Indian PM <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> has said that states should have a significant say in the implementation of the <keyword id="4594143" type="UNKNOWN" weightage="100" keywordseo="Regional-air-connectivity">regional air connectivity</keyword> programme under the new civil aviation policy which is to be unveiled this week. 
 
He has said that giving states more space to decide on aviation-related matters is necessary since aviation should not only be a central subject. 
 
"The Prime Minister's Office had asked to provide more powers to states on deciding the airports they want to launch flights from and on a few other things," a senior ministry official told ET while requesting anonymity. The official added that these changes have been made in the policy document and have been sent to the Cabinet. 
 
As per the proposed regional connectivity scheme, the government will offer a subsidy to flights that connect currently non-operational airports at a pre-decided fare of Rs 2,500 per hour of flight. The analyst hired by the civil aviation ministry welcomed the government's move to bring states on board. 
 
"Giving powers to state will only make implementation better and is a welcome step," said Amrit Pandurangi, senior director at consultancy firm Deloitte.

The Problem
Ranked by on-time departure performance, the 20 worst <keyword id="43661" type="ORGANIZATION" weightage="60" keywordseo="airports">airports</keyword> in Asia are all in <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>.
More than 80% of flights leave Beijing Capital International Airport late, <a href="http://flightstats.com/company/flightstats-announces-july-2013-airlineairport-on-time-performance-report/" target="_blank">according to FlightStats.com</a>. Other large Chinese airports aren't much better.
Chronic delays, caused in part by crowded skies and military use of airspace, have led to <a href="http://www.youtube.com/watch?v=bxJu5RMBwMI" target="_blank">passenger brawls</a> and protests.
"Unrestricted Takeoff"
In an attempt to alleviate the stress of waiting at the airport, the Civil Aviation Administration of China (CAAC) has created a policy dubbed "unrestricted takeoff."
Under the new rules, in place at eight major airports, once all the passengers are on board a plane and the doors are shut, the plane is cleared to take off — whether or not a landing spot will be available at its destination.
Safety Questions
At first glance, this policy seems likely to create dangerous chaos, with airplanes randomly taking off, circling airports, and darting for the same, rare, landing spots.
But aviation experts say the policy won't create real safety concerns. Doug Moss, a former test pilot and aircraft accident investigator, said safety is "not a huge issue." Departures will still be controlled, he explained. "It's not like the guys are taking off without takeoff clearance."
Asked if this would generate safety hazards, Robert Ditchey said "not necessarily at all, it depends on congestion at the arrival airport." Ditchey is a a former Navy pilot who has worked as a manager at various airlines, and now works as an expert witness in aviation and airline industry litigation.
And if two <keyword id="6367788" type="UNKNOWN" weightage="60" keywordseo="Planes">planes</keyword> do come close to crashing, they have built-in collision avoidance systems.
Moss noted one potentially dangerous situation, if the pilot of a circling plane waiting to land failed to notice low fuel levels. Air traffic controllers can't see how much fuel is left in a plane's tanks, so an inattentive pilot could find himself in an emergency situation.
Unrestricted takeoff is "not unsafe so much as wasteful," airline pilot, blogger, and author of <a href="http://www.amazon.com/Cockpit-Confidential-Everything-Questions-Reflections/dp/1402280912/" target="_blank">Cockpit Confidential</a> Patrick Smith said in an email. "Worst case you wind up with a bunch of planes in holding patterns, burning thousands of gallons of jet fuel."
Wasted fuel won't impact safety, but could hurt Chinese airlines' bottom lines. Buying fuel<a href="http://ht.ly/n0Lhi" target="_blank"> accounted for 33% of global airline operations costs</a> in 2012. Add in the fact that <a href="http://www.businessinsider.com/huai-river-policy-pollution-impacts-in-china-2013-7" target="_blank">air pollution is already at crisis levels in China</a>, and the extra burned fuel is bad news.
The Real Problem
Unrestricted takeoff is unlikely to make Chinese aviation less safe, but it's not a real improvement. It's a Band-Aid solution, a way to disguise delays on the ground as delays in the air.
And it's a clear indicator of the trouble the country is having dealing with its booming aviation market.

