New Delhi, Feb 1 () The government has asked states to adopt three central model laws on agricultural land leasing, marketing and contract farming, Finance Minister Nirmala Sitharaman said on Saturday.
 Presenting the Budget for 2020-21, Sitharaman said farmers will be be allowed to set up solar units on barren/fallow lands and supply power to grids.
 The finance minister further said 20 lakh farmers will be provided funds for setting up standalone solar pumps.
 The government has also proposed a comprehensive measure for 100 water stressed districts, she added. 
 Besides, the Centre also proposes plans to help farmers use proper manure and
little water and encourage balanced use of fertilisers, the minister said.
 Balanced use of fertiliser will bring about change in prevailing regime of providing incentive for use of chemical fertiliser, Sitharaman said.
 The finance minister also said that Food Corporation of India and Warehousing Corporation of India to build warehousing facility on their land.

According to the latest report by the Economist Intelligence Unit, the South Asian giant fell another two spots to 53rd position in the Democracy Index 2020. The fundamental argument against this bill is that religion was never a criteria and should never be. When critics questioned why persecuted Muslims were left out of the Act, the government said that in the three countries specified, Muslims are the majority and not persecuted. However, many debaters have pointed out that Muslims are a minority in Nepal and Sri Lanka, and the amendment excludes them. What’s worse, the government had planned to execute the National Registrar of Citizens, which would identify the undocumented and illegal migrants. However, if any non-Muslim gets caught without papers, he could be reinstated under the CAA. But a Muslim does not have the safety net that other communities have. The fear of many Muslims, who have been living in India for decades or generations, losing their state led to the widespread protests going into 2020. It took a riot in Delhi and the pandemic thereafter to bring the protests to an end. New citizenship law pulls India down in the democracy rankings — and 2021 is not looking better

New Delhi, Feb 1 () Agri experts and industry players on Saturday gave a mixed reaction to the budget proposals, saying the government did not announce any major structural reforms to increase farmers' income.
 Farmers' body India Kisan Sangharsh Coordination Committee (AIKSCC) called a nation-wide protest on February 13 to protest against the "pro-corporate" budget.
 Industry players observed that the government failed to bring reforms in the Essential Commodities Act. There were few schemes to spur private investment and capital formation in the agriculture space.
 However, fertiliser cooperative major IFFCO welcomed proposal of exempting cooperative societies from minimum alternate tax and also bringing tax rate for cooperative societies to 22 per cent from 30 per cent.
 "These steps will indeed help the cooperatives to work in a dynamic manner and can bring more innovations for the farmers of country," IFFCO Managing Director U S Awasthi said in a statement.
 Hailing the Budget, National Dairy Development Board (NDDB) Chairman Dilip Rath said: "18 per cent increase in allocation of funds to Animal Husbandry and Dairying sector to Rs 3,289 crore for the 2020-21 fiscal as against the revised budget estimate for 2019-20 is remarkable which recognizes that dairy sector is increasingly becoming an important sector for the economy, especially for the rural areas."
 The measures announced will help sustain growth of milk production by more than 6 per cent and also reinforces the intent of the government that the dairy sector continues to play a stellar role in realising the goal of doubling farmers' income, he added.
 Stating that the budget was a "mixed bag" for agriculture, the Federation of Seed Industry of India (FSII) Director General Ram Kaundinya said it is "disappointing" to note the continued emphasis on Zero Budget Natural Farming (ZBNF) as a panacea for farmers.
 "While the FM said that they wanted to make the Indian farmer competitive, she did not talk anything about using modern science and technology in seeds, increasing farm mechanization and other inputs which are essential for this," he added.
 Edible oil industry body SEA said it was expecting at least this year the government will come out with a package of incentives for higher production and productivity of oilseeds to reduce our dependence on import of edible oils.
 NCDEX MD &amp; CEO Vijay Kumar said allocation of Rs 2.83 lakh crore to agriculture, irrigation and rural development will provide impetus in re-energizing the sector.
 For DCM Shriram Chairman and Senior Managing Director Ajay Shriram, it was a "balanced budget" which has tried to move the needle in different areas while maintaining the fiscal prudence.
 NCML Chairman Sanjay Kaul said this is a refreshing change from the previous budget which had limited new schemes for agriculture.
 However, the agri-industry would be disappointed with no reforms announced in the Essential Commodities Act and minimal schemes to spur private investment and capital formation in the agri space, he said.
 Ajay Kakra of PwC India said, "Systematic coverage of agriculture sector through the 16-point agenda reflects an definite intention to bring fundamental development in agriculture and allied sector. Covering allied sector and important thematic areas can surely work towards aspirational agenda of the government."
 Cargill India President Simon George said, "Agriculture being the backbone of the nation it would be significant to see how the government would push the Krishi Udaan on not just national but international routes and enabling agri and farmers to be part of the global value chains, providing enormous value addition for farmers and the economy."
 LT Foods Ltd Managing Director and CEO Ashwani Arora said the government's efforts to provide impetus to the agri sector are "laudable" but one key area which remained untouched was the direct benefit to companies working in the area of agri-extension and directly engaging with farmers to educate and enhance their knowledge on advancing technologies.
 "We were also hoping for subventions and incentivisation to agri-export companies. Both these were seemingly left out," he added.
 Farm machinery maker CLAAS Managing Director Mrityunjaya Singh said: "Adoption of Model agricultural laws, agricultural credit availability of 15 lakh crore and allocation of 2.83 lakh crore will encourage farmers to adopt latest farming machinery and technology. This will upskill the farming sector in India."

