New Delhi, Nov 29 () With an objective to push investment in northeastern region of the country, the Department for Promotion of Industry and Internal Trade (DPIIT) is organising a day-long symposium in Guwahati on Saturday.
<p> The main objective of the symposium is to facilitate knowledge sharing between northeastern states on North East Industrial Development Scheme (NEIDS), good practices in investment promotion and facilitation, reviewing the progress under sector-specific and cluster based development, ease of doing business and promotion of industrial system.
</p><p> Detailed presentations will be given to business community on start-up ecosystem and ease of doing business initiatives of the government, a DPIIT official said.
</p><p> The focus will be on improving investment ecosystem in the region with a special focus on NEIDS.
</p><p> The scheme, covering manufacturing and service sector, was approved on March 21, 2018. It is effective from April 2017 to March 2022.
</p><p> It gives encouragement to MSMEs in manufacturing, services. Information technology is leveraged to process and approve proposals and release payment.
</p><p> Manufacturing and service units of northeast can avail benefits up to Rs 200 crore per unit under all components of scheme, subject to investment in plant and machinery.
</p><p> The official said that northeast region's value chain potential with Bangladesh, the Association of South East Asian Nations (ASEAN) countries and rest of India in agriculture, horticulture, floriculture, processed food, engineering, automobiles, garments, and pharmaceuticals have remained unlocked.
</p> Department heads of northeastern states, national bodies like APEDA and NEC, representatives from industry associations would participate in the symposium.   RR

That means the cities on our list saw many more people move out since 2010 than move in.</p><p>Here are the 20 Northeastern cities with the most net outmigration as a share of 2010 population:</p>

<strong><br /></strong><ul><li><strong>The UN ‘Oscar for the Best Policy’ was awarded to the northeastern Indian state of <keyword id="48118" type="CITY" weightage="20" keywordseo="Sikkim">Sikkim</keyword>.</strong></li><li><strong>This makes Sikkim the 1st fully <keyword id="1194427" type="PERSON" weightage="20" keywordseo="organic-state">organic state</keyword> in the world with its sustainable agricultural policies that are inclusive and comprehensive of all socioeconomic aspects.<br /></strong></li><li><strong>Pawan Kumar Chamling, the state’s Chief Minister, propagated ‘building an organic world together’.</strong></li></ul>It’s not news that the north-eastern state of Sikkim is a leader in sustainable policies. But, the state’s efforts were <a href="http://www.fao.org/agroecology/slideshow/news-article/en/c/1157015/">finally recognised</a> by the <keyword id="6355833" type="ORGANIZATION" weightage="20" keywordseo="united-nations">United Nations</keyword> (UN) garnering the award for having the world’s best food policies or what’s called the ‘Oscar for the Best Policy’.<br /><br />The world has its first fully organic state - and it’s in India.<br /><br />In actuality, Sikkim was already fully organic when 2015 rolled in having started its journey to being sustainable back in 2003.<br /><br />According to Maria Helena Semedo, Food and Agriculture Organisation’s (FAO) Deputy Director, Sikkim’s policies have benefited over 66,000 family farmers. Rather than focusing on food security in isolation, the state’s food policies take socio-economic aspects like tourism, consumption, markets and development into its fold to form a comprehensive and inclusive approach toward agriculture.<br /><br /><strong>Sikkim’s organic world<br /></strong><br />Unlike most regions that turn to sustainability and being organic as a solution once their natural capital in jeopardy, Sikkim’s organic policy came into being because of its treacherous terrain that makes normal farming methods obsolete.<br /><br />Going organic was an opportunity utilise land that was currently lying unused.<br /><br />Now Sikkim is home to bio-villages that employ effective microorganisms (EM) technology for compost and bio-pesticides. The agricultural fields use vermiculture hatcheries and compost-cum-urine pits for manure production.<br /><br />Even the seeds they use are organic, rather than the hybrids that are used in other parts of the country. With the ‘Seed Village Scheme’, Sikkim ensures that it has locally adapted high-quality seeds. And, in order to ensure that those seeds yield the maximum output, the state conducts regular soil health assessments.<br /><br />The transformation didn’t happen overnight. And the most important aspect of its success is probably the invention programme that was implemented to raise awareness about organic farming practices among farmers.<br /><br />That being said, it’s easier said than done. When Sikkim started on its journey to becoming an organic state in 2003, chemical lobbyists and opposition parties didn’t make it easy. Chamling asserted that it was through strong political commitment and hard work that Sikkim is where it is now.<br /><br />In fact, Sikkim’s story is a model example of sustainability that is currently being emulated in other northeastern states of the country and Kerala, who recently faced extensively floods as a result of unsustainable development amplified by climate change.