The growth rate of China's aviation market is near 20%, and the number of planes operating in the country has nearly tripled in the past decade, to 1,400 aircraft, <a href="http://www.iata.org/publications/airlines-international/june-2010/Pages/10b.aspx">according to the International Air Transport Association</a>.
In the next three years, just three Chinese airlines plan to <a href="http://www.ibtimes.com/unrestricted-take-chinas-stopgap-solution-deal-air-congestion-may-be-safety-risk-1369723" target="_blank">add 273 more planes to their fleets</a>.
Things will only get more complicated as China executes its <a href="http://www.forbes.com/sites/gordonchang/2012/07/22/will-china-build-82-unneeded-airports-by-2015-you-betcha/" target="_blank">plan to build 82 airports and expand more than 100 existing ones</a> by 2015.
That's a huge amount of capacity to add to a system that's quite young compared to its American counterpart.
Brent Spencer, Assistant Professor of air traffic control training at Embry-Riddle Aeronautical University, <a href="http://www.ibtimes.com/unrestricted-take-chinas-stopgap-solution-deal-air-congestion-may-be-safety-risk-1369723" target="_blank">told the International Business Times</a> "unrestricted takeoff" is "a huge step in the wrong direction." To deal with air traffic problems, "airlines should also coordinate their schedules with each other," he said.
It's not that there's no room in China for growth: The U.S. handles more flights in less physical airspace. But the FAA has steadily been improving air traffic control for fifty years. American aviation has already gone through what Moss called China's "growing pains," and is now extremely safe and quite well managed.
The federal agency is now <a href="http://www.faa.gov/nextgen/why_nextgen_matters/what/" target="_blank">working on NextGen</a>, a transition from a ground-based air traffic control system to a satellite-based one, that will make further improvements. 
The fact that China is working to turn delayed takeoffs into delayed arrivals, instead of on a solution like the FAA's, is a clear sign that the growth of its aviation industry is too much for it to handle.

"Post-Covid, India's domestic aviation's turnaround story has not just been overwhelming but inspiring as well. "Positive attitude, progressive policies, and deep trust among passengers are taking it to new heights with every flight, every day," the <keyword id="58151" type="General" weightage="80" keywordseo="civil-aviation-ministry" source="Orion">civil aviation ministry</keyword> said in a post on X on Friday. As per official data, the total number of domestic passengers was 4,63,417 and the number of flight movements stood at 5,998 on Thursday (November 23). In a post on X, civil aviation minister <keyword id="29632" type="General" weightage="80" keywordseo="jyotiraditya-scindia" source="Orion">Jyotiraditya Scindia</keyword> on Friday said a new record has been set in Indian domestic aviation. Domestic air traffic had touched new peaks for three consecutive days -- November 18, 19 and 20.

New Delhi, Mar 19 () The government has removed import restrictions on certain chemicals including zinc dross; light, heavy, and full range naphtha, according to a notification. It has also allowed flying clubs to freely import aviation gasoline with certain conditions, the Directorate General of Foreign Trade (DGFT) has said in a notification. For other users, import of aviation gasoline is permitted through state trading enterprises. "Revision has been carried out in the policy and policy conditions for zinc dross, light naphtha, heavy naphtha, full range naphtha and aviation gasoline," it said. According to the notification, import of zinc dross is allowed without license. Earlier, a license was required for the imports. It is used in different sector including paint industry. However, according to the notification, import of zinc dross is permitted to the actual user or to the trader on behalf of the actual users authorised by SPCB (State Pollution Control Board) on one time basis and subject to verification of documents by the customs authority. Similarly, imports of light, heavy, and full range naphtha too is now allowed freely. Earlier, it was permitted through state trading enterprises with certain policy conditions. RR SHWSHW

India’s <a href="http://www.businessinsider.in/searchresult.cms?query=civil+aviation+ministry&amp;sortorder=effectivedate">Civil Aviation Ministry</a> is doing away with the method of naming <a href="http://www.businessinsider.in/searchresult.cms?query=airport&amp;sortorder=effectivedate">airports</a> after famous personalities. 
 As per the new rules, the <keyword id="1090792" type="UNKNOWN" weightage="20" keywordseo="new-airports">new airports</keyword> will be names after cities in which they are located. However, the lounges and terminals inside the airport can be named after people. 
 