Agri industry & experts give mixed bag of response on budget

New Delhi, Feb 5 () The Indian agriculture sector faces issues in making available customised technology to farmers and implementation of policy reforms, especially at the state level, NITI Aayog member Ramesh Chand said on Wednesday. He also emphasised the need to implement model central laws on Agriculture Produce and Livestock Marketing, land leasing and contract farming at the state level. "Technology is the prime mover and India is facing serious problems both in terms of technology and policy reforms," he said at the release of 'India Commodity Year Book 2020'. The states should be encouraged to play an active role in the overall growth of the agriculture sector and emphasized on the need for private sector to come forward, he said in a statement. "We need to give the right role to right people and institutions. Market and the private people are the right people to pay competitive prices to farmers and we should remove hurdles which come in the way of the market," Chand said. He said that for the first time the 15th Finance Commission has included a provision to give performance linked grants to states to undertake some agricultural reform. "The Commission has included reform in agriculture sector among the top 5 areas for which next year states will be provided with incentives," Chand added. He added that agriculture sector is witnessing the growth but with an increase in cost of production and it is one of the reasons why India is losing on export competitiveness. FICCI National Agriculture Committee Chairman and Group President of TAFE Ltd T R Kesavan said there is a need to produce more and reduce the wastage in order to meet the requirements of increasing population. FICCI National Agriculture Committee Co-Chair and National Collateral Management Services Ltd (NCML) Managing Director and CEO Siraj Chaudhry said problems in India are different at different parts of the country and the solutions cannot be one or few changes. New Delhi, Jun 14 () Rating agency S&amp;P will give credence to reforms in agriculture and labour market as well as easing of bad loan stress of banking sector while deciding future rating action on India, a senior official has said. S&amp;P Director &amp; Lead Analyst Sovereign &amp; IPF Ratings APAC Andrew Wood also said return of insolvency provision under the Insolvency and Bankruptcy Code (IBC), which was suspended for at least six months, and stronger regulator framework would be important in improving the health of Indian banks. Last week, S&amp;P Global Ratings had retained India's rating at lowest investment grade 'BBB-' for 13th year in a row, saying risks to India's long-term growth rate are rising, ongoing economic reforms, if executed well, should keep the country's growth rate ahead of peers. To a query on what specific reforms the rating agency would look at while determining the future rating action, Wood on Friday said the rating agency would give credence to reforms to domestic agriculture sector, liberalisation of labour market thereby job creation in manufacturing sector, improvement in infrastructure and business friendly foreign investment policy. "The reforms that we will give credence to is reforms in agriculture sector, into domestic markets. Those have been introduced and that's somewhat path breaking in history of India. It would help address the supply side bottlenecks that have cropped up in the economy in the past as well as to make agriculture sector more efficient," Wood said. He, however, emphasised on the need to create jobs in the manufacturing sector. "In order to achieve that labour market reforms are going to be important. Government appears to be making some headway in this issue." Stating that in India, states decide on labour laws and related reforms, Wood said, "But the BJP Government has a strong mandate and appears to be pushing harder on the states to get this done. We would be looking at liberalisation of labour markets further". Efforts to bring in foreign capital, private sector in infrastructure and improving business environment through that route is going to be very crucial, he said, adding attracting foreign direct investment (FDI) is also very important. With regard to financial sector, Wood said it is a specific weakness for India and IBC was "very constructive" in terms of starting to address issues and leading to more prudence in lending by PSBs. Also fund injection into public sector banks have led to improvements in their capital position over past few years, he said. "But more work is probably needed here." The government earlier this month promulgated an ordinance to amend the Insolvency and Bankruptcy Code (IBC) whereby fresh insolvency proceedings will not be initiated for at least six months starting from March 25 amid the coronavirus pandemic. Default on repayments from March 25, the day when the nationwide lockdown began to curb coronavirus infections, would not be considered for initiating insolvency proceedings for at least six months. "IBC which has been suspended for now for 6-12 months but return and continued implementation of stronger regulatory framework is important for health of sector. "It is not often in an economy that we see in India 10 years have been running at full-stream but banking sector remains weak for long period of time. So, it's going to be very crucial that banking sector problems are addressed in India," Wood added. S&amp;P Global Ratings has projected Indian to shrink by 5 per cent in current fiscal but growth is expected to bounce back to 8.5 per cent next fiscal. India’s <keyword id="573360" type="PERSON" weightage="20" keywordseo="annual-economic-survey">annual economic survey</keyword> authored by the Chief Economic Advisor KV Subramanian has come out with a resounding support for the Narendra Modi government’s new farm laws, which have triggered massive, and occasionally violent, protests from farmers in Punjab and Haryana. “Existing laws kept the Indian farmer enslaved to the local Mandi and their rent-seeking intermediaries. While every other category of producer in India had the freedom to decide,” said the document released around the time the tensions escalated at the Singhu border between the states of Haryana and the national capital. <div type="image" title="Farmers" msid="80576413" hostid="261"></div> “The reforms in agriculture markets will enable creation of ‘One India one market’ for agri-products, create innumerable opportunities for farmers to move up the value chain in food processing - from farm to fork, create jobs and increase incomes,” it added. Farmers are protesting three new laws passed by the Narendra Modi government at the Centre in New Delhi. The idea behind the three laws is to liberalise agriculture whereas the farmers, particularly those from Punjab, fear that they will lose the assurance of their produce will be bought by the government at a set price⁠— something they have enjoyed for decades. The other big fear, across the country, is the dependence on corporates because the new laws may kill the Agricultural Produce Market Committee (APMC), a regulatory body that is in charge of building and managing a dedicated marketplace where farmers can come and sell their produce. While the government has agreed to put the proposed reforms on hold for a year and a half, the protests have only escalated. Aside from seeking that the government completely repeal the law, farmer leaders have gone on record to say that they can settle if the law mandates that private players, too, will have to pay the minimum support price. The debate seems far from over.
