I spent a long weekend in Boise, Idaho, earlier this year and learned why people are moving there en masse right now

Downtown, I spotted several e-scooters from companies like Bird and Lime, but unless you live and work downtown, you're probably not using those to commute to work.During my stay in Boise, I stayed at a riverfront hotel northwest of downtown. To get downtown from my hotel, it was a 34-minute walk along the river - or a 32-minute bus ride. If I took the bus, I'd only save two minutes of travel time, I'd still have to walk more than 20 minutes to and from the stops, and I'd have to make sure to get to the stop at the exact right time or risk having to wait half an hour for the next bus.Improving public transit was a major issue in the city's recent mayoral election. Former longtime mayor Dave Bieter <a href="http://www.kizn.com/2019/04/26/bieter-funding-needed-for-treasure-valley-public-transportation/">pushed for funding for a light rail system</a> in Boise, and improving the existing bus system and <a href="https://mcleanforboise.com/transit">exploring the potential for rail transport</a> in the area was central to newly elected mayor Lauren McLean's campaign.But Idaho is one of only two states that <a href="https://www.ktvb.com/article/news/local/growing-idaho/boise-city-council-hears-a-clear-message-improve-public-transportation/277-bf38833a-6b61-4447-b4d6-6579207fb637">doesn't offer state funding for public transportation</a>, according to former mayor Bieter, making getting funding for expansion and improvements difficult.<h2>Millennials accustomed to extensive public transport systems are moving away from big cities, but they don't like driving</h2>Surveys have shown that <a href="https://uspirg.org/blogs/blog/maf/millennials-want-more-public-transportation">public transportation is a major factor</a> when millennials are deciding where to live, and they <a href="https://usa.streetsblog.org/2018/11/13/millennials-unhappily-stuck-in-their-parents-transportation-system/">don't enjoy driving</a> as much as their baby boomer parents do. As a city-dwelling millennial myself, I'm thrilled that I have no need to drive in New York City thanks to the comprehensive subway and bus system that runs 24 hours a day. So while Boise may seem like an ideal place to relocate for millennials fed up with stressful and expensive big city life, they may find themselves missing San Francisco's extensive network of light rail trains, buses, and streetcars, or Seattle's efficient bus system.Many longtime Boise residents, however, don't care about their city's attractiveness to millennials from California and Washington - they'd simply like people to stop moving there altogether.While those migrating from cities like Los Angeles, San Francisco, and Seattle may find Boise to be a cheap place to live, the city's growth hasn't been as friendly to some longtime residents, who struggle not only with limited public transportation but also fast-growing living costs.<a href="https://mcleanforboise.com/">Lauren McLean</a>, Boise's newly elected mayor, told me it's becoming more and more difficult for people to buy a home and live in Boise "because of the increased cost of living, the lack of good transportation that moves people from home to work, and lack of houses whose prices are actually in line with our wages here."Still, Boise prices are low compared to the Western coastal cities many of its transplants are moving from. Despite the eerie similarity of many Americans' reported symptoms to the novel coronavirus, experts say their experiences were most likely a <a href="https://www.businessinsider.com/coronavirus-symptoms-compared-to-flu-common-cold-and-allergies-2020-3">cold, flu, or another strain of the coronavirus</a>, all of which peak in winter months and can have the same symptoms of COVID-19. "The challenge with COVID is the symptoms overlap with a lot of other respiratory illnesses," <a href="https://publichealth.nyu.edu/faculty/danielle-ompad">Danielle Ompad</a>, an epidemiologist at NYU's School of Global Public Health, told Business Insider. Flickr/ The US ArmyUS soldiers lift a heavy log over their heads 20 times while competing in the Ivy Heptathlon during Iron Horse Week, January 28, 2015.Years of complex operations and the ongoing demands of units in the field have left the armed forces struggling to maintain both operational capacity and high levels of readiness, according to <a href="https://www.gao.gov/assets/690/685227.pdf" target="_blank" rel="noopener noreferrer">a recent report</a> from the Government Accountability Office."After more than a decade combatting violent extremists and conducting contingency operations in Afghanistan, Iraq, and most recently Syria, [the Defense Department] has prioritized the rebalancing of its forces in recent budget requests to build and sustain the capabilities necessary to prevail across a full range of potential contingencies," the report states."However, DoD has acknowledged that unrelenting demands from geographic commanders for particular types of forces are disrupting manning, training, and equipping cycles," it adds.Each of the service branches has had some success in addressing readiness issues, but problems remain in some areas for each.For the Marine Corps, as of February, about 80% of aviation units didn't have the minimum number of aircraft ready for training. The Marines also had a significant shortage of aircraft ready for wartime requirements.<a href="http://www.flickr.com/photos/airmanmagazine/sets/72157638517123276/with/11340384865/">via U.S. Air Force</a>A high pace of operations has also hindered the Navy's maintenance efforts. The service bases its readiness recovery on deployment and maintenance schedules. "However, GAO reported that from 2011 through 2014, only 28 percent of scheduled maintenance was completed on time and just 11 percent for carriers."Like the Navy, the Air Force has seen continued operations with a shrinking pool of resources and little time for repair and recovery, citing Air Force reports that less than 50% of its forces are at acceptable readiness levels.<a href="http://www.af.mil/photos/mediagallery.asp?galleryID=10489&amp;page=1">U.S. Air Force</a>The service branch also says it is short of 1,500 pilots and 3,400 aircraft maintainers.Air Force leaders are looking at several options to address these personnel issues, including <a href="http://www.businessinsider.com/us-air-force-considering-stop-loss-to-keep-pilots-2017-4" target="_blank" rel="noopener noreferrer">heftier retention bonuses and stop-loss policies</a>.While the Army has seen readiness improvements in recent years, as GAO notes, it continues to have important deficiencies that put it at a disadvantage compared to other countries."For example, the Army reports that two thirds of its initial critical formations - units needed at the outset of a major conflict - are at acceptable levels of readiness, but it cautions that it risks consuming readiness as fast as the service can build it given current demands," the report says.The Army has also gotten withering criticism of its unit readiness from within the service itself.According to <a href="http://www.benning.army.mil/armor/eARMOR/content/issues/2017/Spring/2Metz17.pdf" target="_blank" rel="noopener noreferrer">Capt.
