<ul class="summary-list"><li>Regulators approved a railroad merger that would create a single route stretching from Canada to Mexico.</li><li>The rail industry has seen train accidents and labor disputes in recent months.</li></ul><p>Rail consolidation has a terrible track record, but regulators think this time it will be different.</p><p>Canadian Pacific and Kansas City Southern, the nation's sixth and seventh largest railroads, have been waiting two years to combine their rail networks into the first single-line railroad connecting Canada, the United States, and Mexico. On Wednesday, the Surface Transportation Board (STB), which has sole authority over rail mergers, approved the $31 billion transaction. The board argued the merger was best for the country even though the highly-consolidated rail industry has exhibited major accidents, a grueling fight between railroads and unions, and service meltdowns in recent memory.</p><p>In February, a 50-car Norfolk Southern train derailed in East Palestine, Ohio, spilling <a href="https://www.insider.com/ohio-train-derailment-could-cause-explosion-east-palestine-authorities-warn-2023-2">highly flammable hazardous materials</a>, forcing residents to evacuate, and <a href="https://www.insider.com/east-palestine-train-derailment-estimated-43000-aquatic-animals-dead-2023-2?_gl=1*huqywk*_ga*MzQxNjk5NDM5LjE2Nzc1MTI2Mzg.*_ga_E21CV80ZCZ*MTY3ODkwMDM1Ny40Mi4xLjE2Nzg5MDA0NTkuMjYuMC4w">killing</a> thousands of aquatic animals. To close out the month, another Norfolk Southern train crash caused more than 1,500 Ohio residents to <a href="https://www.businessinsider.com/ohio-another-norfolk-southern-train-derailed-in-ohio-power-outages-2023-3">lose power</a>.</p><p>Just a few months earlier, the Biden administration <a href="https://www.businessinsider.com/senate-votes-stop-rail-strike-no-paid-sick-days-workers-2022-12">imposed</a> a labor agreement to avert a rail strike that could have cost the economy <a href="https://www.uschamber.com/security/supply-chain/u-s-chamber-letter-on-railroad-negotiations" target="_blank" rel="noopener">$2 trillion dollars a day</a>. Congress refused workers the sick leave they say would <a href="https://www.businessinsider.com/railroad-unions-there-will-be-more-disasters-without-sick-pay-2023-2">prevent future train disasters</a> like the one in East Palestine.</p><p>The rail industry's top regulator argued that the new merger wouldn't add to the industry's woes. "If there is a problem in this country about the safe transportation of hazardous materials on rail," said STB Chair Marty Oberman at a press conference Wednesday, "it is a problem nationwide. It is not a problem caused or the result of this merger." Canadian Pacific (CP) is the <a href="https://safetydata.fra.dot.gov/officeofsafety/publicsite/summary.aspx">safest major railroad</a>, with Kansas City Southern (KCS) short behind, according to the Federal Railroad Administration.</p><p>In fact, Oberman argued that this merger would make the country safer, estimating the transnational single-line route would take 64,000 truckloads off the nation's highways. Not only would this prevent 120,000 tons of CO2 emissions from entering the atmosphere, it would mean fewer hazardous spills, as trucks are responsible for 94% of them and trains only 1%, he said.</p><p>"To the extent hazardous materials can be moved on rail rather than highways, we are better off," he said.</p><p>The history of rail consolidation begs to differ. As the industry has shrunk from 70 major rail carriers in the 1970s to just seven monopolies, it's <a href="https://transportgeography.org/contents/chapter5/rail-transportation-pipelines/rail-track-mileage-united-states/" target="_blank" rel="noopener">abandoned</a> nearly 100,000 miles of track and <a href="https://www.ams.usda.gov/sites/default/files/media/RTIReportChapter8.pdf" target="_blank" rel="noopener">turned away</a> all but their highest volume, highest margin business, forcing farmers and manufacturers to increasingly rely on expensive <a href="https://www.commerce.senate.gov/services/files/82CD5BDF-6002-49D9-91DD-22BDDC3A8A1C" target="_blank" rel="noopener">trucking</a> when they are too far from the tracks.</p><p>This loss of competition has also allowed railroads to charge shippers more for worse service. With two duopolies in the east and west, and soon only one carrier running both north and south through the center of the United States, <a href="https://www.stb.gov/stb/rail/Rate_Reform_Task_Force_Report.pdf" target="_blank" rel="noopener">rates have crept</a> up on shippers who "feel that they have little bargaining power," according to the STB.</p><p>Meanwhile, railroads have <a href="https://www.stb.gov/news-communications/latest-news/pr-22-21/" target="_blank" rel="noopener">sacked almost a third of their workforce</a> in the last few years and spent <a href="https://www.stb.gov/wp-content/uploads/NARS-Speech-9-8-21.pdf" target="_blank" rel="noopener">$46 billion</a> more on stock buybacks and dividends than on investments in maintenance and equipment since 2010. It's no surprise that shippers have long complained about fewer service calls, lengthy delays, and unreliable service, according to <a href="https://www.cnn.com/2022/12/11/economy/freight-railroad-service-problems/index.html" target="_blank" rel="noopener">CNN</a>.