It has remained the same in the last few years, however, it was restructured last year by the Delhi government. It added the definition of new zones and included a one-time charge at the time of bidding for vends. “If anyone home-delivers liquor as of now, it will be deemed illegal," said an excise official. The new 2021 rules stated that shops with L-13 license will be allowed to deliver both Indian and foreign alcohol/liquor to the homes of people, only if the order is received through an online web portal or app. However, this rule restricts all deliveries to hostels, offices or institutions. “Home deliveries have to be envisaged and built as a separate channel. It has a cost involved, and if it is force fitted, one of the current supply chain participants — manufacturer, distributor, retailer or consumer — will have to absorb it. That is a disincentive. Therefore, for home deliveries to succeed, an altogether new parallel distribution chain is needed which has provisions for costs and reasonable returns for all its participants,” said Vinod Giri, director general of the Confederation of Indian Alcoholic Beverage Companies (CIABC). The new excise policy is still a work in progress, and reports suggest it will be announced soon. “The department has submitted some proposals for the consideration of the cabinet. It will not be a new policy but a revised one which will try to address the challenges which were identified during the implementation of the existing policy (2021-22). There is a significant potential for revenue augmentation and also providing a decent standard of customer experience at par with the stature of the national capital," an unnamed official was quoted as saying by the report. New Delhi, Jun 7 () The new excise policy of the Delhi government is likely to get delayed by some more days in view of the COVID-19 crisis in the national capital, an official said on Sunday. The official said the draft of the policy was submitted by the Excise Department to the government in March, but it has not been finalised so far due to the pandemic situation and the lockdown. Last year, the government had decided to allow microbreweries in the national capital. However, there is currently only one microbrewery in the city. "We have submitted the excise policy draft to the government. It may get delayed by some more days due to COVID-19 crises," the official said. Meanwhile, liquor in Delhi will be cheaper from June 10 as the AAP government decided to withdraw the 70-per cent "special corona fee" on its sale. The government, however, increased the Value Added Tax (VAT) on all categories of liquor from 20 per cent to 25 per cent from Wednesday. The decision was taken at a cabinet meeting chaired by Chief Minister Arvind Kejriwal. BUN CK

A statement issued by the <keyword id="20097855" type="General" weightage="20" keywordseo="planning-department" source="keywords">Planning Department</keyword> said "speculations and rumours are being spread by notorious elements with vested interests in Delhi" that welfare schemes and subsidies will be stopped. "Even as the law takes its own course in the process of criminal investigation, it merits clarification that administration of schemes and governance are never specific to individuals and shall continue in normal course, as in the past," it read. Sources in the AAP dispensation said the statement was issued following directions from Kejriwal. All public services, social welfare schemes and subsidies currently given by the Delhi government will continue uninterrupted, it said, asking people not to be misled by "any fear-mongering and malicious disinformation in this regard". "Appeal to all citizens of Delhi to stay away from any rumour mongers, who would try to take advantage of situation arising from the arrest / remand of Hon'ble Chief Minister of Delhi by <keyword id="19895344" type="General" weightage="20" keywordseo="enforcement-directorate" source="keywords">Enforcement Directorate</keyword> on 21 March, 2024, by spreading misinformation," it said. Kejriwal was arrested by the Enforcement Directorate last week in connection with the money laundering case linked to the now-scrapped Delhi excise policy. He is in ED custody till March 28. In the statement, Planning Secretary Niharika Rai said "such rumours create an atmosphere of fear within the general public". "There shall be no disruption of any kind in disbursement of admissible subsidies, pensions, welfare benefits etc. Social welfare schemes are funded with public money through the consolidated fund, backed by budgetary allocations." The statement clarified that social welfare funds are "neither the personal property of any individual or political entity nor funded by an individual or entity's personal money". "There is an architecture of civil services and processes laid down in the National Capital Territory of Delhi, which continues as usual. Hence, these public services, social welfare schemes and subsidies are not at all affected by the arrest/remand of Hon'ble Chief Minister," it stressed.

