The National Council of Educational Research and Training (<keyword id="20255499" type="General" weightage="20" keywordseo="ncert" source="keywords">NCERT</keyword>) will release a new syllabus and textbooks for Classes 3 to 6 while there will be no change in the <keyword id="19917193" type="General" weightage="20" keywordseo="curriculum" source="keywords">curriculum</keyword> and textbooks for other grades for the academic year 2024-25 commencing from April 1, according to <keyword id="19976140" type="General" weightage="20" keywordseo="cbse" source="keywords">CBSE</keyword> officials. The NCERT has informed the Central Board of Secondary Education (CBSE) that new syllabi and textbooks for classes 3 and 6 are currently under development and will soon be released, the CBSE said in a communication sent to affiliated schools. "Consequently, schools are advised to follow these new syllabi and textbooks for classes 3 and 6 in place of textbooks published by NCERT till the year 2023," said <keyword id="20215578" type="General" weightage="20" keywordseo="joseph-emmanuel" source="keywords">Joseph Emmanuel</keyword>, Director (Academics), CBSE. "Additionally, a bridge course for class 6, and concise guidelines for class 3 are being developed by the NCERT for facilitating a seamless transition for students to new pedagogical practices and areas of study aligned with new curriculum framework, 2023. These resources will be disseminated to all the schools online once they are received from NCERT. "The Board will also organize capacity-building programs for school heads and Teachers to orient them with the new teaching learning perspectives as envisioned in NEP-2020," he added in the letter. In a revision of the National Curriculum Framework (<keyword id="21063963" type="General" weightage="20" keywordseo="ncf" source="keywords">NCF</keyword>) after 18 years, the Ministry of Education had last year notified the changes. The NCF had undergone four revisions in the past - in 1975, 1988, 2000, and 2005. The council is in process of preparing new school textbooks in line with the new national curriculum framework for school education (NCF-SE) 2023 as a part of the implementation of the National Education Policy (NEP) 2020. "There will be no change in the Curriculum and textbooks for other classes for the academic year 2024-25 commencing from April 1, 2024," he said. The NCF for the foundational stage (FS) was launched by the Ministry of Education in 2022 and according to the curriculum framework, the NCERT developed and collected the learning-teaching material (LTM). Toys, puzzles, puppetry, posters, flash cards, worksheets and attractive storybooks are part of the "<keyword id="21063964" type="General" weightage="20" keywordseo="jaadui-pitara" source="keywords">Jaadui Pitara</keyword>" launched by the Ministry of Education for learning at the foundational stage. In 2022, the NCERT had rationalised the syllabi of classes 6 to 12 to "reduce the content load" on students in light of the COVID-19 pandemic. Among the changes, reflected in new textbooks published last year, the council had removed chapters on Mughal courts, 2002 Gujarat riots, cold war, references of Mughal emperors, and Emergency and periodic table. While the council maintained there was no selective omission of topics, the rationalisation exercise had created a political controversy with leaders from opposition parties alleging the ruling dispensation was "erasing history". New curriculum, books for grades 3-6 from 2024-25, no change in syllabus for other classes: CBSE

