<ul><li>CAA was passed when the government had incidentally announced about updating NPR. </li><li>Much of the stir against CAA is due to the confusions about what NRC, NPR and CAA mean. </li><li>The government says NPR will never be used as NRC.</li></ul>The passing of CAA (Citizenship Amendment Act) by the parliament has stirred the country giving rise to massive levels of mass protests led by the parties in opposition. Confusions prevailing over the CAA is partly due to the fact that the act is passed around the time when the government will update the NPR and conduct census 2021. Here we learn the key differences between NRC, NPR and CAA to be able to understand them better. Getting entered in the NPR is mandatory for all residents irrespective of whether they are Indian or foreign nationals. NPR seeks to create a comprehensive database of identity of every usual citizen in the nation. The data is used only for deciding on the various government policies and welfare schemes. Census conducted every 10 years is the enumeration of the population of the country. The details found in the census about individuals are far more comprehensive and inclusive. The recently passed CAA intends to amend the definition of illegal immigrants of Hindu, Sikh, Parsi, Christian and Buddhist faiths from countries including Pakistan, Afghanistan and Bangladesh who live in India without documentation. These individuals will be granted Indian Citizenship within the next six years. NPR and NRC: key differences NPR (National Population Register) and NRC (National Register of Citizens) are quite different from each other since NRC does not include foreign citizens. NPR’s scope and purpose are limited and for entering the person to the list, the details presented by the individual by word of mouth are only considered and no document proof is required as mandated in case of NRC. As per the Registration of Citizens and Issue of National Identity Cards rules 2003, ‘National Register of Indian Citizens’ will present details of every Indian citizen including Name, Father’s name, Mother’s name, Sex, Date of birth, Place of birth, Residential address both present and permanent, Marital status in case the person is married, name of the spouse; identification mark, Date of registration of Citizen, Serial number of registration, and National Identity Number.

NPR, which will now have 21 questions, will include parameters like the date and place of birth of parents, last place of residence and mother tongue. The NPR exercise held in 2010 collected details on the basis of 14 parameters. The members will have to give their voter ID number, driving license number to fill in the form. However, the ministry has removed PAN (Permanent Account Number) details and Aadhar is optional this year. One of the major differences is that the NPR exercise this year will exclude biometrics of all households. "After a particular date in 2016, the biometric details were not collected by the RGI. As per the government officials, over 80% of people shared their Aadhaar details during the NPR ‘pretest’ exercise. The form will have to be attested by every household. However, if any false information is added to the form, they will have to pay a penalty of ₹1,000. The center will update the NPR On Tuesday, the Union Cabinet has confirmed it has sanctioned about 3,500 crores towards updating the NPR (National Population Register). The center has published the gazette notice on the upcoming NPR in August. History of NPR For the first time in India, NPR was done in the year 2010. NPR data is collected right from the village panchayat level to the national level. Resident of India definition In relation to NPR, a resident of India can be defined as an individual who resides in the given locality over the past six months and who intends to reside in the same area over the next six months. The authority conducting NPR updates The authority that will update the NPR is the Registrar General and ex-Officio Census Commissioner of India. What NPR intends to do NPR seeks to create an identity database of every resident in the country. The database will have details including name, relationship with the household head, father and mother’s names, spouse’s name if married, sex, gender, marital status, place of birth, nationality as declared by the individual, present address, duration of stay in the given address, address of the permanent residence, educational qualification and occupation. The center has confirmed that the information given under the NPR just presents what the person has to say about himself or herself. No supporting documents of proof and bio-metric will be needed for this purpose. NPR is different from census and NRC NPR and Census are not the same. NPR will present only the demographic information about every resident. Census is more comprehensive giving details like literacy and education, housing details, economic activity, and amenities owned in addition to man others. Data gathered for census is useful to the government to decide the nationwide growth and the various inputs required for the several policies by the government. NRC or National Register of Citizens is the database of Indian citizens which will demand proof of residence from the individuals entered in the database, whereas NPR does not. NPR has got nothing to do with citizenship. It is used by the government only to help the government design the different welfare projects.

