" keywordseo="Nyuntam-Aay-Yojana">Nyuntam Aay Yojana</keyword> (NYAY) on Monday. If voted to power in the 2019 Lok Sabha elections, India’s grand old party, plans to implement this scheme. What is this scheme all about? The plan is to give ₹6,000 per month to every family which falls below the poverty line. The question is how was this number arrived at. In <a href="https://www.business-standard.com/article/elections/rahul-s-scheme-for-poor-to-cost-rs-3-5-trn-congress-data-analytics-chief-119032500999_1.html">an interview to the Business Standard</a>, Praveen Chakravarty, who is the head of the data analytics department of the Congress Party, explained the logic. He said that almost everyone earns ₹5,000-6,000 per month as a family. The Congress Party thinks that a minimum income of ₹12,000 per month is reasonable. In that sense, the plan is to pay ₹6,000 per month to every family which is below the poverty line, to get them to a level of ₹12,000 per month. So, to that extent this is a <keyword id="4034334" type="PERSON" weightage="20" keywordseo="basic-income-scheme">basic income scheme</keyword>, with the below poverty line families getting a fixed amount of money every month, with no conditions attached to the payment. In case of the just launched PM-Kisan scheme only landowners who own less than two hectares of land, stand to benefit. In the case of NYAY, anyone below the poverty line will be eligible for ₹6,000 per month, this will include landless labourers as well. What is the scheme trying to address? The scheme is trying to address poverty, especially in the eastern part of the country. Take a look at Figure 1, which basically plots the per capita income of different states in 2017-2018. The per capita income of many states is missing because the data is not currently available. In 2017-2018, Bihar had the lowest per capita income of ₹38,860 per year (or just about ₹3,500 per month). Uttar Pradesh came in next with a per capita income of ₹55,339. Now compare this with other states. Karnataka had a per capita income of ₹181,788 whereas Maharashtra had a per capita income of ₹180,596.

 So, clearly there is a problem. People living in heavily populated states like Bihar and Uttar Pradesh, are simply not making enough money and this needs to be addressed. Why does the government need to give money to citizens? Large states like Maharashtra, Gujarat, Tamil Nadu, Karnataka and Haryana, which have done much better than other states, have had some sort of business and industry going in the state. Haryana has also benefited on account of the agricultural revolution and the fact that the state borders New Delhi. The problem is that poorer states can no longer follow this formula, simply because India is going through what economists refer to as premature non-industrialization. As the Economic Survey of 2014-15 pointed out, “Uttar Pradesh’s maximum level of industrialization was about one-third that of Brazil and Indonesia (both have similar populations to UP); and the decline began at 15-20% of the income levels of these countries." In this scenario, the states with a lower income, need to be supported by the government, and there is clearly no denying that. Of course, this comes with the corollary that any basic income scheme cannot eradicate poverty. Where is the money going to come from? As the old adage goes, in economics there is no free lunch. Someone is going to foot the bill for delivering NYAY. NYAY is to be delivered to 20% of the population or around 50 million families. At ₹6,000 per family per month, the total bill works out to ₹3.6 trillion. The forecast gross domestic product for 2019-20 is ₹210.1 trillion. Hence, the bill for NYAY will work out to around 1.7% of the GDP. The question is how a bill of ₹3.6 trillion or 1.7% of the GDP is going to be financed? The Congress Party in its media interactions seems confident about being able to finance NYAY. Economists who have talked about the idea of a basic income in India in the past, have primarily talked about doing away with subsidies and raising taxes, in order to be able to finance any basic income scheme. Let’s try and take a look at how this would work in the case of NYAY. The total food, fertiliser and petroleum subsidy bill for 2019-20 stands at ₹2.97 trillion or 1.41% of the GDP. Once NYAY is implemented, it makes sense to do away with the subsidies, given that people will get money directly into their bank accounts. The point is this is easier said than done. Any government trying to do away with fertiliser subsidy will immediately be labelled anti-farmer. The food subsidy is the really tricky part. At ₹1.84 trillion, it is the largest of the subsidies offered by the central government. How does it work? The Food Corporation of India (FCI) along with state procurement agencies buys rice and wheat directly from farmers at a minimum support price, announced by the government. This rice and wheat bought, is then sold through the public distribution system (more popularly referred to as ration shops) at a much lower price. The government the compensates FCI for this subsidy through the food subsidy allocated in the budget. If this subsidy is done away with or even cut, then the rice and wheat buying by FCI and other state procurement agencies, will have to be cut or done away with. In this scenario, what happens to the FCI and other state procurement agencies? Will they be dismantled? Further, what will happen to the public distribution system? These are questions that will need to be answered before NYAY is launched. In fact, the public distribution system works well in states like Chhattisgarh and Tamil Nadu. What will happen there? The state of Punjab benefits the most through FCI buying rice and wheat directly from farmers. In fact, given that the FCI has a very good procurement system in Punjab, the farmers grow a lot of rice, in what is basically a semi-arid region. What will happen in the state of Punjab, if the procurement system is done away with? These are very difficult questions with answers which may perhaps even be politically suicidal. What about taxes? When it comes to basic income, economists have called for different kinds of taxes, from tax on agriculture income, to re-introduction of wealth tax and estate duty. These forms of taxes are fairly unpopular and it remains to be seen if any government will introduce them and face the wrath of the taxpayer. Nevertheless, one thing that can be done is to take a look at the tax incentives available to corporates. Along with every budget, the government puts out a Statement of Revenue Impact of Tax Incentives under the Central Tax System. When it comes to central excise duty and customs duty, the data is available only up to 2016-2017. In that year, the revenue impact of major tax incentives stood at ₹1.46 trillion. While, it is easy to point out that such exemptions exist, it won’t be so easy to do away with them. Another good source of revenue can be central public sector enterprises, which are sitting on a huge amount of land and other assets. Vijay Joshi, Reader Emeritus in Economics, University of Oxford, in his book India’s Long Road estimates that the value of enterprises owned by the government is around 40-45% of the GDP. The problem is that in all these years, no government has really managed to sell public enterprises to private companies, which is where they can hope to earn a good premium over the prevailing price. If the government gets around to the idea of selling public sector enterprises, a lot of money can be raised to finance. The trouble is the Congress Party has never believed in the idea of selling public sector enterprises (not that the BJP does either). To conclude, NYAY is basically a scheme, whose time has come. Having said that, it will be very difficult to implement. Identifying the people who are actually eligible for the scheme will be difficult. Hence, it is important the scheme is piloted well and then implemented throughout the country. Many systems which have been put in place will have to be challenged and junked. The problem is that with every system there come people who have benefitted and continue to benefit from the system, and hence, have a huge nuisance value. Will the Congress Party, if elected, be able to overcome this nuisance, is something that remains to be seen.

