Country's federal counter-terrorist commando force <keyword id="6409838" type="COMPANY" weightage="20" keywordseo="national-security-guard">National Security Guard</keyword> (NSG) reported its first coronavirus linked death on Wednesday when a senior commander succumbed to the infection, officials said. <keyword id="877139" type="POSITION" weightage="20" keywordseo="Group-commander">Group Commander</keyword> (coordination) B K Jha was admitted to the Central Armed Police Forces (CAPFs) Hospital in Greater Noida after he contracted COVID-19 and breathed his last early morning, they said. This is the first death from coronavirus in the NSG. The officer was working with one of the adminstrative units of the force and was not in the combat wing, they added. He was 53. Jha, originally a 1993-batch officer of the <keyword id="40481" type="COMPANY" weightage="20" keywordseo="BSF">BSF</keyword> cadre, hailed from Bihar. The officer joined the NSG on deputation from the <keyword id="109513" type="COMPANY" weightage="20" keywordseo="Border-security-force">Border Security Force</keyword> in 2018. He had earlier served as the principal staff officer and commandant to the BSF director general. Both the forces that function under the command of the <keyword id="65242" type="COMPANY" weightage="20" keywordseo="Union-home-ministry">Union Home Ministry</keyword> condoled his death on their respective Twitter handles. "DG and all ranks of NSG mourn his death and remember his distinguished service to the Nation. May Almighty rest his noble soul in eternal peace and give strength to his family to bear the loss," the NSG said in its Twitter message. The BSF said it stands by the family of the officer in these trying times. The NSG, as per <keyword id="549893" type="PERSON" weightage="20" keywordseo="official-data">official data</keyword> updated till Monday, has had over 430 COVID-19 infection cases till now, out of which only about 59 are active. The 'black cats' commando force was raised in 1984 as a federal contingency special force and its primary task includes undertaking specific counter-terrorist, counter-hijack operations and rendering VVIP protection duties. The CAPFs like the <keyword id="6354354" type="COMPANY" weightage="20" keywordseo="crpf">CRPF</keyword>, BSF, ITBP, <keyword id="6370623" type="COMPANY" weightage="20" keywordseo="cisf">CISF</keyword> and SSB and two other forces under the Union Home Ministry, NSG and NDRF, had over 66,000 COVID-19 cases among them, out of which over 7,900 are active, as per the data. These forces, over 10 lakh in combined strength, have had about 248 deaths due to the pandemic till now. NSG Group Commander succumbs to COVID-19, reportedly the first death in the force due to the infection

<a href="http://www.businessinsider.in/searchresult.cms?query=donald+trump&amp;sortorder=effectivedate">US President Donald Trump </a>is not going to change stance and carry forward <a href="http://www.businessinsider.in/searchresult.cms?query=barack+obama&amp;sortorder=effectivedate">former President Barack Obama</a>’s push for India’s <keyword id="44790" type="ORGANIZATION" weightage="100" keywordseo="NSG">NSG</keyword> seat bid. 
 
The US is going to endorse India’s entry into <a href="http://www.businessinsider.in/searchresult.cms?query=NSG&amp;sortorder=effectivedate">Nuclear Suppliers' Group</a> (NSG). 
 
"The US supports India's full membership in the four multilateral export control regimes, and we believe that India is ready for NSG membership," a State Department spokesperson said. The spokesperson was responding to questions on the position of the Trump administration on India's bid to be a member of the 48-member Nuclear Suppliers Group. 
 
The key to India's membership lies with <a href="http://www.businessinsider.in/latest/obama-administration-annoyedwith-china-for-blocking-indias-nsg-membership/articleshow/56564645.cms">China</a>. But it is not clear if US Secretary of State Rex Tillerson, who will be in China this week, will raise the issue with Beijing or if President Trump is ready to take up the issue himself, as was done by President Bush in 2008.

Even as China remains stagnant on its opposition for India's entry into the elite Nuclear Suppliers Group (NSG), Japan has once again stressed that India’s entry into NSG is required for promoting non-proliferation. 
 
