When investing in an NCD, buyers have the choice to purchase or sell the instrument and receive interest payments determined by the issuer's fixed interest rate. “But they are more liquid than corporate FD as NCDs are traded in the secondary market on stock exchanges,” says Abhishek Kumar, founder and chief<a href="https://business.outlookindia.com/invest/investment"> </a>investment advisor at SahajMoney, a financial planning firm. Credit rating: Each NCD undergoes assessment by multiple credit rating agencies, portraying the issuer's capacity to honour payment commitments. Strong financials and a healthy cash flow of the issuing company result in higher ratings for the issued NCD. Should you invest? One should be very clear about the quality of the NCD, what is the cash flow of the company and what is the risk one is going to take. One should consider the credit rating of these NCDs before investing. However, that may not be foolproof. Do not invest in NCDs just for higher <keyword id="6374680" type="General" weightage="20" keywordseo="returns" source="Orion">returns</keyword> Investing in NCDs may not be a good idea, even if you are going with a AAA rating, say experts. Certain NCDs have left a bad taste in the mouth off late. One example is that of the default of the Dewan Housing Finance Corporation Ltd (DHFL) NCD which was AAA rated but was offering a higher interest rate than some AAA rated NCDs. Same was the case with Infrastructure Leasing &amp; Financial Services Limited (IL&amp;FS), whose NCS was also AAA rated. “Even HDFC has a AAA rating , why should someone have to pay you more than the other? So, there is a perceived risk in the NCD which is offering higher returns” says Srinivasan, director and founder, Shree Sidvin Investment Advisors. Numerous NCDs are now being offered at attractive yields as a result of the increase in <keyword id="6371181" type="General" weightage="20" keywordseo="interest-rates" source="Orion">interest rates</keyword>. “However, one should be well informed about the company in which they want to invest, and they shouldn't base their investment decision solely on the basis of the high yields,” says Raghvendra Nath, MD, Ladderup Wealth Management. So higher interest rates of 9% or so should not be a reason to invest in NCDs. “We do tell our clients that for a difference of 2-3% in interest rate you should not take a principal risk,” says Srinivasan. Thus, when investing in NCDs, it pays to be careful.

NCDs may offer a higher interest rate than fixed deposits but experts advise caution