"It's a lie. (Chapters on) Mughals have not been dropped. There was a rationalisation process last year because due to Covid, there was pressure on students everywhere," the <keyword id="116349" type="General" weightage="20" keywordseo="ncert-director" source="Orion">NCERT director</keyword> told ANI. The NCERT chief further said that expert committees examined the books from standards 6-12. "They recommended that if this chapter is dropped, it won't affect the knowledge of the children and an unnecessary burden can be removed...The debate is unnecessary. Those who don't know can check the textbooks...," Saklani said. He said that even today students are studying the history of the Mughals in NCERT's class 7th book. "Along with this, the history of Mughals is being taught in Empires in section-2 of the 11th class book. And in the class 12th book there were 2 chapters on the history of the Mughals, out of which theme nine was removed last year, while theme eight is still being taught to the students. This year no chapter has been removed from any book," Saklani further said. "We are working as per NEP (National Education Policy) 2020. This is a transition phase. NEP 2020 speaks of reducing the content load. We are implementing it. NCF (National Curriculum Framework) for school education is being formed, it will be finalised soon. Textbooks will be printed in 2024 as per NEP. We have not dropped anything right now," the NCERT chief said while stressing the National Education Policy. On Monday, Uttar Pradesh Secondary Education Minister Gulab Devi also denied the reports claiming of removing the chapter of the Mughal Sultanate from CBSE and UP Board. "There is no change of any kind in our syllabus. Those who are running this type of misleading news, I request them not to run such news," Gulab Devi said. If there will be any further changes under the new education policy, then it cannot be said. At present, there is no change. The curriculum which was in 2022 will remain the same this time in 2023-24, she said. The government is also considering introducing at least 12 educational channels for students from 1st to 12th grade. The idea is to keep the learning continuity for students. Given the delay in the academic year, the higher education regulatory body University Grants Commission (UGC) also laid out guidelines for colleges after lockdown. As per the UGC directive, university students will be giving the final examination in July and the next academic session will begin in August, 2020. The final year students will have to sit for exams — online or offline. However, the students in other semesters may be promoted based on the internal assessment, the statutory body told the higher education institutions. An odd-even plan for schools ⁠— India is reportedly planning to let 50% of students attend from home

However, the experts expect this percentage (2.67%) to go up to at least 8-9% this year. “At least 8-9% of GDP should be put aside for education. More allocation isn't only necessary at primary, secondary and higher education but, we need to also look at schemes for skilling our youth that are outside of the education system and make them eligible for employment opportunities currently there,” said Prateek Shukla, cofounder and chief executive officer (CEO) of Masai School. Here’s what we can expect from the Union Budget 2022-23 — 1. Increase in spending on teachers’ training The COVID-19 pandemic shifted the teaching mode from offline to online, which was difficult for some teachers to cope with the latest technology. Experts say that the government should draw their attention towards the teachers training programmes, as there is a massive need for the educators to be well versed with the latest technologies. Budget allocation to National Education Mission (NEM) in 2021-22, which consists of — Samagra Shiksha and teacher training and adult education, was ₹31,300 crore — a 2% decrease as compared to 2019-20. The Budget 2021-22 allocated to teachers training and adult education was ₹250 crore. “There is a gap in faculty training. We need to empower our experienced educators to understand new tools and techniques. It is important now