</p><p>"30-40% of the United States economy depends on a well-functioning railroad," Oberman said in the Wednesday press conference. That's why the STB has been "railing about some of the rail service problems and issues affecting the rail industry," he said. </p><p>To ensure affected communities remain safe, commuter rail moves on time, and shippers retain efficient interline options, "We have instituted an unprecedented seven-year oversight period" to the proposed merger, Oberman said, noting the STB never allotted more than five years in the past to collect post-merger data and address issues.</p><p>Despite the woes of past consolidation, with a 4-1 vote, the STB "found that putting these two railroads together at this point in the country's history will" create "a stronger competitive force" in the economy, Oberman said. A transnational single-line from Canada to Mexico through the United States "will enhance trade, enhance productivity, enhance shipper opportunities to expand their own businesses," he said. Oberman noted that 450 shippers have filed their support of the merger between CP and KCS for one simple reason: The single-line network will save shippers from having to pay to switch their cars from one line to another. The efficiencies gained will allow the combined railroad to better compete with its larger rivals, he added.</p><p>Oberman also argued shippers would not lose any existing rail competition from the merger. Not only will the merger of CP and KCS result in the smallest of the major railroads, "there will be no loss of a parallel competitive route" because their routes do not overlap, he said.</p><p>"If it all sounds too good to be true, we are in agreement," Robert Primus, the one STB board member who voted against the merger, wrote in his dissent from the board's decision. He argued that market concentration allows companies to extract rents, wield heightened political power, and exploit workers, finding Big Rail to be no exception. </p><p>Primus echoed the Department of Justice's <a href="https://www.railwayage.com/regulatory/doj-to-stb-protect-rail-competition/">Antitrust Division</a>, which expressed concern in January about further consolidation in the rail industry "in light of the recent supply chain disruptions that have wreaked havoc on American consumers and businesses." According to <a href="https://washingtonmonthly.com/2023/03/01/after-the-east-palestine-ohio-train-disaster-why-approve-more-rail-monopolies/" target="_blank" rel="noopener">Washington Monthly</a>, the nation's largest railroad, Union Pacific, repeatedly backed up supply chains at the height of the pandemic because it had cut the slack it needed to keep up with a rebound in consumer demand. It announced record profits in 2022.</p>

<p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><ul><li><strong>Domino's is rolling out a mobile game to take its loyalty program to the next level.</strong></li><li><strong>The game features a custom-built Rube Goldberg machine, and highlights all the different ways that users can order a Domino's pizza and accumulate loyalty points.</strong></li><li><strong>Domino's is no stranger to embracing technology, and often refers to itself<span>&#xa0;as a tech company that sells pizza.</span>&#xa0;</strong></li><li><strong>There's an obvious data play here: The more popular its loyalty program, the more Domino's knows about its customers and how best to sell to them.</strong></li></ul><p>Want some Domino's pizza?</p><p>You could already get takeout or order a pie with a phone call, a few taps on the Domino's app, a tweet, an emoji or even by asking your Amazon Echo or Google Assistant&#xa0;- while racking up loyalty points along the way.</p><p>But now, Domino's is giving its customers&#xa0;yet another way to earn points under its loyalty program. As long as they have gaming skills.</p><p>The pizza delivery chain is rolling out "Piece of the Pie Pursuit," a mobile game that users can play to accumulate loyalty points. The game, available both on iPhone and Android, features a custom-built Rube Goldberg machine where&#xa0;users must carefully complete a range of different tasks in different levels.</p><p>Each level has a distinct pizza-themed challenge - such as guiding a pizza-cutter car along a track against a countdown or using a pizza sauce "spoodle" to catapult a ball to new heights - while highlighting one of the ways that customers can order Domino's. Players who beat all six levels receive 10 bonus points toward free pizza.</p><p>&#xa0;</p><h2>Lots of ways to win loyalty</h2><p>"Our aim was&#xa0;to come up with a fun way to reinforce all the different ordering capabilities that we have," Stephen Kennedy, director of loyalty marketing at Domino's, told Business Insider. "It's an extension of the TV ad we currently have running that highlights all the ways that you can order from Domino's."</p><p>While most other restaurant chains have customer loyalty programs, Domino's claims that it is the only national pizza delivery chain that offers consumers&#xa0;loyalty points for phone, in-store as well as digital orders. So it also made sense to drive that point home.