The United States will share 20 million more COVID-19 vaccine doses with <keyword id="2386915" type="PERSON" weightage="20" keywordseo="other-countries">other countries</keyword>, taking the total number of such shots to 80 million, President <keyword id="99719" type="PERSON" weightage="20" keywordseo="Joe-Biden">Joe Biden</keyword> said on Monday. "Over the next six weeks, the United States of America will send 80 million doses overseas. That represents 13 per cent of the <keyword id="79555" type="TECHNOLOGY" weightage="20" keywordseo="Vaccines">vaccines</keyword> produced by the US by the end of June. This will be more vaccine doses than any country has actually shared to date, five times more than any other country. More than Russia and China, which have donated 15 million doses," Biden told reporters at a news conference here. "There's a lot of talk about Russia and China influencing the world with vaccines. We want to lead the world with this demonstration of our innovation, ingenuity, and the fundamental decency of the American people. Just as in World War II, America was the arsenal of democracy, in the battle against the COVID-19 pandemic, our nation is going to be the arsenal of vaccines for the rest of the world. We'll share these vaccines in the service of ending the pandemic everywhere," he said. "In March, we shared over four million doses of our AstraZeneca vaccine with Canada and Mexico. At the end of April, we announced that we would provide another 60 million doses of our AstraZeneca vaccine overseas," he said. AstraZeneca vaccine has not been authorized for use in the US yet, and it is awaiting safely clearance by the <keyword id="6356255" type="COMPANY" weightage="20" keywordseo="us-food-and-drug-administration">US Food and Drug Administration</keyword>. "And today, I'm announcing that we'll also share US-authorized vaccines doses of Pfizer and Moderna and <keyword id="92247" type="COMPANY" weightage="20" keywordseo="Johnson-Johnson">Johnson &amp; Johnson</keyword>, as they become available, with the rest of the world as well. These are vaccines that are authorized to be put in the arms of Americans," he said. United States to share 80 million COVID-19 vaccines with other countries, five times more than any other country shared till date

The seven-year-old company had also swiftly shifted to manufacturing PPE kits and RT-PCR kits as the COVID-19 pandemic began. “Brinton’s prompt response to the current pandemic situation is a testament of the company’s ability to address new challenges and adapt to the situation. The funds raised will ensure that the company’s business and ethos remain strong in light of temporary macro shocks,” said Rahul Darda, Chairman and Managing Director, Brinton Pharmaceuticals, in a statement. New Delhi, The Centre has granted permission of reform-linked borrowing worth Rs 23,523 crore to nine states. A Finance Ministry statement said that so far nine states have successfully completed reforms in <keyword id="54487" type="ORGANIZATION" weightage="20" keywordseo="PDS">PDS</keyword> and implemented One Nation One Ration System -- Andhra Pradesh, <keyword id="826" type="CITY" weightage="20" keywordseo="Goa">Goa</keyword>, <keyword id="41646" type="COMPANY" weightage="20" keywordseo="Haryana">Haryana</keyword>, Karnataka, <keyword id="28504" type="CITY" weightage="20" keywordseo="Kerala">Kerala</keyword>, <keyword id="68884" type="ORGANIZATION" weightage="20" keywordseo="Telangana">Telangana</keyword>, Tripura and Uttar Pradesh. "On completion of reforms, additional borrowing permission of Rs 23,523 crore has been issued to them," it said. In view of the challenges posed by the COVID 19 pandemic for mobilisation of financial resources, the Government of India has taken multiple measures to avail funds to states. These include grant of additional borrowing permission of 2 per cent of the Gross State Domestic Product (GSDP) in the year 2020-21. This has enabled the states to mobilise additional financial resources to fight the pandemic and maintain the standards of service delivery to the public. However, to ensure long-term debt sustainability and prevent any adverse impact on future, a part of the additional borrowing was linked to the States carrying out reforms in the sectors critical for service delivery to the citizens. One of the sectors identified for reforms is the Public Distribution System. Out of the additional borrowing limit of 2 per cent of GSDP, 0.25 per cent is linked to implementation of "<keyword id="7806209" type="UNKNOWN" weightage="20" keywordseo="one-nation-one-ration-card">One Nation One Ration