<ul><li><ul><li><keyword id="129243" type="PERSON" weightage="20" keywordseo="Nirmala-Sitharaman">Nirmala Sitharaman</keyword> recited a Kashmiri poem by Sahitya Academy winner Pandit Deenanath Kaul during Budget speech.</li><li>She also read verses of Tamil saint Avvayyar and Thiruvallur.</li><li>Kalidasa’s Sanskrit epic Raghuvamsham was also a part of the budget where she spoke of changes in personal taxation.</li></ul></li></ul>In her second Budget, Nirmala Sitharaman did not stick to her own mother tongue to bring a lyrical rhythm to her Budget speech. She quoted a Kashmiri poem by Sahitya Academy winner Pandit Deenanath Kaul -- which compares India to a lotus on Dal Lake in Srinangar. In her maiden Budget in 2019, she quoted a Sangam era poem by Pisirandaiyaar while praising responsible taxpayers. This time around, she chose to recite a patriotic poem that also encompasses the millennial friendly theme of her Budget – that cuts across proliferation of new technologies like AI, ML and bioinformatics with the rise in the number of productive youth. However, the former finance minister always chose to recite various verses of Tamil classic, Thirukkural. Avayyar - the saint of sustainability Sitharaman also borrowed from the extensive Dravidian library of wisdom. She recited a few lines from poem Aatichoodi by a Hindu saint Avvayyar who lived 3,000 years ago. “Bhoomi Thirutti Un. The meaning of this saying is that one must first tend to till one's land and then eat. One must eat only after work. Our government shall encourage balanced use of all kinds of fertilizers including the traditional organic and other innovative fertilizers. This is a necessary step to change the prevailing incentive regime, which encourages excessive use of chemical fertilisers,” she said. Kalidasa’s Raghuvamsam and Modi’s kingdom She also quoted Tamil poet Thiruvallur’s kural which says that - freedom from illness, wealth, produce, happiness and protection (to subjects) are the ornaments of a kingdom. According to her, all these have been achieved by the Modi government. Nirmala Sitharaman balances large doses of Tamil with a Kashmiri poem and Kalidas’ Raghuvamsam

Finance minister Nirmala Sitharam announced allocation of ₹3150 crore for Ministry of Culture and proposes the establishment of <keyword id="8696744" type="COMPANY" weightage="20" keywordseo="indian-institute-of-heritage">Indian Institute of Heritage</keyword> and Conservation under the ministry. “Five archaeological sites in Haryana, UP, Assam, Gujarat and Tamil Nadu, to be developed with on-site museums, to be developed with on-site museums,” says finance minister Nirmala Sitharaman. The list of five archaeological sites includes: <ul><li>Hastinapur in UP, the city is described in Hindu puranas and Mahabharata, as the capital of Kuru Kingdom. The city also finds its mention in the ancient Jain texts.</li><li>Dholavira in Khadirbet, Bhachau Taluka of Kutch District,is one of the two largest Harappan sites in India, and fifth largest in the subcontinent.</li><li>Adichanallur in Thoothukudi district of Tamil Nadu is one of the earliest ancient sites according to the carbon dating of samples excavated from the Adichanallur site in Thoothukudi.</li><li>Rakhigarhi in Haryana dates back to the pre-Indus valley civilization as old as 6500 BCE. It was also a part of matured Indus-valley civilization. The site was recently in the news for the scientific paper on the DNA analysis of the Harappan skeleton. </li><li>Sivasagar in Assam gets its name from the big lake Sivasagar. The lake was commissioned by the Ahom king Siva Singha and lies in an area of about 360 kilometres. </li></ul>However, the list missed out two important archaeological cultural sites RoopKund in Uttarakhand and Keeladi in Madurai. The Financial minister also said a tribal museum will be set up in Ranchi, Jharkhand and a Maritime site will be set up in Lothal, Gujarat. Budget 2020 allocates a unique part of budget to Ministry of Culture for Archaeological sites

<ul><li>₹4.71 lakh crore allocated to defence in Union Budget 2020.</li><li>₹1.33 lakh crore allocated to defence pensions. </li><li>According to World Bank, India is the fourth largest military spending nation.</li></ul> The Union Budget 2020-2021 allocated ₹4,71,378 crore towards defence expenditure this year. Despite the “marginal” increase, resources aren’t nearly enough to meet the department’s requirements. Last year’s budget made the headline for being the lowest since 1962, which was when India went to war against China. A lion’s share of the budget has been allocated to the Army, followed by the Navy and the Airforce. The majority goes towards paying the pensions and salaries of personnel. Pensions, alone, have doubled over the last five years. It’s gone from ₹60,000 crore to ₹1,33,825 crore. It’s not only the magnitude of the allocation that’s a cause of concern but the fact that it’s a recurring future impact. This leaves marginal amounts left over for the Ministry of Defence to upgrade its equipment. This is particularly harrowing for the Air Force and Navy, which are more tech-intensive than the Army. The issue of modernisation Most of this year’s defence expenditure will go towards acquiring the new Tejas Mk 1A aircraft. Although indigenously developed, the aircraft took over three decades to reach fruition and match the capabilities of the MiG-21 aircraft. Even so, its capabilities pale in comparison to other fighter jets around the world. Nonetheless, India plans to order 83 Tejas Mk1A jets, according to ICICI securities expectations. Acquiring new equipment has been a pain point for the defence sector for a while. According to Sameer Patil, a fellow in international security studies with Gateway House — a think tank based out of Mumbai — the Armed Forces currently prefer to import rather than buy homegrown tech. The technology produced in India isn’t up to the mark and better versions of it are available off-the-shelf from foreign suppliers. Patil explains that India’s military research branch — the <keyword id="152819" type="COMPANY" weightage="20" keywordseo="Defence-Research-and-Development-Organisation">Defence Research and Development Organisation</keyword> (DRDO) — also discourages private participation, claiming that they have superior expertise and should get priority in the strategic sector.