 Yasuhisa Kawamura, the Director-General of Press and Public Diplomacy in Japan's ministry of foreign affairs, said that even though the Indian bid for NSG has collapsed because of Chinese resistance, Japan would continue to work with India so that it can be made an NSG member. 
 
"We intend to continue working with India on the issue as we believe its membership of NSG will help strengthen the non-proliferation regime," Kawamura told TOI. He added that Japan will continue trying to convince other member states in India’s favour. 
 
Even as Japan, as a "general sentiment", will continue to ask India to sign the non-proliferation treaty, it won’t allow India's NPT non-signatory status to come in the way of its support for India’s membership.

Japan stresses on India’s NSG membership to promote non-proliferation

A special team of India’s National Security Guard (<keyword id="44790" type="ORGANIZATION" weightage="100" keywordseo="NSG">NSG</keyword>) officers are set to travel to Bangladesh where it would "analyse and study" the bombings that happened at an Eid prayer gathering in Dhaka, along with the attacks at a high-end restaurant on July 1st. 
 
The government has authorised the team of NSG officers to travel to Dhaka after its request to visit these spots for a first-hand understanding met with an approval from the Special Forces establishment in Bangladesh. 
 
The NSG team also includes experts in post-blast analysis and counter-terror operations, who will be analysing the bakery attack, in which terrorists killed 22 people. 
 
NSG would be studying the scenario along with their Bangladeshi counterparts, to get an insight into these so that it can not only enhance the counter-terror cooperation between India and Bangladesh but can also add value to NSG’s operations knowledge, which was founded in 1974.

India is fast-pacing its efforts for entry into the elite <keyword id="106964" type="COMPANY" weightage="20" keywordseo="Nuclear-Suppliers-Group">Nuclear Suppliers Group</keyword> (NSG) and is making all diplomatic efforts to gain the membership in the 48-member nuclear group. 
 
India’s blitzkrieg efforts for NSG come in the backdrop that the country wants to expand its nuclear power generation and also enter the export market. 
 
New Delhi has been pushing for NSG membership since 2008 and there has been increasing appreciation for Indian nuclear controls and capabilities since then. 
 
The country becomes more hopeful of entry into the nuclear club as it gained membership in Missile Technology Control Regime (MTCR), during Prime Minister Narendra Modi’s US visit. 
 
However, India’s NSG efforts have been stonewalled by China, which has raised objection on India’s membership, saying even Pakistan should be given entry. 
 
In all its efforts to coax China, the two-day plenary session of the NSG in Seoul becomes important where Modi will meet Chinese President Xi Jinping, on the sidelines of the Shanghai Cooperation Organisation summit. 
 
As Modi is bidding high for India’s entry, here’s what you should know about NSG 
 
What is NSG? 
NSG is a 48-nation grouping, which controls nuclear related exports, was formed in 1974 to prevent nuclear proliferation by controlling the export of materials, equipment and technology that can be used to manufacture nuclear weapons. 
 
Ironically, it was formed to counter Indian nuclear tests. 
 
Who all are backing India? 
During Modi’s recent US visit, President Barack Obama backed India’s bid for NSG and also urged other countries to back India. 
 
Presently, 34 nations support India’s application. However, China, Turkey, New Zealand, Ireland, South Africa and Austria are opposing India’s stand. 
 
China is leading the opposition, arguing that India has not signed the Non-Proliferation Treaty (NPT) and that even Pakistan was eligible for NSG entry. China says if India is admitted, it will shake up the nuclear-arms balance in South Asia as India will engage in a massive nuclear weaponisation programme. 
 
The Dragon stated that India's membership will 'jeopardise' China's national interests and touch a 'raw nerve' in Pakistan. 
 
But why is NSG so important for India? 
 
India’s entry into NSG is important due to following factors: 
1. India wants to become a player in this international arena where nuclear commerce norms are laid. It will also get access to technology for a range of uses from medicine to building nuclear power plants for India. 
2. If India wins the bid, it will have access to international market for export as well as for import of nuclear related materials. India can also commercialize the production of nuclear power equipment, which will boost innovation and high tech manufacturing in India-a fillip to ‘Make in India’ 
3. India needs NSG membership to build nuclear reactors, provide clean energy. 
4. If India gets the membership, it can block Pakistan entry by consensus, which is why China is against New Delhi.

