As of 3:40 p.m. the <a href="http://www.hpc.ncep.noaa.gov/discussions/hpcdiscussions.php?disc=pmdspd">National Weather Prediction Center</a> said that the "developing coastal storm could brush Long Island and New England with moderate snow late today into Sunday."
Earlier, there were predictions of heavy snow developing in coastal New England by Sunday, with the potential of more than six inches of snow. 
Now it seems the storm should track far enough east to keep most of the heavy snow offshore, but winds will still be strong. 
Last week an intense <a href="http://www.businessinsider.com/major-noreaster-begins-to-blanket-the-northeast-photos-2013-2">blizzard buried much of the Northeast</a>.

So we narrowed the list down to shine a light on the best colleges the Northeast has to offer.For the ranking, we decided to shy away from a school's reputation and selectivity and focused on the overall college experience for students and how well-prepared they are for the future. We looked at data made available by <a href="https://collegescorecard.ed.gov/data/">the government</a> for post-graduate earnings as well as graduation rate. An article in the <a href="http://www.nytimes.com/2013/10/15/science/earth/something-is-killing-off-the-moose.html?_r=1&amp;">New York Times</a> reported that moose are dying off at 25% per year in northeast Minnesota - that's a big jump since the death rate used to hover around 8 to 12%. In the 1990s the moose population in Minnesota was around 4,000. Its now down to less than 100.
Wildlife officials have banned all moose hunting in these areas.
Scientists think multiple factors are coming together to negatively impact the population, but a common thread in all three seems to be <keyword id="6361617" type="ORGANIZATION" weightage="60" keywordseo="Climate-Change">climate change</keyword>.
1. Warmer temperatures - Winters are shorter, and temperatures year-round are warmer. Moose are built for cold temperatures - they have a thick layer of hair that keeps their bodies insulated. Moose expend extra energy to cool off when temperatures rise, and if the weather warms up too much the moose may experience heat exhaustion that can kill them.
2. Ticks - Scientists have linked the shorter winters in the northeast to the rising number of winter ticks - which feed on moose blood. If one moose takes on too many ticks, it will die. The winter ticks are taking advantage of the decrease in snowfall and warmer temperatures: scientists have found up to 100,000 of these tiny parasites feeding on just one moose, according to the <a href="http://www.nrri.umn.edu/moose/">Natural Resources Research Institute</a>. These <keyword id="6371668" type="COMPANY" weightage="60" keywordseo="animals">animals</keyword> are literally being sucked dry.
3. Beetles destroying forests - A <a href="http://www.acee-ceaa.gc.ca/050/documents/p63928/93500E.pdf">study in Wildlife Infometrics</a> has also linked the declining population to another pest - the pine bark beetle. These tiny beetles do well in warmer weather and are destroying forests in the northeast. According to the <a href="http://www.dnr.state.mn.us/treecare/forest_health/barkbeetles/index.html">Minnesota Department of Natural Resources</a>, the beetles bore holes into trees to lay eggs, which stresses the tree and it eventually dies. The destruction of pine forests leaves moose exposed to predators and to hunters, and may be another factor contributing to their sharp decline.