<br /><br />Sikkim beat out 51 nominations from 25 countries from all over the world at the event organised by the FAO and the World Future Council (WFC). Layout plans reviewed by Reuters also show quarters for guards, a high boundary wall, and watchtower, it said.</p><p>The detention center visited by Reuters is the first of at least 10 others planned in Assam. It is meant to hold at least 3,000 detainees.</p><p>Government guidelines released this year indicate that detention centers should have a boundary wall at least 10-feet high lined with barbed wire, Reuters said, citing local media.</p><p>The Goalpara camp has a red boundary wall and two large watchtowers. Picture taken September 1, 2019.</p></div><p></p></div></div></p><p>One contractor told Reuters that the rooms in the center would be around 350 square-feet each, with each unit housing 24 rooms. </p><h2>India made 1.9 million people effectively stateless last month </h2><p>News of the detention facilities in Assam follows a crackdown on 1.9 million residents that the government now considers to be stateless. </p><p>Last month, the government <a href="https://www.indiatoday.in/india/story/assam-final-nrc-list-out-over-19-lakh-people-excluded-1593769-2019-08-31">put out a final list</a> of all the residents in Assam considered to be Indian citizens called the National Register of Citizens (NRC). Around 33 million people submitted documents for consideration by the state, though the final list only contains 31.1 million names. </p><p>According to <a href="https://www.indiatoday.in/india/story/assam-final-nrc-list-out-over-19-lakh-people-excluded-1593769-2019-08-31">India Today</a>, the NRC is used to verify citizenship in India and is used by the government to identify anyone who immigrated from neighboring Bangladesh after March 25, 1971.</p><p>Residents need to prove their citizenship by showing that either they or their ancestors were born in Assam before the cutoff date - which corresponds to the beginning of the Bangladesh War of Independence that saw hundreds of thousands of people flee the country as it split from Pakistan. </p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Anuwar Hazarika</span></p><p class="caption"> Laborers work at a construction site of a detention centre for illegal immigrants at a village in Goalpara district in the northeastern state of Assam, India, September 1, 2019. The Assam government has previously said those not included in the register will not be detained until they are declared foreigners by a special tribunal, according to India Today. </p><p>According to <a href="https://www.reuters.com/article/us-india-politics-citizenship/india-leaves-nearly-two-million-people-off-citizens-list-fate-uncertain-idUSKCN1VL04W">Reuters</a>, state officials have not outlined what fate lies ahead for those deemed foreigners, and neighboring Bangladesh has not agreed to accept the potential influx of stateless people.</p><h2>Critics say the move is bringing the region to the brink of a crisis </h2><p>The move has faced backlash from critics who accuse Prime Minister Narendra Modi and his allies of stoking racial tensions in one of India's poorest regions, which is also home to a large Muslim population. </p><p>Amit Shah, the country's home affairs minister, <a href="https://www.theguardian.com/world/2019/sep/09/not-a-single-illegal-immigrant-will-stay-says-india-after-register-excludes-millions">said on Sunday</a> that the government "will not allow a single illegal immigrant to stay." He also previously encouraged the country to take action against "infiltrators who were eating the country like termites," according to the <a href="https://www.theguardian.com/world/2019/sep/09/not-a-single-illegal-immigrant-will-stay-says-india-after-register-excludes-millions">Guardian</a>. </p><p>"Our intention is to expel illegal immigrants from the entire country and not just Assam," he <a href="https://timesofindia.indiatimes.com/india/intend-to-expel-illegal-immigrants-from-entire-country-shah/articleshow/71047249.cms">said</a>.<a href="http://timesofindia.indiatimes.com/articleshow/71047249.cms?utm_source=contentofinterest&amp;utm_medium=text&amp;utm_campaign=cppst"></a></p><p><em><strong>Read more:</strong><a href="https://www.businessinsider.com/kashmir-india-controlling-srinagar-razor-wire-2019-8"> India is controlling people in Kashmir with an elaborate maze of razor wire that changes configuration several times a day</a></em></p><p><a href="https://amnesty.org.in/news-update/uncertain-destiny-for-millions-in-assam-post-nrc/">Amnesty International</a> has criticized the NRC and says it leaves the futures of millions of people in the region uncertain.</p><p>"Many Indians, especially those belonging to poor and marginalized communities, do not have certified copies of identity documents or are unable to produce it on time to prove their citizenship," said Aakar Patel, Head of Amnesty International India. </p><p>"Assam is on the brink of a crisis which would not only lead to a loss of nationality and liberty of a large group of people but also erosion of their basic rights - severely affecting the lives of generations to come."</p><p><a href="https://www.businessinsider.com/kashmir-india-revoke-article-370-quasi-independence-internet-tourists-2019-8">Earlier this month</a>, India also revoked part of its constitution which gave the disputed region of Jammu and Kashmir a special status and quasi-independence.
