New Delhi [India], June 23 (ANI): The Ministry of Health and Family Welfare postponed the National Eligibility cum Entrance Test Postgraduate (<keyword id="6361994" type="General" weightage="100" keywordseo="NEET" source="Orion">NEET</keyword> PG) Examination on Saturday, which was scheduled to be held on Sunday, and said that a fresh date will be announced at the earliest. The NEET-PG exams were scheduled to be held on June 23. "Taking into consideration, the recent incidents of allegations regarding the integrity of certain competitive examinations, the Ministry of Health has decided to undertake a thorough assessment of the robustness of the processes of the NEET-PG Entrance Examination, conducted by the National Board of Examination for medical students," the ministry statement read. "It has accordingly been decided, as a precautionary measure, to postpone the NEET-PG Entrance Examination, scheduled to be held on 23rd June, 2024. The fresh date of this examination will be notified at the earliest," the ministry added. "The Ministry of Health sincerely regrets the inconvenience caused to the students. This decision has been taken in the best interests of the students and to maintain the sanctity of the examination process," the health ministry said. The National Board of Examinations in Medical Sciences (NBEMS) was fully prepared to conduct the National Eligibility cum Entrance Test (NEET) Post-Graduate (PG) 2024. Speaking exclusively to ANI, Dr Rakesh Sharma, OSD to President and Member, Governing Body, NBEMS said, "All eyes of the nation are on NBEMS for the conduct of NEET PG 2024 and we will not let down the hope of the nation. We will conduct the test through a computer-based test (CBT) mode throughout the country." On Standard Operating Procedure (SOPs) for successfully delivering and maintaining transparency, he said, "NBEMS has robust SOPs for conducting exams because of which NBEMS has been successfully delivering the exams year after year. These SOPs are stringently followed. NBEMS has worked very hard on maintaining the secrecy of the question paper and there is no chance that there will be any leakage of the question paper." He further said that NBEMS is supported by medical colleges, faculty, MoHFW, Flying Squads, Deans and Principals, Vice-chancellor and other agencies, "NBEMS has support from various medical colleges, faculty, MoHFW and other agencies. NBEMS has already briefed the chief secretaries and DGP of all states for safe and secure conduct of the exam." The <keyword id="581232" type="General" weightage="20" keywordseo="National-Testing-Agency" source="Orion">National Testing Agency</keyword> (<keyword id="654916" type="General" weightage="20" keywordseo="NTA" source="Orion">NTA</keyword>), which conducted the NEET-UG exams, is facing criticism over alleged irregularities in the exams. This resulted in several protests across the country, with protestors and political parties demanding to disband the NTA. An unprecedented 67 candidates achieved a perfect score of 720 marks out of 720, which added to the concerns. The <keyword id="19932587" type="General" weightage="20" keywordseo="ministry-of-education" source="keywords" meta.keywordsubtype="org" meta.entityname="ministry of education" meta.hostid="83" meta.entityid="ministry of education">Ministry of Education</keyword> said it has constituted a high-level committee of experts to make recommendations on reforms in the mechanism of the examination process, improvements in data security protocols and the functioning of the NTA. The 7-member committee, led by ISRO former chairman Dr K. Radhakrishnan, will submit its report to the ministry in the next two months. "In order to ensure transparent, smooth and fair conduct of examinations through the National Testing Agency (NTA), Department of Higher Education, Ministry of Education constituted a High-Level Committee of Experts to make recommendations on Reform in mechanism of examination process improvement in data security protocols and the structure and functioning of National Testing Agency," the ministry said.