Moose Populations Are Plummeting In The Northeast

<ul class="summary-list"><li><keyword id="6372909" type="LOCATION" weightage="60" keywordseo="turkey">Turkey</keyword> is being blamed for shutting off water access for 1 million people in northern <keyword id="6354913" type="UNKNOWN" weightage="60" keywordseo="syria">Syria</keyword>.</li><li>Local families now rely on trucks to deliver water, but shortages have increased prices by 200% in a year.</li><li>Most Syrian families live on less than $2 a day, and many are left digging their own wells and praying for rain.</li></ul>It's been 10 days since the last water delivery reached Abdurahman Ferhad's family in <keyword id="11293219" type="UNKNOWN" weightage="60" keywordseo="northeast-syria">northeast Syria</keyword>.Truck deliveries are the only way to get water into his neighborhood. It's expensive, and it's not even clean enough to drink.That's because neighboring Turkey has been using water shut-offs as a weapon in an ongoing conflict in the Al-Hasakah region, according to local Kurdish authorities and NGOs. We visited families across the region, including at al-Hol, a refugee camp still haunted by ISIS, to understand this little-known water crisis that is making life unbearable for residents.<h2>Over a million people in northeast Syria don't have reliable access to drinking water.</h2>Just days after the withdrawal of American forces from northeast Syria in October 2019, Turkish President Recep Tayyip Erdogan launched a military offensive designed to establish a buffer zone along Turkey's southern border with Kurdish-controlled Syria. While Erdgoan insisted that the 30-kilometer strip of land would provide safe passage for some of the <a href="https://www.nytimes.com/2019/11/01/world/middleeast/syria-refugees-turkey-safe-zone.html">3.6 million Syrian refugees</a> residing in Turkey to return home, humanitarian groups <a href="https://www.hrw.org/news/2019/10/11/turkeys-safe-zone-would-be-anything#">warned</a> that the military operations would displace up to 300,000 civilians along the Turkey-Syria border, or even <a href="https://rojavainformationcenter.com/storage/2019/10/Erdogans-security-zone-Refugees-and-humanitarian-aid-in-North-East-Syria.pdf">destroy the infrastructure</a> necessary to support local life.In the first two weeks of Operation Spring Peace, Turkish forces <a href="https://rojavainformationcenter.com/2019/12/database-documenting-war-crimes/">repeatedly bombed </a>bakeries, grain silos, hospitals, schools and the Allouk water station, the region's only reliable source of water. Eighteen months after the Turkish invasion, over 1 million civilians in northeast Syria are living without reliable access to drinking water. "Turkey has shut off the water flow 16 times in the past year [2019] alone, for up to a month, in this region," said Thomas McClure, a researcher with the Rojava Information Center, a Syrian <keyword id="6355005" type="UNKNOWN" weightage="100" keywordseo="news">news</keyword> agency.<div type="image" title="FILE PHOTO: Turkish President Tayyip Erdogan speaks during a news conference following a cabinet meeting in Ankara, Turkey, June 9, 2020. In a statement to Insider, the Turkey Defense Ministry said that the Kurds "deliberately reduce or totally cut the power supply to the safe zone," and that Turkey is "doing all it can" to ensure a continuous supply of water.But local families tell a different story."We drill into the ground," resident Abdelrahman Ferhan said, gesturing to a 1-foot-wide hole in his front yard. "But there is nothing here anymore. The well has become dry."It's a foreboding sign in a region that has traditionally produced between <a href="https://syriadirect.org/grain-shortages-and-financial-ruin-plague-hasakah-farmers-as-crops-fail-after-devastating-drought/">50% and 75% of Syria's national wheat crop</a>.Now, Ferhan's family relies on trucks that deliver water to his home once a week. Each delivery costs about $3 - an enormous sum, considering 80% of the Syrian people in this region <a href="https://reliefweb.int/sites/reliefweb.int/files/resources/REACH_Syr_Daily_wages_employment_sectors_Jan_20.pdf">live on less than $2 a day</a>. Human Rights Watch <a href="https://www.hrw.org/news/2020/03/31/turkey/syria-weaponizing-water-global-pandemic">has condemned</a> Turkey's failure to ensure adequate water supplies to northeast Syria, as trucking represents a stopgap solution that only reaches 50% of the households in need. "As an occupier under international law, Turkey has a duty to provide things like medical care, food, water and shelter," said Sara Kayyali, a researcher with Human Rights Watch.The COVID-19 pandemic has raised the stakes for basic hygiene in this region, including at refugee and internally displaced people camps. Delai Shansedin Ismail, an aid worker at al-Hol refugee camp, warns that water shortages are further threatening the lives of camp residents. "If you don't have enough water, of course you will struggle to protect yourself from the disease," said Delai Shansedin Ismail, who works with the Kurdish Red Crescent. Meanwhile, Human Rights Watch and locals warn that if Turkey doesn't improve the water supply, the humanitarian crisis here will deteriorate even further."There are no differences if you kill people with bombs or cut people's water. Both result in death," said Nidal Mohammad, the co-chairman of the Hasakah Water Department. "It shouldn't be a question if [Turkey] sends it or not.""Bringing water here is a matter of life and death."