"We have prepared a Cabinet note, which is being sent for inter-ministerial consultations now. We expect the Cabinet to clear it in a month's time," a senior aviation ministry official, who did not want to be identified, told ET. 
 
There was a string of controversies that led the Indian government to decide on doing away with the policy, for instance <a href="http://www.businessinsider.in/searchresult.cms?query=chandigarh+airport&amp;sortorder=effectivedate">Chandigarh airport</a>. 
 
Since Chandigarh is capital of both Punjab and Haryana, these states have different names for the airport. 
 
But, later it was decided to name the international airport after Chandigarh only. 
 
"This is a welcome move but the government should also remove names from all airports in the country. Naming of airports is political and the government should totally do away with it," Mohan Ranganathan, a former pilot and an aviation expert, told ET.

<ul><li>The New <keyword id="2823175" type="General" weightage="20" keywordseo="drone-policy" source="Orion">Drone Policy</keyword> of 2021 will replace the Unmanned Aircrafts Systems Rules of 2021.</li><li>The Ministry of Civil Aviation (MoCA) has abolished several approvals from the latest <keyword id="6354474" type="General" weightage="20" keywordseo="drone" source="Orion">drone</keyword> policy.</li><li>Number of permissions reduced from 25 to 5 under the <keyword id="2730972" type="General" weightage="20" keywordseo="drone-rules" source="Orion">Drone Rules</keyword> of 2021.</li></ul>The government of India has announced the much-awaited New Drone Policy of 2021 today, which will replace the Unmanned Aircrafts Systems Rules of 2021. Despite the recent increase in drone attacks in the union territory of Jammu and Kashmir, the Ministry of Civil Aviation (MoCA) has abolished several approvals from the latest drone policy. MoCA has also increased the coverage of drones under the New Drone Policy of 2021 from 300 kilograms to 500 kilograms to include heavy payload-carrying drones and drone taxis. Other takeaways from Drone Rules, 2021: <ol><li>Number of permissions reduced from 25 to 5.</li><li>Maximum penalty under Drone Rules, 2021, reduced to ₹1 Lakh. This will not be applicable on penalties in respect to other laws.</li><li>No security clearance required before registration or licence issuance.</li><li>Fees for permissions will be reduced to nominal levels.</li><li>Interactive airspace maps with green, yellow and red zones will be displayed on the digital sky platform. Red zones are prohibited areas, yellow zones are controlled airspace and green zones are airspace from the ground up to a vertical distance of 400 feet.</li><li>The yellow zone has been reduced from 45 kilometre (km) to 12 km from the airport perimeter.</li><li>No permission required to operate a drone in green zone, upto 200 feet, between 8-12 KM from airport perimeter.</li><li>Online registration of all drones shall happen through the Digital Sky Platform.</li><li>Easy process prescribed for transfer and deregistration of existing drones in the country.</li><li>Safety features like ‘no permission-no takeoff (NPNT), real-time tracking beacon, geofencing to be notified from now. A minimum six-month lead time will be provided for compliance.</li><li>All drone training and examination to be carried out by an authorised drone school. The Directorate General of Civil Aviation (DGCA) will prescribe training requirements, oversee drone schools and provide pilot licenses online.</li><li>No requirement of type certificate, unique identification number, prior permission and remote pilot licence for R&amp;D entities.</li><li>No pilot license is required for operating nano and micro stones for non-commercial use.</li><li>Drone corridors will be developed for cargo deliveries.</li><li>Import of drones to be regulated by the Directorate General of Foreign Trade (DGFT).</li><li>Unmanned Aircraft Systems Promotion Council to be set up to facilitate a business-friendly regulatory regime.</li></ol>Earlier, there were many permissions required to operate drones in India but they have now been abolished. These include unique authorisation number, unique prototype identification number, certificate of conformance, certificate of maintenance, operator permit, authorisation of research and development (R&amp;D) organisation, student remote pilot licence, remote pilot instructor authorisation, drone port authorisation, and import permission for drone components. India is making it easier to buy, fly and sell drones with these 16 policy changes

