Raising financial resources for <keyword id="19907392" type="General" weightage="20" keywordseo="climate-change" source="keywords">climate change</keyword> adaptation and mitigation actions of this scale is an unprecedented challenge," the document read. <br /><br />A 2022 report by the Climate Policy Initiative found that domestic sources accounted for the majority of green finance in India, at 87 per cent and 83 per cent in financial years 2019 and 2020 respectively. <br /><br />While international sources are increasing (from 13 per cent in FY 2019 to 17 per cent in FY 2020), the economic survey said they are still insufficient to meet India's net-zero target. <br /><br />"Mobilising substantial capital from traditional sources presents multifaceted challenges in emerging economies like India. The perceived sovereign risks associated with emerging market and developing economies (EMDEs) and the capital-intensive nature of such projects, coupled with lengthy gestation periods and evolving regulatory frameworks, can create misalignment between investor expectations and project timelines," the government said. <br /><br />The economic survey also noted that the flows of global capital to <keyword id="20200084" type="General" weightage="20" keywordseo="developing-countries" source="keywords">developing countries</keyword> have been impeded by high costs of capital. <br /><br />Despite securing a good rating on its green-bond framework, Indian sovereign <keyword id="20177085" type="General" weightage="20" keywordseo="green-bonds" source="keywords">green bonds</keyword> have hardly received any "greenium" from private investors. The study, conducted by the UK-based think tank ODI and the <keyword id="23038658" type="General" weightage="20" keywordseo="Zurich-Climate-Resilience-Alliance" source="Orion">Zurich Climate Resilience Alliance</keyword>, comes amid a renewed push by some developed countries to broaden the donor base for climate finance to include developing countries like China and <keyword id="50996" type="General" weightage="20" keywordseo="Saudi-Arabia" source="Orion">Saudi Arabia</keyword>. <br /><br />The report reveals that only 12 developed countries provided their fair share of international climate finance in 2022. These countries are -- Norway, France, Luxembourg, Germany, Sweden, Denmark, Switzerland, Japan, the Netherlands, Austria, Belgium and Finland. <br /><br />Researchers noted that the significant gap in climate finance is largely due to the United States failing to contribute its fair share. Australia, Spain, Canada and the United Kingdom also performed relatively poorly in this regard. <br /><br />The analysis has identified the top 30 non-Annex II countries that provided substantial climate finance to developing countries in 2022 through multilateral contributions to development banks and climate funds. <br /><br />This group includes former economies in transition like Poland and Russia, countries that have achieved high-income status since 1992, such as Chile, Kuwait, Saudi Arabia and South Korea, and middle-income countries with large populations, including Brazil, China, India, Indonesia, Mexico, Nigeria, the Philippines and Pakistan. <br /><br />India provided $1.287 billion in climate finance to other developing countries through MDBs in 2022, a sum larger than what was contributed by some developed countries like Greece ($0.23 billion), Portugal ($0.23 billion), Ireland ($0.3 billion) and New Zealand ($0.27 billion). China provided $ 2.52 billion in climate finance through MDBs in 2022, Brazil gave $ 1.135 billion, South Korea gave $1.13 billion and Argentina gave $1.01 billion. <br /><br />According to the United Nations Framework Convention on Climate Change (<keyword id="21931277" type="General" weightage="20" keywordseo="UNFCCC" source="keywords">UNFCCC</keyword>), adopted in 1992, high-income, industrialised countries (referred to as Annex-II countries) are responsible for providing finance and technology to help developing countries combat and adapt to climate change. These countries, including the US, Canada, Japan, Australia, New Zealand and European Union (EU) member states, such as Germany, France and the UK, have historically benefitted from industrialisation and contributed the most to greenhouse gas emissions. <br /><br />At COP15 in Copenhagen in 2009, these developed countries pledged to jointly provide $100 billion each year by 2020 to help developing countries mitigate and adapt to climate change. However, this target has not been fully met, leading to a significant finance gap. There's no indication that any other industry — including power, buildings, agriculture, and finance — will curb greenhouse-gas emissions enough to meet 2030 targets. </p><p>"This is the fourth time we're writing this report, and the first time ever we've had an indicator on track," Judit Hecke,<strong> </strong>the<strong> </strong>coauthor of the State of Climate Action 2023 and an analyst at NewClimate Institute, told Business Insider. </p><p>The report, a joint effort by a coalition of groups known as Systems Change Lab, tracks 42 indicators of climate progress, including renewable energy, deforestation, and sustainable diets.