Three persons, all Muslims and residents of the old city of Hyderabad, have been asked to appear before the inquiry officer on February 20 along with necessary <keyword id="6364212" type="UNKNOWN" weightage="20" keywordseo="documents">documents</keyword> in original to prove their citizenship. Auto-rickshaw driver Mohammed Sattar Khan is among those issued notices by the UIDAI. As they have been asked to appear at a function hall, it triggered speculations that a significant number of people may have received the notices. Khan received a letter from UIDAI's regional office here, stating that it received a complaint/allegation that "you are not an Indian national and you have obtained Aadhaar through false pretences, making false claims and submitting false documents. An enquiry has been ordered by the regional office, UIDAI, Hyderabad to ascertain the veracity of the complaint/allegation". He has been directed to appear before <keyword id="8798615" type="PERSON" weightage="20" keywordseo="amita-bindroo">Amita Bindroo</keyword>, deputy director/inquiry officer, with all necessary documents in original to prove "all your claims of citizenship and if you are not an Indian national, to prove that you have entered the territory of India legally and your stay is valid". According to the notice, failure to appear in person and produce the documents in original will be construed that he had no defence against the complaint and the matter would be decided suo moto. "Accordingly Aadhaar number will be deactivated in terms of Rule 29 of the Aadhaar (enrollment and update) Regulations 2016." The notice shocked Khan, a resident of Talab Katta area in the city. The middle-aged man's father was an employee of the public sector Allwyn company and following his demise, his mother has been drawing the pension. Sattar Khan's lawyer <keyword id="8798616" type="PERSON" weightage="20" keywordseo="muzafferullah-khan-shafat">Muzafferullah Khan Shafat</keyword> told IANS that UIDAI has no power to question the nationality of any person. "If any person is in possession of Aadhaar card without providing sufficient information or by any other way, they are having powers under Rules 29 and 30 to deactivate his Aadhaar number but they can't question nationality of any person. Even at the time of making the Aadhaar card, there is no procedure to establish my identity. Only thing is that I have to give my date of birth and even place of birth is not required. Taking this into consideration these people have no authority to asking any person to prove his nationality," he said. He said notices were issued persons who are not educated. "They don't even know to read and write their names. They are daily wage workers. Whatever work they get they will do. They are the only breadwinners for their families," he said. "I am surprised how this department and that too a Central government rank officer has issued such type of notice. We are unable to understand the hidden agenda of the government," he said. Shafath said that his client will appear before the inquiry officer with all the documents. "We will see what orders they pass and what will be their repercussion before deciding our legal course of action. We can't sit idle and take it for granted," the lawyer said. The development came amid continuing protests over Citizenship Amendment Act (CAA), NPR and NRC across India. Some residents in Hyderabad have even displayed "caution" to NPR enumerators asking them to knock the doors only if they have removed new questions from the format.

<ul><li>A collective called Parcham is using football to empower women and bring equality in India's largest Muslim ghetto — Mumbra.</li><li>However, India's new citizenship laws have been a huge setback to the work that Parcham has been doing.</li><li>"There is a need for us to build solidarities and get to know each other a little bit better," co-founder of Parcham, <keyword id="245150" type="PERSON" weightage="20" keywordseo="Sabah-Khan">Sabah Khan</keyword>, told Business Insider in an interview.</li></ul>Football has often been acclaimed as a powerful tool for unity and healing the world. In suburbs of Mumbai, a collective called Parcham is trying to use that magic to empower women in India's largest Muslim ghetto — Mumbra. "We use football to engage with adolescent girls. Through the game, what we're trying to do is, break the stereotype around how people expect girls to be," said Sabah Khan, co-founder of Parcham, in an interview with Business Insider.

 However, India's recent citizenship law, the Citizenship Amendment Act (CAA), isn't making work easy for them. Khan believes that it's widened the divide between the government and the Muslim community. "It has been a huge setback to everything that we've been doing," she said. "We are trying to get past the disillusion that the community has with the government. Off and on things are said — like 'we're secondary citizens', 'no-one's going to be listening to us' and stuff like that."

 Currently, one of the collective's main tasks is to find clarity on where elected officials stand on the rollout of the National Population Register (NPR). They have been participating in protests and meeting with officials, but there's no denying that CAA has already had a detrimental effect. "It reinforces the notion that 'we are really not wanted' and 'this is how the country sees us' [among the community]," said Khan. Women have common aspirations — irrespective of religion When Khan decided to introduce the football initiative in Muslim ghettos, there were other options on the table — some girls even suggested playing cricket or kho-kho. However, at the end of the day, only football made the cut. "Football is a means for us to further what we stand for. In that way, football is a team game. It means that everyone is out there together and no one is waiting for anyone else to get run out and leave the field," she explained.

 Parcham primarily reaches out to pre-adolescent Muslim girls but encourages Muslim and non-Muslim girls to play together. Over time, the collective found that their aspirations have a lot in common, irrespective of which religion they followed. "The kind of atmosphere that the country is going through, there is a need for us to build solidarities and get to know each other a little bit better. In the absence of this kind of interaction, it's a breeding ground for all kinds of prejudice and bigotry," said Khan.

