In 2019, a 15-year-old boy from Bhiwandi in the Thane district of Maharashtra allegedly killed his elder brother for scolding him over playing PUBG Mobile on his phone. Back in 2020, the Union government banned 118 Chinese applications including PUBG Mobile and its other version PUBG Lite. The government said these apps were prejudicial to the sovereignty and integrity of India. The chief of the child rights body, Priyanka Kanoongo wrote a letter to the Union Ministry of Electronics and Information Technology in which she asked, "Why is the game available despite having been legally blocked in the country?" Further, she also added, “It is requested that the commission may be informed regarding action taken in such incidents and be provided with a list of such games which are being used by minors, along with their regulating bodies and regulating mechanism, within 10 days of receipt of this letter.” The NCPCR has also written a second letter to the Indian Olympic Association (IOA), asking them to explain the current status of PUBG. Explain why banned PUBG is still available in India: NCPCR asks IT ministry

By Mona Parthsarathi New Delhi, May 5 () Taking note of the plight of street children during the coronavirus lockdown, the National Commission for Protection of Child Rights (NCPCR) said this time could be used to create a database of the children so they could be linked to various government social schemes and be prevented from coming out on the streets again. Generally found on traffic signals, railway platforms, religious places, shopping areas, near bus and auto stands, these children are often involved in rag-picking, street vending or begging. Post March 24, they are either at shelter homes or have walked down to their native places, however, nobody actually knows where they are. "It could be an ideal situation to prevent these children from coming on the streets again. It is an unprecedented situation when even trains are not running. These children generally run away from homes on trains. Now they should be helped to settle down where they are right now," NCPCR chairman Priyank Kanungo told Bhasha. He also said that there is no need of any new law but the existing laws like Juvenile Justice Act 2015 and Child Labour (Prohibition and Regulation) Amendment Act 2016 should be implemented efficiently and the NCPCR is working on it. "The enforcement agencies in the child protection mechanism should work proactively with child welfare committees which are there in every district across the country. There are child welfare police officers and special juvenile police units in every police station. The CWC should prepare a database of these children with the help of these authorities so that they could benefit from various government schemes like BPL card, Right to food or Prime Minister Awas Yojna," he said. According to a study by the NGO 'Save The Children', there are over two million children on the streets of India living in abject deprivation of the most basic rights and in poverty. It also found that over 80 per cent of the children living in streets have no form of a legal identity document, denying them access to social entitlements. In a project 'Spotlight on the Invisibles', in collaboration with the NCPCR, they carried out a census of street children last year. "This project has been able to link 2,29,262 children in street situations with a legal identity documents across 10 cities (tier 1 and 2) across the country. Apart from identity documents, 89,180 children have been linked to various schemes and services of government. But this number is much less in comparison to total number of street children in India. We have to reach maximum children who need support and protection," Anindit Roy Choudhury, Director Programmes, Save The Children told . "Most often than not, children in street situations are often left out from being counted. Therefore, a large group is often unaccounted for. In the current scenario they could be subjected to sexual exploitation, trafficking or any crime," he added. "They do not exist in the Indian Census study. This makes children in the street even more vulnerable to being left out from social protection schemes that the government provides and from being protected. It is imperative that all children are given identity cards so that they can be brought under existing social and child protection schemes," he added. Kanungo has said that NCPCR is revisiting the standard operating procedures for children in street situations developed in collaboration with 'Save the Children' and will finalise it in next 8-10 days. "We are revisiting this SOP which was prepared in 2017 and hopefully will finalise it during the lockdown itself. We are working on the shortcomings and will try to implement it in a more effective manner," he said. MJ AAR

COVID-19 lockdown: NCPCR to focus on creating database of street children

New Delhi, Apr 18 () The apex child rights body, NCPCR, has issued an advisory to all states to take adequate precautions and security measures related to online classes started in view of lockdown imposed due to the coronavirus outbreak. The National Commission for Protection of Child Rights, in an advisory issued to all secretaries at school education department of all states, said the safety of children is of utmost importance and every action taken with regard to children should be carefully undertaken so as to prevent any kind of violation, abuse or harassment. The NCPCR said the safety of children in the digital space would be the responsibility of school or educational institution conducting online classes. "The schools/institutions should follow all the necessary safety measures given by the authorities from time to time. Also, the criteria for using a particular app for children should also be adhered to," the NCPCR said in the advisory. The NCPCR also said that the participation of children in virtual classrooms should be under parental supervision. "For this, the schools/institutions should provide proper orientation to parents," it said. The login IDs should not be made in name of the students and the students should only be attending the online classes/interaction as a guest and the entire control of the virtual classroom should be with the teacher only so that to prevent them falling into prey of cyber bullying/abuse, the NCPCR said. The NCPCR also warned that neglecting the safety and security of children in any manner shall attract strict action against the school/institution under section 75 of the Juvenile Justice Act, 2015 and other relevant sections of the existing laws. India is currently under the biggest lockdown with around 1.3 billion people asked to stay home in view of the coronavirus outbreak, which has claimed 488 lives and infected more than 14,000 people. Schools were closed and exams postponed at least a week before the nationwide lockdown was announced to contain the spread of Coronavirus. NCPCR issues advisory to states to ensure safety of students in online classes started in view of lockdown