"In exercise of the powers conferred by sub-section (3) of section 13 of the Delhi Motor Vehicles Taxation Act, 1962 (number 57A of 1962), the Lieutenant Governor of the National Capital Territory of Delhi, hereby exempts the tax levied upon all Battery Electric Vehicles described in column I, II, III and IV of Part A of Schedule-I and Part B of Schedule-I of this Act w.e.f., date of issue of this notification," read the gazette notification. Total export by all nations is about 28-30% of the world GDP. </li><li><keyword id="6393721" type="General" weightage="20" keywordseo="indirect-taxes" source="Orion">Indirect taxes</keyword> such as <keyword id="14212793" type="General" weightage="20" keywordseo="mineral-taxes" source="Orion">mineral taxes</keyword>, <keyword id="6356916" type="General" weightage="20" keywordseo="excise-duty" source="Orion">excise duty</keyword>, export duty etc., must be levied in a rational manner to remove the cascading effect. </li><li>Ban on the export of agro produce shall immediately affect the income of about 45-50% of the population employed in the farming sector. </li></ul>During 2021-22, India exported goods and services worth $669.7 billion (22.8% of GDP) as against $538.6 billion which was at about 20% of GDP during 2017-18. This calls for a sincere applause. However, India should not become complacent on the export front. Total export by all nations is about 28-30% of the world GDP. In 2012-13, India exported goods and services to the tune of 25.4% of GDP. Therefore, India must boost exports up to 28-30% of its GDP. That will recover the loss of GDP during Covid years and ensure consistent growth in the years to come. For this, the cost of basic inputs such as capital, energy, minerals and logistics must be reduced to become globally competitive. More so, indirect taxes such as mineral taxes, excise duty, export duty etc., must be levied in a rational manner to remove the cascading effect. That will boost exports and also arrest ‘cost push’ inflation. Recently, to control inflation, India has banned exports of few agro products and levied 50% export duty on iron ore, 45% on iron ore pellets and 15% on steel. However, current inflation in India is not due to shortage in supply but due to ‘cost push factor’. The export curbs need review since; it will impact GDP growth. Yes, in case of shortage in supply, curbing of exports in a calibrated manner may be chosen as a last option. Ban on the export of agro produce shall immediately affect the income of about 45-50% of the population employed in the farming sector. That will aggravate the unemployment problem. Advance estimate of production and consumption with predictable export policy shall enhance agro production without causing high inflation. India’s steel capacity utilization will be affected by the duty In India, steel production capacity is much higher than the domestic demand. More so, the addition of new capacities is in the pipeline. Sudden levy of 15% export duty shall adversely affect capacity utilization and on-going investment in new capacity. The growth of public income (GDP) and investment rate shall decline; that India can’t afford. It is agreed that; in the past one or two years, steel prices have sky-rocketed and its impact is felt by the entire economy. But such inflated prices are due to high jumps in the price of coal and iron ore; that should be resolved. This will be the right choice over curbing exports by imposing taxes. Thermal coal prices must be brought back to 2019 levels The price of thermal coal must be restored almost to near to 2019-20 level which has now increased by almost three times, mainly due to stagnant production in past years clubbed with the high price of imported coal. Its major impact is on the core sector such as power, steel, metal and cements which travels to the entire economy. For this, India must immediately increase coal production by minimum 20% through regulatory easements. Incremental production may be incentivised through fiscal tools. India has sufficient reserves of non-coking thermal coal but has limited reserves of coking coal. Steel industry uses both types of coal. For reducing import dependency, future capacity in steel may be diverted to the non-coking coal based technology on the best effort basis. The sales of sub-grade iron ore Iron ore is the principal raw material for steel making. For reducing its price, the mineral taxes in the shape of royalty and auction premium should be levied on the basic price (excluding mineral taxes) instead of IBM price (including mineral taxes). More so, IBM price is not consistent with actual sale price in most cases. Hence, mineral taxes should be levied on the actual and basic sale price instead of IBM price similar to GST and excise duty. Prevailing system is causing a compounding effect of the mineral taxes. The price of iron ore has inflated to record high levels. Same is the case with other minerals including coal. The aforementioned method of taxation is a great impediment in selling low/sub-grade iron ore in particular. After paying mineral taxes, the basic sale price comes to below production cost and at times, to a negative sale price. Hence, the miners are reluctant in selling low/sub-grade iron ore. As a consequence, new beneficiation plants are not coming up as per economic needs of the nation. Hence, more than 300 million tons of low/sub-grade iron ore is accumulated in the mines causing wastage of precious mineral resources. By and large, India must choose appropriate policy tools for controlling inflation without sacrificing exports and GDP. For intermediate products like iron ore, a calibrated curb in export may be chosen keeping a balance between the exports, GDP and inflation. India’s exports have a long way to go and the curbs are not helping