 Laying claim to public spaces Football is also a way for girls to feel more confident about themselves. Just the simple act of leaving the house to participate in something different is the first step towards an independent life, according to Khan. The idea is to lay claim on public spaces, access to which has been denied to women, particularly in the marginalised sectors of society. "Even in a city like Mumbai, which is cosmopolitan, in public parks you rarely get to see young girls play with mostly boys having access to the grounds," Khan pointed out.

 However, that's easier said than done. In the beginning, playing in an open field meant getting harassed and leered at. But the band got together and successfully petitioned the electoral representation to allocate a ground specifically for girls so that they can play in peace. Now that field is being turned into a sports ground, which could make room for other sports as well.

The callousness of the painstakingly collected controversial data — which shows if a person is a bonafide Indian citizen or not — left people angry and amused. Users on social media have pointed out that individuals are more careful about renewing their Netflix and Amazon Prime subscriptions than the government is about <a href="https://www.businessinsider.in/assam-government-is-going-to-publish-the-full-nrc-check-your-name-in-nrc-list-at-www-nrcassam-nic-in/articleshow/70875982.cms">NRC data</a>. The government which seems to have forgotten to renew its cloud subscription however, doesn’t seem to think it’s a very big issue. According to the NRC State Coordinator Hitesh Dev Sarma, there’s nothing wrong afoot. He said that — the data only went offline only because the government didn’t renew their cloud storage with the Indian IT firm Wipro. The contract expired in October 2019 — five months back. "So, the data got offline from December 15 after it was suspended by Wipro. I assumed charge on December 24," Sarma told PTI, washing his hands off the issue. Two months down the line, the government still doesn’t have a new partner or a new contract with Wipro. However, Sarma promises that the data will be back online in another two to three days and available to the public.

 Something feels fishy Indians who are already protesting NRC — as well as the National Population Register (NPR) — do not believe in coincidences. The Leader of the Opposition in the Assam Assembly — Debabrata Saikia — has written to the Registrar General of India to look into the matter. According to him, this may have been a "malafide act" — a preemptive move with ill-intentions. "It is a mystery as to why the online data should vanish all of a sudden, especially as the appeals process has not even started due to the go-slow attitude adopted by the NRC Authority," Saikia wrote. "This act also violates the rules pertaining to the NRC, which stipulates various processes post-publication of the NRC," he added.

 Although the data is no longer visible online, it doesn’t mean that the data has disappeared altogether. Wipro is yet to reply to Business Insider’s request for more information on the issue. However, it is likely that the data is still saved on servers. It will be brought back online once the government renews its contract. Significance of the NRC The NRC was implemented for Assam in 2019 — although the allowance for the register was added to the Citizenship Act in a 2003 amendment. And, the central government has plans to <a href="https://www.businessinsider.in/india/news/nrc-process-to-be-carried-out-in-entire-country-amit-shah-in-rajya-sabha/articleshow/72142280.cms">implement it for the rest of the country</a> in 2021. However, <a href="https://frontline.thehindu.com/cover-story/article30431601.ece">protests</a> in different parts of the country — from the national capital to Tamil Nadu — have voiced their opposition to any such move. Citizens are disenchanted with the measure in anticipation of more detention centres and the skewed ratio of depriving Muslims of citizenship.