Why the NSG spot is so important to India in a simple explanation

<keyword id="1334" type="COUNTRY" weightage="100" keywordseo="China">China</keyword> is well against India's entry into the elite NSG group citing that it is not a member of NPT; however, when it comes to proliferation, Beijing's record in itself is pretty debatable. 
 
There have several questions have about Beijing's sharing its technology with nations like Pakistan, Iran and North Korea, a fact certified by these leaked US government files by Wikileaks: 
 
NORTH KOREA 
December 2008: Shenyang Huali Economic Trading Company from China was working through North Korean intermediaries, acting as a key source of raw materials and technology for a North Korean ballistic missile development project in Syria. 
 
August 2005: Beijing confirmed that Dandong Xinshidai Trading Company Ltd, from China, shipped several tonnes of stainless steel to the Korea Mining Development Corporation, which is North Korea's primary weapons trader. 
 
PAKISTAN 
March 2009: US raised concerns when Beijing Tianlianxing Scientific Ltd offered 1,000 kilogram of specialty steel to Pakistan's Aginel Enterprises, known to be associated with Pakistan's nuclear weapons and missile programmes. 
 
This steel was used to produce components in Pakistan's Ghaznavi short-range ballistic missile, which is a Missile Technology Control Regime controlled system. 
 
March 2009: China was asked to answer on Pakistan's Intralink Incorporated, seeking a quote from the Chinese firm Suzhou Testing Instrument Factory for a vibration test system, which again was for Pakistan's Ghaznavi short-range ballistic missile. 
 
October 2008: China said that its supply of trisonic wind tunnel to Islamabad was meant for Pakistan government’s missile-related research and development. 
 
October 2008: China was once again questioned for Chinese firm Polytechnologies using false documentation so that it could supply a coil-winding machine and integrated optical chips to Pakistan's Advanced Engineering and Research Organization (AERO). This was said to be for the development of nuclear weapons delivery systems, cruise missiles, and Unmanned Aerial Vehicles. 
 
March 2006: Beijing said that it was concerned about Pakistan's missile programme attempting to procure ring-rolling and flow forming machines from Chinese entities so that it could develop of Pakistan's Shaheen series of ballistic missiles. 
 
October 2005: Jinan Metal Forming Machinery Engineering Company Ltd, another Chinese firm, was accused of supplying Pakistan's Heavy Mechanical Complex with a ring-rolling machine, which was meant for being used in Pakistan's missile program. 
 
IRAN 
March 2009: US brought out 'long standing serious concerns' because of proliferation-related trading activities of a Chinese firm Dalian Sunny Industries, which was supplying components and materials for Iran's ballistic missile programs. 
 
January 2009: Hong Kong Most Group Co Ltd was said to be supplying Iranian firm Aluminat Co with Chinese origin aluminum plates so that a variety of structural components in Scud missiles could be produced. 
 
December 2006: Beijing said that it knew of a Chinese company which was working on Iran’s order for specialty steel for its solid fuelled ballistic missile developer, the Shahid Bakeri Industrial Group. 
 
SYRIA 
June 2008: US asked Beijing to explain why a Syrian entity called Industrial Solutions, responsible for Syria's ballistic missile programme, ordered a consignment of 2024-T6 aluminum from the Chinese company Shanghai Yuanshan Industry and Trade Company.

China is opposing India’s NSG entry, even when its own proliferation records are objectionable

China raised a red flag on India’s entry into the <a href="http://www.businessinsider.in/searchresult.cms?query=nsg&amp;sortorder=effectivedate">Nuclear Suppliers Group</a> (NSG), saying NSG members will arrive at a consensus on admitting countries that have not signed the Non-Proliferation Treaty. 
 
Even though India’s application for NSG was accepted, making the country eligible for discussion at Seoul, China blocked India's case. 
 
However, 29 out of 48 countries are in favour of India’s entry into NSG and even the US is urging doubting countries to pass India’s application.