New Delhi, Jul 2 () The Delhi government has notified the excise policy for the current financial year without making any changes in the last year's policy in the wake of COVID-19 situation, an official said on Thursday. The official said the policy, which was scheduled to come in April this year, was delayed as the government machinery was busy with measures to arrest the spread of the novel coronavirus in the national capital. "We have notified the excise policy of last year for the current financial year. No changes have been made in it this year," the official said. Sources said that the draft of the 2020-21 policy had been submitted by the Excise Department to the government in March, but it could not be finalised due to the pandemic situation and the lockdown. Last month, the government had allowed the city's restro-bars, hotels, and clubs to sell their stock of beer expiring by July 15 to liquor shops in a bid to minimise their financial losses. Delhi govt notifies excise policy for current FY, no changes from last year

The <a href="http://www.businessinsider.in/searchresult.cms?query=haryana+government&amp;sortorder=effectivedate">Haryana Government </a>has revised its <a href="http://www.businessinsider.in/searchresult.cms?query=excise+policy&amp;sortorder=effectivedate">excise policy</a> and in this backdrop, the liquor prices in the state are going to shoot up by 20%. 
 
With an increase in <a href="http://www.businessinsider.in/searchresult.cms?query=VAT&amp;sortorder=effectivedate">VAT</a>, excise duty and licence fee under the new state excise policy, people will have to pay extra. 
 
Also, nearly 500 liquor shops will be shifted, following the<a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court&amp;sortorder=effectivedate"> Supreme Court</a>'s order that no liquor shops will be permitted within 500 metres of national and state highways, Haryana Excise and Taxation Minister Captain Abhimanyu said here. 
 
Announcing the new excise policy, the minister said, excise duty on country-made liquor (CL) and Indian Made Foreign Liquor (IMFL) has been rationalised and certain new categories have also been introduced. 
 
He said under the new policy, the annual license fee of bars has been increased from Rs 12.5 lakh to Rs 15 lakh in Gurugram, Rs 10 lakh to Rs 12 lakh in Faridabad and Rs 7.5 lakh to Rs 9 lakh in other districts. 
 
VAT rates on liquor have been revised from existing 10 per cent plus surcharge at the rate of five per cent to 13 per cent plus surcharge in case of CL, 13.5 per cent plus surcharge in case of beer and 14 per cent plus surcharge in case of IMFL.

Donald Beyer of Virginia formally rolled out the "Assault Weapons Excise Act" alongside 36 House Democrats spanning the ideological spectrum. Some of them are centrists who face difficult re-election bids in the November midterms. The 1,000% tax would apply to military-style "assault weapons" and high-capacity magazines capable of carrying 10 rounds or more, adding thousands of dollars to the final sales price of such guns in a bid to severely restrict their access. The cost of those weapons typically range between $500 and $2,000, depending on location and other variables. That means the plan would add $5,000 and $20,000 to the final price tag.It would exempt ammunition, along with recreational weapons used for hunting.