 Critics say the NRC combined with the Citizenship Amendment Act (CAA) is a way of <a href="https://www.indiatoday.in/india/story/expert-view-does-india-need-caa-npr-nrc-1635665-2020-01-10">stoking religious tensions</a>. In August 2019, 1.9 million people in Assam were excluded from the register, which means they won’t be considered as ‘legal’ citizens of the state. <a href="https://amnesty.org.in/news-update/uncertain-destiny-for-millions-in-assam-post-nrc/">Amnesty International</a> criticized the move which leaves millions with an uncertain future. "Assam is on the brink of a crisis which would not only lead to a loss of nationality and liberty of a large group of people but also the erosion of their basic rights – severely affecting the lives of generations to come," said Aakar Patel, head of Amnesty International India. The database going offline is not going to help the government’s cause to collect more data - especially when people are already wary of its possible misuse. The police has swung into action and come hard on anti-CAA rioters. And, they used social media to identify the protestors. The crackdown resulted in 124 arrests for posting ‘inciting’ on social media. A <a href="https://twitter.com/ANINewsUP/status/1210175794531618817">tweet</a> by ANI UP mentions that over 19,000 accounts are affected. In some cases, posts are pulled down, while in others, accounts themselves are blocked. In all, posts from 9,372 Twitter profiles, 9856 Facebook accounts and 181 YouTubers are affected. This is not the first time this has happened This is not the first time that the Uttar Pradesh police has made large-scale arrests over social media posts. During the Ayodhya verdict in November, 79 people were arrested and 8,500 social media posts were pulled down. O P Singh, the UP DGP in a <a href="https://twitter.com/ANINewsUP/status/1210424860804927489">statement </a>said that special investigation teams have been formed to investigate the violence. And, internet services have been suspended in 21 districts temporarily and will be restored when the situation turns normal. New Delhi, Jan 17 () Foreign tourist arrivals (FTAs) to India increased despite travel advisories issued by several countries and attempts by some groups to create "a bad perception" of the situation in the country, said Tourism Minister Prahlad Patel on Friday.
In 2019, till December, there has been a 43-percent increase in tourists availing e-visa, Forex has grown by almost 19 percent and the increase in FTAs is around 8 per cent as compared to the same period in 2018
"I think the data makes clear to those trying to create a bad perception of the country in a planned manner that they have failed in comparison to the attempts made by the prime minister to showcase this country. The data shows India is stable, peaceful and definitely worth seeing," said Patel when asked about the effects the protests against CAA, NRC, NPR have on the tourism industry.
According to data from the ministry, FTAs grew by 4.3 per cent in September 2019, a month after the abrogation of Article 370 in Jammy and Kashmir, as compared to the same period in 2018. Similarly, Forex grew by 11 percent during the same period.
In December, when protests against CAA and NRC began, FTAs grew by 3 percent and Forex by 16 percent, the data said. ASG ASG ABH

Hyderabad police have registered a criminal case against micro-blogging platform Twitter, Facebook-owned <keyword id="790242" type="COMPANY" weightage="20" keywordseo="WhatsApp">WhatsApp</keyword> and Chinese short-video making app TikTok on charges of facilitating the spread of hatred and anti-national content on their platforms in the country. The Cyber Crime <keyword id="48675" type="COMPANY" weightage="20" keywordseo="police-station">Police Station</keyword> registered the case following the direction from a city court on a petition filed by a local journalist. This is believed to be the first case against the leading social media platforms for facilitating spread of hatred and anti-national content in the country. The case against the social media platforms was registered under various sections of the Indian Penal Code (IPC), including for promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony, conspiracy to wage or attempt to wage war, or abetting waging of war against Indian government, obscene acts and songs in public, statements <keyword id="8818833" type="PERSON" weightage="20" keywordseo="conducing">conducing</keyword> to public mischief and criminal conspiracy. Silveri Srishailam, who had filed the petition in a Nampally court seeking action against the three social media apps, claimed that more than 1,200 groups were created after the protests against CAA, NRC and NPR began in the country, which were spreading anti-national content. He even claimed that some Pakistanis were members in these groups. He made <keyword id="8842132" type="COMPANY" weightage="20" keywordseo="twitter-communications-india-limited">Twitter Communications India Limited</keyword> and its India MD Manish Maheswari, WhatsApp Inc and its India head Abhijit Bose, and Tik Tok and its head Nikhil Gandhi the respondents in the case. When asked, a WhatsApp spokesperson shared an earlier statement that the company cared deeply about the safety of its users in India. "WhatsApp has made significant product changes and worked with partners across civil society, engaged with relevant government authorities and other technology platforms to help address the harmful consequences of misinformation," the spokesperson said. Inside sources told IANS that Twitter has not received any information on any such development so far. TikTok said it is looking into the matter. While WhatsApp has 400 million users in India, TikTok has crossed 200 million users. According to Statista, Twitter had nearly 35 million active users in India in 2019. Though the FIR was registered on February 18, the issue came to light on Thursday. A police officer said that notices would be issued to the respondents seeking their comments. The petitioner also sought ban on 42 apps, which he claimed were working against India.

The notice was issued by the bench constituting Justice DN Patel and Justice C Hari Shankar. According to the Special Commissioner of Police, there are 48 pending FIRs with the police on hate speech. The Solicitor General Tushar Mehta asked for more time to file a counter-affidavit and the matter will be heard again on April 13. BJP leader Ashwini Kumar has filed his own PIL with the Supreme Court. It seeks the implementation of the Law Commission Report on hate speech. The court is yet to take up the petition.