&#xa0;</p><p>"We wanted to highlight the&#xa0;technology that Domino's has implemented on the back-end, and how it has gone the extra mile to give you points no matter how you order," said Kelly McCormick, creative director at CP+B, Domino's longtime creative agency. "It is a huge point&#xa0;of differentiation."</p><h2>Domino's wants to be known as a digital pizza company</h2><p>Domino's is no stranger to embracing technology, and often refers to itself<span>&#xa0;as a tech company that sells pizza.</span>&#xa0;Ever since <a href="http://www.businessinsider.com/dominos-ceo-j-patrick-doyle-out-after-turnaround-2018-1">outgoing CEO Patrick Doyle</a> embarked on an aggressive turnaround plan for the company in 2010 prioritizing not just pizza-making but also pizza delivery, the brand has continually pushed the envelope&#xa0;to make ordering more efficient and customer-friendly.</p><p>It isn't the first time that Domino's has made a game either. It created the iPad game "Pizza Hero" in 2012, which allowed users to make and order real pizza, and rose to the number three ranking in the Apple App Store.</p><p>A continuing focus for Domino's, however, has been on experimenting with a number of new digital offerings&#xa0;- from <a href="http://www.businessinsider.com/pizza-delivery-drone-dru-dominos-australia-retail-technology-2016-8">delivering pizza using drones</a> to developing a Delivery Tracker and even a custom&#xa0;Domino's delivery car replete with&#xa0;a warming oven with room for 80 pizzas. More than 60% of Domino's orders are executed on digital platforms, so creating a mobile game was all but a natural thing to do.</p><p>"The game subtly pushes our story of innovation forward," said McCormick. "We try to infuse technology into everything as much as we can, it's just become a part of our DNA."</p><p>At the same time, the game is also tied to a bigger bet that the company is making on its loyalty program called "Piece of the Pie."&#xa0;So far, the program, seems to be paying off handsomely for the Michigan-based pizza chain, according to Kennedy, and has played a significant role in the company's growth since it was launched in 2015. Global sales for the company were <a href="https://seekingalpha.com/article/4148604-dominos-pizzas-dpz-ceo-patrick-doyle-q4-2017-results-earnings-call-transcript">up 11.7% in the last quarter of 2017</a>, with "millions" of members in the loyalty program.</p><p>"The program helps us drive engagement and consumer loyalty," he said. "So it made sense to create a game that would create&#xa0;a point of brand engagement outside of the ordering duration."</p><p>But apart from engagement, there's also an obvious data play here. The more popular its loyalty program, the more robust Domino's data and hence e-commerce capabilities become. And the more it knows about its customers and their habits, the better insights it can derive to further&#xa0;customize&#xa0;loyalty programs and ad targeting.&#xa0;</p><p>"There is unbelievable power in the data that these various tech and digital channels provide us," said Kennedy, adding that the company had an expanding in-house data and insights team. "The fact that we own our own data is hugely beneficial."</p><p>Ultimately, the company would continue to invest in tech and digital initiatives moving forward, Kennedy said&#xa0;- while taking utmost care to protect its customers' data and avoid breaches, such as <a href="http://www.businessinsider.com/under-armour-data-breach-myfitnesspal-2018-3">Under Armour's latest gaffe</a> with its app MyFitnessPal.&#xa0;</p><p>"It's a true focus for where we're headed as a company," he said. Domino's is rolling out a new game that could earn you free pizza - and it's a brilliant scheme to capture more of your data

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Google DeepMind</span></p><p class="caption">DeepMind cofounder Mustafa Suleyman.</p></div><p></p></div></div>DeepMind is an artificial intelligence lab in London that creates what are known as general purpose self-learning algorithms.</p><p>The company, acquired by Google in 2014 for <a href="https://www.theguardian.com/technology/2014/jan/27/google-acquires-uk-artificial-intelligence-startup-deepmind" target="_blank">a reported £400 million</a>, is best-known for creating software "agents" that have mastered games like Go and Space Invaders but it also wants to apply its technology to healthcare.</p><p>Mustafa Suleyman, DeepMind cofounder and head of DeepMind Health, gave a talk at the King's Fund in London this week where he explained how the company is working with the NHS and what kind of benefits patients can expect to see in the long run.</p><p>Here's a rundown of what Suleyman said:</p><h2>What does DeepMind do?</h2><p>The company operates independently of Google and creates software that can think for itself. In order to create this kind of AI software, DeepMind draws on huge data sets that can help to teach DeepMind's AI how to perform certain tasks. </p><p><em><strong>Suleyman explains:</strong></em></p><p style="padding-left: 30px;">Everything starts with an agent. You can think of an agent as a control system for a robotic arm or a self-driving car or a recommendation engine and that agent has some goal that it's trying to optimise.