The global financial crisis was one of these tough periods that forced an increasing percentage of 18- to 34-year-olds to live with their parents. Poor job prospects and massive student-loan debts kept independent living off the table.But the US economy has been in <a href="http://www.businessinsider.com/economic-indicators-since-great-recession-zero-interest-rate-policy-2015-12">recovery mode for almost six years</a>, highlighted by a <a href="http://www.businessinsider.com/november-jobs-report-december-4-2015-12">tumbling unemployment rate</a>. And yet the <a href="http://www.businessinsider.com/18-34-years-olds-living-with-parents-2014-6">rate at which this demographic cohort</a> is living with their parents <a href="http://www.businessinsider.com/almost-20-percent-of-young-men-are-living-at-home-2015-11">remains elevated</a>."The share of young adults living with their parents has risen about 4 percentage points (or 3 million individuals) since house prices peaked in 2006," Goldman Sachs' Hui Shan and Daan Struyven observed in a recent note to clients. "The share of 'children in the basement' has not come down recently despite significant improvements seen in the job market."<div class="KonaFilter image-container display-table click-to-enlarge"><div><div class="image"><a title_source="Goldman Sachs" title_caption="" class="zoomin" href="https://static-ssl.businessinsider.com/image/5681774ce6183e8a0f8b519b-960/18-34-year-olds-living-with-parents.png"></a>Goldman Sachs</div></div></div>So what gives?Shan and Struyven estimate that about three-quarters of this rise is due to the increase of underemployed youth living with parents. After doing a deeper dive into the data, they observed three patterns:<ul><li>"First, the share of underemployed young adults fluctuates over the business cycle, but it also appears to have an upward trend in recent decades."</li><li>"Second, within this group of underemployed, the share living with parents was trending up several years before the downturn, although the pace accelerated after the recession. These two features suggest that some of the increases in the living at home share may be structural."</li><li>"Third, among those full­time employed young adults, however, the share living with parents has been relatively stable over the past 15 years."</li></ul>Still, the analysts argue that this doesn't give the full explanation as to what's happening here.To fill the gaps, Shan and Struyven point to something that they acknowledge is challenging to quantify: culture.<div class="KonaFilter image-container display-table click-to-enlarge"><div><div class="image"><a title_source="Goldman Sachs" title_caption="" class="zoomin" href="https://static-ssl.businessinsider.com/image/56817d41c08a801b008b5404-960/at-home.png"></a>Goldman Sachs</div></div></div>To get there, they examined the share of young people living with their parents across the OECD economies. Then they regressed that data against rates of youth idleness, defined as Not in Employment, Education, or Training (NEET)."Despite the strong relationship between the NEET rate and the share living with parents, 70% of the cross­country variation in living with parents cannot be explained by labor market conditions or other observable factors we looked at (e.g., marriage patterns and housing affordability)," they said. "Cultural factors-which are harder to quantify-thus seem to play an important role too."So, maybe living with your parents is just becoming the hot new thing in the world. What initially resulted from largely cyclical forces may be morphing into structural changes. And with so many people getting by under these conditions, perhaps this is just the new normal."[I]f cultural factors play an important role-as suggested by the international evidence-cyclical upturns could turn into structural shifts if living with parents becomes more socially acceptable over time," the analysts write.Shan and Struyven don't expect what we're seeing in the top chart to normalize any time soon. The <keyword id="395412" type="PERSON" weightage="20" keywordseo="flood-situation">flood situation</keyword> in many parts of <keyword id="6354780" type="ENTERTAINMENT" weightage="20" keywordseo="Karnataka">Karnataka</keyword> remained grim on Friday as well due to torrential rains and release of water from the major dams in the state. <keyword id="6357889" type="LOCATION" weightage="20" keywordseo="north-karnataka">North Karnataka</keyword> remained the worst affected as this was the third time floods hit the region in the last three months. Belagavi, Kalaburagi, Raichur, Yadgir, Koppal, Gadag, Dharwad, Bagalkote, Vijayapura and Haveri were the worst hit. An overflowing river Bhima wreaked havoc in Kalaburagi and Yadgir districts inundating many villages and destroying standing crops. Reports said water gushed into food storage warehouses and lentil mills destroying food grains and goods stored there. Chief Minister B S Yediyurappa said the Centre was aware of the situation in Karnataka. "The Centre is aware of the prevailing situation. I have just now spoken to the (Union) Home Minister who has assured us of every assistance," he said. Stating that his government was committed to carry out relief work, Yediyurappa said Revenue Minister R Ashoka has started visiting flood-hit regions. Meanwhile, the Karnataka Disaster Management Authority gave a presentation to the state Home Minister Basavaraj Bommai about the flood situation. According to the KDMA officials, the monsoon rains this year were much above normal. "While the average rainfall by the end of September in the state is approximately 800 mm, this year it has reached about 1,000 mm. This trend is across all the four divisions of South Interior, North Interior, Malnad Region and Coastal Karnataka," a KDMA official said. The KDMA in association with the district authorities has opened 41 relief camps, including 36 in Kalaburagi alone where 4,864 people have been given shelter, the official said. Flood situation remains grim in Karnataka