Turkey is blamed for cutting the water supply of over 1 million people living in northeast Syria

The Centre's flagship scheme <keyword id="3332779" type="PERSON" weightage="20" keywordseo="Pradhan-Mantri-Ujjwala-Yojana">Pradhan Mantri Ujjwala Yojana</keyword> (PMUY) has not only provided clean fuel to poor households, but also entailed an investment of over Rs 3,000 crore in the northeast, a senior official has said. It has created more than 3,000 jobs in the region during the last two-and-half years as well, he said. The ambitious programme, being implemented by the three PSU oil marketing companies IOCL, HPCL and BPCL, has increased the LPG customer base to over 94 lakh in October 2019 from 48.3 lakh on April 30, 2017, the official said. The PMUY was rolled out on May 1, 2017 in the northeast, a year after the scheme was set in motion first in Uttar Pradesh. The State Level Coordinator for Assam (Petroleum Products) Uttiya Bhattacharyya said that the LPG penetration in the region has gone up to nearly 90 per cent from 48 per cent two years ago. "The social objective of the PMUY to make the cleaner fuel available to households was achieved. But beyond that, it has made a tremendous impact in the region in terms of investment, job creation, women empowerment and boosting the rural sector," Bhattacharyya told in an interview here. The PSU major <keyword id="6356834" type="COMPANY" weightage="20" keywordseo="indian-oil-corporation">Indian Oil Corporation</keyword> has already ramped up its capacity at six bottling plants at a cost of Rs 149 crore while it is investing over Rs 290 crore to set up two greenfield plants at Agartala in Tripura and Barapani in Meghalaya by 2020, he said. Bhattacharyya, who is also the Indian Oil Corporation Chief General Manager (IndianOil-AOD), said that the company has invested more than Rs 2,500 crore to upgrade the technology at its Bongaigaon refinery in Assam to meet the rise in demand. "There is also a plan to invest nearly Rs 100 crore in coming years to further upgrade the technologies at IOC's LPG bottling plants. In other words, total investment of over Rs 3,000 crore are being invested to cater to the additional demand due to PMUY," he said. The focus on strengthening productivity has resulted in an increase of the storage capacity by 65 per cent to 9,469 MT and bottling capacity by 98 per cent to 2,060 MT every day. The public sector undertaking Indian Oil Corporation currently has 10 LPG bottling plants across the northeast and these are functioning at 100 per cent utilisation. On job creation, Bhattacharyya said the entire LPG business engages huge manpower at various levels such as production in bottling plants, sales offices, distribution network, delivery of cylinders at households, distributor mechanics and transportation among others. "All put together, there are over 22,500 people engaged in the LPG business in the northeast as of today. The number has grown from 19,500 during May 2017, when we had launched the PMUY," he said. Besides, a large number of social groups, students and health workers were engaged in identification and enrolment of the beneficiaries, and the programme helped the people for more income generation, Bhattacharyya said. Highlighting another important aspect, the senior IOC official said that the future of the company's LPG business lies in the rural market only as the cities will be connected by piped gas in the next few years. "As the cities will move towards piped gas services, our future in LPG lies in rural areas. PMUY forced us to focus more in rural market. So, the scheme was important for our sustenance of the LPG business. The strategic shift of focus on the rural market, where the future growth lies, was driven by the PMUY," Bhattacharyya said. IOC currently has 430 rural distributors out of its total 818 dealers across the region, he said adding that out of its total distributors, 150 are women. Two years ago, there were 80 women distributors. "The engagement of new women distributors under PMUY has increased by 70 per cent compared to April 2017. "By effectively