A bill seeking to provide for four nominees by a bank account holder was introduced in the <keyword id="19895394" type="General" weightage="20" keywordseo="Lok-Sabha" source="keywords" meta.keywordsubtype="org" meta.entityname="Lok Sabha" meta.hostid="153" meta.entityid="Lok Sabha">Lok Sabha</keyword> on Friday to ensure better protection of depositors and enhance customer convenience. Introduced by Minister of State for Finance Pankaj Chaudhary in the Lower House, the Banking Laws (Amendment) Bill, 2024, has a provision for simultaneous and successive nominations to bank accounts, lockers, etc. As per the provision of the bill, a bank account holder can nominate up to four persons. The bill also seeks to transfer of unclaimed dividends, shares, and interest or redemption of bonds to the Investor Education and Protection Fund (IEPF), allowing individuals to claim transfers or refunds from the fund, and thus safeguarding investors' interests. As the banking sector has evolved over the years, and with a view to improving bank governance and investor protection, it has become necessary to make certain amendments to five Acts, according to Statement of Objects and Reasons of the Bill. The Bill, which was approved by the <keyword id="19916620" type="General" weightage="20" keywordseo="Union-Cabinet" source="keywords" meta.keywordsubtype="org" meta.entityname="Union Cabinet" meta.hostid="153" meta.entityid="Union Cabinet">Union Cabinet</keyword> last week, proposes to amend the <keyword id="20824389" type="General" weightage="20" keywordseo="Reserve-Bank-of-India-Act" source="keywords">Reserve Bank of India Act</keyword>, 1934, the Banking Regulation Act, 1949, the State Bank of India Act, 1955, the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970, and the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1980. The proposed bill seeks to improve governance standards, provide consistency in reporting by banks to the Reserve Bank of India, ensure better protection for depositors and investors, improve audit quality in public sector banks, bring customer convenience in respect of nominations, and to provide for increase in the tenure of the directors in co-operative banks. Another proposed change relates to redefining 'substantial interest' for directorships, which could increase to Rs 2 crore instead of the current limit of Rs 5 lakh, which was fixed almost six decades ago. Congress member Manish Tewari opposed the introduction of the bill, saying the power to legislate with regard to cooperatives vests with state governments. RSP member N K Premachandran opposed amending five legislations through one bill, while TMC member Saugata Roy termed the bill "superfluous", saying the the amendments proposed in the bill could have been done through administrative decisions. Responding to opposition's remarks, <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> Nirmala Sitharaman said the various amendments done in Banking Regulations Act with respect to <keyword id="20814377" type="General" weightage="20" keywordseo="cooperative-banks" source="keywords">cooperative banks</keyword> are not just one or two but several. "Simple understanding is we are not touching any aspect of the cooperatives other than that which claims under the name of banking...the sections which have been brought in for amendments, as also the court verdicts, have repeatedly reinforced the point that Banking Regulation Act and the Cooperative Banks do have this relationship and therefore it has to be taken through this route," she said. Otherwise, there is no attempt to undermine the cooperatives, particularly cooperatives dealing with everything other than banks, she said defending the Bill. The bill proposes to increase the tenure of directors (excluding the chairman and whole-time director) in cooperative banks from 8 years to 10 years, so as to align with the Constitution (Ninety-Seventh Amendment) Act, 2011. Once passed, the bill would allow a director of a Central Cooperative Bank to serve on the board of a State Cooperative Bank. The bill also seeks to give greater freedom to banks in deciding the remuneration to be paid to statutory auditors. It also seeks to redefine the reporting dates for banks for regulatory compliance to the 15th and last day of every month, instead of the second and fourth Fridays. "What's the rationale behind it? The current reporting Friday system has several limitations that impact the accuracy and effectiveness of the reporting of data. "These limitations are incomplete coverage of monthly data, seasonal fluctuations in banking activity which lead to inconsistent reporting, and the need for adjustment every 11th year which introduces complications and inconsistencies. That is why, in order to address the issue, it is proposed to amend the legislation," she said. The announcement about amendments to the Banking Regulation Act was made by the Finance Minister in the 2023-24 Budget speech. "To improve bank governance and enhance <keyword id="22728161" type="General" weightage="20" keywordseo="investors-protection" source="keywords">investors' protection</keyword>, certain amendments to the Banking Regulation Act, the Banking Companies Act and the Reserve Bank of India Act are proposed," she had said.