In this backdrop, Argentina, the current chair of the NSG, and few countries has been discussing a Plan B, informally. 
 
Reportedly, these countries are working to set-up a time-bound working group for non-NPT countries to join the grouping. 
 
ET reported the argument is that such an arrangement would allow the matter to at least come up on the agenda in Seoul. And from an Indian standpoint give it a definite timeframe. 
 
This is termed as 'peeling the onion' strategy, which is targeting possible naysayers through its key backers. So if it leaned on US to bring countries like Mexico on board, it had Germany work on Switzerland and Australia on New Zealand.

Gradually, numbers have dwindled with only a few doubtful cases. India's calculations hinge on peeling the onion in a way that China remains the last country standing.

If China disapproves of India’s NSG bid, here’s the Plan B

India has applied for entry into the elite <keyword id="106964" type="COMPANY" weightage="100" keywordseo="Nuclear-Suppliers-Group">Nuclear Suppliers Group</keyword>, and has also got the support of Swiss President Johann Schneider-Ammann, who has announced that his country will extend support to New Delhi's membership in the 48-member group after holding comprehensive talks with PM Narendra Modi. 
 
To make chances of entry into the esteemed club smoother, Modi government has also restored an organisation which would be the nodal agency for nuclear cooperation with smaller countries. However, even after all these efforts, nuclear experts think that China will not let India enter the club easily. 
 
Leading American think tanks, like Stimson Center, United States Institute of Peace and School of Advanced International Studies have opined that India's NSG application, which is due for review on June 9 at the NSG meeting, will be facing a lot of objections from China, who wants to crush India’s dreams of becoming an NSG member. 
 
China feels that if the NSG countries make an exception for India to enter the club, Pakistan should not be left behind, even though Islamabad was caught selling nuclear weapons secrets to Libya, because of which it had to face global embarrassment. 
 
"Pakistan and China have played their cards really well this time around. Pakistan has an application for NSG membership and China can, therefore, argue what's good for the goose is good for the gander," said Micheal Krepon, a nuclear proliferation expert and co-founder of the Stimson Center. 
 
Experts expect China to stress on Pakistan being given the same exceptions as India, the reason being dependency of Pakistan’s nuclear program on Chinese supplies. 
 
Beijing has been continuously assisting Pakistan for its civil and military nuclear programme, thereby violating the obligations and commitments that it had made as an NSG member. 
 
"It would be very surprising if China lets India in without an equal concession for Pakistan," said Colin Cookman, program officer at the United States Institute of Peace. 
 
If India enters the club, it would also shake China's position in the strategic battle which is being fought in Asia. However, it would cover it up saying that their opposition is just out of a sense of international equality. 
 However, China is not the only country which could be putting roadblocks in India’s journey to NSG. Several <keyword id="3362769" type="UNKNOWN" weightage="100" keywordseo="NSG-Members">NSG members</keyword> would shy away from supporting India because of its refusal to sign the CTBT and the Fissile Material Cut-Off Treaty, and the fact that the promise of nuclear reactor construction contracts with India never materialised. 
 
The club works on a consensus basis, which needs every country to at least not object to a new membership, if not support it.

Pakistan’s ‘friend’ China won’t let India enter Nuclear Suppliers Group alone, say experts

External Affairs Minister <keyword id="6355111" type="PERSON" weightage="100" keywordseo="Sushma-Swaraj">Sushma Swaraj</keyword> has said that India will never sign the nuclear Non-Proliferation Treaty (NPT) to get into Nuclear Suppliers Group (NSG), and that talks with China over its opposition to India's entry are still on. 
 
"If someone does not agree to something once, it doesn't mean that they will never agree to it. We are continuing our efforts in engaging with China on this issue," said Swaraj in Lok Sabha. 
 
It was after the opposition members raised queries about India’s bid for entry into <a href="http://www.businessinsider.in/China-nuclear-proliferation-records/articleshow/52882142.cms">NSG</a> that Swaraj stated this.