A parliamentary committee has recommended setting up population-based cancer registries in rural areas to help data-driven and evidence-based policy formulation. It has also suggested raising taxes on tobacco products citing that increasing their market price would make them less affordable. This will result in lower consumption and decrease the risk of tobacco-related diseases, including cancer, the panel said. The <keyword id="46535" type="General" weightage="80" keywordseo="health-ministry" source="Orion">health ministry</keyword> must pursue with the Department of Revenue to expedite the decision on raising taxes on tobacco products, the Department-related Parliamentary Standing Committee on Health and Family Welfare said in its 147th report. It was presented in <keyword id="48510" type="General" weightage="80" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> on Friday. It said for better policy formulation on cancer treatment and uniform distribution of cancer care, there is an urgent need to have realistic information about the incidence and type of cancers across the country. The committee said that the health ministry should take appropriate steps to persuade state governments to participate in the formulation of the cancer atlas so that the entire Indian population is covered under Population Based Cancer Registries (PBCRs). This will help in data-driven and evidence-based policy formulation, it said. It suggested that PBCRs can be linked to the Ayushman Bharat Digital Mission to record data of cancer patients to get real-time information on cancer-related illnesses. "The committee has taken note that currently PBCRs cover 16 per cent of the Indian population only. Therefore, it is quite necessary that the National Cancer Registry Programme cover the population of India extensively, in order to have a unified national database for scientific understanding of epidemiology of cancer," the report said. Stressing a robust screening mechanism for cancer, the committee suggested that one day in a month can be fixed for cancer screening. While appreciating the government's impetus on an institutional framework for cancer care and management and financial support for combating cancer, the committee said cancer must be dealt with separately instead of being a part of other lifestyle and non-communicable diseases. It recommended the demerger of the National Cancer Control Programme (NCCP) from the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular diseases and Stroke (NPCDCS) to have a better focus on screening, early diagnosis and management of cancer. In its report, the committee said that in all the leftover districts Non-Communicable Diseases (<keyword id="131571" type="General" weightage="50" keywordseo="ncd" source="Orion">NCD</keyword>) clinics should be set up at the earliest and more healthcare professionals be trained for screening of common cancer. The panel highlighted that adequate human resource in cancer centres is crucial for their complete operationalisation and recommended setting up subsidised or free accommodation for patients and their relatives near cancer hospitals. The National Health Authority (<keyword id="672062" type="General" weightage="80" keywordseo="nha" source="Orion">NHA</keyword>) should consider including all types of cancer diagnostic tests under the Ayushman Bharat <keyword id="6524177" type="General" weightage="50" keywordseo="pradhan-mantri" source="Orion">Pradhan Mantri</keyword> Jan Arogya Yojana (AB-PMJAY), it said. It appreciated that in compliance with the committee's recommendations, the NHA has approved the inclusion of diagnostic tests under the AB-PMJAY with respect to breast, cervical and oral cancer. The committee noted that the health ministry has set up the e-Sanjivini Ayushman Bharat-Health Wellness Centre (AB-HWC), where doctor-to-doctor telemedicine services can be delivered through the hub and spoke model. It recommended that this model should be strengthened so that the opinions of experts can be provided to cancer patients in isolated and backward areas. The ministry should instruct National Cancer Grid (<keyword id="1502308" type="General" weightage="50" keywordseo="ncg" source="Orion">NCG</keyword>) officials to explore group negotiation of commonly used high-value cancer drugs with pharmaceutical companies through a transparent central tendering platform to have substantial discounts on cancer drugs. Since the mandate of the National Pharmaceuticals Pricing Authority is to ensure the availability of drugs at affordable prices, the committee reiterated that the pricing of cancer drugs should not be guided by profit as in the case of the other businesses. If it is not possible to reduce the profit margin of such drugs, the government may subsidise it, it said in its report. "The committee feels that the submission made by the Secretary, Department of Pharmaceutical, before the committee that over a period of about eight years or so the actual price increase in the drugs had been only between two to four per cent, does not mean that each manufacturer keeps the price of the drug below 10 per cent, as the mechanism permits them to make the hike up to 10 per cent," the report said. The committee said the government should rationalise the annual price hike limit of cancer drugs from 10 to five per cent in order to rescue poor cancer patients. It also suggested the ministry look at subsidising the healthcare cost for cancer patients and declare radiotherapy service as an essential commodity. The ministry should take the matter on board immediately and declare radiotherapy service as an essential commodity so that patients can get some relief from bearing the high cost of the service, it said. Parliamentary panel recommends setting up of population-based cancer registries in rural areas

Ajay Gahlaut moves on from Publicis Worldwide; Vikash and Basabjit made Joint NCDs

New Delhi, Jan 24 () India Ratings and Research on Friday downgraded the rating of Rs 3,500 crore non-convertible debentures of Vodafone Idea on account of liabilities related to adjusted gross revenue dues.
 The NCDs were issued by erstwhile Vodafone Mobile Services.
 The credit rating firm downgraded the rating by one level to IND BBB from IND A+ and placed it in "rating watch negative" indicating chance of further lowering of its ability to pay for the debt note.
 "As per the rating rationale published on the website (of Ind-Ra), the downgrade is on account of crystallisation of adjusted gross revenue (AGR) related liabilities, post the dismissal of the review petition by the Supreme Court," Vodafone Idea said in a stock exchange filing.
 Vodafone Idea AGR dues as estimated by the Department of Telecom stands at a cumulative Rs 53,038 crore, including Rs 24,729 crore of SUC dues and Rs 28,309 crore in licence fee.
 The company failed to pay dues on last date set by the Supreme Court requesting time from DoT to wait for outcome of its plea before the court.
 The apex court has listed the matter for hearing next week in which Bharti Airtel and Vodafone Idea have requested modification in the original order dated 24 October 2019, to decide upon the payment schedule for AGR liabilities and any other relief measures with DoT.
 "While telecom players may evaluate options to mitigate the impact of the adverse ruling, the event as such pose significant risk on VIL's credit profile. Nonetheless, the ratings factor in the possibility of some relief and/or grant of relief package (including deferment of spectrum dues) by the government to improve the overall financial health of the telecom sector, which will remain a key monitorable," Ind-Ra said in a its report.
 The rating firm said that Vodafone Idea has classified Rs 10,200 crore from non-current borrowing to current maturity of long-term borrowing in the fourth quarter of 2019 for not meeting certain covenants in the financing documents.
 "All relevant banks in this regard have not yet confirmed waiver of the covenants, resulting in a risk of acceleration of payment," Ind-Ra said. PRS MR

