International Olympic Committee (<keyword id="6354733" type="General" weightage="100" keywordseo="ioc" source="Orion">IOC</keyword>) on Thursday issued a final warning to <keyword id="58527" type="General" weightage="80" keywordseo="ioa" source="Orion">IOA</keyword> to "resolve its governance issues" and hold elections by December, failing which the world sports body will ban India. The executive board of the IOC, which made in Lausanne on Thursday, also decided not to recognise any "acting/interim president" after Narinder Batra's ouster as Indian Olymic Association president and said it will deal with secretary general Rajeev Mehta as the main point of contact. "... in view of the ongoing internal disputes, governance shortcomings and ongoing court cases, (IOC Executive Board) took the decision... to issue a final warning and consider the immediate suspension of the <keyword id="48949" type="General" weightage="80" keywordseo="noc" source="Orion">NOC</keyword> of India at the next IOC Executive Board meeting in December 2022 if, by then, the NOC of India is not able to address and resolve its governance issues to the satisfaction of the IOC, in the interest of sport and the athletes. "...and operate properly through its governing bodies, i.e. the Executive Committee and General Assembly, and fulfil its obligations, in particular by holding its quadrennial elections in accordance with the Olympic Charter," the IOC's letter sent to IOA read. The IOC letter sent by James McLeod, Director of <keyword id="3439289" type="General" weightage="50" keywordseo="olympic-solidarity" source="Orion">Olympic Solidarity</keyword> and NOC Relations, further said: "During this transition period, and given that the IOC does not currently recognise any 'interim/acting president' of the NOC of India, the NOC Secretary General will serve as the main point of contact to coordinate the next steps with the IOC, in close consultation and in agreement with the NOC Executive Council and General Assembly." The IOC also stated that it's Executive Board reserves the right to take any further action at any stage of the process depending on how the situation develops. The IOC also decided to postpone its session earlier scheduled to be held in Mumbai in May next year. "In view of the uncertain situation, the IOC Session that is due to take place in Mumbai in May 2023 is postponed until September/October 2023," the letter said. "Depending on the decisions that will be taken during the IOC Executive Board meeting in December 2022 relating to the NOC of India, the IOC Executive Board will decide as to whether the IOC Session in 2023 should be maintained in India or be relocated." The IOC said in order to agree on a constructive solution and establish a roadmap leading to the elections of IOA, it will organise a joint meeting with all parties concerned later this month in Lausanne. "In view of the above, we propose to organise a joint meeting on 27 September 2022 in Lausanne and my colleague J r me Poivey, Associate Director, <keyword id="5741540" type="General" weightage="50" keywordseo="noc-relations-department" source="Orion">NOC Relations Department</keyword>, will revert to you and all concerned parties accordingly for the details of this meeting," McLeod said. IOC issues final warning to IOA, to suspend India if elections not held by December

New Delhi, Jul 2 () The Delhi government has constituted a 12-member expert panel to suggest measures for economic recovery from the impact of coronavirus in the national capital, a statement said on Thursday. According to the government, the panel will do a comprehensive analysis and recommend measures to be initiated by various departments, autonomous bodies, local bodies and MCDs to help people and businesses during the pandemic. The panel, headed by Dialogue and Development Commission of Delhi (DDC) vice chairman Jasmine Shah, also includes commissioners of labour and industries departments, SDMC, special secretary of the environment department, and representatives of various industries --- trade, manufacturing, automobile, finance and hospitality. "The COVID-19 pandemic has caused a devastating economic impact... through this committee, we look forward to collaborating with key industry representatives and identifying specific additional measures that government agencies can take to shorten the process of economic recovery," Shah said in the statement. The panel will explore the possibility of renewal or automatic extension of existing licenses issued by departments and local bodies (labour license, shops and establishment registration, contractor license, nursing home registration) which stand expired after March 1 this year, by a general order till March 31, 2021, without penalty or interest. "This committee will also explore provisions of online license issuing systems or doorstep delivery of licensing systems. The key focus of the committee will be exploring economic reform measures that have the potential for revenue mobilisation for the Delhi government," it said. According to an order issued by Delhi Disaster Management Authority Special CEO Ravi Dhawan, the exception will be in categories such as excise, pollution control, fire where safety or revenue-related issues are involved. "While doing so, the interests of labour should be protected," it said. "The committee shall explore the requirement or necessity of new licenses or NOCs issued by the various departments to identify the licenses which can be abolished or replaced with only prior intimation. Similarly, the logical periodicity of renewal of licenses be studied and suggestions made on whether unnecessary annual renewals need to be amended or abolished," the order stated. The order also said that the committee should explore international best practices that mega-cities and countries around the world are taking to enable economic recovery form COVID-19. The panel will also examine and suggest penalties or fines or interest imposed on public or business due to COVID-19 pandemic, which can be waived to remove undue financial hardship. The expert committee might also take up any other issues and suggest innovative measures to help people and business in distress. On Wednesday, Delhi recorded 2,442 fresh coronavirus cases, taking the infection tally in the city to over 89,000, while the death toll from the disease mounted to 2,803, the authorities said. COVID-19: Delhi govt sets up expert panel to suggest measures for economic recovery