The Union Ministry of Health and Family Welfare on Friday deputed high level Central teams to Kerala, <keyword id="6354780" type="ENTERTAINMENT" weightage="20" keywordseo="Karnataka">Karnataka</keyword>, Rajasthan, Chhattisgarh and <keyword id="6357783" type="UNKNOWN" weightage="20" keywordseo="West-bengal">West Bengal</keyword>. These States have been reporting a surge in the number of new Covid cases in the recent days. Each team comprises of a Joint Secretary, who is the nodal officer for the respective state, one public health expert to look after the public health aspects, one clinician to look after infection prevention practices, clinical management protocol being followed by the state. The teams will support the state efforts towards strengthening containment, surveillance, testing, infection prevention and control measures, and efficient clinical management of the positive cases. The Central teams shall also guide in effectively managing the challenges related to timely diagnosis and follow up. The total cases in Kerala are 3,17,929 which form 4.3 per cent of the total cases. The Cases per million stand at 8,906. Total number of recovered cases is 2,22,231 accounting for recovery rate of 69.90 per cent. The active Cases are 94,609, comprising 11.8 per cent of the total national figure. Total deaths in the state are 1,089 with case fatality rate of 0.34 per cent and deaths per million of 31. The TPM of Kerala stand at 53,518 and the positivity rate is 16.6 per cent. Karnataka has 7,43,848 total cases accounting for 10.1 per cent of the national figure. It has 11,010 cases per million population. 6,20,008 patients have recovered in the state resulting in a recovery rate of 83.35 per cent. The active cases are 1,13,557, 14.1 per cent of the national figure. The state has reported total of 10,283 fatalities, CFR of 1.38 per cent and 152 deaths per million population. The TPM is 95,674 and positivity rate is pegged at 11.5 per cent. Rajasthan has registered 1,67,279 total cases, 2,064 Cases per million and 1,43,984 total number of recoveries with recovery rate of 86.07 per cent. The active cases as on date are 21,587, 2.7 per cent share in the national numbers. The numbers of fatalities in the state is 1,708; case fatality rate is 1.02 per cent; and deaths per million stands at 21. TPM is 38,605 with positivity rate of 5.3 per cent. West Bengal has 3,09,417 total cases, 4.2 per cent of the national cases amounting to 3,106 cases per million population. Total recovered are 2,71,563 and the recovery rate is 87.77 per cent. With 31,984 active cases, the state accounts for 4.0 per cent of the total pie. Total deaths are 5,870; case fatality rate is 1.90 per cent whereas the deaths per million population are 59. With 37,872 TPM, the positivity rate is 8.2 per cent. Chhattisgarh is reporting 1,53,515 total cases, 5,215 cases per million, 1,23,943 total recovered and 80.74 per cent recovery rate. It has 28,187 active cases comprising 3.5 per cent of the national figure. There have been 1,385 total deaths in the state accounting for the case fatality rate of 0.90 per cent and 47 deaths Per million. The TPM are 50,191 and the positivity rate is 10.4 per cent. As an ongoing effort to strengthen efforts of various State and UT governments for Covid management, the Central government has been deputing Central teams from time to time to visit various States and UTs. These teams interact with the the authorities and get a first hand understanding of the challenges and issues being faced by them so as to strengthen their ongoing activities and remove bottlenecks, if any. Similar concerns are shared by Bipin Kumar, a class 12 student, who says the announcement of board exams from July 1 to 15 brought limited clarity as the larger questions remain unanswered. The COVID-19 lockdown, came with a different set of concerns for class 12 students, whose board exams were postponed midway following the outbreak of coronavirus, putting on hold their future plans as well. "Everyday I have been looking for news about the exams and about entrance exam dates. I feel unfortunate that this happened during the year I was supposed to take the big college leap. I don't want my future decisions to be shaped by this very year as what I opt to study now will remain with me lifelong," Pratyusha told . Ending some uncertainty for students, HRD Minister Ramesh Pokhriyal 'Nishank' on Friday announced that the pending class 10 and 12 board exams will be held from July 1 to 15. While class 12 exams will be conducted across the country, the class 10 exams are only pending in North East Delhi where they were affected due to the law and order situation. "The anxiety doesn't end here, there is no date sheet yet. What will be the modalities of exams, how will we reach centres, what protocols have to be followed, there is no clarity on that. My friends and I keep calling our school teachers and also the CBSE helpline to seek some clarity," Bipin Kumar said. Vaibhav Sharma, a class 12 student in Gurgaon said, "There is no clarity yet. I wanted to apply for DU, but now that the exams are taking place in July when will the results be declared, when will cut offs be announced. If I don't get a good college here, will I be able to travel to different cities for admission, nothing is known yet." Similarly, for the students in northeast Delhi, the wait for the exams has become a "test of patience" as they were postponed first in the area due to law and order situation, and later due to the coronavirus outbreak, resulting in a four-month-long wait for the exams. "It has become an endless wait and now I don't feel like studying too. Right from childhood, we are taught that board exams are too crucial and have to be focussed at least two years in advance. But now, it is a different picture altogether," Rani Kumari, a resident of Chandbagh said.Universities and schools across the country have been closed and exams postponed since March 16 when the Centre announced a countrywide classroom shutdown as one of the measures to contain the COVID-19 outbreak.Later, a nationwide lockdown was announced on March 24, which has now been extended till May 17.The board was not able to conduct class 10 and 12 exams on eight examination days due to the coronavirus outbreak. Further, due to the law and order situation in North East Delhi, the board was not able to conduct exams on four examination days, while a very small number of students from and around this district were not able to appear in exams on six days. The board had last month announced that it will only conduct pending exams in 29 subjects which are crucial for promotion and admission to higher educational institutions. The modalities of assessment for the subjects for which exams are not being conducted will be announced soon by the board.The schedule has been decided in order to ensure that the board exams are completed before competitive examinations such as engineering entrance JEE-Mains, which is scheduled from July 18-23, and medical entrance exam NEET, which is scheduled on July 26.
