Tata group satellite services firm <keyword id="217765" type="General" weightage="80" keywordseo="nelco" source="Orion">Nelco</keyword> has withdrawn application for offering personal satellite communication services to consumers in the country and plans to apply for a new licence under <keyword id="182283" type="General" weightage="100" keywordseo="new-space-policy" source="Orion">New Space Policy</keyword>, a top company official has said. Nelco has withdrawn the application for Global Mobile Personal Communication by Satellite (GMPCS) licence, which it had earlier submitted to the Department of telecommunications (DoT). The company plans to apply for a relevant permit after going through the contours of the New Space Policy. "The company has all licences required to provide all satellite services permissible in the country and the company will apply for relevant permit after going through the contours of the New Space Policy and outcome of consultation paper floated by telecom regulator Trai," Nelco, Managing Director and Chief Executive Officer PJ Nath told PTI on Wednesday. The GMPCS licence at present allows licence holders to provide satellite phone services in India. "We at Nelco are looking to expand satcom in a big way. We have got a very ambitious plan for entire satcom services. We want to take judicious calls based on the changing and regulatory environment," Nath said. Nath further said that the company is getting into new segments as the regulation is opening. "We will also get into the consumer market where it has not been possible to go with satellite communication because of technical and other issues. With the New Space Policy coming, we will also get there. We are expanding our business," Nath said. The Indian Space Policy 2023, approved by the cabinet last week seeks to institutionalise private sector participation in the space sector, with ISRO focusing on research and development of advanced space technologies. Nelco at present provides in-flight and maritime services through satellite as well as satellite-based communication to enterprise customers through <keyword id="237940" type="General" weightage="50" keywordseo="vsat" source="Orion">VSAT</keyword> and other licences. "DoT has given clarification that with our VSAT licence we can address land mobility on cars, buses etc. Technically in any market that we want to address today, we can do that with a current license," he said. Nath said that the New Space Policy has been announced and details of the policy are expected to come out within a week. "This is going to be completely a game changer. Lot of regulation will be eased out," Nath said. He said there is a spectrum consultation paper from the <keyword id="30356" type="General" weightage="50" keywordseo="telecom-regulatory-authority-of-india" source="Orion">Telecom Regulatory Authority of India</keyword> (TRAI) which may lead to some changes in the satellite sector. "We are looking at that aspect and then apply for permits that will be required," Nath said. Tata's Nelco withdraws satcom permit application; to apply for licence under New Space Policy

New Delhi, Feb 19 () Tata group firm Nelco and Panasonic Avionics Corporation on Wednesday announced forging a partnership for offering in-flight broadband service in Indian skies, starting with Vistara airlines.Vistara is a joint venture of Tata Group and Singapore Airlines. The launch of this service will enable passengers to access broadband service during their flight in Indian airspace. "We are delighted that Nelco is spearheading in providing the long awaited Aero in-flight connectivity services in the country. Vistara is the first airline to sign up for this service," Nelco MD and CEO P J Nath said while launching the service. He further said that the company has partnered with subsidiary of Panasonic Avionics Corporation in this regard. PRS MKJ