New Delhi, Jun 23 () The apex child rights body, NCPCR, has asked the UP government to ensure proper treatment and protection of 57 girls who tested positive for the coronavirus infection at a government-run shelter home in Kanpur. In a statement, the National Commission for Protection of Child Rights (NCPCR) said its chairperson Priyank Kanoongo on Monday sought details of the matter from the UP State Commission for Protection of Child Rights. The statement said that one member of the UP state commission visited the shelter home on June 17 to carry out an inspection. The state commission issued instructions to the authorities concerned for measures to provide treatment and adequate safety to the girls affected by COVID-19, the statement said. The NCPCR has also asked the UP government to ensure proper treatment and protection to the girls, it said. The Commission said it is closely monitoring the situation and is in touch with state authorities on the matter. Five of the girls were pregnant and one HIV positive. The Kanpur district administration on Sunday had clarified that the girls were pregnant at the time they came to the shelter home. UZM DV DV

"We are collecting samples (of Nestle's Cerelac baby cereals) from across the country. It will take 15-20 days to complete the process," Food Safety and Standards Authority (FSSAI) CEO G Kamala Vardhana Rao told PTI on the sidelines of an Assocham event on food fortification. FSSAI is a statutory body under the administration of the Ministry of Health and Family Welfare. The move comes following concerns about alleged high sugar content in Nestle's baby food products expressed by both the consumer affairs ministry and the National Commission for Protection of Child Rights (NCPCR) after taking note of a global report published by Swiss NGO Public Eye. The global report has claimed that Nestle sold baby products with higher sugar content in less developed South Asian countries including India, Africa and Latin American nations as compared to markets in Europe. However, Nestle India has maintained that it never compromises on compliance and it has reduced added sugar in baby food products in India by up to 30 per cent depending on variants over the past five years. Earlier, addressing the Assocham event, the FSSAI CEO highlighted the importance of food fortification for human health and called for fortification beyond rice to include millets and other alternative foods. FMCG firms have introduced varieties of millet-based products in the last few years and they can further expand the basket of nutritional foods in the country, he added. Twitter asked to appear before India's parliamentary panel on June 18 over misuse concerns

New Delhi, Feb 1 () A sum of Rs 24,435 crore has been set aside for the Women and Child Development (WCD) Ministry for the next fiscal in the Budget announced on Monday, a 16.31 per cent increase over the 2020-21 financial year. Out of Rs 24,435 crore, the highest amount has been allocated to the newly announced Saksham Anganwadi and Mission Poshan 2.0 scheme with Rs 20,105 crore. Poshan 2.0 scheme in an umbrella scheme covering the Integrated Child Development Services (ICDS), Anganwadi Services, Poshan Abhiyaan, Scheme For Adolescent Girls and the National Creche Scheme. The amount set aside for the Women and Child Development (WCD) Ministry is 16 per cent higher over the 2020-21 financial year. In 2020-21, Rs 30,007.09 crore was allocated which was revised to Rs 21,008.31 crore. The total amount for the social services sector, which includes nutrition and social security and welfare, has been increased from Rs 2,411.80 crore in 2020-21 to Rs 3,575.96 crore in 2021-22. The schemes like Beti Bachao Beti Padhao, One Stop Centres, Swadhar Greh, Child Protection, Pradhan Mantri Matru Vandana Yojana, Scheme for Adolescent Girls Scheme and Ujjawala have not been allocated anything in this budget. The budget of the ministry's autonomous bodies - National Institute of Public Cooperation and Child Development (NIPCCD), Central Adoption Resource Agency (CARA), National Commission for Protection of Child Rights (NCPCR), National Commission for Women and Central Social Welfare Board - have been increased in the current budget. The budget for Mission for Protection and Empowerment of Women has been drastically reduced from Rs 726 crore to Rs 48 crore.  Clamour for a wider ban In the one year that PUBG has been in the India, Indian users have spent over $19.65 million on in-game purchases, according to a KPMG report. But, its popularity hasn’t been without consequences. As recently as February, the IT Minister of Goa called the game ‘demonic’ asking for laws to restrict its use in the southern state. Even in Kashmir, the Doctors Association Kashmir (DAK) appealed to parents and teachers to keep kids away from PUBG after students didn’t perform well in their 10th and 12th board exams. The Vellore Institute of Technology (VIT) in Tamil Nadu has already banned the game in the boy’s hostel because it was ‘spoiling’ the entire atmosphere. Students reacted on Twitter stating that the ban was creating ‘inhumane college conditions’.