</p><p style="padding-left: 30px;">We hand code that goal. It's the only think we give the agent. We say these are the things that you should find rewarding in some environment. And the environment can also be very general, so it could be a simulator to train a self-driving car, or it could be YouTube where you're trying to recommend videos that people find entertaining and engaging.</p><p style="padding-left: 30px;">The agent is able to take a set of actions in some environment [and is] able to experimentally interact, independent and autonomously, in the environment and that environment then provides back a set of observations about how the state has changed as a result of the agent interacting with that environment. And, of course, the environment passes back a reward, which the agent is able to learn from. So it's really learning through feedback or through the reinforcement learning process.</p><h2>How can AI work in health?</h2><p>Don't worry, surgeons aren't about to be replaced by walking, talking CP30-style robots any time soon. What's more likely to happen, and what Google DeepMind wants to happen, is that AI-powered software will start helping clinicians to spot early signs of an illness. </p><p><em><strong>Suleyman explains:</strong></em></p><p style="padding-left: 30px;">The remarkable thing about health is that there's an incredible margin for improvement if we're successful in being able to deploy cutting edge and modern technology systems.</p><p style="padding-left: 30px;">There really is no other sector that I can think of in the world that is so far behind the cutting-edge in terms of technology. If we're successful, that represents a massive opportunity for us to have a beneficial impact. As many people have already pointed out, there's kind of a graveyard of failed technology efforts [in healthcare] over the last 20 years.</p><p style="padding-left: 30px;">I think in that context we really had to think about what are we going to bring that's going to be different. Clearly, we have machine learning and artificial intelligence but I think a lot of this is about the approach we take to developing software and how you put both patients and clinicians at the very forefront of that.</p><p style="padding-left: 30px;">So the approach that we take is to frame everything as starting with an observation. That is: what does a user do on a day-to day basis?</p><p style="padding-left: 30px;">We spend lots of time immersing ourselves in wards and with nurses, trying to observe what they do, define their challenge, gather as many insights as we can and then immediately start to build something. As fast as possible, we want to show what a rough design might look like. Here are some wire frames and then develop that a little bit further, test it, and then as we start to develop a solution, try and measure, build and learn, and then just rinse and repeat. Try and do that in very, very quick iterative cycles. </p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Getty Images/Christopher Furlong</span></p></div><p></p></div></div></p><p style="padding-left: 30px;">And so within three weeks or so of meeting our first nurses and signing our agreements with the Royal Free, back in September and October, we had a working prototype, obviously not connected to any data, that nurses and doctors could actually point to and say this button is in the wrong place, this colour is difficult to read, this menu hierarchy is sort of in the wrong order. So we could instantly get feedback and deliver pretty much what nurses and doctors tell us that they want to see.</p><p style="padding-left: 30px;">So this is kind of our mantra. ABC. Always be clinicians led. And so every single project that we will work on, and the projects that we've worked on so far, have been brought to us by a nurse or a doctor who has some idea or some insight as to how they can change the behaviour of their day-to-day operation and how a technology solution might work.</p><p style="padding-left: 30px;">And so how might patient care be better supported by technology? Obviously, there's an enormous opportunity for improvement. One in ten patients experience some kind of harm in hospitals and half of those are completely preventable or avoidable harm.</p><p style="padding-left: 30px;">In many of those cases, detection of the patient deterioration in question, has actually been delayed. And that's a communication and a coordination issue.</p><p style="padding-left: 30px;">I think because of these current limitations, most of the really valuable data sits on paper and on charts, and isn't logged or tracked or recorded. There's no auditable log that you can verify of the pager messages that have been sent, the reminder messages that have been sent. So I think there's two core patient safety challenges that have framed everything that we do in DeepMind Health.</p><p style="padding-left: 30px;">The first is how can we do a better job of identifying which patients are at risk of deterioration, largely in real time.