India on Monday expelled six Canadian diplomats and withdrew its High Commissioner and five other diplomats from Ottawa. Canada, however, claimed that the Indian diplomats were expelled. Ng also said that "the Government of Canada remains open to a dialogue with India and we look forward to continuing our valued relationship." "Our Trade Commissioner Service will continue to assist and provide resources to Canadian companies operating in India," she said as India in an unprecedented step not only recalled its high commissioner from Ottawa but also expelled six of the Canadian diplomats from New Delhi. "Let me be clear: Canada stands firmly by its businesses. We will work closely with all Canadian enterprises engaged with India to ensure these important economic connections remain strong," she said. "However, we must consider our economic interests with the need to protect Canadians and uphold the rule of law. We will not tolerate any foreign government threatening, extorting, or harming Canadian citizens on our soil. We urge the government of India to respect the same principles of law and justice that guide our actions," Ng said. "The Government of Canada remains open to a dialogue with India and we look forward to continuing our valued relationship," said the minister. The ties between India and Canada came under severe strain following Canadian Prime Minister Trudeau's allegations in September last year of the "potential" involvement of Indian agents in the killing of Nijjar. New Delhi rejected Trudeau's charges as "absurd". As the ties between the two countries hit rock bottom, Canadian Foreign Minister Melanie Joly did not rule out imposing sanctions against India saying "everything is on the table". On its part, India strongly rejected attempts by Canadian authorities to link Indian agents with criminal gangs in Canada with official sources even saying that Ottawa's assertion that it shared evidence with New Delhi in the Nijjar case was simply not true. According to the India Brand Equity Foundation, Canada and India achieved a bilateral trade relationship that reached $8.27 billion in FY23 and $5.3 billion during April-November 2023. In 2022, India was Canada's ninth-largest merchandise trading partner in the Indo-Pacific region, the 13th-largest merchandise trading partner globally and the 14th-largest destination for merchandise exports. As of September 2023, Canada was ranked as the 17th largest foreign investor in India, having made cumulative investments amounting to $3.6 billion since April 2000. Canadian investments constitute approximately 0.56% of the total foreign direct investment (FDI) inflow into India. More than 600 Canadian companies and organizations have established a presence in India. The bilateral commercial relationships between the two countries stand at $100 billion, which includes $70 billion of Canadian portfolio investment into India. In 2020, Canadian direct investment in India amounted to $2 billion. Prime Minister Modi and Singapore PM <keyword id="20610066" type="General" weightage="20" keywordseo="Lawrence-Wong" source="keywords">Lawrence Wong</keyword> met at the Parliament House in Singapore on Thursday. The two leaders, along with their delegations, held the bilateral meeting. Following this, the two sides exchanged four MoUs in the areas of digital technology, semiconductor, skill development and healthcare. Prime Minister Modi invited PM Lawrence Wong to visit India, which he accepted. At their talks, both leaders reviewed the progress of India - Singapore bilateral relations. "Given the breadth and depth of bilateral ties and immense potential, they decided to elevate the relationship to a Comprehensive Strategic Partnership. This would also give a major boost to India's Act East Policy," the Ministry of External Affairs said in a statement. Taking stock of the robust progress in <keyword id="20900218" type="General" weightage="20" keywordseo="economic-ties" source="keywords">economic ties</keyword>, the leaders called for further expanding <keyword id="20344229" type="General" weightage="20" keywordseo="trade-and-investment" source="keywords">trade and investment</keyword> flows between the two countries. Prime Minister highlighted that Singapore, with an investment of around USD 160 billion in the Indian economy, is a leading economic partner for India. He further noted that rapid and sustained growth in India has opened up immense investment opportunities for Singaporean entities. The