Can Congress' basic income scheme end India's poverty?

 Rajan has often been criticised for siding with the <keyword id="190679" type="ORGANIZATION" weightage="20" keywordseo="Indian-National-Congress">Indian National Congress</keyword>. He had served as the chief economic advisor to the previous government led by the Congress. However, that is only half the truth. The fact is Rajan has also questioned the viability of Congress’s recently-announced basic income support scheme, NYAY. The party has promised an annual payment of ₹72,000 to the poorest 20% of the country’s population. "Is it going to be an add-on or substitute a bunch of things? How do we get to the poor?" the <a href="https://economictimes.indiatimes.com/news/economy/indicators/raghuram-rajan-on-what-india-should-vote-for-in-2019-general-elections/articleshow/68578678.cms">Economic Times</a> quoted Rajan as asking. He also said that the government should roll back existing subsidy schemes to fund the programme. Interestingly, Rajan was said to be one of the economists that the Congress <a href="https://www.businesstoday.in/current/economy-politics/nyay-scheme-rahul-gandhi-names-raghuram-rajan-among-economists-consulted-former-rbi-governor-sceptical-about-funding/story/331468.html">consulted </a>when devising the scheme. Finally, Rajan took aim at the <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> and Congress’s habit <a href="https://economictimes.indiatimes.com/news/economy/policy/farm-loan-waivers-kill-credit-culture-says-raghuram-rajan/articleshow/68585854.cms">of offering loan waivers</a> as opposed to resolving the actual reasons for farmers distress such as supply chain inefficiencies. Under pressure after rival Congress’ income support scheme, the BJP has extended this benefit to all farmers, as opposed to only smallholding farmers, which will significantly increase the outlay of the scheme. In addition to the farmer handouts, the BJP outlined a pension scheme for informal sector workers in its interim budget. The scheme proposes a monthly pension of ₹3,000 above the age of 60. It is also offering tax breaks for workers in the formal sector that earn less than ₹500,000 a year. In another play towards farmers, the manifesto promised interest-rate free credit cards loans less than ₹100,000 to all farmers. The runner up candidate in this election is R P Singh of BJP who scored 41303 votes. R P Singh had earlier become MLA from this seat in 2013 elections. In this election he defeated Vijender Garg Vijay by scoring 35713 votes. Vijender Garg Vijay had got 33917 votes. Hence there was a thin margin of votes between them numbering 1,796. In 2008 elections, the MLA from this seat was Ramakant Goswami of INC who scored 29394 votes defeating the BJP contestant Asha Yogi. Earlier in three consecutive elections, BJP candidate Puran Chand Yogi had become the MLA from this seat by winning in three elections. In the 2003 elections, he got 22069 votes and defeated INC’s Raj Kumar Kohli. In 1998 elections, he scored 21150 votes and won over IND’s Brahmi Yadav. In 1993 elections, he got 23847 votes and overtook Brahmi Yadav who represented INC in that election.

The five year term of the Delhi Vidhan Sabha closes on 22 February 2020 and hence Mangolpuri will see the assembly elections in February 2020 along with the other 69 constituencies of Delhi. In total, the <keyword id="8673477" type="UNKNOWN" weightage="20" keywordseo="mangolpuri-assembly-seat">Mangolpuri assembly seat</keyword> has 178935 voters consisting of 96110 men, 82816 women and 9 third gender voters. Last time, the assembly elections in Mangolpuri was conducted in 2015. During these elections, Rakhi Birla of AAP secured 60534 votes and overtook his opponent Rajkumar Chauhan of INC who could get 37835 votes. Notably, Rakhi Birla’s score was the highest a candidate contesting in the assembly poll from this seat had ever got. AAP has been holding this seat since 2013 elections as Rakhi Birla became MLA of this constituency two times representing the party. In both these elections, he defeated INC’s Raj Kumar Chauhan with a very good vote margin. Earlier, Raj Kumar Chauhan was the longest standing MLA from this seat since 1993. In all the four elections conducted before 2013, Raj Kumar Chauhan represented INC and became the MLA for four consecutive terms. So, till 2013, he remained the popular choice of the voters in this constituency. Mangolpuri is a reserved seat set aside for SC candidates. For quite long in the history of Mangolpuri, the BJP could not win this seat. INC’s stronghold over this assembly seat was challenged only in 2013 general elections when AAP’s Rakhi Birla secured this seat.