New Delhi, May 22 () The Delhi High Court Friday directed the Registrar General to file an urgent report on the number of sexual offences cases dealt with by the trial courts where bail pleas were heard without hearing the complainant. Justice Prathiba M Singh, who conducted the hearing through video conferencing, said a detailed report be filed after collecting data from the district judges of Delhi. The high court has said that victims of sexual offences have an obligatory say in the hearing of bail pleas of accused and ordered re-circulation of practice directions on it. The high court was informed that trial courts are violating the directions earlier issued by the high court by passing bail orders without adhering to mandatory requirement of issuance of notice to the complainant or authorised person on the bail plea of accused of sexual offences. "It is deemed appropriate that an urgent report be called from the Registrar General, as to the number of such matters which have been dealt with by the criminal/POCSO courts without notice to the complainant and the number of matters in which the complainant was not present or not heard before disposal of bail applications. "A detailed report be filed with this court after collecting the data from the various District Judges of all the District Courts in Delhi. The Practice Directions ought to be completely adhered to, as they are meant to ensure that the complainants'/victims' rights are adequately safeguarded," the judge said. The high court was hearing a plea by the mother of a minor rape victim challenging the interim bail granted to the accused by a trial court without giving them a hearing or notice. Advocate Tara Narula, representing the victim, said the trial court's order granting interim bail to the accused on May 5 was passed in a routine manner and was not only bad in law but it also suffered from procedural lapse on the part of the sessions court. She said the order was passed without issuance of notice to the complainant of FIR and denied the opportunity of hearing. The counsel said there are more than 80 cases which have been heard in this manner by the trial courts. The high court was informed by the counsel for the accused that his interim bail should not be cancelled as his wife is unwell. It said that his wife's medical report be placed before it within a week and listed the matter for June 4. The victim's counsel submitted that with effect from April 21, 2018 there was an amendment in the law by which it has been mandated that the presence of the informant or any person authorised, shall be obligatory at the time of hearing of the application for bail to the person, accused of sexual offences. Earlier, the high court had said, "Since it is submitted by the counsel for the petitioner that number of courts are not following the above directions, let the Registrar General of this court once again circulate the Practice Directions" of September 24, 2019 and high court's orders of November 25, 2019 and January 27 this year to all the District and Session Judges in Delhi. The District and Sessions Judges will bring the directions to the notice of the criminal courts dealing with matters of sexual offences under the IPC and the Protection of Children from Sexual Offences (POCSO) Act under their respective jurisdiction, the high court had said. The high court, in its last year's orders, directed circulating the practice directions on it among the district judges and later, the directions were extended to the cases lodged under the POCSO Act. Narula submitted that a direction was issued to the District Judges, National Commission for Protection of Children Rights (NCPCR) and State Commission for Protection of Children Rights (SCPCR) to strictly comply with the same. The high court was informed by the lawyer that the victim and her family live in the vicinity of the accused and enlarging him on interim bail is a threat to their lives. Introduced in early 2018, <keyword id="6409600" type="UNKNOWN" weightage="20" keywordseo="PUBG-MOBILE">PUBG Mobile</keyword> has become a pop culture phenomenon. The game had hit <a href="https://www.timesnownews.com/technology-science/article/pubg-mobile-india-series-2019-how-to-register-last-date-for-registration-rs-1-crore-prize-money-and-more/352103" data-type="tilCustomLink" target="_blank">200 million downloads</a> mark in December last year. The concern has now been escalated to the highest level in India. Prime Minister Narendra Modi took a jibe at the online multiplayer battle game developed and published by PUBG Corporation, a subsidiary of South Korean video game company Bluehole, funded by Chinese technology investor, Tencent. Speaking to children and parents on a scheduled annual conversation-- called Parisksha pe charcha or discussion over exams-- preceding the exam season in India, PM Modi had words of caution. “We need to ask ourselves — is technology turning children into robots or making them more human?” Modi said. The prime minister’s rhetoric was in response to a question from the mother of a ninth grader. Madhumita Sen Gupta from Assam, who lives in Delhi, said, “Earlier he (son) was good in studies but now he is too distracted by online games.” The reference to PUBG was one that the prime minister initiated. “I hold technology in very high regard. But every thing has two sides,” the PM said, adding, “If technology is narrowing us and our thoughts, it will be a big setback. Technology should expand our horizons. To laugh and play in open grounds is very important.” He had advice for the parents too, “Parents and teachers must take interest in the evolution of technology and ask children. It will make children feel comfortable in seeking help.” PUBG was <a href="https://www.digit.in/gaming/china-approves-release-of-80-new-games-but-leaves-out-pubg-mobile-developer-tencent-report-45561.html" data-type="tilCustomLink" target="_blank">banned</a> in China in December 2018. And in India, education institutes have already started to take steps to stop children from playing the game. Vellore Institute of Technology, primary schools in Gujarat are some examples. The National Commission for Protection of Child Rights (NCPCR) has also <a href="https://www.ndtv.com/india-news/pubg-adversely-affecting-students-ban-it-gujarat-government-to-schools-1981810" data-type="tilCustomLink" target="_blank">reportedly</a> recommended a ban on the game across the country.