New Delhi, May 7 () Hewlett Packard Enterprise (HPE) on Thursday said it has deployed four COVID-19 test labs and four outpatient department (OPD) centres across the country to assist the central and state governments in their efforts to contain the COVID-19 pandemic. These facilities -- set up in Delhi, Chennai, Lucknow, and Dehradun -- have been set up to provide additional authorised testing facilities and isolation beds to manage the increased demand across the country. "Donated as part of HPE's commitment to India announced last July, the HPE COVID-19 test labs are designed to enable quick and clean testing of individuals who suspect they may have contracted COVID-19, and will be based on the specifications provided by the Ministry of Science and Technology," according to a statement by HPE. The test labs will be run and managed by the government agency concerned, including installing testing equipment, deploying paramedics and technicians, providing broadband connectivity, personal protective equipment (PPEs) and medical supplies, US-based company added. "As the COVID-19 pandemic continues to challenge local communities across the world, we are responding with initiatives to support the communities where we live and work. The deployment of HPE COVID-19 test labs and OPD centres will support the government's efforts to prevent, detect and respond to COVID-19," HPE Managing Director (India) Som Satsangi said. HPE has developed and deployed these test labs and OPD centres in 40-feet refurbished negative air pressure containers equipped with biometrics, blood pressure apparatus, spirometer, serum analyser, pulse oxymeter, glucometer, pulse reader, and ECG. All this equipment will be integrated with EMR (electronic medical record) applications, and an online dashboard will be provided to monitor the related OPDs, the statement said. Additionally, suitable IT equipment will be provided, including workstations, headphones, thermal cameras, networking components, and UPS (uninterruptible power supply) systems, it added. The OPD centres will handle walk-in patients and will have provisions to house six patients for 24 to 48 hours for observation purposes. It will have negative air pressure doors to ensure isolation and also serve as a temporary housing for people with COVID-19 symptoms until they are either discharged or are sent to the applicable wards for treatment. Precautions have been taken to ensure minimal IT downtime and issues can be rectified remotely without the need of an on-site engineer. In case of any issues, the HPE Network Operations Centre (NOC), located at Chandigarh, will be able to detect and resolve problems, the statement said. SR HRS

New Delhi, Apr 25 () The Home Ministry Saturday said the bodies of Indian nationals and OCI cardholders, who died abroad due to COVID-19, can be brought back, but with strict adherence to relevant guidelines. In an official communication, the ministry said airport authorities have to follow the protocols laid down by different government agencies in this regard. It is clarified that "immigration functions in respect of the arrival of dead bodies and mortal remains of the Indian nationals/ OCI cardholders are permitted subject to strict adherence to the guidelines/ instructions issued by various ministries and departments related with management of COVID-19 and submission of no objection, approval and concurrence from the Ministries of Health and External Affairs in this regard," the communication said. The Home Ministry also said the Standard Operating Procedures issued by the health ministry in this regard must be strictly adhered to. According to the SOP, the human remains mean the dead body and the exhumed body of confirmed or suspected COVID-19 patients. It says the importation of the human remains of confirmed or suspected COVID-19 case into India is not recommended. The MHA said if, contrary to the above recommendation, human remains of the suspected or confirmed case of COVID-19 arrive at Indian airports, the concerned Airport Health Officer (APHO) has to follow certain procedures. The APHO will verify the the death certificate mentioning the cause of death as confirmed COVID-19 or suspected COVID-19, it said. It will also verify the no-objection certificate (NOC) for the transportation of human remains of the deceased issued by the Indian Embassies or High Commissions or Consulates. Embalming certificate issued by an authorised agency, the ministry said. On the examination of packaging or human remains, it said the concerned airline shall ensure that the external packing of coffin is undamaged. The APHO will verify the required documents and inspect the packing in accordance with the provisions under the Indian Aircraft (Public Health) Rules. 1954, the MHA said. If there are any obvious signs of damage to the coffin, the handlers shall use full PPE, cover the coffin in plastic sheets to avoid any contact with the body or body fluids before hand-over of the human remains to the concerned authority for final burial or incineration. The personnel handling the human remains should follow the laid down procedures for donning and doffing of Personal Protective Equipment and follow other protective measures for COVID-19 like hand-washing with soap and water, etc. to ensure that they remain protected during the procedure, it said. The coffin shall be buried or incinerated following the norms for burial or incineration for human remains with high risk pathogens, the MHA said, adding the handlers would be monitored for 28 days and the designated vehicle disinfected as per the norms. In all such cases, the APHO must direct the concerned airline (carrying the damaged packing containing human remains) to carry out the disinfection of the aircraft as per the norms, it said. In addition, the staff handling the cargo (human remains in question) shall be quarantined for 28 days. The MHA said the ashes remaining after the cremation pose no risk to the relatives who handle such mortal remains and will be cleared in accordance with the provisions under the Indian Aircraft (Public Health) Rules, 1954.