When India had applied for the entry into the elite nuclear club, it had got the support from several member nations. Will never sign NPT to get into NSG, says Sushma Swaraj

India has officially joined the Missile Technology Control Regime (<keyword id="735897" type="ORGANIZATION" weightage="100" keywordseo="MTCR">MTCR</keyword>) as a full member, saying that it would prove to be mutually beneficial to enhance global non-proliferation norms. 
 Foreign Secretary <keyword id="491850" type="UNKNOWN" weightage="100" keywordseo="S-Jaishankar">S Jaishankar</keyword> signed the instrument of accession to MTCR, marking India's first entry into any <keyword id="3447127" type="UNKNOWN" weightage="100" keywordseo="multilateral-export-control-regime">multilateral export control regime</keyword>. 
 
"India has joined the MTCR this morning...India's entry into the regime as its thirty-fifth member would be mutually beneficial in the furtherance of international non-proliferation objectives," said a statement from the External Affairs Ministry. 
 
"India would like to thank each of the thirty-four MTCR Partners for their support for India's membership. We would also like to thank Ambassador Pieter de Klerk of The Netherlands and Mr Robert Steinmetz of Luxembourg, co-Chairs of the MTCR," the statement said. 
 
This MTCR entry has come days after it couldn’t get into NSG because of stark opposition from China and a few other countries. China, additionally, is not even a member of MTCR. 
 
By this membership, India will be able to buy high-end missile technology while also being able to enhance its joint ventures with Russia.

India officially joins MTCR, the elite missile club

Indian PM Narendra <keyword id="6354642" type="PERSON" weightage="100" keywordseo="Modi">Modi</keyword> has left for Tashkent where he would be taking part in the Shanghai Cooperation Organisation (SCO) summit; a greater agenda of the trip, however, would be his meeting with Chinese President <keyword id="191809" type="PERSON" weightage="100" keywordseo="Xi-Jinping">Xi Jinping</keyword>, amidst Chin’s protest against India’s push to get into the elite Nuclear Suppliers Group (NSG). 
 
The last few weeks have seen a string of high-profile Indo-China exchanges, with Foreign Secretary S Jaishankar visiting Beijing last week and currently being in Seoul for the NSG meeting. 
 
Amongst the 48 members of the group, China is largely alone when it comes to opposing India's membership, saying that India is not a part of non-proliferation treaty (NPT), thus not being eligible for NSG entry. It added that in case rules are being changed for India, Pakistan needs to be treated equally. 
 
India has major support for its entry, in the form of US that has not only urged members to back India, but has also revealed to news agency ANI how Pakistan continues to proliferate nuclear material to North Korea. 
 
Talking of SCO meet, India has so far only attended these meetings as an observer, and is now set to sign the Memorandum of Obligations and other key documents so that it can be closer to full membership in the Eurasian political and economic forum.

PM Modi to meet Chinese President Xi Jinping amidst India’s push for NSG membership

China, which was opposing India’s entry into the elite NSG club, has now said that it will play a "constructive" role in the discussions to bring India on board of the 48-member group. However, it remained stern that this is not something which is on the agenda of the NSG meeting in Seoul. 
 China’s Foreign Ministry spokesperson <keyword id="1497799" type="PERSON" weightage="100" keywordseo="Hua-Chunying">Hua Chunying</keyword> said that NSG members have had three unofficial discussions regarding India and Pakistan’s entry. 
 
"China hopes to discuss further this issue and will play a constructive role in the discussions," she said. 
 
"Although parties are yet to see eye-to-eye on this issue, such discussions help them better understand each other," she said. 
 
However, she maintained that Seoul meeting agenda doesn’t cover this topic. "Deliberation on the entry of specific countries is on the agenda of the Seoul Plenary meeting. However, it is worth noting that the NSG Plenary meeting in Seoul is only to deliberate on the entry of members who signed the NPT," she said. 
 
"As for the entry of non-NPT countries, the group has never put that on its meeting agenda. Based on what we have at hand, the agenda of this year's Seoul Plenary Meeting circulated by the Chair does not include this issue either," she said. 
 
The Chinese Foreign Ministry has not been able to decide its stand on this issue; while it first said that it was not targeting any country such as India or Pakistan, it then objected US backing India's case, saying thatcountries which have not signed the NPT should not be allowed into the NSG.