New Delhi, Dec 27 () Vistara has partnered with Tata group company Nelco for inflight data services, which are expected to be rolled by the full service carrier shortly, according to a senior government official.
 Nearly five years after starting operations, Vistara -- a joint venture between Tatas and Singapore Airlines -- is also likely to be the first domestic carrier to provide inflight connectivity within India.
 Telecom Secretary Anshu Prakash said required spectrum has been allocated for the purpose.
 "Vistara has tied up with Nelco and they have taken transponder space from ISRO (Indian Space Research Organisation)...they had come to us for spectrum allocation which we have done. And they will be launching these services very shortly," he said.
 When contacted, a Vistara spokesperson said, "we have not finalised this yet," referring to launch of the services.
 An email sent to Nelco seeking comments did not elicit any immediate response and the company's spokespersons were also unavailable.
 While airlines can offer both voice and data connectivity under the 'Flight and Maritime Connectivity Rules-2018' notified by the government in December 2018, data connectivity is expected to be offered first, Prakash said.
 "There can also be voice but voice is not happening right now. Still data is as good as voice, because once you have data you can use Over-The-Top (OTT) and make WhatsApp calls," he noted.
 Regarding inflight wi-fi services, Prakash said the tariffs are not regulated by the government.
 "It is for them to decide what tariff they will charge. I suppose it will be an add-on service that the airlines will offer in relation to their competitors but whether they will charge or not charge, is their decision," the Telecom Secretary said.
 Telecom pricing is currently under forbearance, and "tariff is not an issue in this", he added.
 Vistara, in which Tata Sons has 51 per cent stake and the rest is with Singapore Airlines, began commercial services on January 9, 2015. With a fleet of 39 planes, the carrier operates more than 200 flights a day and is working on expanding its overseas presence.
Last month, Nelco said it expects to roll out in-flight data connectivity services by January but did not divulge the airlines it would be partnering with for the offering.
 In March, the company obtained a license from the Department of Telecommunications for providing In-Flight and Maritime Connectivity (IFMC) services.
 "We are hoping to start inflight connectivity services around January timeframe. We will start with data services," Nelco Managing Director and CEO P J Nath had said recently.
 As per the terms and condition of the IFMC license, the services would be activated once the aircraft attains a minimum height of 3,000 metres in Indian airspace to avoid interference with terrestrial mobile networks.
 The IFMC license is granted against an annual fee of Re 1 for a period of 10 years and the permit holder has to pay licence fees and spectrum charges based on revenue earned from services.
 In September, Nelco launched its maritime communications services in the country, and said the offering would enable high-end support to those in sea by providing access to voice, data and video services while travelling on sailing vessels, cruise liners, ships in India, using satellite technology. New Delhi, Feb 19 () Full service carrier <keyword id="2467342" type="COMPANY" weightage="20" keywordseo="Vistara">Vistara</keyword> plans to offer in-flight broadband service on certain international routes by March-end after <keyword id="8801436" type="PERSON" weightage="20" keywordseo="inducting-dreamliners">inducting Dreamliners</keyword> and Airbus 321 planes, a senior airline official said on Wednesday. A joint venture between Tatas and <keyword id="6368386" type="COMPANY" weightage="20" keywordseo="singapore-airlines">Singapore Airlines</keyword>, Vistara has tied up with Tata group firm Nelco to offer in-flight connectivity service. Vistara would also be the first domestic carrier to provide in-flight braodband for fliers. Boeing 787 aircraft are known as Dreamliners. The airline would offer access to in-flight connectivity only on Dreamliners and Airbus 321 aircraft on international routes, Vistara Chief Strategy Officer Vinod Kannan told reporters here. The service would also be available for domestic customers when these planes are operated in the Indian airspace. Nelco has partnered with Panasonic Avionics Corporation to start the service. "We have ordered Dreamliners and A321 which will be delivered by February-end or March. We will start their commercial operations on international routes by March-end or April with in-flight service on board. "In the next two weeks, we will sit with Nelco and Panasonic to decide on the price," Kannan said. Vistara has ordered six Dreamliners and ten A321 planes. In-flight broadband service would be made available on all these aircraft. "We will get four Dreamliners and two A321 aircraft this year. By end of 2021, we will be offering in-flight connectivity in 10 aircraft," Kannan said. According to him, a decision on offering the service in domestic flights would also depend on routes where Dreamliners and A321 aircraft would fly. "We will initially look at offering broadband service. We have not decided on offering voice calls," Kannan said. Nelco MD and CEO P J Nath said the capability to provide both broadband and voice services would exist. It would depend on airline partners on the way they would like to package the services, he added. "We are delighted that Nelco is spearheading in providing the long awaited Aero in-flight connectivity services in the country. Vistara is first airline to sign up for this service," Nath said. Panasonic Avionics Corporation Vice President Tom Eskola said passengers would be able to access the service even at a height of 35,000 feet. "We currently cover 99.6 per cent of routes on which aircraft fly. We are also migrating our system to generation 3 from generation 1. Vistara will have access to our generation 3 system when they start operation which will offer high speed broadband service during flight as they get on ground," Eskola said.

The solution to this problem could be satellite broadband connectivity that will cover even remote areas where telecom towers or fibre connections are hard to reach. There are already three companies planning to provide satellite broadband internet in India, and the latest to join is Tata group’s Nelco. According to a <a href="https://m.economictimes.com/industry/telecom/telecom-news/pact-with-telesat-likely-for-satellite-broadband/amp_articleshow/85190916.cms">report</a> by ET Telecom, Nelco is planning to offer satellite broadband services in India through the Canadian firm Telesat’s Lightspeed brand. Both companies are in the final stages of the arrangement, and plan to offer its services in India by 2024, the report added. Satellite broadband services aim to solve problems that mobile internet or fibre broadband can’t but it’s also the most expensive of the three. Tata and Telesat plan to work on the business-to-business (B2B) model wherein the satellite bandwidth will be offered to telcos so that they can provide to areas where mobile connectivity is weak. The two companies also plan to work on ways to make satellite broadband affordable in India. Telesat’s global plan for satellite broadband services include an investment of almost $5 billion for a constellation of around 298 LEO satellites. Although expensive, LEO satellites offer stronger signals and faster speeds than traditional fixed-satellite networks as they orbit closer to the Earth. Telesat and Tata plan to take things further with their satellite broadband services once the new Spacecom policy that should offer better clarity for LEO satellite systems operators and setting up in-country satellite gateways, is out.