Card</keyword> system". This was aimed to ensure that the beneficiaries under the National Food Security Act (NFSA) and other welfare schemes, especially the migrant workers and their families, get ration from any Fair Price Shop (FPS) across the country. Department of Food and Public Distribution in the Ministry of Consumer Affairs, Food and Public Distribution is the nodal department to certify that a state has met the conditions stipulated for this reform. Further, to become eligible for additional borrowing, the states have to complete the reforms by December 31, 2020. It is expected that many more states will complete this reform before the stipulated date, as per the ministry. In addition to the One Nation One Ration Card, other reforms specified as a precondition to avail additional borrowing are ease of doing business reform, urban local body or utility reforms and power sector reforms. Out of existing 100 capacity, 75 are reserved for Indian senior defence and civil services officers and 25 are for officers from foreign nations across the continents. It is learnt that out of 20 increased seats almost half of them would be reserved for friendly foreign nations. The seats are also reserved for officers coming from Nepal, Myanmar and Bangladesh. The officer said that 10 seats would be increased in 2021 and another 10 in 2022. The NDC also functions as an important instrument of the state towards fostering and enhancing strong relationships with friendly countries, not only in the neighbourhood but also globally. Further, Kumar said, from next session 'President Chair of Excellence' has been planned to be established in the institution. The aim of NDC is to equip future policymakers with the background necessary for a broad understanding of the varied social, economic, political, military, scientific and organisational aspects involved in the planning of national strategy. On the other hand, despite its unprecedented economic struggles, Sri Lanka has a functioning 5G network. Even Russia has 5G coverage in its capital, Moscow, although the rest of the country is not covered yet. According to a forecast by <a href="https://www.ericsson.com/en/reports-and-papers/mobility-report/dataforecasts/network-coverage">Ericsson</a>, 5G is estimated to cover over 2 billion people by the end of 2021. In fact, 98% of the mobile users in India already have access to 4G, so this should make it easier for telecom companies like Airtel, Reliance <keyword id="2003276" type="General" weightage="50" keywordseo="jio" source="Orion">Jio</keyword> and Vodafone Idea to allocate more resources towards the 5G rollout. This brings us to the elephant in the room – what is the status of 5G spectrum auctions in India? <cmsannotation type="cmsannotation" annotationid="The state of 5G in India" comment="subhead" text="The state of 5G in India">The state of 5G in India</cmsannotation> 5G has been talked about for quite some time in India now, but delayed spectrum auctions have put a dampener on telco plans. <keyword id="3820" type="General" weightage="50" keywordseo="mukesh-ambani" source="Orion">Mukesh Ambani</keyword>, the second richest Indian and chairman of market leader Reliance Jio, has <a href="https://economictimes.indiatimes.com/industry/telecom/telecom-news/5g-spectrum-auctions-may-be-delayed-to-july-next-year/articleshow/88330077.cms?from=mdr">pegged</a> 5G as a matter of “national priority”. Coming to the point, India’s telecom regulator – the Telecom Regulatory Authority of India (TRAI) – has finally put forward its recommendations for 5G spectrum auctions. The regulator has recommended a 35-40% cut in the baseline 5G spectrum pricing. Telecom operators have been repeatedly asking for rationalised 5G spectrum prices, and the regulator seems to have heard their demands. However, these prices are for a 20-year licence, as opposed to the 30-year term that telecom players have been asking for. Essentially, the price cut comes in at just 5-10%. <div type="image" title="5G battle" msid="91064526" hostid="261" caption="&amp;lt;p&amp;gt;It&amp;#39;s a tie between Reliance Jio and Airtel as far as the 5G battle is concerned, say readers&amp;lt;/p&amp;gt;"></div> Unsurprisingly, telecom players are not happy with the regulator. It remains to be seen how much enthusiasm Airtel, Jio and Vodafone Idea show during the 5G spectrum auctions, expected to take place in the first half of 2022. The slowest was 156 Mbps in Singapore, which is still over five times faster than Reliance Jio’s 4G speeds. 