absorbing JetBlue's operations in Boston and New York City, American can reduce investments not just in those cities, but also in other parts of its network where it otherwise would maintain or add service," the lawsuit read. "As a consequence, consumers across the country will have fewer options and pay higher fares."JetBlue and American argued the partnership was necessary to compete with Delta Air Lines and United Airlines in the busy New York and Boston hubs: "We made it clear at trial that the Northeast Alliance has been a huge win for customers," JetBlue told Insider. But, a federal judge determined the alliance violates antitrust laws."Whatever the benefits to American and JetBlue of becoming more powerful — in the Northeast generally or in their shared rivalry with Delta — such benefits arise from a naked agreement not to compete with one another," Judge Leo Sorokin wrote in his ruling. "Such a pact is just the sort of 'unreasonable restraint on trade' the Sherman Act was designed to prevent."The Sherman Act of 1890 outlaws "every contract, combination, or conspiracy in restraint of trade," and any "monopolization, attempted monopolization, or conspiracy or combination to monopolize," <a href="https://www.ftc.gov/advice-guidance/competition-guidance/guide-antitrust-laws/antitrust-laws">according to the Federal Trade Commission.</a>The decision noted that the alliance limited certain routes to one of the two airlines, forcing the other to exit."In short, they are dividing the NEA markets between themselves," the decision said.According to Judge Sorokin, JetBlue and American have 30 days to undo their alliance, <a href="https://www.businessinsider.com/northeast-alliance-expanding-despite-looming-lawsuit-2021-11">meaning they cannot work together to coordinate their fares or routes.</a>The carriers told Insider the decision is "disappointing" and "wrong," with Amercian saying "the Court's legal analysis is plainly incorrect and unprecedented for a joint venture like the Northeast Alliance."Moreover, both continue to defend the alliance as a benefit to customers."Through the NEA, JetBlue has been able to significantly grow in constrained northeast airports, bringing the airline's low fares and great service to more routes than would have been possible otherwise," JetBlue told Insider.The airlines can appeal and are likely to fight the ruling, according to CNBC. "We are studying the judgment in full and evaluating our next steps as part of the legal process," JetBlue told Insider The DOJ did not immediately respond to Insider's requests for comment.The decision cannot come at a worse time as the <a href="https://www.businessinsider.com/flight-attendants-and-pilots-anxiously-gear-up-for-summer-travel-2023-5">busy summer travel season gets into full swing</a>. Both airlines have already sold tickets, and the unraveling could cause a headache for JetBlue, American, and their customers.JetBlue is also battling a <a href="https://www.businessinsider.com/jetblue-spirit-doj-antitrust-lawsuit-block-merger-airfare-prices-2023-3">separate antitrust lawsuit against the DOJ over its proposed merger with Spirit Airlines</a>, a deal worth $3.8 billion and would allow JetBlue to become the fifth largest airline in the US.

The <a href="http://forecast.weather.gov/wwamap/wwatxtget.php?cwa=erh&amp;wwa=blizzard%20watch">National Weather Service</a> has issued a <keyword id="70115" type="COMPANY" weightage="60" keywordseo="blizzard">Blizzard</keyword> Watch for Boston and surrounding areas, and Eastern New England will see the greatest effects. 
The Nor'easter is so powerful because it's actually a merged storm system, <a href="http://www.wunderground.com/blog/shauntanner/comment.html?entrynum=240">according to Wunderground's meteorologist Shaun Tanner</a>. 
A cold <keyword id="6359992" type="UNKNOWN" weightage="60" keywordseo="Weather">weather</keyword> system coming out of the Midwest Thursday is expected to combine with a second storm moving up the eastern half of the United States.

One foot or more: Boston, Hartford, Providence, Burlington, and Portland, Maine