two leaders also reviewed existing cooperation in the fields of defence and security, maritime domain awareness, education, AI, Fintech, new technology domains, science and technology, and knowledge partnership. They further called for strengthening connectivity between the countries to enhance economic and people-to-people ties. They also called for acceleration in green corridor projects. PM Modi and PM Wong also discussed the outcome of the 2nd India - Singapore Ministerial Roundtable held in Singapore in August 2024. "Noting that the Ministerial Roundtable is a unique mechanism, the leaders appreciated the work done by senior ministers from both sides in deliberating and identifying a new agenda for bilateral cooperation. The leaders called for accelerated action under the pillars of cooperation identified during the Ministerial Roundtables - Advanced Manufacturing, Connectivity, Digitalisation, Healthcare &amp; Medicine, Skills Development and Sustainability," the release stated. The leaders underscored that the cooperation under these pillars, particularly in the areas of semiconductors and critical and emerging technologies, opens a new chapter in bilateral relations, making our ties future-orientated. The discussion also covered celebration of 60th anniversary of bilateral relations in 2025. Highlighting that cultural connect between the two countries is an important component of these ties, Prime Minister announced that India's first Thiruvalluvar Cultural Centre would be opened in Singapore, the release added. The leaders also exchanged views on important regional and global issues of mutual interest, including India - ASEAN relations and India's vision for the Indo-Pacific Terming Singapore an "important anchor" of India's Act East Policy, Prime Minister Narendra Modi appreciated the elevation of ties. He further emphasised that the two nations are connected by shared belief in democratic value, and also appreciated the increased cooperation in the field of skilling, defence, connectivity. Our talks focused on boosting cooperation in areas like skilling, technology, healthcare, AI and more. He also noted that 17 satellites of Singapore have been launched from India in last 10 years. "A decade of our strategic partnership is being completed. Our trade has more than doubled in the last ten years. Mutual investment has increased almost three times to cross USD 150 billion. Singapore was the first country with which we launched the Person to Person payment facility of UPI," PM Modi said. "In the last ten years, 17 satellites of Singapore have been launched from India. Our cooperation has gained momentum from skilling to defence sector. The agreement between Singapore Airlines and Air India has strengthened connectivity. I am happy that today we are together giving our relations the shape of a Comprehensive Strategic Partnership," he added.. Recalling age-old ties between the two nations, PM Modi thanked Singapore for the respectful treatment of freedom fighter Subhash Chandra Bose. He added that the bilateral ties will complete 60 years in 2025. "The 3.5 lakh people of Indian origin living in Singapore are the strong foundation of our relations. We are forever grateful to the whole of Singapore for the place and respect that Subhash Chandra Bose, Azad Hind Fauj and Little India have received in Singapore. Our relations are going to complete 60 years in 2025. To celebrate this with pomp and show, work should be done to create an Action Plan in both the countries," the Prime Minister said. He also announced that India's first Thiruvalluvar Cultural Centre will be opened in Singapore soon, while appreciating the teachings of Saint Thiruvalluvar. "I am very happy to inform you that India's first Thiruvalluvar Cultural Centre will soon be opened in Singapore. The great saint Thiruvalluvar has given guiding thoughts to the world in the most ancient language, Tamil. His composition Tirukkural was written almost 2 thousand years ago, but the ideas given in it are still relevant today. He has said, 'Nayanodu nnnri purinnd payanudaiyar panbu parattum ulagu', that is 'The world praises those who are known for justice and service to others'. I believe that millions of Indians living in Singapore are also inspired by these ideas and are contributing to strengthening the relationship between the two countries," he further stated. PM Modi said that the two nations will continue to work together for regional peace, stability and prosperity.