5G also comes with many other benefits like lower latency, much higher capacity of connected devices, less interference and improved efficiency. Lower latency would benefit those who livestream, do a lot of video calls or play games on their smartphones. Latency here refers to the delays in communication over a network. Lower the latency, the lower the lags and better the experience. Another important area where 5G is a clear winner is the network capacity. If you have been to concerts, sports matches or anywhere where there is a huge crowd, you would have noticed that your 4G internet is barely usable, and calling is a huge problem. 5G solves this with much higher network capacity, so you will not only be able to experience a fast internet connection, but calling should also be relatively better. FATF Objectives The principal objective of FATF is to evolve the standards and norms pertaining to the regulatory measures to combat money laundering, terrorist financing and a range of other related threats that pose a risk tot eh health of the international financial system. FATF works with the nation states to encourage some legislative changes and reforms in the sectors discussed above. Also, FATF provides policy recommendations that comply with the international standards in the line of combating money laundering, proliferation of the weapons of mass destruction, and terrorism funding. Since 1990, FATF has revised its recommendations four times. FATF Member Nations The official website of FATF says the organization has 39 members. The members of the FATF represent major financial centers around the world. What is FATF Blacklist? FATF Blacklist refers to the FATF list of "Non-Cooperative Countries or Territories" (NCCTs). The OECD Blacklist has been published from the year 2000 and this list consists of the names of the countries that are non-cooperative with regard to the global measures to combat money laundering and terrorism financing. The FATF updates this blacklist regularly by adding or deleting the entries made. The case of Pakistan and FATF Blacklist The FATF review entered Pakistan in the grey list in June 2018. The organization gave 27 action plans for the country to be fulfilled before September 2019 for being considered to get the country out of the grey list. FATF October 2013 statement mentioned the names of 13 countries that had strategic AML/CFT deficiencies and had not made the desired progress in rectifying the deficiencies or committing to an action plan. The names of the countries included Iran, North Korea, Algeria, Ecuador, Ethiopia, Indonesia, Kenya, Myanmar, Tanzania, Turkey, and Yemen. FATF February 2015 statement listed 6 counties that had made a significant progress with regard to improving their AML/CFT regime and said these countries were no longer subject to the FATF monitoring process. The FATF October 2015 statement listed three counties including Iran, North Korea and Myanmar as non-cooperative jurisdictions and high risk countries with strategic deficiencies. February 2016 FATF statement dropped Panama from the grey list and called the two countries namely Iran and North Korea to apply counter-measures. Through the FATF February 2017 statement, the FATF published the following concern regarding North Korea saying, “The FATF remains concerned by the DPRK’s failure to address the significant deficiencies in its anti‑money laundering and combating the financing of terrorism (AML/CFT) regime and the serious threat this poses to the integrity of the international financial system. The FATF urges the DPRK to immediately and meaningfully address its AML/CFT deficiencies. Further, FATF has serious concerns with the threat posed by DPRK’s illicit activities related to the proliferation of weapons of mass destruction (WMDs) and its financing.” In November 2017, Uganda was removed from the FATF review process since the country had improved its AML/CFT regime. Analysts at BMI Research said the standoff suggests strains between China and India could continue in the coming years.<h2>What happened in the Doklam territory?</h2>In mid-June, Bhutan <a href="https://www.nytimes.com/2017/07/26/world/asia/dolam-plateau-china-india-bhutan.html?mcubz=0&amp;_r=0">found</a> Chinese troops attempting to extend a road through a plateau in the Doklam territory. Moreover, India could use this incident to sign more weapons deals with the US, which would help it to secure its eastern flank against China in the future."The analysts argue that the standoff could continue into the winter, after which both sides might have to withdraw because of the weather. After that, they continued, it would be "possible" for diplomatic negotiations to begin.