The <keyword id="54875" type="ORGANIZATION" weightage="100" keywordseo="Airports-Authority-of-India">Airports Authority of India</keyword> (AAI) today said that for construction of new regional airports and expansion of existing ones over the next seven years, it will require <a href="http://www.businessinsider.in/searchresult.cms?query=investment">investments </a>to the tune of $12 billion.
 

	The government-run body also plans to hold a meeting with various state governments once the draft of civil <a href="http://www.businessinsider.in/searchresult.cms?query=aviation+">aviation </a>policy is finalised to discuss airport requirements there going forward, AAI Chairman RK Srivastava told reporters on the sidelines of an aviation conference here.
 <keyword id="113134" type="COMPANY" weightage="100" keywordseo="Airports-Council-International">Airports Council International</keyword> (ACI) in association with International Civil Aviation Organisation has organised here a two-day conference on the theme "Investing in <a href="http://www.businessinsider.in/searchresult.cms?query=Airports">Airports</a>- Economic Oversight and Regulations" to discuss <keyword id="127781" type="UNKNOWN" weightage="100" keywordseo="sustainable-growth">sustainable growth</keyword> for the airports globally. 

	Srivastava said besides development of new regional airports a number of the existing airports including Pune, Guwahati, Trichy, Jammu, Srinagar and Patna, among others, would soon reach optimum capacity and would have to be expanded to meet the increased demand.
 All this will require an <keyword id="6355120" type="ORGANIZATION" weightage="100" keywordseo="investment">investment</keyword> of $12 billion over the next seven years, Srivastava said. He said that part of these <keyword id="6356305" type="UNKNOWN" weightage="100" keywordseo="funds">funds</keyword> will come through internal accruals and part of it will be raised through the market. 

	"We will have to go to the market to raise funds from the third year of the seven year period," he said.

