"The announcements made today capture the pulse of the economy while retaining credibility both in terms of projections as well as committing to the fiscal consolidation glide path. Most importantly, a historic outlay for public capex is a continuation of the heaving lifting since the time of the pandemic and will have a multiplier effect across myriad sectors of the economy besides crowding in private investment," he added. "A push to investment and consumption was required to keep the growth cycle in motion. We are happy to note that the government has continued the thrust on capital expenditure with a 33 per cent increase in the capital outlay to Rs 10 lakh crore representing 3.3 per cent of GDP. This is a step in the right direction amidst a global economic situation which is still not at ease. Moreover, the revision in tax rates under the new regime will augur well on the consumption side," added Panda. "We also compliment the government on meeting the fiscal deficit target for the current financial year despite persisting uncertainty, this lends credibility to the budget. Moreover, by projecting a 5.9 per cent fiscal deficit for 2023-24 and reiterating the commitment to bring it below 4.5 per cent by 2025-26, the Finance Minister has imparted confidence that growth remains a priority without compromising on fiscal consolidation," he said. The FICCI president added that the announcements made on Wednesday further strengthen the fundamental pillars and ensure resilience, inclusivity and sustainability. "The government is committed to ensuring manufacturing competitiveness, ease of doing business, reducing compliance touch points, and supporting livelihoods across sections. This indicates a continuation of the good work the government has done, and puts in motion an action plan for 'Amrit Kaal'. More officers from neighbouring counties will be trained at India's prestigious strategic leadership institution - <keyword id="66533" type="ORGANIZATION" weightage="20" keywordseo="National-Defence-College">National Defence College</keyword> (NDC) - as New Delhi increases its engagement with neighbours to counter the growing influence of China. Five more friendly countries -- <keyword id="169344" type="COUNTRY" weightage="20" keywordseo="Tajikistan">Tajikistan</keyword>, <keyword id="8692" type="COUNTRY" weightage="20" keywordseo="Indonesia">Indonesia</keyword>, <keyword id="6354908" type="LOCATION" weightage="20" keywordseo="maldives">Maldives</keyword>, Uzbekistan and <keyword id="3750" type="COUNTRY" weightage="20" keywordseo="Philippines">Philippines</keyword> -- will now be able to send their officers to India for annual training in national and international security-related fields. "In the next two years, NDC is going to increase intake of 20 participants from its current capacity of 100," Defence Secretary Ajay Kumar said during opening statement of the diamond jubilee of the institution. NDC was inaugurated in 1960 with 21 participants. Kumar said that the seats have been increased keeping in view of huge demand India is getting from friendly foreign nations. Out of existing 100 capacity, 75 are reserved for Indian senior defence and civil services officers and 25 are for officers from foreign nations across the continents. It is learnt that out of 20 increased seats almost half of them would be reserved for friendly foreign nations. The seats are also reserved for officers coming from Nepal, Myanmar and Bangladesh. The officer said that 10 seats would be increased in 2021 and another 10 in 2022. The NDC also functions as an important instrument of the state towards fostering and enhancing strong relationships with friendly countries, not only in the neighbourhood but also globally. Further, Kumar said, from next session 'President Chair of Excellence' has been planned to be established in the institution. The aim of NDC is to equip future policymakers with the background necessary for a broad understanding of the varied social, economic, political, military, scientific and organisational aspects involved in the planning of national strategy. The recent changes in the geopolitical environment and reshaping of the world order accompanied by the heightened security scenario in the Indo-Pacific and the Indian sub-continent has a direct impact on the development of India. Hence, it was only apt for the NDC to discuss the various issues affecting India. The institution has also planned Diamond Jubilee international webinar from November 5 to November 6 with the main theme on 'India's National Security - The Decade Ahead'. The two-day webinar will commence with a keynote address by Defence Minister Rajnath Singh when he addresses the graduating members of the 60th NDC course. The webinar will witness discussion on important topics relevant to the present geopolitical situation in the world and the relevance of emerging international order to India during and the post-Covid period. The sub themes include talks by various speakers on the geopolitics in 21st century followed by a discussion on transformation of India and its security horizon over the next decade. India enlists five more countries to send their officers to train at the National Defence College

New Delhi, Jan 31 () India is on track to achieve its Nationally Determined Contributions under the Paris Agreement, the Economic Survey said.
 India has strived to ensure that it follows a growth path that delivers sustainable development and protects the environment by investing in various schemes aligned with its Nationally Determined Contributions (NDC) under the Paris Agreement in accordance with principles of equity and common but differentiated responsibilities, the survey has stated.
"India is on track to achieve its NDCs (goals). The survey further highlights the significant leap in India's renewable energy sector i.e. 83 GW targets being achieved out of aimed target of 175 GW Renewable Energy under one of the world's largest renewable energy expansion programs," the Survey said.
Swachh Bharat Mission (Urban) was launched in 2014 with twin objectives of ensuring 100 per cent scientific solid waste management and making urban India open defecation free (ODF) to achieve total environmental improvement, the Finance Ministry said in a release. 
 All Urban areas of 35 States/UTs have become ODF and percentage of waste processing rose from around 18 per cent to 60 per cent.
India's decision to revise the National Action Plan on Climate Change (NAPCC) is in line with NDCs to make it more comprehensive. Schemes like UJALA for LED bulb distribution have crossed 360 million mark, while street lighting programme under which 10 million conventional street lights were replaced by LED street lights resulting in saving 43 million tons of CO2 emission.
"In the solar sector, the International Solar Alliance (ISA) has taken up the role of enabler by institutionalizing 30 fellowships from the member countries; of facilitator by getting the lines of credit worth USD 2 billion from EXIM Bank of India and USD 1.5 billion from Agence Francaise de Development (AFD), France; of an incubator by nurturing initiatives like the solar risk mitigation initiative and of an accelerator by developing tools to aggregate demand for 1000 MW solar and 2,70,000 solar pumps," the ministry said.
Recently, India also launched the coalition for disaster resilient infrastructure (CDRI) on sidelines of UN Secretary General's Climate Action Summit in September 2019.
 CDRI aims to promote resilience of new and existing infrastructure systems to climate and Disaster Risks to reduce the infrastructure losses from Disasters.
India has the second largest emerging green bond market after China.
"The Survey also expressed concern over crunch issue in climate finance .Green Climate Funds' first replenishment (2020-2023) so far witnessed 28 countries pledging resources to replenish the fund for an amount of USD 9.7 billion which is quantitatively lower than the Initial Resource Mobilization (IRM) period.
 "The Survey further expressed a hope that India will continue to do its fair share of responsibilities while strongly calling for developed countries to take the lead," the statement said. ABI MR

