The state, that has many rivers, reported severe waterlogging in various parts of the capital city of Agartala and three of the state's rivers are flowing with water levels more than 0.3 meters <a href="https://www.aninews.in/news/national/general-news/tripura-floods-render-around-600-families-homeless201805210531160001/">above</a> the safe limit.<br /><br />Officials said that low lying areas were the worse affected and people were evacuated. The flood situation remains bleak due to teeming rains in the hilly regions of north Tripura that is the source of all the major rivers in the region. The heavy downpour in the hills resulted in a flood in the downstream areas including Agartala, the capital and nearby areas.<br /><br />Schools in many places were closed following the flood. Many portions of the Assam-Agartala National Highway are flooded and disrupted the normal traffic flow.<br /><br />The National Disaster Response Force (NDRF), fire services, civil defence and volunteers are jointly working to help the affected regions, officials said. More than 3000 families in the state have been relocated to 17 makeshift rescue camps. <br /><br />Chief Minister Biplab Kumar Deb has declared financial assistance for the families of those who died due to the mudslides in several parts of the state, a report on <a href="http://www.thehindu.com/news/national/other-states/six-killed-around-3000-families-displaced-in-tripura-floods/article23948144.ece">The Hindu</a>.<br /><br />Water levels in the Gomati, Deo, Manu and Haora rivers is increasing every hour, which poses a flood threat throughout the state of Tripura. Those two states, as well as Virginia, have declared a state of emergency while they prepare.</p><p>The National Hurricane Center <a href="https://www.nhc.noaa.gov/refresh/graphics_at1+shtml/025002.shtml?key_messages#contents">said</a> on Sunday night that the storm could remain powerful as it passes over the US mainland, and could penetrate as far as Pittsburgh, Pennsylvania.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>NOAA</span></p><p class="caption">An NOAA map shows the probability of tropical-storm-force winds hitting the US East Coast between Sunday and Friday. Strong winds went up to a speed of 220 kmph as it struck the shores of <keyword id="6357961" type="CITY" weightage="100" keywordseo="Odisha">Odisha</keyword> and Andhra Pradesh. However, early warnings and the mass evacuation of nearly 900,000 people limited the <keyword id="6397442" type="UNKNOWN" weightage="100" keywordseo="death-toll">death toll</keyword> to 30-50. A quarter million houses were razed though, and over 860,000 hectares of cropland was destroyed. The overall damage amounted to about $150 million.<br />

About 33 cm of rain fell during a cloudburst and a lake above the 8th century <keyword id="1674376" type="UNKNOWN" weightage="100" keywordseo="Kedarnath-temple">Kedarnath Temple</keyword> burst, sending a deluge of water down the valley. Over 110,000 stranded pilgrims were rescued and the actual death toll could be close to 10,000 while 20,000 hectares of <keyword id="6491949" type="UNKNOWN" weightage="100" keywordseo="agricultural-land">agricultural land</keyword> was severely damaged in the deluge. According to a <keyword id="29740" type="CITY" weightage="60" keywordseo="Bloomberg">Bloomberg</keyword> report based on a document from AON Benfield, economic losses due to the floods in India (mostly Uttarakhand) could be $1.1 billion and insured costs around half a million.<br />

Cyclone Mahasen moved up from the southern <keyword id="55869" type="UNKNOWN" weightage="60" keywordseo="Bay-of-Bengal">Bay of Bengal</keyword> and finally hit Bangladesh, but its effects could be felt in southern, eastern and north-eastern parts of India. Heavy rain lashed Meghalaya as it crossed into neighbouring Bangladesh while severe storms in Andhra Pradesh caused eight deaths and also flooded 739 hectares of farmland. In the coastal districts of Odisha, there were scattered but powerful storms, producing winds up to 72 kmph. Malkangiri saw the heaviest rainfall at 48 mm.<br />