Ind-Ra downgrades Vodafone-Idea Rs 3,500 cr NCD

New Delhi, May 15 () <keyword id="42747" type="CITY" weightage="20" keywordseo="Tata-Motors">Tata Motors</keyword> on Friday said it is planning to raise Rs 1,000 crore through issuance of securities. The company is desirous of offering rated, listed, secured, redeemable, non-convertible debentures (NCDs) aggregating Rs 1,000 crore, <keyword id="8555" type="CITY" weightage="20" keywordseo="Tata">Tata</keyword> Motors said in a regulatory filing. In this regard, the auto major will hold a meeting of its duly constituted committee of the board on May 20, 2020, it added. The above issuance is pursuant to the board's approval on March 27, Tata Motors said. Last week, Tata Motors had decided to withdraw an NCD issue to raise up to Rs 1,000 crore, due to tight market conditions. On May 5, the company said a board-constituted committee had approved raising up to Rs 1,000 crore through issuance of NCDs on a private placement basis. Then on May 7, it said in a regulatory filing :"We hereby inform that the company has decided to withdraw the issue for private placement of unsecured NCDs in view of the higher cost expectations from the market participants due to the tight money market conditions." The company continues to have sufficient liquidity and would consider issuance of NCDs at an appropriate time and under normalised market conditions with necessary approvals, it had noted. The company had planned to issue the NCDs in three tranches of Rs 500 crore, Rs 300 crore and Rs 200 crore with redemptions due on September 30, 2022, November 28, 2022 and December 29, 2022 ,respectively. Tata Motors had decided to withdraw an NCD issue to raise up to Rs 1,000 crore

New Delhi, Jan 9 () State-owned MTNL on Thursday said that it has received shareholders' approval for raising up to Rs 6,500 crore through issuance of non-convertible debentures as well as for monetisation of land and buildings.
 During the extraordinary general meeting of Mahanagar Telephone Nigam Ltd (MTNL) which was held on Wednesday, 99.89 votes were cast in favour of the issuance of "guaranteed, unsecured, listed, redeemable non-convertible debentures in the nature of bonds (NCDs), in one or more series/tranches, aggregating up to Rs 6,500 crore on private placement basis," MTNL said in a filing to BSE.
 The company further said that majority votes were cast in favour of the monetisation of land and buildings as specified/ identified by its board in line with the Department of Investment and Public Asset Management (DIPAM) guidelines and as per revival plan of the company approved by the Union Cabinet recently.
 It added that majority votes were polled in favour of monetisation of towers and fiber assets including leasing, after considering the market conditions with an aim to maximise returns as per the revival plan of the company, and non-convertible redeemable non-cumulative preference shares on a private placement basis to the government towards payment of 4G spectrum cost.
 The government had earlier approved a Rs 69,000-crore revival package for BSNL and MTNL that included merging the two loss-making firms, monetising their assets and giving voluntary retirement scheme (VRS) to employees so that the combined entity turns profitable in two years.
 The companies have already announced VRS schemes. As per official estimates, 78,569 employees of BSNL and 14,387 employees of MTNL have opted for VRS. SID ANS