The Reserve Bank of India (RBI) recently issued a directive instructing banks and other financial institutions to release the original property documents within 30 days following the complete repayment and closure of the loan account. For any delay the bank or financial institution has to pay ₹5,000 per day to the borrower. Paying off a home loan takes years and paying it off is a definite financial milestone for all homeowners. However, while that may be a cause of celebration, your job is not done, yet. There are certain loose ends that still need to be tied up to ensure due diligence and peace of mind. It is also referred to as a no dues certificate (NDC). “The NOC certificate summarises the home loan details, for example, the home loan agreement details, EMI details, principal outstanding, overdue interest, total receivables, etc,” says Adhil Shetty, CEO, BankBazaar, an online financial marketplace. Secondly, since the loan has been closed, it should state that all the dues are paid by the borrower and the lender does not have any rights or claims on the property. Make sure this paper is duly signed and has the lender's stamp. <cmsannotation type="cmsannotation" annotationid="Retrieve original documents" comment="Subhead" text="Retrieve original documents">Retrieve original documents</cmsannotation> It is very important to retrieve all the original documents you provided to the lender when you initially took out the loan. When you first obtained the loan, the bank would have furnished a list of the documents you submitted. “If the lender was holding any original property documents as collateral, make sure to collect them back,” says Atul Monga, co-founder and CEO, BASIC Home Loan, an automated home loan platform. Ideally, it's advisable to personally collect your documents from the lender rather than having them sent to you. This way, you can verify the documents at the lender's office to ensure that nothing is missing. Before signing any acknowledgment confirming the receipt of the documents, it is essential to thoroughly inspect all the pages of each document to ensure that none of them are lost or misplaced. This document holds legal significance as it certifies that the property is free from any outstanding financial liabilities. “It certifies that a particular property is free from any monetary or legal liabilities, such as outstanding mortgages or loans,” says Monga. Obtaining a clear encumbrance certificate is an important step to establish that the property is unencumbered and ready for any legal or financial transactions, such as property sales or transfers. Update credit report: Once you close your loan, request the lender to update your credit records with the credit bureaus. “Check your credit report after the stipulated time, usually 30 days, to make sure the changes reflect. If not, write to the credit bureau directly with a copy of your NOC and request them to update their records,” says Shetty. Check again after 30 days to ensure that the records are updated.

COP also engages with the public via businesses, youth and faith groups, academics, and civil society. <h2>Who else will be there?</h2>Some 20,000 accredited delegates will visit Glasgow, as well as leaders of all signatories, including US President Joe Biden. Though the UK government has pledged vaccines for all delegates, it is unclear exactly who is going to make it there in November. "Making the event accessible is crucial as it ensures delegates from developing countries, and especially climate-vulnerable countries, will have their voices heard," says Venables. She says reaching a consensus is crucial if we want to combat climate change. <h2>Why is this year's COP so important?</h2>The Paris Agreement was signed at COP in 2015. As a result of that agreement, each country attending this year will put forward a Nationally Determined Contribution (NDC) outlining their commitment to reducing emissions. "At COP26, countries have to upgrade their national climate plans for the first time since presenting them in Paris," explains Venables.These NDCs may prove contentious as different countries push for targets that suit their own agendas, and could make or break our chances of limiting global warming to between 1.5 to 2 degrees Celsius above pre-industrial levels (the number agreed upon in Paris).We're coming up against a global stock take, explains Raghav. "We will add up these contributions and assess their fairness." In 2023, a subsequent report will indicate whether we are on track to reduce emissions in time.<h2>What should I look out for at COP26?</h2>From nature-based solutions to COVID-related setbacks and how to mitigate our way to net-zero, there's a lot on the COP26 agenda.Article 6, the last section of the Paris Agreement to be finalized, will be a big one to watch. It includes a common framework for regulating international carbon markets that could bring additional public and private finance to emission reduction efforts. This would make mitigating the effects of climate change more cost effective.Coal will also make a big appearance in negotiations. But global commitments on phasing it out will prove contentious to countries dependent on it, such as China, India, and Russia, according to Venables.Countries will also discuss who should bear the greater financial burden in future efforts.Not only may developing countries, economically overburdened by the pandemic, ask for help financing their NDC requirements, but many countries feel the cost of addressing climate change should weigh heaviest on industrialized countries who are historically most responsible."Developing nations will ask for a flow of financing and tech to help meet their commitments," explains Raghav.With 36 days until the event kicks off, activists say the best- and worst-case scenarios hinge upon two things: delivering $100 billion in climate finance for developing countries and securing meaningful upgrades to countries' national emissions reductions plans. Without that, the prospects look bleak.