The Neuse River reached 17.9 feet on Saturday, and the Lumber River is expected to hit 24 feet on Sunday.</p><p>The problem is expected to hit its worst point between Sunday and Tuesday, reports The News &amp; Observer.</p><p>Officials warn against travel in areas with expected flooding. Cooper said <a href="https://tims.ncdot.gov/tims/" target="_blank" rel="noopener">parts of Interstates 95 and 40 will be underwater</a> for at least another week.</p><p>One local told the The News &amp; Observer that during the storm, waters rose higher than he'd ever seen in Wilmington. <a href="https://www.businessinsider.com/hurricane-florence-damage-in-satellite-images-2018-9" target="_blank" rel="noopener">Some reports suggest</a> Hurricane Florence was the worst flooding event in East Coast history.</p><p>South Carolina has also ordered evacuations as waters rise, the Associated Press reported Saturday.</p><p>Mayor Lawson Bitter told the AP that Nichols, South Carolina was completely inundated by water, with more than 150 homes destroyed from flooding. South Carolina Gov. Its center is located about 580 miles southeast of Bermuda. <ul class="summary-list"><li><strong><keyword id="385066" type="PERSON" weightage="60" keywordseo="tropical-storm">Tropical Storm</keyword> Isaias has strengthened to a <keyword id="16422" type="ORGANIZATION" weightage="60" keywordseo="hurricane">hurricane</keyword>.</strong></li><li><strong>It is currently over the Caribbean and is expected to bring storm conditions to <keyword id="6357385" type="LOCATION" weightage="60" keywordseo="florida">Florida</keyword> over the weekend.</strong></li><li><strong>Hurricane Isaias hit the <keyword id="16608" type="COUNTRY" weightage="60" keywordseo="Dominican-Republic">Dominican Republic</keyword> on Thursday and caused flooding and blackouts in Puerto Rico, with warnings also in place for <keyword id="57389" type="COUNTRY" weightage="60" keywordseo="Haiti">Haiti</keyword>, The Bahamas, the Turks and Caicos, and <keyword id="16815" type="COUNTRY" weightage="60" keywordseo="Cuba">Cuba</keyword>.</strong></li><li><strong>The National Hurricane Center is warning of flash flooding and dangerous waves in Florida, with Isaias expected to hit the east coast on Saturday.</strong></li><li><strong>Heavy rains could then spread up North and South Carolina. </strong></li></ul><p>Tropical Storm Isaias has strengthened into a hurricane and is due to hit Florida's coast on the weekend.</p><p>As of 5 a.m. EDT Friday, Hurricane Isaias was located around 325 miles (620 kilometers) of Nassau in The Bahamas, <a href="https://www.nhc.noaa.gov/text/refresh/MIATCPAT4+shtml/DDHHMM.shtml">according to the National Hurricane Center</a> (NHC).</p><p>The NHC's forecast said that the center of the hurricane will move "near or over" the Southeastern Bahamas later on Friday.</p><p>It is also warning of rainfall across the Caribbean, which "will lead to life-threatening flash flooding and mudslides, as well as river flooding."</p><p>Isaias has already <a href="https://www.insider.com/tropical-storm-isaias-hurricane-season-record-puerto-rico-2020-7">caused flooding and blackouts in Puerto Rico</a>.</p><p>Parts of Florida have also been put under a Tropical Storm Watch.</p><p><div type="image" title="TROPICAL STORM SAIAS" height="1333" width="2000" msid="77283518" hostid="261"></div></p><p>The hurricane is moving northwest at 17 miles per hour (28 km per hour), meaning it's expected to arrive "near or east of the Florida peninsula on Saturday and Sunday."</p><p>It currently has sustained winds of 80 miles per hour (130 km per hour), along with gusts of higher winds, and it could get stronger throughout the day.</p><p>Hurricane-force winds are stretching 45 miles (75 km) from the center of the hurricane, with tropical-storm-force winds extending out up to 205 miles (335 km) from the center.</p><p>Isaias expected to remain a hurricane-level storm for the next few days, the NHC said.