"I was just like, 'Oh, my goodness, this man is the holy grail. And guess what? This third grade girl, I'm going to be him. I'm gonna be the first Black female Supreme Court justice,'" Grimes told Insider. "So, I thought I was Ketanji Brown before there was a Ketanji Brown."She followed in Marshall's footsteps, attending Howard University in Washington, DC, in 2006 to study political science. But during a college internship with Congresswoman Jo Ann Davis, she realized she didn't want to go to law school. A call with a recruiting agency in 2012 led her to an interview with the National <keyword id="14052810" type="UNKNOWN" weightage="60" keywordseo="business-aviation" source="Orion">Business Aviation</keyword> Association, at a time when she wasn't sure what "business aviation" meant (the term generally means the use of an <keyword id="11894926" type="UNKNOWN" weightage="60" keywordseo="airplane" source="Orion">airplane</keyword> for business purposes, such as moving equipment or getting to a meeting)."The night before, I'm looking up 'What the heck is business aviation?' because when I think aviation at that time, all I knew was getting on a commercial flight to go on vacation with family," Grimes said. Despite her lack of aviation expertise, Grimes landed a job as a registration assistant for <keyword id="14340509" type="UNKNOWN" weightage="60" keywordseo="nbaa" source="Orion">NBAA</keyword>, the leading trade group representing roughly 11,000 companies that rely on aviation to make their businesses run. After climbing the ranks, she was named senior manager of government affairs for NBAA in March 2021. "I'm one of those people that truly stumbled into aviation, and have caught the bug and loved it and plan to stay as long as I can," Grimes told Insider. <h2>Fostering the future of business aviation </h2>The NBAA was founded in 1947 with the mission to foster growth of business aviation. As senior manager of government affairs, Grimes handles policy work, looking to help pass legislation to enhance the business aviation industry. In 2014, just two years into her tenure at NBAA, Grimes helped found its Young Professionals in Business Aviation, or YoPro, program, which helps to recruit and retain the next generation of professionals coming into business aviation. The program started off with networking and providing young people with professional development opportunities, and now includes an advocacy leg meant to foster the importance of advocating for NBAA's mission on the Hill. "I've been able to be seen as a thought leader for the next generation and for workforce development, and for diversity, equity, and inclusion, not only in the sense of being a young, Black female working in an industry that's male dominated, but also just coming from different backgrounds and not having the traditional aviation background," Grimes said. <h2>Ushering in change for aviation </h2>Grimes' favorite part of the job is getting involved with innovation taking place in aviation, such as <a href="https://www.businessinsider.com/top-startups-evtol-flying-car-industry-urban-air-mobility-2022-4">advanced air mobility</a>, she told Insider. NBAA is helping to get legislation passed and working with regulators to make sure everything is in place for the nascent industry.Though she's certainly faced obstacles in her career, she said she doesn't tend to look at them that way. "I'm really big on perspective. And so an obstacle to me doesn't really mean defeat or failure," she said. "I don't really see a lot of things as an obstacle." <h2>Aviation is 'begging and pleading' for diversity </h2>Looking to the future, Grimes said she plans to focus on honing her skills as a government affairs professional. "I think that switching over to the government affairs side has opened up a new pathway with so much room for growth," she said. For young people looking to carve out their own path in aviation, Grimes said now is the time."Whenever I'm talking to young people nowadays, specifically people of a diverse background, I tell them that this is the time to get into this industry. I would say that right now, this industry is literally begging and pleading for diversity," Grimes said. Her biggest piece of advice for landing a job in aviation: persistence. "You don't have to have the background, per se, in it. But, just go after it," Grimes said. "Be persistent. Have a goal and go after it."

New Delhi, Aviation watchdog <keyword id="19899185" type="General" weightage="20" keywordseo="dgca" source="keywords">DGCA</keyword> has deferred the implementation of the revised flight duty norms for pilots that were to be effective from June 1, according to two civil aviation ministry officials. One of the officials on Tuesday said the revised norms have been deferred for some time to have wider consultations. The new norms provide for more rest time for pilots and seek to alleviate pilot fatigue. The latest decision comes less than two weeks after the <keyword id="19926254" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="keywords">Directorate General of Civil Aviation</keyword> (DGCA) told airlines that the deadline for implementing the revised Flight Duty Time Limitations (FDTL) norms will not be deferred. Another official said implementation of the revised FDTL norms has been deferred for some time to enable thorough consideration of all elements. The <keyword id="20738678" type="General" weightage="20" keywordseo="federation-of-indian-airlines" source="keywords">Federation of Indian Airlines</keyword> (FIA), comprising <keyword id="19896871" type="General" weightage="20" keywordseo="air-india" source="keywords">Air India</keyword>, <keyword id="19987725" type="General" weightage="20" keywordseo="spicejet" source="keywords">SpiceJet</keyword> and <keyword id="19899182" type="General" weightage="20" keywordseo="indigo" source="keywords">IndiGo</keyword>, had written at least twice to the regulator seeking more time for implementation of the revised FDTL norms that were issued on January 8. In a communication to the FIA earlier this month, the regulator said the airlines have to take all necessary steps to roll out the revised FDTL CAR (<keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword>) with effect from June 1, 2024. The revised norms provide for increased weekly rest time to 48 hours for pilots and limit the number of landings to two during night operations. Besides, the night hours for pilots will be extended to cover the period from midnight to 6 am whereas it was midnight to 5 am earlier. Also, all airlines have to compulsorily submit quarterly fatigue reports, which "should follow a non-punitive and confidentiality policy".