"We hereby inform that the company has decided to withdraw the issue for private placement of unsecured NCDs in view of the higher cost expectations from the market participants due to the tight money market conditions," Tata Motors said in a regulatory filing. The company continues to have sufficient liquidity and would consider issuance of NCDs at an appropriate time and under normalised market conditions with necessary approvals, it added. The board-constituted committee had approved the offer for subscription, on a private placement basis, up to 10,000 rated, listed, unsecured, redeemable, non-convertible debentures (NCDs) of a face value of Rs 10,00,000 each at par aggregating up to Rs 1,000 crore. The company had planned to issue the NCDs in three tranches of Rs 500 crore, Rs 300 crore and Rs 200 crore with redemptions due on September 30, 2022, November 28, 2022 and December 29, 2022 respectively. According to the information provided by the <keyword id="20039511" type="General" weightage="100" keywordseo="National-Medical-Commission" source="keywords" meta.keywordsubtype="org" meta.entityname="National Medical Commission" meta.hostid="261" meta.entityid="National Medical Commission">National Medical Commission</keyword> (NMC), there are 13,86,136 <keyword id="20522855" type="General" weightage="20" keywordseo="allopathic-doctors" source="keywords">allopathic doctors</keyword> registered with the State Medical Councils and the National Medical Commission (NMC) as on July, 2024, Patel said in a written reply. "Assuming 80% availability of registered allopathic doctors and around 5.65 lakh <keyword id="20522856" type="General" weightage="20" keywordseo="AYUSH-doctors" source="keywords">AYUSH doctors</keyword>, the doctor-population ratio in the country is around 1:836 which is better than the WHO standard of 1:1000," Patel stated. She also said that there are 731 medical colleges in the country with an annual intake of 1,12,112 <keyword id="20585495" type="General" weightage="20" keywordseo="MBBS-seats" source="keywords">MBBS seats</keyword> as of now. Measures taken by the government to augment medical education facilities and to improve medical standards include <keyword id="22366985" type="General" weightage="20" keywordseo="Centrally-Sponsored-Scheme" source="keywords">Centrally Sponsored Scheme</keyword> (CSS) for establishment of new medical colleges by upgrading district/referral hospitals, under which 157 new medical colleges have been approved and 109 are already functional. Under the CSS, medical colleges have been upgraded to increase the number of MBBS (UG) and PG seats. Support has been provided for an increase of 4,977 MBBS seats in 83 colleges with an approved cost of Rs 5,972.20 crore, 4,058 PG seats in phase-I in 72 colleges with an approved cost of Rs 1,498.43 crore and 4,000 PG seats in phase-II in 65 colleges with an approved cost of Rs 4,478.25 crore. Besides, under "upgradation of government medical colleges by construction of super specialty blocks" component of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), 75 projects have been approved, of which 66 projects are complete. Under the Central Sector Scheme for setting up of new AIIMS, 22 AIIMS have been approved and undergraduate courses have started in 19 of these. Also, DNB qualification has been recognised for appointment as teaching faculty, to take care of shortage of faculty and there has been enhancement of age limit for appointment, extension or re-employment against posts of teachers/dean/principal/ director in medical colleges up to 70 years. <h2>Claims of Indians being unfit "extrapolated" </h2>Furthermore, Union Health Minister J P Nadda told the Lok Sabha today that WHO's recent report stating that half of India's adult population is physically unfit relied on data collected only from three states and one UT, and the results were extrapolated through a modelling technique indicating inbuilt methodological issues. Responding to a question, Nadda said the WHO defines 'sufficient physical activity' as 150 minutes of moderate intensity physical activities per week (brisk walk, lifting light load etc.) or 75 minutes of vigorous intensity activity per week (running, digging, construction work, outdoor games etc.). The activity level so quantified is based on a self-reported response to questions about physical activity lasting at least for 10 minutes. The National NCD Monitoring Survey of Indian Council of Medical Research (ICMR) 2020 has assessed, inter alia, physical activity amongst Indian adults and found that 58.7% had conformed to the WHO recommendations, Nadda told the Lok Sabha.