</p><p><div type="image" title="Hurricane Isaias 5 a.m. EDT on Friday." height="1617" width="2000" msid="77283523" hostid="261"></div></p><h2>NHC warnings for the Caribbean and Florida</h2><p>The NHC is predicting up to 12 inches of rainfall in parts of the Dominican Republic and Northern Haiti, up to eight inches in the Bahamas and Turks and Caicos, and up to four inches in Cuba.</p><p>Large waves have already hit Puerto Rico, the Dominican Republic, the Turks and Caicos, and the southeastern Bahamas, the NHC said.</p><p>They are also due to hit Cuba and parts of The Bahamas later on Friday, and the east coast of Florida on Saturday.</p><p>"These swells are likely to cause life-threatening surf and rip current conditions," the NHC said.</p><p>A Hurricane Warning — which means that hurricane conditions are expected within 36 hours — is in place for the Northwestern Bahamas, Southeastern, and Central Bahamas.</p><p>A Tropical Storm Warning — which means tropical-storm conditions are expected within 36 hours — is in place for the southern and northern coastlines of the Dominican Republic, Haiti's north coast, and the Turks and Caicos Islands.</p><p>Florida's east coast, from Ocean Reef to Sebastian Inlet, is currently under a Tropical Storm Watch, which means tropical-storm conditions may be seen within around 48 hours. Lake Okeechobee is also under a Tropical Storm Watch.</p><p>"Additional watches or warnings may be required for a portion of the Florida peninsula later today," the NHC warned early Friday.</p><p>The center is also predicting up to six inches of rain in parts of Florida over the weekend, which "could result in isolated flash and urban flooding, especially in low-lying and poorly drained areas."</p><p>And it warned that heavy rains could hit North and South Carolina next week, which could also result in some flash flooding.</p><p><div type="image" title="Hurricane Isaias rainfall 2 a.m. EDT Friday" height="1506" width="2000" msid="77283524" hostid="261"></div></p><h2>A hurricane during a pandemic</h2><p>Florida is currently dealing with one of worst coronavirus outbreaks in the US, with more than 460,000 cases of COVID-19 and more than 6,500 deaths. Hospitals there say they are <a href="https://www.npr.org/2020/07/13/890558022/spike-in-coronavirus-cases-overwhelms-intensive-care-units-at-florida-hospitals">already strained</a> thanks to the pandemic.</p><p>Meanwhile, Caribbean countries, many of which have had small coronavirus outbreaks, have been <a href="https://www.bbc.co.uk/news/world-latin-america-52723056">hit hard by the halt in tourism</a> over the pandemic.</p><p>Tourism typically fuels much of the island nations' economies, and many nations had decided to reopen to tourists despite the health risks.</p><p>The Bahamas is still recovering from being hit by Hurricane Dorian, the most intense storm ever recorded to hit the country, which came last year.</p><h2>Power outages, mudslides, and one missing person</h2><p>Isaias made landfall at the Dominican Republic on Thursday. At the time it was a tropical storm, with sustained wind speeds hitting 60 miles per hour.</p><p>More than 300,000 people lost power and tens of thousands lost their water supply in Puerto Rico over wind and rainfall from the storm.</p><p><div type="image" title="Storm Isaias" height="1333" width="2000" msid="77283528" hostid="261"></div></p><p><a href="https://edition.cnn.com/2020/07/31/weather/hurricane-isaias-forecast/index.html">CNN</a> also reported mudslides on the island, with one woman going missing.</p><p>National <keyword id="6359992" type="UNKNOWN" weightage="60" keywordseo="weather">Weather</keyword> Service San Juan meteorologist Gabriel Lojero told CNN: "A lot of neighborhoods were submerged under water."</p><p>Isaias is the second hurricane of this year's season, after Hanna hit Texas on July 25.</p><p>It's also the earliest storm with a name starting with "I" <a href="https://www.insider.com/tropical-storm-isaias-hurricane-season-record-puerto-rico-2020-7">to ever form during a hurricane season</a>.</p>