</p><p>Last year EVs accounted for 10% of new car sales, primarily in China, the European Union, and the US. Batteries are lighter, more affordable, and have longer ranges. Some countries, including the US, Norway, and China, also dole out subsidies such as tax breaks and parking discounts to EV buyers. Canada, Chile, and the EU are banning the sale of gas-powered cars in 2035, as are a handful of US states.</p><p>Buying an EV is also one of the easier climate solutions to adopt.</p><p>"This doesn't require transformational change," Hecke said. "People like driving and can continue to do so, but feel a little bit better about themselves. It's easier to swallow than someone telling you that you can't eat meat."</p><p>People still need to drive less and take more buses and trains to reduce emissions, Hecke added. That requires big investments in public transit. Renewable energy is heading in the right direction, electric heat pumps are quickly replacing fossil fuel-powered home appliances in Europe, and there are many low-carbon steel projects underway.</p>

Markets regulator <keyword id="19901201" type="General" weightage="20" keywordseo="Sebi" source="keywords">SEBI</keyword> has proposed expanding the <keyword id="22367248" type="General" weightage="20" keywordseo="sustainable-finance-framework" source="keywords">sustainable finance framework</keyword> in the <keyword id="20922662" type="General" weightage="20" keywordseo="securities-market" source="keywords">securities market</keyword> by introducing a new category of financial instruments. This category will include <keyword id="20518791" type="General" weightage="20" keywordseo="Social-Bonds" source="keywords">social bonds</keyword>, <keyword id="22623575" type="General" weightage="20" keywordseo="Sustainable-Bonds" source="keywords">sustainable bonds</keyword>, and <keyword id="22623576" type="General" weightage="20" keywordseo="Sustainability-linked-Bonds" source="keywords">sustainability-linked bonds</keyword>, in addition to the current <keyword id="22819966" type="General" weightage="20" keywordseo="green-debt-securities" source="keywords">green debt securities</keyword>. It aims to provide issuers with flexibility in raising funds for projects that align with environmental, social, and governance (ESG) objectives. <br /><br />In a consultation paper released on Friday, SEBI proposed that issuers, in addition to existing green debt securities, should be allowed to raise funds through issuance of social bonds, sustainable bonds, and sustainability-linked bonds. These bonds will collectively be known as ESG Debt Securities. <br /><br />This will enable issuers to raise money for more sustainable projects, assisting in closing the funding gap for the Sustainable Development Goals. SEBI said it received representations from market participants including the Confederation of Indian Industry to expand the scope of the regulatory framework pertaining to sustainable finance to include social bonds, in addition to existing green debt securities as a mode of raising sustainable finance, in line with global practices. <br /><br />As per the consultation paper, SEBI said, it "proposed to introduce the concept of sustainable securitised debt instruments for the purpose of providing originators of the underlying credit facilities which are within such international or domestic frameworks for sustainable finance, and thereby provide investors as well an opportunity to participate in the sustainable securitised debt instruments". <br /><br />The consultation paper also addressed the initial and continuous disclosures for sustainable securitised debt instruments that would be based on international frameworks. SEBI proposes expansion of sustainable financial framework in securities market