Mumbai, The <keyword id="19922074" type="General" weightage="20" keywordseo="reserve-bank" source="keywords">Reserve Bank</keyword> on Tuesday barred <keyword id="20838865" type="General" weightage="20" keywordseo="jm-financial-products-ltd" source="keywords">JM Financial Products Ltd</keyword> from providing any form of financing against shares and debentures, including sanction and disbursal of loans against <keyword id="19913114" type="General" weightage="20" keywordseo="initial-public-offering" source="keywords">initial public offering</keyword>, with immediate effect. The company can, however, continue to service its existing loan accounts through the usual collection and recovery process, the Reserve Bank said in a statement. <keyword id="20838864" type="General" weightage="20" keywordseo="jm-financial-products" source="keywords">JM Financial Products</keyword> has been directed to cease and desist, with immediate effect, from doing any form of financing against shares and debentures, including sanction and disbursal of loans against Initial Public Offering (IPO) of shares as well as against subscription to debentures. RBI said the action is necessitated due to certain serious deficiencies observed with respect to loans sanctioned by the company for IPO financing as well as NCD subscriptions. The RBI carried out a limited review of the books of the company on the basis of the information shared by the <keyword id="19901204" type="General" weightage="20" keywordseo="securities-and-exchange-board-of-india" source="keywords">Securities and Exchange Board of India</keyword> (SEBI). New Delhi, <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword> is grappling with a profound nutritional shift, as highlighted by the latest <keyword id="20048711" type="General" weightage="20" keywordseo="lancet" source="keywords">Lancet</keyword> study, with nutritionists attributing this "double whammy" of undernutrition and obesity to a dual challenge: inadequate consumption of quality foods and easy access to cheap, unhealthy alternatives. The Lancet study, published on Thursday, found that in India, nearly 44 million women and 26 million men were obese in 2022, respectively. The analysis by the NCD Risk Factor Collaboration (NCD-RisC) - a global network of scientists - and the World Health Organization (WHO) also found that about 12.5 million children aged between five and 19 were overweight in 2022. "These numbers are up from 2.4 million and 1.1 million in 1990 for women and men, respectively, while for children, the baseline number was about 0.4 million," said study co-author Guha Pradeepa, from Madras Diabetes Research Foundation (MDRF), Chennai, told PTI. Reacting to the study findings, nutritionist Sudha <keyword id="19944928" type="General" weightage="20" keywordseo="vasudevan" source="keywords">Vasudevan</keyword>, who was not involved in the study, noted that while good quality foods are nutrient-dense like fruits and vegetables, unhealthy foods are usually processed, containing high-fat, sugar, salt, and refined carbohydrates. "We had not yet won the war against undernutrition-related health problems, but now we are additionally burdened by those coming from overnutrition or obesity, and resembling the developed nations in that sense," Vasudevan, Senior Scientist and Head of the Department of Foods &amp; Nutrition Research, MDRF, told PTI. The findings suggest trends of an "epidemiological and nutrition transition" of India, Vasudevan said. "While the developed countries might be economically equipped to deal with obesity and related healthcare burden, India is not and therefore, we are struggling," she said. The Lancet study looked at body mass index (BMI) to understand how obesity and underweight have changed worldwide from 1990 to 2022. It analysed the weights and heights of over 220 million people aged five years or older, from across more than 190 countries. The findings also highlighted a major shift in lifestyle over the past decades, including lack of exercise and healthy food, said Pradeepa. The study found that the adult obesity rate in India increased from 1.2 per cent in 1990 to 9.8 per cent in 2022 for women, while for men, it rose from 0.5 per cent to 5.4 per cent. Pradeepa attributed the spike in obesity rate to a combination of biological and social factors. "Biological factors involve constant, cyclical hormonal activity with pregnancy-specific weight gain, following which taking care of the child takes precedence. "On the other hand, social factors compel them to prioritise their children's and family's health over their own. These factors present as barriers to doing exercise for women and taking care of themselves," she explained. The findings revealed the need for innovative interventions in terms of introducing more physical activity and movement in a day, especially for women, said Pradeepa. She referred to <keyword id="20792091" type="General" weightage="20" keywordseo="thandav" source="keywords">Thandav</keyword>, which is one such intervention, developed by Dr. R. M. <keyword id="20401278" type="General" weightage="20" keywordseo="anjana" source="keywords">Anjana</keyword>, President of MDRF. Thandav is a ten-minute routine that combines the physical exercise aspect of high-intensity interval training (HIIT) with enjoyable dance movements. The routine thus makes the act of performing physical exercise more entertaining and recreational, and also more socially acceptable as girls and women can perform this easily at their homes, explained Pradeepa. Anjana along with colleagues at MDRF, have scientifically investigated the impact of Thandav on the physical fitness of Indian girls and women and published papers in journals such as Diabetes Technology &amp; Therapeutics.

The latter two are particularly linked with the risk of hypertension, cardiovascular disease, and chronic kidney disease. These findings underscore the necessity for optimal nutrient intake to maintain cardiovascular and kidney health. They also stress the urgency for personalised dietary interventions to mitigate the risks of prevalent non-communicable diseases. Emphasising the need for targeted interventions to address the alarming dietary patterns, Prof. Vivekanand Jha, lead researcher and Executive Director at The George Institute for Global Health, India, said: “A poor nutritious diet is a major risk element for non-communicable diseases (NCD), which are of considerable public health concern. “In India, people eat different foods, so it is important to know exactly what nutrients they are getting to help prevent and manage these diseases. The high salt intake and low potassium intake point to the need to develop interventions targeted to individuals and societies.” In combating the prevalence of non-communicable diseases, researchers have advocated for multifaceted strategies. These include enhanced food labelling to empower healthier choices, reducing salt content in processed foods, and promoting the consumption of potassium-rich fruits and vegetables. In embracing an informed and holistic approach to dining, where taste and nutrition harmonise, the populations can not only savour the essence of North Indian cuisine, but also nurture their well-being with every delectable bite.