</p><p style="padding-left: 30px;">The second is, once we've identified which patients are at risk, how do we actually intervene? We don't want this to just end up as a report that advises on some reorganisation of facilities on a ward. We actually want to deploy technology in real time that enables clinicians to do a better job of escalation and intervention.</p><h2>What projects is DeepMind working on with the NHS?</h2><p>DeepMind is working on two main projects with the NHS. The first involves helping clinicians to detect acute kidney injury (AKI) and the second, which was announced this week, involves using machine learning to help identify people with sight conditions. </p><p><em><strong>Suleyman explains</strong></em></p><p style="padding-left: 30px;">On our patient safety challenge, #1, is better detection. We looked at acute kidney injury (AKI) over the last 12 months or so. This is a remarkably important problem. 25% of all admissions present some kind of an AKI and there are 40,000 or so in England (each year) due to AKI alone. It's estimated that something like 20% of these are actually preventable and that the cost could be as much as £1.5 billion.</p><p style="padding-left: 30px;">So a couple of years ago, in 2014, NHS England issued a patient safety alert to mandate that the acute kidney injury algorithm be deployed in hospitals.</p><p style="padding-left: 30px;">Once again the first thing we did is try to observe users in their day-to-day setting. We went into the Royal Free and we mapped out the pathway. What is the experience from a patient perspective today. It turns out it's actually really, really complicated.</p><p style="padding-left: 30px;">There are lots of different stages to the path that a patient might go through. What we noticed is there are a whole series of life threatening and complicated stages in that pathway that actually seem to be where we're missing on the key bits of deterioration. And so what we wanted to do is take a step back and see how could we intervene earlier to do better risk assessments, more real-time prevention and monitoring, and then hopefully redirect patients through the pathway towards potentially a full recovery and a discharge.</p><p style="padding-left: 30px;">Once we'd broken it down into these steps, we had a shared visualisation between us and the clinicians on where all the key intervention opportunities actually sit.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Google DeepMind</span></p><p class="caption">The Streams app.</p></div><p></p></div></div></p><p style="padding-left: 30px;">In response to this, we developed Streams. Our AKI alerting platform for blood test results.</p><p style="padding-left: 30px;">That's the very simple intervention that we've built so far, keeping it really focused on one very specific condition, using the blood test results. I think there's a real opportunity for us to go much, much further and extend this to a broader patient-centric collaboration platform.</p><p style="padding-left: 30px;">This essentially puts in the palm of our hand the ability to detect in real time patients that are at risk of deterioration. That's only part of the challenge. The next thing we need to be able to do is escalate and better intervene and this is where messaging and commenting becomes so important. Take for example the X-Ray, here we see that a registrar is able to make a comment on the X-Ray on that report and then plus in a respiratory consultant to get an expert view.</p><p style="padding-left: 30px;">That exchange can happen in an auditable way that allows us to verify retrospectively, if needed, what the senior clinician has said and what action was subsequently taken.</p><p style="padding-left: 30px;">Quite separately to this, we're also embarking on a research programme to see if our machine learning and AI technologies can actually help with some aspect of diagnosis.</p><p style="padding-left: 30px;">The remarkable thing is, if you do have diabetes, you're 25x more likely to suffer some kind of sight loss. But interestingly, the very severe types of sight loss, due to diabetic retinopathy can actually be prevented through earlier detection, so one of the things that we've been thinking about is how can we potentially help with better real-time classification of those radiology exams coming through to enable a more sensible triage of which patients require a more immediate responses.</p><p style="padding-left: 30px;">The current reality is that in human performance there's a great deal of backlog in reporting which means the results aren't available in the clinic, potentially for four weeks. There's also a lack of consistency between different graders and sometimes the reporters will miss some of the sensitive changes in diabetic retinopathy and AMG (age-macular-degeneration).</p><p style="padding-left: 30px;">With machine learning, one of the things that we hope we might be able to do, is to do much faster in the instant results, but also more consistent and more standardised performance.</p><p style="padding-left: 30px;">I think this will also help us to understand, to adjust for some of the normal variations that we see that will allow us to increase our specificity. This is very much early work but we're committed to publishing all of the results of our work including our algorithms, our methodologies, and our technical implementations.