<ul class="summary-list"><li>Climate change has become one of the more polarizing issues dividing Americans in recent years.</li><li>Biden and Trump have starkly different approaches in their handling of climate issues.</li></ul><p>For millions of Americans, there's nothing more important than the well-being of the environment.</p><p>From the protection of lakes and streams to the battle to curb greenhouse gas emissions, many voters in the upcoming US presidential election want to see the federal government play an active role in climate issues.</p><p>But some voters also oppose stronger federal oversight of the environment, arguing that the economic benefits of increased oil drilling is paramount — while also dismissing global agreements on climate change as detrimental to the country's autonomy.</p><p>One thing is clear though: the lion's share of voters believe that climate change is real.</p><p>The latest quarterly survey from the Yale Program on Climate Change Communication revealed that <a target="_blank" href="https://climatecommunication.yale.edu/wp-content/uploads/2024/01/climate-change-american-mind-beliefs-attitudes-fall-2023.pdf">72% of Americans believed that climate change was occurring</a>, while only 15% disagreed. That same survey showed that 58% of Americans felt global warming was caused by humans, while 29% believed it was a natural occurrence.</p><p>And the divergence in views on the cause of climate change has hardened political divides in recent years, with Democrats largely pushing for more protections while the GOP has been more receptive to energy interests who have largely opposed such rules.</p><p>Here's a look at President Joe Biden and former President Donald Trump's positions on climate — which is <a target="_blank" href="https://www.businessinsider.com/biden-climate-change-young-voters-environment-greenhouse-emissions-ev-2024-5">poised to be a defining issue for Gen Z and millennial voters</a> this fall.</p><h2 class="premium" id="24b5896f-83f5-4b23-b6a1-42591ce94e58"><strong>Where Joe Biden stands on climate</strong></h2><p class="premium" id="24b5896f-83f5-4b23-b6a1-42591ce94e58">Biden has sought to position himself as one of the most pro-environment presidents in US history, following in the footsteps of his onetime boss, President Barack Obama.</p><p class="premium" id="24b5896f-83f5-4b23-b6a1-42591ce94e58">Under Obama, the US joined the Paris Agreement, an international treaty which was <a target="_blank" href="https://www.businessinsider.com/what-did-us-agree-to-paris-climate-deal-2017-5">crafted to significantly reduce the level of greenhouse emissions</a>. But President Donald Trump withdrew from the plan while in office, blasting it as detrimental to the US economy.</p><p class="premium" id="24b5896f-83f5-4b23-b6a1-42591ce94e58">On the same day as his January 2021 inauguration, <a target="_blank" rel="" href="https://www.businessinsider.com/biden-rejoins-paris-climate-accord-and-who-revokes-muslim-ban-2021-1"><u>Biden rejoined the Paris climate accord</u></a>, putting the country back in line with nearly 200 countries that pledged to cut greenhouse gas emissions.</p><p class="premium" id="24b5896f-83f5-4b23-b6a1-42591ce94e58">That same day, Biden also revoked a key presidential permit for the Keystone XL oil pipeline, a project championed by Trump but opposed by many Democrats, environmental groups, and an array of Native American communities.</p><p class="premium" id="24b5896f-83f5-4b23-b6a1-42591ce94e58">In September 2023, <a target="_blank" href="https://alaskabeacon.com/2023/09/06/biden-administration-cancels-last-leases-in-alaskas-arctic-national-wildlife-refuge/">Biden canceled seven Trump-era oil and gas leases in the Alaska National Wildlife Refuge</a> (ANWR), which contains some of the most pristine lands in the country.</p><p class="premium" id="24b5896f-83f5-4b23-b6a1-42591ce94e58">Biden has also pushed through new Environmental Protection Agency (EPA) rules that will limit tailpipe emissions from future trucks and passenger vehicles and strengthen the reporting requirements of methane emissions from oil and natural gas operations.</p><h2 class="premium" id="f1ae9709-788e-4028-b531-939bd28ae611"><strong>Where Donald Trump stands on climate</strong></h2><p class="premium" id="f1ae9709-788e-4028-b531-939bd28ae611">Trump's staunch opposition to the Paris Agreement is well-known.</p><p class="premium" id="f1ae9709-788e-4028-b531-939bd28ae611">During his first term in office, he rolled back key environmental protections, opening up lands to logging and even <a target="_blank" href="https://www.washingtonpost.com/climate-environment/2022/01/09/energy-efficiency-climate-change-biden/">weakening efficiency standards for dishwashers and lightbulbs</a>.</p><p class="premium" id="f1ae9709-788e-4028-b531-939bd28ae611">In April 2024, Trump suggested to a group of wealthy oil executives assembled at Mar-a-Lago that <a target="_blank" href="https://www.washingtonpost.com/politics/2024/05/09/trump-oil-industry-campaign-money/">they should collectively raise $1 billion to help him win a second term</a> in order to dismantle regulations that they oppose, according to The Washington Post. Per the newspaper, Trump then stated that such a sum would amount to a "deal," as the executives would avoid more stringent rules with him in the Oval Office.</p><p class="premium" id="f1ae9709-788e-4028-b531-939bd28ae611">Trump has also railed against Biden's strong support of electric vehicles, arguing that their ramped-up production will hurt the economy.