to allocate budgets toward upskilling the existing instructors and training of fresher teachers, ensuring qualitative pedagogy. Further, there is a need to reimagine effective assessments focused on using digital methods and amplifying their benefits," said Ravi Panchanadan, managing director (MD) and CEO of Manipal Global Education Services (MaGE). Puneet K, President of the Narayana Group said, “There is an urgent need to raise the quality of our teachers, at the level of subject knowledge and in the use of technology and other tools for teaching. Furthermore, implementing the NEP requires a fundamental shift in the mindset of teachers towards engagement rather than instruction. This can only be achieved through a significant investment of time, effort, and funds on teacher upskilling. The government must consider this in its budgetary allocations.” 2. Access to smart devices like laptops, smartphones at subsidised prices Shifting of classes to online mode created a huge requirement for laptops and smartphones. A National Council of Educational Research and Training (NCERT) survey conducted in August 2020 revealed that at least 27% students in India did not have access to smart devices, which ultimately led to learning loss during the COVID-19 lockdown. According to a PRS India report, the Central government shared ₹818 crore across states and union territories to promote online learning. The Economic Survey 2020-21 observes that, as of October 2020, the percentage of students in government and private schools owning a smartphone increased from 36.5% in 2018 to 61.8% in 2020 in rural India. Experts believe that this year the government should roll out more initiatives, which can help students to get access to laptops and smartphones at subsidised rates because the future is online and the online classes will continue even after the pandemic comes to an end. “While we have ensured continuity, it is mainly limited to city limits due to erratic digital connectivity, which must be fixed on a war footing. Along with accessible internet, it is also vital to ensure that learners in need of digital assets are supported. Scholarships or subsidies to purchase laptops, smartphones, and other tech requirements, including more imaginative ways to utilise old digital assets, need to be explored, further,” said Panchanadan of MaGe. 3. Bring more focus on the edtech sector The edtech sector in India has been exponentially growing especially during the pandemic when the entire world moved towards digitalisation. The industry, which attracted a lot of private players like Byju’s, Vedantu, UpGrad and many more, is poised to become a $30 billion in size in the next ten years, according to a report by advisory firm RBSA Advisors <a href="https://economictimes.indiatimes.com/tech/technology/indian-edtech-industrys-market-size-to-reach-30-billion-in-10-years-report/articleshow/82295097.cms">cited</a> by the Economic Times. Education Minister Dharmendra Pradhan, on January 3, 2022, said that the Ministry of Education is in talks with the Ministry of Law and Ministry of Electronics and Information and Technology to work out a common policy to regulate the edtech sector in India as it has been gaining traction from the past two years. The edtech players in the market are expecting the Budget 2022-23 to have higher focus on the edtech sector and are also expecting to bring down the GST slab on educational services. “The 2022 budget is expected to have a higher focus on the edtech sector as a whole, with significant investments to enhance greater access to robust and improved digital infrastructure. The GST for educational services is expected to be brought down to 5% from the existing 18%, to increase accessibility and feasibility for students from lower and middle-class families. With greater internet penetration, the upcoming budget is expected to announce various initiatives to accelerate digital innovation in the edtech sector,” said Vaibhav Singh, co-founder of Leap Scholar, an online platform which provides guidance and coaching for study abroad. Indian education sector’s budget wishlist – Subsidised access to laptops and smartphones, focus on edtech

Bifurcating the academic session, holding two term-end exams and rationalising the syllabus were part of the special assessment scheme for class 10 and 12 board examinations in 2021-22 announced by the <keyword id="69419" type="ORGANIZATION" weightage="20" keywordseo="Central-Board-of-Secondary-Education">Central Board of Secondary Education</keyword> (<keyword id="6356155" type="ORGANIZATION" weightage="20" keywordseo="cbse">CBSE</keyword>) on Monday in view of the COVID-19 pandemic. The term one exams will be conducted by the Board in November-December, 2021 while the second term exams will be conducted in March-April, 2022, as per an official order by <keyword id="606469" type="PERSON" weightage="20" keywordseo="Joseph-Emmanuel">Joseph Emmanuel</keyword>, Director (Academic) of the CBSE. The syllabus for the board examination will be rationalised, similar to that of the last academic session, and will be notified in July 2021, it said and also announced plans to make the internal assessment and project work more "credible" and "valid". At the end of the first term, the board will organise exams in a flexible schedule between November-December 2021 with a window period of 4-8 weeks for schools situated in different parts of the country and abroad. "The exams will have Multiple Choice Questions (<keyword id="110202" type="ORGANIZATION" weightage="20" keywordseo="McQ">MCQ</keyword>) including case-based MCQs and MCQs on assertion-reasoning type. Duration of test will be 90 minutes and it will cover only the rationalised syllabus of the first term. The question papers will be sent by the CBSE to schools along with the marking scheme. "The exams will be conducted under the supervision of the external center superintendents and observers appointed by CBSE. The responses of students will be captured on <keyword id="6470854" type="ORGANIZATION" weightage="20" keywordseo="omr">OMR</keyword> sheets which, after scanning may be directly uploaded at the CBSE portal or alternatively may be evaluated and marks obtained will be uploaded by the school on the very same day," he added. At the end of the second term, the board would organise Term <keyword id="254453" type="ORGANIZATION" weightage="20" keywordseo="II">II</keyword> or year-end examination based on the rationalised syllabus. "This examination would be held around March-April 2022 at the examination centres fixed by the board. The paper will be of two hours duration and have questions of different formats (case-based/ situation based, open ended- short answer/ long answer type). "In case the situation is not conducive for normal descriptive examination a 90-minute MCQ-based exam will be conducted at the end of the second term also," Emmanuel said. The CBSE has decided that in case the situation of the pandemic improves and students are able to come to schools or centres for taking the exams, the board would conduct Term I and II examinations at schools or centres and the theory marks will be distributed equally between the two exams. "In case the situation of the pandemic forces complete closure of schools during November-December 2021, but second term exams are held at schools or centres, the Term I MCQ based examination would be done by students online or offline from home but their weightage will be reduced in the final score," he said. Similarly, if the November-December exams are conducted in schools or centres and situation is not conducive in March-April, the result will be declared on basis of first term exams. "In case the situation of the pandemic forces complete closure of schools and Board conducted Term I and II exams are taken by the candidates from home in the session 2021-22, results would be computed on the basis of their marks clubbed with internal assessment subject to the moderation or other measures to ensure validity and reliability of the assessment," Emmanuel explained. The syllabus for the academic session 2021-22 will be divided into two terms by following a systematic approach by looking into the interconnectivity of concepts and topics by the Subject Experts. "The Board will conduct examinations at the end of each term on the basis of the bifurcated syllabus. This has been done to increase the probability of having a board conducted classes 10 and 12 examinations at the end of the academic session," he said. Schools will also use alternative academic calendar and inputs from the NCERT on transacting the curriculum. "Efforts will be made to make internal assessment, practical, project work more credible and valid as per the guidelines and moderation policy to be announced by the board to ensure fair distribution of marks," he added. The announcement by the CBSE comes after the COVID-19 pandemic forced the cancellation of board exams this year after much uncertainty. Last year too, exams of some subjects were not held. "The cancellation of exams also necessitated deliberations over alternative ways to look at the learning objectives as well as the conduct of the board examinations for next academic session in case the situation remains unfeasible," Emmanuel said. The board said that the decision has been arrived at following stakeholder consultations with government and private schools from across the country including the ones from remote rural areas and a majority of them have requested for the rationalisation of the syllabus, similar to last year in view of reduced time permitted for organising online classes. "The board has also considered the concerns regarding differential availability of electronic gadgets, connectivity and effectiveness of online teaching and other socio-economic issues specially with respect to students from economically weaker section and those residing in far-flung areas of the country," Emmanuel said. Board exams 2022: CBSE announces special assessment scheme, two term-end exams to be conducted

Their latest project focuses on providing blind students access to non-visual representations of diagrams and figures in subjects like maths, science, economics and geography, in tactile form at an affordable cost. 
 
Prof M Balakrishnan, who is guiding the project, said it uses the process of thermoforming with durable PVC sheets as opposed to the more expensive swell paper or the less durable embossing, while using 3D printing technology. 
 
“Thermoforming lies between embossing and swell technology. While embossing might be economical, it is less durable and prone to wear and tear. Swell technology is expensive with each paper costing Rs 100. With thermoforming, more durable diagrams are created at a nominal price of Rs 10-Rs 15 per sheet,” Renu Kaushik and Vibha Chaudhury, who are working as research scholars for the project, said. 
 
The team has been working with NCERT to bring out a map book for Upper Primary grades in blind schools. 
 
They have also brought out science and maths textbooks for ninth grade and economics textbook for the eleventh grade, besides a Yoga book for the Iyengar society that can be used by visually impaired individuals to practise yoga. 
 
Rao also emphasised on the need for tech-based initiatives and said that it will be among one of the primary areas of focus for the years to come. 
 
“I have seen that a lot of start ups are coming up but there are hardly any tech-based start-ups. We have to focus on tech and tech-incubation is what we will focus on in the next few years,” he said.
